Cop suspended for lapse in duty
Charged with casual approach as snatcher escapes from custody

Assistant sub-inspector-cum-in charge of the Surya Enclave police post Vijay Kumar and clerk (munshi) Balwinder have been suspended by the Jalandhar police for their alleged dereliction of duty after a snatcher escaped from their custody last morning.

Additional Deputy Commissioner of Police Naresh Dogra said both cops were suspended after they were found guilty of adopting a casual approach in taking care of the accused lodged at the Survya Enclave police post. The alleged snatcher, Gagan Deep, was caught by people after he snatched a purse, containing Rs 500, from a girl named Pooja on Tuesday.

The moment the accused attempted snatching, he was chased by the nearby public and handed over to cops. “We had taken the accused on a one-day police remand. He also confessed to having committed over a dozen snatchings in the past few months. Due to the elections, the police post was not having adequate security. The snatcher, after finding a loophole in the security, managed to escape,” Dogra said, adding that police teams were already conducting raids to nab the accused.

A case under Section 223, 224 of the IPC has been registered against the cops.

Son given electric shocks, alleges mother

Sunita, mother of Gagan Deep, a resident of Gurunanak Pura, alleged that the police had given electric shocks to her minor son for making him confess other snatching incidents, which her son had not even committed.

After taking my son in police remand, the police badly interrogated him and made him accept past snatchings in which he was not even involved. After my son was interrogated and given electric shocks, he sustained serious wounds. Now to escape responsibility, the errant cops, who interrogated him, seemed to have hidden him at some secluded place for medical treatment,” Sunita alleged.

Vijay Hans, national president of the Democratic Bhartiye Samaj Party, who also apprised DGP, Punjab, Suresh Arora of the matter, also alleged that the police had given electric shocks to Gagan Deep for making him forcibly confess past crimes. Gagan had told his mother last night that he was badly beaten up by the police and also given electric shocks by the CIA staff.

After the police interrogated Gagan, who is a minor,the errant officer Vijay came to his office and asked him not to tell senior officials about the matter.

I have met Commissioner of Police Ishwar Singh, who has ordered the ADCP (Headquarters) Naveen Singla to inquire the matter and submit a report in three to four days,” Hans said.

ADCP Naveen Singla confirmed that he was entrusted the inquiry by the Commissioner of Police. “I will inquire the allegations levelled by Gagan’s mother that he was given electric shocks by cops. I will submit a report in three to four days,” he added.

Labour unions pay homage to Chicago Martyrs

On the International Workers’ Day, labour unions organised different functions to pay homage to the Chicago Martyrs and pledge to fight for the rights of the workers.

Addressing the rallies, labour leaders, Jai Paul Dogra, Rashpaul Keley, Tirth Ram Nahar and Balbir Singh said the imperialist policies being pursued all over the world had led to a rise in poverty, unemployment and repression, while policies of liberalisation, globalisation and privatisation had caused an overall economic slowdown.

Criticising the economic policies of the UPA government, the leaders said the nation had gone bankrupt and the people were being crushed under the burden of malnutrition, rising prices, illiteracy and corruption.

The speakers demanded that all vacant posts in the government, public, and private sectors should be filled on regular basis, and the outsourcing and contract systems should be abolished.

There have not been any rehabilitation scheme for the child labour in the city, which irked the most to the Bachpan Bachao Andolan, a Non Government Organisation that has been working for the rights of children.

Talking to The Tribune on the occasion of Labour Day, activist Dinesh Kumar said there was a lack of rehabilitation for the rescuers from child labour, whereas in the Ludhiana district, there are so many such programmes.

He said apart from tea stalls,dhaba and restaurants, children were also working with sports and embroidery industry. “I have complained to the Deputy Commissioner, Jalandhar ,Varun Roojam, but no action has been taken so far, despite the guidelines of the Punjab and Haryana High Court that the action is mandatory to be taken after any complaint comes up. This is violation of the directions of the High Court,” he added.

He said when he approached the Labour Department, they said they had lack of staff, therefore they could not help it out. In fact they always had a lethargic approach towards the issue.

When contacted, Assistant Labour Commissioner, Jatinder Singh said this was true that the department had been facing problems in rehabilitation of the child labourers. However, plans are being made to sort it out.

He said nearly 40 to 50 child labourers were being rescued by the department every year. And such children were sent to the Social Welfare Department. It is up to the Social Welfare Department to initiate the rehabilitation programme. Apart from this, the children were sent to the National Child Labour Schools.

The fate of the 24 candidates of the Jalandhar parliamentary seat was fixed by 10,40,655 voters in the elections held yesterday. While the District Election Office had given 68 per cent figure till last evening, with accurate figures coming today, the poll percentage further came down to just 67.21 today.

The highest voter turnout was reported from Phillaur, where 1,33,627 people voted. The lowest turnout was from Jalandhar (Central), with 1,01,641 voters coming to choose their Lok Sabha candidate. Male voters outnumbered female voters with the figures standing at 5,32,203 and 5,08,452, respectively.

While until April 28, there were a projected 3,200 poll duty staff whose election duty certificates (EDCs) had to be issued, there was a dramatic decrease in the number by the time the process was completed. Thanks to a huge amount of forms getting rejected, a mere 834 (some claim even all of them didn't get EDCs) of the total civil polling staff voted.

Hence, of the total 11,000 civil election duty staff, a whopping 10,166 civil staff was missing out during polling yesterday. Meanwhile, of the total 8,000 police personnel deputed on polling duty in the district, only 643 went to the polls, leaving out 7,357 from the voting process. Of the drivers and cleaners, EDCs of 70 had been issued.

While complaints regarding the issue had been coming in for days, officials said the vital decrease in the number of polling staff missing out on the polls was also because a number of 12-A forms had to be rejected as these were not filled properly.

However, some staff said though miniscule in number, some of the PBs and EDCs also had to be left unposted because the process was completed at the last minute. At some of the constituencies, the detail of belt number of police personnel was also filled in at 1.30 am on the morning of April 30 as officials were earlier unaware that this information had to be mentioned on Form 12-A.

Many poll staff complained the issuance of EDCs depended largely on how their respective returning officers handled the situation. "While some men working in the same booth as me had received their EDCs, those from the RO of another assembly constituency were yet to arrive," said a person on poll duty.

Notably, while the district administration had been maintaining that the staff missed the process due to their own fault, some insiders in the election staff said, "There could be no dispute about the fact that the process suffered due to the lack of proper planning.

While some staff have also been unresponsive despite instructions, stricter implementation of deadlines and form acceptance might have prevented such a great number of staff being left out. The error can only be rectified in the next elections because this year the damage's been done."

Tejinder Virli, area secretary, Punjab and Chandigarh College teachers Union, said, "This is not just in Jalandhar. Across Punjab, we are getting reports of a major chunk of poll duty staff missing out on their voting rights. Lakhs of people were not be able to cast their votes. They are experienced staff, they know how to fill forms. There are still two more phases of elections to go. Ideally, a special voting opportunity should have been made for us."

While CEO VK Singh, had earlier maintained that things couldn't be changed now, Additional Chief Election Officer Supreet Gulati said, "Filling forms and declarations properly and in time is the work of the staff. We have been informing staff about the process since day one. They should have filled their forms on time."

Election staff burn the midnight oil

A day after the Lok Sabha polls were over, work was still not over for the staff of the District Election Office here. Despite the fact that it was a holiday on account of Labour Day, the staff on poll duty continued to perform round the clock.

Deputy Commissioner-cum-District Election Officer Varun Roojam and Assistant AROs ensured that the arrangements at the nine strong rooms in the collection and counting centre at the Directorate of Land Records on Kapurthala Road were adequate, the rooms had been sealed well, the CCTV cameras had been installed and were working and paramilitary forces deployed there had all requisite facilities. The staff deployed at the collection centre said the work to collect and safely keep EVM machines went on past 3 am.

Even as canvassing got over three days ago and the polling concluded yesterday, inspectors from the Food and Civil Supplies Department were alert to attend to calls on the 24-hour tollfree helpline numbers installed in the administrative complex. The staff said they would continue to discharge their duties till the Election Commission ordered the winding up of their desk. They said even as the phone did not ring since morning, they could not leave any call unattended till the counting took place and the results were announced.

Even as the media monitoring team, led by the staff of the District Public Relations Office, had removed all TV sets and did not turn up today, the expenditure monitoring teams and the Model Code of Conduct teams continued to work today to conclude their pending reports received from the AROs concerned and to forward them to the Election Commission of India.

The election department of the district and the staff of the National Informatics Centre, too, was working today to generate more data and to submit more elaborate reports.

Work on holiday

Continued working round the clock even on Thursday, which was a holiday on account of Labour Day.

A case has been registered against a former Mayor of Jalandhar and a leader of the Shiromani Akali Dal (SAD), Suresh Sehgal, and two others for allegedly beating up a Congress worker Subhash Sharma at a polling booth in Rasta Mohalla after there was confusion over the working of an electronic voting machine during the Lok Sabha elections yesterday.

The case, under Sections 323, 342, 354, 34 of the IPC, was registered against Suresh Sehgal, Bablu Sehgal and Rajan Sehgal at the No. 3 police division. The case was registered after Congress workers protested against the police yesterday for not considering the complaint seriously.

High drama had prevailed yesterday as Subhash Sharma’s wife Reeta Sharma, who had unsuccessfully contested from ward number 29 during the 2012 MC polls against Suresh Sehgal’s sister-in-law Suman Sehgal, created a lot of furore and went about in the congested streets of the colony raising her voice against the SAD leaders. — TNS

Candidates heave a sigh of relief after canvassing

For Tinu, a very relaxing day

Having slept well last night after more than 40 days, the SAD candidate from Jalandhar Pawan Kumar Tinu said he had thought that he would wake up late this morning to tide over the sleeplessness and fatigue that he had been experiencing. But that was not to be.

“Accustomed to begin my day at 5 am, this morning I was woken up by the alarm bell of my body clock. I got up and realised that I am not supposed to go around for any canvassing today. I looked all around and everyone in my house was sleeping. My staff which too otherwise starts its preparations early in the day was also nowhere to be seen. I came out to check if the hawker had delivered newspapers but in vain. Convinced that there was nothing that I could do so early, I went back to my bed and slept all over again”, Tinu laughed as he revealed that it was difficult for him to digest that it was actually a very relaxing day for him today.

He went on, “For a change, I, my mother, brother, wife, children and nephew sat together for the breakfast on the dining table after a month. I have not had a single meal with my family despite the fact that my brother is here from England and my nephew has come from the US. My breakfast and my lunch would be packed for me and stacked in my car as I used to start my day. I have munched all my meals in my car. I could not join my children even for the dinner as I would often be late or there would be party workers at place till midnight.

“However, thankfully my son and daughter, who are preparing for entrance to professional colleges, were at home and I could unwind myself, sit with them, discuss about their studies and admission plans. Sitting along them and taking their help, I also thanked my supporters online,” he said mentioning that he attended only selected phone calls today. “I did not indulge in much post-poll analysis today as I decided to give myself a break”, he added.

“I am more excited about resuming my morning walk and gym from tomorrow onwards for that is how I think I will return to my normal routine”, he signed off.

Mann spends an ‘Aam’ day

Getting her candidature amid controversy, the Aam Admi Party candidate from Jalandhar was left to cope with a volley of stinging questions ever since her candidature from was announced. With her credibility put to question time and again and labels like ‘parachute candidate’ on her and ‘toofani daura’ on her campaign regularly being bestowed, the going was never easy for this 27-year-old who recently quit teaching to explore the rough terrain of politics, riding the broom.

But with the elections over on Wednesday, her first relaxed day in a long time, was as ‘aam’ as the party she comes from, claims to be. Strewn with little domestic chores and conversations with family (who she saw very little of in the past month) - Mann shared how the campaign changed her and how her hopes point to a win.

Sitting on the first floor of her un-plastered, 2 marla home in a narrow lane of Top Khana Bazaar in Jalandhar Cantt, The Tribune caught Mann shelling peas as she chatted with family - the hum of talking women broken only by her constantly ringing phone.

From the wary, fumbling newbie always hunting for associates when thrown a googly by the press, the campaign has steeled her into a more confident woman.

“‘Yes, things have been said about me. But the love of the people has made me stronger. A garbage-picker gave me all his earnings, elsewhere women ran to me when they saw me and men told me stories of how the bad road in their village made them lose their pregnant wives and their babies. These people need a respite and god willing I will give it to them,” she said.

Her sisters Srishti (20) and Shabri (21) also campaigned for her, “Didi also came to the institute where I study, but they don’t know she’s my sister, yet,” she laughed.

He father Prem Chand constantly wipes tears moved by her daughter’s first political outing and mother Parveen and grandmother Prakashu Devi say they are positive Jalandhar will chose her.

Pop the final question, where does she think she will rank in the Jalandhar polls? “First,” she quips.

Chaudhary Santokh Singh meets party workers

“Although the Lok Sabha elections are over, but I will remain available for public all the time. I am not going for any vocations for relaxation, rather my real vocations are spending time in the public only” Lok Sabha Congress candidate Chaudhary Santokh Singh said when asked whether he is going for any vacations with his family after the hectic schedule of elections.

Chaudhary, who was enjoying relaxed moments with his family and extended family members at his house, said his family members had never showed any grudge that he couldn’t spare time for them during the elections. “In fact my wife, son and daughter-in-law remained with me throughout the campaigning. Their support never let me go tired. Now even after the elections, I am feeling as fresh I was during the elections” Chaudhary expressed.

Only his seven-year-old daughter-in-law Pari registered huge grudge against him as he couldn’t spare time for her due to the busy election schedule, Chaudhary said while sharing light moments with Pari.

In the election season, he used to wake up at 6 am and spent the whole day in public meetings till 12 pm in the night, Chaudhary said today he slept half-an-hour more as he woke up at 6.30 am and after having tea together with the family members, he again had a meeting with party workers.

Chudhary, who was confident of his win, claimed that today he met his party workers and even visited some of the villages to get feedback about the elections. Chaudhary said he is not a seasoned politicians who came out only during elections.

Kotli busy analysing elections

For Bahujan Samaj Party (BSP) candidate Sukhwinder Kotli, party workers are like family members. He has been with BSP workers ever since the elections were held. In the wake of tight election schedule, he along with his party workers had ‘tea and pakoras’ in order to enjoy some relaxed moments at his Nakodar Road party office.

Speaking to Jalandhar Tribune, Sukhwinder said he preferred to spend last night with party workers and analysing the election process instead of spending time with his family back home. “I went to my home in the morning where after having breakfast, I rejoined party workers to further analyse the elections,” he said.

Sukhwinder said he had not had any holiday in his life as they have no such culture to go for holiday. “I would rather go door to door to thank the people who have supported us,” he added.

Speaking about his family’s efforts in the election campaigning, he said he had five members in his family, including one daughter, two sons, himself and his wife. “All my family members worked restlessly to campaign for me. My wife made a women’s group to go for campaigning and my children had been working in the field with their friends and acquaintances, which made me feel proud of them,” he said.

Talking about his future course of actions, he said the party was going to organise a meeting on Monday to chalk out the further plans to thank people in every assembly segment.

“The kind of feedback I have been getting from my party workers makes me believe that I am going to win with a considerable margin. The reason behind this conclusion is that people have got tired of both the parties and their anti-poor and downtrodden policies. The Dalits in the present scenario are feeling cheated,” he said.

No headway in Sikandarpur murder case

The Jalandhar rural police is still groping in the dark in the Sikandarpur murder case.

The Adampur police station Gurmeet Singh and ASI Alawalpur police post Raguvir Singh had also faced suspension in the case, as they had failed to take timely action against the accused.

The accused had made second attempt to kill Nikka Baba. In the incident, Baba had sustained minor injuries, but his sister-in-law Zareena had died.

Kamal, alias Nikka Baba was attacked by two miscreants on April 4 at his house in Sikandpur village. Prior to this attack, Baba was also attacked by some unidentified miscreants in January this year and he had then also complained to the Adampur police, but the police had not investigated his complaint seriously.

Interestingly, after the first attack on Nikka Baba on January 18 this year, ASP Adampur Vivek Soni had then said the attack on Baba was doubtful, a he had not sustained any bullet injuries and on the other hand, he was also not ready to reveal the identity of the assailants.

Adampur police official said raids were being conducted to nab the accused.

Schools for special children sans salary

While on one hand the ignored disability sector is trying to find a voice in SAD nominee Pawan Kumar Tinu, on the other, the state of Red Cross-run schools in the district continues to be bad due to lack of funds and support form both the centre and state governments.

Both the Red Cross School for the Deaf and the Prayas School for MR children have been sans grants for the past few years. While staff at the Prayas Schools for MR children last received grants four years ago, the state of the Red Cross School for the Deaf is also similar.

The school having strength of 22 staff members and 88 students has not received salary grants for the past over three years and is handling salaries and staff allowances with donations. The regular grants from the Social Security Department have not been received. The regular review teams from the Centre have also not paid a visit in the past three years.

Ranjana Bansal, Honorary Secretary, Red Cross School for MR Children, said, “We make do with funds from donations and our own resources and its been about four years since we received grants. The Central government hasn't sent in the amount."

Notably, the state government or the district administration also hasn't bothered to enquire about the plight of the children. Moreover, while review teams earlier came in to supervise arrangements and take stock of the needs of the students, for the past long time, that hasn’t happened either. “They can only understand the ground reality of our neëds once they come,” said Ranjana.

Bansal joined back as the Honorary Secretary of the school about three months ago and since then she is grappling with the crisis.

A couple of posts of teachers at the school are also presently vacant.

Meanwhile, the crisis at the Red Cross School for the Deaf is also very similar.

The school hasn't received half of its grants for the session 2012-2013 and no grants for the session 2013-2014.

Officiating principal PN Sharma said, “I have personally been to Delhi and have sent written requests to the Social Security Department but the grants haven’t arrived so far. Though, they are expected to arrive soon. We make do with donations etc. However, the district administration has taken keen interest in the issue. We hope the grants will be received once the model code of conduct is released.”

The Red Cross School for the Deaf is also providing only 70 hearing aids to a total of about 130 students.

May 1st is the day when the first cavalry unit was mechanised to tanks. On May1,1938 , the horses of a cavalry unit called Scindh Horse was converted to tank unit. On this day the horses from the cavalry regiment were withdrawn and were replaced by tanks. Subsequently the other cavalry units were also given tanks. There is big evolution in the process of developing modern tanks that are being used by the world armoured regiments, a press release stated.

It further stated that on this day, the officers and ladies of the Armoured Corps of this station were led by Lt Gen MS Shergill in a big strength to pay their respects to the gallant soldiers of the Armoured Corps at Punjab State War Memorial. A wreath was laid by Lt Gen MS Shergill and floral tributes were paid by all present including ladies.

The Army band and cavalry soldiers in the cavalry regalia also participated in the very solemn and sacred function. Brig AS Minhas (Retd), Brig BS Dhillon (Retd), Col HP Singh (Retd), Col Rohit Bakshi and a big number of Armoured Corps offices were present at the Armoured Corps Day function.
