Elections for the post of president of sarpanch organisation of Bathinda rural block were held in Bathinda today. Sarpanch of Virk Kalan village, Jagdev Singh Virk Kalan, was unanimously elected as the president. In the election, 35 villages of Bathinda rural block were included, from which 27 sarpanchs were present during this election. PPCB locks horns with MC Goniana
Court summons Executive Engineers of Punjab Water Supply and Sewerage Board

The Punjab Pollution Control Board (PPCB) locked horns with the Municipal Council, Goniana, (MCG) over the issue of releasing untreated polluted water into the agricultural fields by the MC. The court of Judicial Magistrate (I-Class) Megha Sharma, today, issued the summon to the executive over the issue. The court also summoned the Executive Engineer of the Punjab Water Supply and Sewerage Board, Bathinda, in this regard. They have been ordered to appear in court on May 27, 2014.

Earlier, a complaint was moved by the PPCB in court wherein it was stated that the MC is required to obtain the consent to operate for the discharge of sewage or effluent under 4 (i) of the Water (Prevention and Control of Pollution) Act 1974.

The complaint states that the MCG was constituted in the year 1949 and the consent to operate for discharge of sewage or effluent was to be obtained under the Act.

The sanction was granted up to January 20, 1987 and since then the MCG failed to get the sanction renewed.

The PPCB’s complaint reveals that the Executive Engineer of the MC and the Executive Engineer of the Punjab Water Supply & Sewage Board (PWSSB) are responsible for the conduct of day to day functioning of the local body.

Earlier, a civil writ petition was also filed by Gram Panchayat of village Chand Bhan & others versus the state of Punjab in 2011 in which, villagers sought directions not to release the sewage dirt of Goniana Town in the Chand Bhan drain.

The writ petition was disposed off with directions to the MCG to make an endeavor so that the untreated water reaches the sewage treatment plant for use of irrigation purposes.

The board was listed as one of the respondents in the writ petition by the villagers. The Municipal Council was then issued a show cause notice with an opportunity of personal hearing before the member secretary of the PPCB, Patiala in 2012.

It was decided during the hearing that the MCG shall not discharge any effluent into Chand Bhan drain under any circumstances and not even during rainy season. The MCG shall make necessary arrangements to use the treated sewage effluent into land for irrigation or plantation by June 30, 2012.

Later, the executive engineer of the PWSSB informed that to rinse 3.64 kilometers of main line has already been done out of the total 6.3 km and also the work of laying the pipeline to discharge treated domestic effluent into Chand Bhan drain has been stopped.

The sewage treatment plant installed by the MCG was visited by the officer of the PPCB in December last year and observed that the Sewage Treatment Plant (STP) was not in the operation at the time of visit, the untreated waste water was being discharged onto the agricultural fields.

The team of the Pollution Control Board also collected samples from the inlet of disposal system and it was found to be beyond permissible limit.

The STP was again visited by the PPCB officials in July 2013 and found that untreated waste water of the MCG was being used for irrigation against the orders passed by the Punjab & Haryana High Court.

Moreover, the untreated waste water did not enter into the STP and was bypassing the same.

The PPCB’s counsel advocate, Gurwinder Mann, when contacted, admitted that summons had been issued to the executive officer of the MCG.

All attempts to contact the concerned PPCB officials to comment over the issue proved futile.

Executive Officer of the MCG Gursewak Singh, when contacted, said the issue pertains to the PWSSB, but he would check it over. “The project of laying the pipes is yet to be completed and has not been handed over to the MC so far. But still, I will check it out,” he said, adding that he was not aware of the release of polluted water in agricultural fields.

Modi would prove to be a disaster for country, says Manpreet Badal
‘State govt has failed to disburse grants to cancer patients’

The PPP-Congress-CPI joint candidate for the Bathinda Lok Sabha constituency, Manpreet Singh Badal, today questioned the commitment of the SAD-BJP government towards the welfare of the people and termed it responsible for neglecting the cancer patients in the Bathinda constituency.

In a press release here today, Manpreet said it was tragic that the Badal government had failed to disburse grants to the cancer patients for treatment despite having repeatedly announced that it would bear part of the cost of treatment. He also pointed out that a large number of cancer patients belonged to the Malwa belt where the Punjab Chief Minister Parkash Singh Badal himself belongs to.

He also questioned the SAD-BJP candidate for the seat, Harsimrat Kaur Badal’s claims that the constituency enjoyed the VIP status in the state. He added that the Bathinda MP was misleading people of the constituency and was asking them to vote for her while lying to them.

“Going by the miserable situation that the cancer patients are facing in this area, all claims of development and commitment to the people fall flat at the level of implementation. The people will not forgive this government for this criminal neglect,” he further added.

The PPP chief said people needed cheaper cancer treatment, but the state government had failed miserably in providing it to its people. Pointing out that the patients had no option but to board the ‘cancer train’ to Bikaner in Rajathasn to avail cheaper treatment, he accused the state government of abdicating its responsibilities.

Taking a dig at the SAD-BJP government for failing to keep its promises, Manapreet stated that the alliance was now relying on Narendra Modi to help them out of the situation. “While the state government didn’t do much itself, it is now showing its people a mirage named Narendra Modi asking them to vote for him if they wanted a change,” he said. “People do want change but that will happen only when the corrupt SAD-BJP government will be thrown out,” he added.

Talking about the absence of a ‘Modi wave’ in the state, Manpreet stated that while the SAD-BJP candidates had been using Modi’s name, it had failed to yield results as there was no Modi wave in Punjab.

“Modi is not suited to a border state like Punjab as he advocates a hawkish approach towards the neighbours whereas the people of Punjab desire peace and better trade relations and easy interaction across the border,” Mapreet said. He added that Modi would prove to be a disaster for the country as the politics of hatred cannot thrive in this country which symbolises unity in diversity.

Inspector General holds meeting with Haryana counterparts

Inspector General of Police (IGP), Bathinda Zone, today held a meeting with his counterparts and their subordinates in neighboring parts of Haryana. Speaking during the occasion, IG Paramraj Umranangal accompanied by SSP Bathinda Gurpreet Bhullar and other officers stated that the police are all geared-up for the smooth and peaceful elections in and around the Bathinda Parliamentary constituencies.

“Our chief concern is to stop the flow of drugs and the unwanted elements. We have already put up security in strength at the Punjab-Haryana border,” the IG said.

On specific information, a section of sensitive villages have been identified where combing operations have been launched to curb the illegal activities of drug peddlers and others.

The police officers said that modalities have been chalked out to set up check points at the entry, exit and various other sensitive points. It was decided that at least 10 personnel comprising the Paramilitary Forces, the police and others would be deployed.

Efforts are also being made to hold meetings with the senior police officials of Rajasthan as well, the IG said.

Others who accompanied him were DIG Patiala Range, Shiv Kumar Sharma, DIG Bathinda Range Yurinder Singh Heyer, Hisar Range DIG Saurabh Singh and SSPs of Muktsar and the neighboring districts of Haryana.

Meanwhile, SSP Gurpreet Bhullar said the static surveillance team with the help of the police have seized an amount of Rs 2 lakh in the area falling under the Canal Colony Police Station. The police was investigating the matter till the filing of this report.

AAP leader Jarnail Singh, a former journalist, who had hurled shoe at the Finance Minister P Chidambram (the then Home Minister) in 2009, said he had thrown the shoe for a cause. Jarnail Singh is contesting the Lok Sabha elections from West Delhi and was in Bathinda to canvass for the party candidate.

“Starting from Bathinda, I will canvass for the party candidates all over Punjab to encourage people to vote for Kejriwal’s party,” said Jarnail while talking to the TNS.

When asked to draw a comparison between his act of hurling shoe at Chidambram and the recently series of attacks on the AAP convener, Arvind Kejriwal, he replied: “Hurling shoe by me was a symbolic protest for a cause in which I succeeded. Both Congress leaders, P Chidambram and Jagdish Tytler failed to get party tickets after the incident.” It (the incident) helped in launching a movement against the ‘scathing’ remarks by the then Home Minster P Chidambram and to punish the accused,” he said.

But the attacks on Arvind Kejriwal are politically motivated and there is no cause behind it. “Since the political leaders of the opposite parties are upset over the ever rising AAP’s increasing mass base, they feel insecure and resort to such things to gain political mileage,” said Jarnail, who recently released a documentary on 1984 riots victims after getting three publishing books on same subject earlier.

Jarnail, terming drug addiction and rising road accidents as the chief concern in Punjab, said he would visit all the 13 constituencies of Punjab and will again try to re-visit Bathinda after a couple of days.

Jarnail also urged the media in Punjab to fight for a cause, but should remain work within the ambit of the rules of journalistic values and should not get carried away with the urge which driven him crazy against Chidambram in 2009.

Senior AAP leaders of the area, including Kultar Singh, the AAP candidate Jassi Jasraj were among others who interacted with him while meeting party workers of Bathinda.

Foreign students visit LPU campus under exchange programme

A group of 20 students from the United Kingdom and faculty-members from Coventry University, UK, visited the LPU Campus under an exchange programme. The purpose of the visit was to interact with Indian students to understand Indian business environment, IT sector and the Indian culture.

During their stay, the UK students came to know about commerce, trade, industry and related policies in India by visiting various industries and IT companies. The students were taken to important cities of Punjab, Himachal Pradesh, Uttar Pradesh and New Delhi.

They learnt about the Sikh-religion by visiting the Golden Temple, historical aspects of Taj Mahal, IT company Infosys and many other places and things.

The students also learnt Indian cooking, kho-kho, Yoga and classical dances in practical form.

LPU Chancellor Ashok Mittal said, “I am happy to note that association with Coventry University is bringing forth productive results. This is the second visit of the students from Coventry University UK and we have once again got a good feed-back from the visiting students. In the next phase, LPU students will visit Coventry University.”

Mittal added, “At LPU, internalisation is an important aspect, and we have tie-ups with more than 50 universities across the globe in UK, USA, Canada and other countries. This is to provide LPU students exchange opportunities with top universities of the world.”

One of the visiting postgraduate students, Marisa Josephina Catherine de Wolff of MSc International Business study programme said, “We have learnt a lot at LPU in India. We not only learnt about academics and entrepreneurship, but also about great Indian values, traditions and customs. We always had a fascination for Indian articles of fashion like bracelets, anklets, ribbons, hair-clips and crispy-spicy Indian- food, which this visit fulfilled.”

Residents campaign against SAD-BJP candidate

Residents, who protested against the solid waste treatment plant coming up on the Mansa Road in Bathinda, have started door-to-door campaigning against the SAD-BJP joint candidate Harsimrat Kaur Badal.

These protesters appealed voters to vote for another party or candidate except Harsimrat Kaur Badal. In the first phase of campaigning, they covered Mati Das Nagar, Nachatar Nagar and Guru Ki Nagri today.

They are distributing pamphlets highlighting that they purchased homes at high rates with big hopes but they were surrounded by pollution from heaps of garbage. They said the government had betrayed them with the decision to come up with the solid waste treatment plant near their houses in which waste material of 18 cities would be dumped. They have appealed to the residents to vote against the SAD-BJP candidate Harsimrat Kaur Badal in these Lok Sabha elections.

Capt Mall Singh, a protester on whose name these pamphlets have been issued, while talking to Bathinda Tribune said we had put forward our problem in front of the government regarding the solid waste treatment plant, but they did not address it and instead implicated the protesters in fake police cases.

It is pertinent to mention that Capt Mall Singh and other residents had filed a petition against the solid waste treatment plant in the past too and had challenged the clearance given to the integrated municipal solid waste management plant on Bathinda-Mansa Road by the State Level Environment Assessment Authority (SEIAA) before the National Green Tribunal (NGT), New Delhi.

While hearing the case, the NGT had summoned the Chief Secretary Punjab, Deputy Commissioner Bathinda and Municipal Corporation of Bathinda (MCB) Commissioner and had raised question over the functioning of the MCB and directed them to follow the scientific way of waste disposal. The MCB was not following any directions, instead had been found continuously violating the norms as per the NGT. However, this case is still pending in the NGT.

Bus operators’ body withdraws support extended to Manpreet

Within a week of extending its support to the Congress-PPP-CPI joint candidate for the Bathinda Lok Sabha constituency Manpreet Singh Badal, the School & Bus Operators Association, Punjab, announced withdrawal of its support in the light of a meeting held with Punjab Education Minister Sikander Singh Maluka and Lakhveer Singh Lakhi.

In a press release here today, the state president of the association, Gurpreet Singh Happy, stated that the minister assured the union members that their demands will be discussed with Deputy Chief Minister of Punjab, Sukhbir Singh Badal and an early solution to their demands will be arrived at.

Happy added that keeping in view the promises, made to the deputation of the association, the association had unanimously decided to support the SAD-BJP candidate for the seat Harsimrat Kaur Badal and stated that soon, the association will hold a programme for her.

For long, the union had been demanding that the transport and other taxes levied on small vehicles be waived off since the operators didn’t make much profit. They had also been asking the district administration to have lenient rules in cases the operators wanted to take local registration numbers for vehicles bought from other states.

They had also been asking that the validity period of these buses and vans be increased from 15 years to 20-25 years since these vehicles are used for only a few hours every day. They had also been criticising the district administration for giving them an ultimatum for including good buses in the fleet. The union argued that they needed at least two years to do so. Their other demands included insurance of the bus and van drivers and issuance of loans at lesser interest rates for buying vehicles.

Joint candidate of the SAD-BJP for the Bathinda Lok Sabha constituency Harsimrat Kaur Badal said Punjab can only progress under the Narendra Modi-led government at the Centre and Bathinda on Friday.

While addressing the gathering at Khemuana village in the Bhucho constituency, she said the Punjab government had started the series of development works in the state and to had give the basic amenities to each and every section of the society many welfare schemes have been started by the SAD-BJP government but the Congress-led UPA government had always given step-motherly treatment to the Punjab.

She appealed to the people that for the all-round development of the state, Modi led NDA government is must at the Centre and only then, the ways of development to Punjab can be opened.

Bathinda Zila Parishad chairman Gurpreet Singh Maluka also accompanied Harsimrat Badal. While addressing the public, Maluka lashed out at the Congress-PPP candidate Manpreet Badal alleging that he had always changed his ideology many a time due to unknown ambitions and even not spared the name of martyrs.

He also stated that on April 30, people of Bathinda and on May 16, the Congress will reject Manpreet Badal and his political career will be over.

SAD leaders Bobby Badal and Balkar Brar also addressed the gathering and appealed to make Harsimrat Kaur Badal lead by huge margin from their respective assembly segments.

Department of Computer Science and Engineering of Giani Zail Singh Punjab Technical University Campus organised Technothron today. The coordinator of the Department of CSE, Prof Abhilasha, welcomed the guests at the function.

The chief guest at the event, Mukesh Bansal, superintendent engineer, Guru Nanak Dev Thermal Plant, Bathinda, appreciated the enthusiasm of students by seeing their participation in the function.

He also shared his practical life experience with the students and asked them to be aware of the latest technologies in their field to be competitive and successful.

The guest of honour, campus director Prof Jasbir Singh Hundal encouraged students of B Tech and M Tech and appreciated their efforts and said they must balance their academic and extra-curricular activities to become an asset for the corporate world and to improve their technical, communication and presentation skills by participating in such events. While the ‘Debugging’ event was won by Garima, Deep Kamal and Jashan, paper presentation competition was won by Jagriti.

Passengers request for convenient train timings

The Divisional Railway User Consultative Committee (DRUCC) has written to the chief operating manager of the Northern Railways requesting him to maintain the present time table of Sriganganagar-Rishikesh Express (train no 14711).

Amidst talks of changing the timing of the train, DRUCC has asked that the present time table of train no 14711 to be maintained permanently as it is suitable and passenger-friendly arguing that the current timing affords a facility of an extra train between Haridwar and Rishikesh. The passengers association said it gave a time gap of 2.40 hours at Haridwar between the arrival of 14712 and departure of 14711, which is convenient for a person to visit the shrine in a single day.

They added that it was highly useful for the people visiting Chandigarh, Mohali, Panchkula and Patiala for medical, educational and administrative purposes to get this train conveniently after finishing their job late by 19.00 hours and still be able to catch the train.

They further said the present timing of the train provided multiple connections to the passengers at Dhuri with 19614 Amritsar-Ajmer (down), at Bathinda with 12138 Ferozepur-Mumbai (down), 15609 Guwahati-Lalgarh (up), 14731 Delhi- Fazilka (up), 19612 Amritsar-Ajmer via Bathinda (down) and 14888 Barmer-Kalka (down).

Residents of Sushant City hold protest
Say they are not being provided canal water by society owners

The Resident Welfare Association of Sushant City-1 held a protest today at the main gate of the society demanding canal water. Association president Rajdeep Singh and secretary Ravinder Singla said getting canal water was their right but the water was not being provided to them by the owners of the society.

They also criticised the statement given by CMD Rajinder Mittal that he had only sold flats and there was no commitment of providing canal water.

They claimed that this colony was PUDA approved and the first provision in the approval is to provide proper water and sewerage facilities to the residents of the colony, then how could Mittal say that there were no talks about water.

Residents said water was a basic requirement of life but clean water was not being provided to them. They said they had protested today at the main gate of the colony but in the coming days, they would meet the administration, and to make the residents of the city aware of the problem, posters would be pasted throughout the city.

Notice issued to candidates who did not turn up for poll expenditure inspection

Deputy Commissioner-cum-Returning Officer Kamal Kishore Yadav has issued a notice to the candidates contesting the Lok Sabha election from Bathinda who had failed to turn up for the poll expenditure inspection on April 16 and 17.

Yadav while giving further details said that for the Bathinda Lok Sabha seat, the Election Commission of India has appointed Sudipata Guha and Vaibhav Jain as expenditure observers and who had called all the candidates for the expenditure inspection on April 16 and 17.

But out of 29 total candidates fighting elections from Bathinda, 14 candidates did not turn up with their expenditure register for the inspection not did their representative reached up.

Yadav said those candidates who did not turn up for the inspection are not keeping the record of their poll expenditure as per the directions of the Election Commission of India.

Due to which, under the People Representation Act 1951 Section 77, he has issued notices to all these candidates to make their expenditure inspection of registers on April 20 and failing which, a complaint would be lodged against them under the IPC Section 171-1.
