LS poll results to decide fate of candidates' deposits
Panipat, April 13 As per the Election Commission of India rules,
if the candidate fails to get a minimum of one-sixth (16.67 per cent) of the total valid polled votes, the deposit goes to the treasury. As per Section 34 (1) (a) of the Representation of People Act 1951, every candidate is required to make a security deposit of Rs 25,000 for the Lok Sabha elections. However, an SC or ST candidate is required to make a security deposit of Rs 12,500 only. While most of the candidates keep on losing their deposits as they failed to get even the minimum one-sixth of the total valid polled votes, it did not prove a deterrent in contesting the elections. This is evident from the fact that over 88 per cent of the total candidates lost their deposit in Haryana in the 2009 general elections. As many as 210 candidates were in the fray and only 25 candidates succeeded in saving their deposits. The other 185 lost their deposit. None of the 113 Independent candidates managed to save the deposit. In other words, only five candidates, except the winner and the runner-up contestants for the 10 Lok Sabha seats in Haryana, succeeded in saving their deposits during the last elections. Instead of learning any lesson this time, the number of candidates trying their luck in Haryana has increased to 230, including 11 women. Out of them, as many as 121 candidates are Independents. Besides, the Congress, BJP-HJC alliance, INLD and BSP fielded its candidates on all 10 seats. The CPM and CPI also fielded its nominees on three and two seats, respectively. Apart from that, registered political parties (other than recognised national and state parties) fielded 64 candidates. Many candidates tried their luck from Hisar, where INLD supremo OP Chautala’s grandson Dushyant Chautala locked in a tough fight with HJC president Kuldeep Bishnoi. The number of contestants in Hisar is 41. Going by the percentage of forfeiture of deposit of the candidates during the last general elections, about 202 contestants are set to lose their deposits. |
Kanda puts launch of new party on hold
Sirsa, April 13 Talking to The Tribune today, Kanda, who is presently on bail in the Geetika Sharma suicide case, said he would launch his party very soon. Gopal Kanda and his younger brother Gobind Kanda had supported HJC candidate Sushil Indora in these parliamentary elections due to his lack of coordination with Congress nominee Ashok Tanwar. Post poll surveys and “satta” market reports are not showing Indora winning this seat and even his mentor, Kuldeep Bishnoi, is locked in a very tough contest with Dushyant Chautala of the INLD in Hisar. Asked whether he had to re-think on his plan due to some “miscalculations” for the parliamentary poll, Kanda said results of the April 10 poll would have no impact on his political moves and he would launch his political party before May 16, the date for the declaration of results. “I have been holding meetings of my supporters throughout the state to prepare spadework for the launch of my party and the process will be complete in a few days,” said Kanda, adding he was in Panipat today to attend one such meeting. The former minister said he was in touch with some senior leaders of different communities from Haryana and his
outfit would launch a statewide drive for the upcoming Assembly elections soon after the
launch of the party. Sources close to Kanda said the former minister was of the view that there was perceptible outrage among non-Jat communities in Haryana after the announcement of reservation for the Jats. The former minister, according to sources, believes that polarisation of votes between the Jats and non-Jats in the Hisar parliamentary elections this time as well during a bypoll held in 2011 was a clear manifestation of that anger. Sources said Kanda planned to cash in on those livid sentiments of the non-Jats in the coming Assembly elections. Known to be close to the Chautalas during their government from 1999 to 2005, Kanda won the 2009 Assembly poll from Sirsa as an Independent. He became a minister in the Bhupinder Singh Hooda cabinet. However, in August 2012, his name figured in an FIR for the suicide of a former staffer of his defunct MDLR Airlines Geetika Sharma. He was arrested and remained behind the bars for over 16 months before he was released on bail just before the parliamentary elections. |
After poll battle, Cong readies for another fight
Sirsa, April 13 Balmiki has lodged formal complaints against Rajpal Bhukhri, MLA from Sadhora Assembly segment, of indulging in anti-party activities and working against the interests of the party. He has also lodged a complaint against Ambala City MLA Venod Sharma for working for BJP candidate Rattan Lal Kataria. Balmiki has also lodged a complaint against Panchkula Mayor Upender Kaur Walia’s husband, an executive member of the HOCC, Dhanendra Walia, for not extending support to him during the elections. “I have sent my complaints to AICC in charge for Haryana affairs Shakeel Ahmed and state Congress chief Ashok Tanwar in this regard,” Balmiki said talking to The Tribune today. When his attention was drawn to the fact that Venod Sharma had already quit the party, Balmiki said he had not resigned as MLA so far, a post he enjoyed on account of the party. Sampat Singh, who contested Hisar seat against Dushyant Singh Chautala of the INLD and Kuldeep Bishnoi of the Haryana Janhit Congress, had used social media and sent SMSs to his friends and supporters alleging polarisation of the election by the two leading political families and “fixing” by certain Congress leaders. “I will not lodge any formal complaint against any leader from my side, but will definitely bring the facts to the notice of the party leadership if I am approached,” Sampat Singh said today. He said the activities of these leaders were in the knowledge of party leadership through intelligence reports as well as through inputs provided by workers. He alleged that a Congress leader fixed the poll by telling his supporters to vote for the candidate of another party. He claimed that this was done to get a favour from that party for a Congress nominee contesting from another constituency. State party chief Ashok Tanwar, who has to take cognizance of these complaints, did not seem untouched by opposition from within. “I have received complaints of anti-party activities of certain leaders in my constituency. At least two of them are senior leaders from this area. The complaints will be examined thoroughly,” Tanwar told this correspondent today. “I said this in the very beginning that ‘traitors’ have no place in Congress and they would be definitely shown their place once the process of verification of complaints is over,” Tanwar added. |

Kurukshetra, April 13 Talking to The Tribune, INLD state chief Ashok Arora said, “Rest is not in the culture of the INLD workers. The Lok Sabha poll was the semifinal and the final game is yet to begin. Our workers and supporters are connected to land in many ways and as the harvesting season is on, they are busy in their fields. It is a matter of a few days and after that they will go back to the election mode very soon.” Arora is also the sitting MLA from the Thanesar Assembly constituency. BJP district Chief Dhuman Singh Kirmach said, “The party has started holding meetings and we are also expressing our gratitude to the people
for their support. A state-level meeting is also likely to be held in Kurukshetra within next few days and senior party leaders are expected to come with a strategy for Vidhan Sabha. The BJP has the momentum right now and we would not like to let it break due to any kind of laxity. The party would not leave any stone unturned.” While the INLD and the BJP are not in a mood of letting the momentum go, the Congress has adopted the wait-and-watch policy. Congress District Chief Jai Bhagwan Sharma said, “After the polling, Congress workers have gone back to execute their social responsibilities and we are waiting for the Lok Sabha poll results to come out first. Workers will go back to the election mode after getting directions from state party chief Ashok Tanwar.” |
Hisar seat to be litmus test for HJC, INLD
Chandigarh, April 13 However, while the contest is being seen as a battle for prestige by the two families, the fate of both the regional parties also depends on the outcome. The HJC is banking on polarising the non-Jats and bringing them under its umbrella, while the INLD is looking at its Jat support base. However, with the Assembly elections slated for October, the outcome will decide which alliance partner the BJP will take. Though the BJP is in alliance with the HJC and contested the parliamentary elections as partners, the threat of a new alliance between the BJP and the INLD kept looming till the former announced its candidates for the parliamentary election last month. While the alliance may have come out unscathed in the general elections, party insiders feel that the Hisar seat outcome will be a crucial factor in the final decision of an alliance partner. This despite the fact that senior leaders, while addressing rallies in Haryana, have reiterated the alliance is for keeps. Party sources said if HJC’s Bishnoi can retain the Hisar seat, the combination may go unaltered into the Assembly elections, something the Congress leadership of the state, too, is silently hoping for as it watches from the sidelines. However, in the eventuality of Dushyant winning, the pressure mounting within the saffron party during the general elections is bound to build up all over again, since the INLD is in good terms with the senior leadership of the party. Also, the INLD has the staunch backing of the National Democratic Alliance’s partner from Punjab, the Shiromani Akali Dal. Besides, Ellenabad MLA Abhay Chautala had also been exploring the options of an alliance with the BJP in the run-up to the parliamentary elections. Sources in the INLD said the Assembly election was the key election for the state and its leaders had not given up on the
BJP. “The BJP leadership knows that we can form government in Haryana if we come together as alliance partners. The HJC was not even given the right to decide its
candidate for Karnal and had to finally switch seats, but still continued with the alliance. The BJP is very clear that the HJC is a one-family army with no committed rank and file in the rest of Haryana. Also, the INLD-BJP can provide the ideal Jat-non-Jat mix which is missing in the BJP-HJC alliance,” an INLD leader explained. However, with the results slated for May 16, the debate within the two regional parties goes on. |
Sultanpuria villagers call off agitation
Sirsa, April 13 Villagers, who were sitting on a dharna near the village bus stop for the past 34 days, said they would make a fresh strategy post the LS poll results, if no attention was given to their demand even after the results. Village sarpanch Raj Bala’s husband Kalu Ram said the villagers were of the view that there was no use of continuing the dharna as they had already given their message to the government by boycotting the elections. The floodwaters flowing in the Ghaggar is a major source of irrigation for paddy growers living in villages near the river as the water is not only available free of cost, but is also rich with micronutrients. The Ghaggar floodwaters are collected by the Irrigation Department in a lake near Ottu village of Sirsa. Two big canals--- Northern Ghaggar Canal and Southern Ghaggar Canal--- emanate from the Ottu head. Later, the department had set up various canals----Sheranwali Parallel Channel, Kasaba Minor, Mangala Direct Minor, Bani Sadeva Mamankhera Link Channel, Ghaggar Sukhchain Link Channel, Ghaggar Barwali Link Channel and two offshoots of the Mangala Minor and the Kasaba Minor---- to supply water to agriculture fields in the area. Water from these channels is available to the farmers at their will and they have not to wait for their turn as is the case with water coming from the Bhakra canal system. While farmers living in all neighbouring villages have been using water channels in their villages, Sultanpuria has been denied the facility of water of the Ghaggar. |
Many got no voter slip, names of others missing from list
Faridabad, April 13 A large number of residents, including several first-time voters, could not cast their vote as either they could not get their voter slip or their names were missing from the voters' list on the day of polling. "The slip-up on the part of the authorities concerned not only made several residents lose their right to vote for the Lok Sabha elections, but resulted in the lowest turnout in the state," claimed KL Gera, social activist. He said had the department concerned focused on ensuring that every eligible person got the voter slip and had the name in the list, this situation could have been avoided. Hundreds of voters here failed to find their names in the list even though they had voter identity cards and they had to go back without being able to vote. Residents were involved in verbal duels over their missing names in the voters' list or not being given the voter slip at over a dozen booths. Anita, Tulsi, Karan Singh, Ashwini, Shyam Prakash, Rakesh Arya and Renu Bala of NIT staged a protest at the booth of BN Public School after they found that names of their kin were missing from the list. Sukriti Rakheja, a first-time voter, said she could not vote as she was denied a voter slip. Ashok of Mukesh Colony in Ballabgarh said names of 11 members of his family were missing from the voters' list. Shabana of Adarsh Colony, Krishna of NH-2 and Ramesh of New Colony in Palwal said they could not vote due to discrepancy by election officials. Swati, Sashi, Saloni, Geeta, Soni, Mindani, Juma and Mamata of Sector 15, all first-time voters, were not allowed to vote as their names were missing from the list. OP Miglani of Sector 7 claimed that polling percentage could have been higher if all eligible persons had been able to cast their vote. While the department had carried out an extensive awareness drive to exhort voters to cast their vote, it could not ensure the delivery of voter identity cards and voter slips to all 9,099 residents who had applied as voter in the special drive held between March 5 and 14 in the district. The constituency had a total of 17.4 lakh voters. |
Jind BJP threatens agitation
Jind, April 13 “First they thrashed our leader and then registered a false case against him. It is great injustice and we would not tolerate it at any cost," said Jind party president O P Pehal. On polling day the city police received a complaint from officers of Ashram Basti polling station that BJP leader and former president of Jind Brahaman Sabha, Rajesh Gautam, was trying to pressurise voters to vote for the BJP candidate. But when police personnel reached the polling booth, Gautam allegedly misbehaved with them and was later arrested. Pehal said, “We have met DSP Dharmbir Punia, who has assured us justice.
He has assured action against the concerned SHO also. We would wait till Tuesday evening and if there is no action, we would start our agitation.” |

Ambala, April 13 The women activists gathered in front of the municipal corporation office and raised slogans against them. Addressing party workers, Mehra said both Mulayam and Modi had insulted women. They demanded the registration of cases against both leaders for hurting the sentiments of women. Kosli residents to hold crucial meeting today
Rewari, April 13 The Kosli panchayat has been running from pillar to post to get the accused arrested, but the police have reportedly not taken any firm action in this regard so far. This has caused resentment among villagers, who have now made up their mind to fight a 'decisive battle' against the police. Infuriated over the failure of the police in arresting the accused, the villagers have convened a meeting at the panchayat ghar in Kosli tomorrow to decide the future course of action against the Rewari police to ensure the arrest of the accused. Mahavir (62) was killed and 12 others injured when people of Bhakli village allegedly attacked Kosli villagers, who were taking out a march in protest against mentioning Bhakli village on the inauguration stone of a railway overbridge and a kisan rest house on March 5. The police had registered a case against 17 persons of Bhakli village in this regard. "Villagers are up in arms against the police as they are not taking any action against the accused, who are roaming freely even though members of the Kosli panchayat had met the Rewari police chief several times to seek the arrest of the accused," said Jagdish, a resident of Kosli. He alleged that the accused were roaming freely because of the lethargy of the police. This 'irresponsible' response of the police was being criticised, he added. Devender Yadav, sarpanch of the village, said, "We had already boycotted the Lok Sabha elections to draw the attention of the state authorities towards the police inaction, but to no avail. We have called a meeting tomorrow to chalk out the strategy to ensure that our demand is met." He added that the police had not arrested even one accused even though more than a month had passed. Wheat purchase yet to start in Jind
Jind, April 13 Though, as per the official announcement, the government had started purchase in April, due to elections in the state on April 10 a majority of farmers and government officials remained busy in electioneering and wheat purchase could not gain momentum. In a majority of grain markets of this district, farmers are still waiting to sell their crop, almost 13 days after the start of official purchase and three days after polling ended. “Weather is totally unpredictable and if it rains, we would lose all our crop. Officers say moisture content should be below 12 per cent, I can guarantee that it is below 10 per cent in my crop. But officers should at least check it once and then give any instructions. All officers are delaying purchase without any specific reason,” alleged Rajinder, a farmer sitting in the local grain market. Many other farmers also alleged that without conducting any tests the officials concerned had been saying that their crop had more moisture content than the permissible limit. Many farmers also demanded strict action against the officials for deliberately delaying the purchase of their crop to mint money from them. “The government must take action against officials who are deliberately delaying the purchase of our crop without any reason. We are not against all of them as there are many good officials also. But the authorities must at least punish those who are delaying the purchase,” said Hari Ram, another farmer. When contacted, Jind District Food and Civil Supply Controller (DFCSC) Ashok Kumar confirmed that they had not started purchase of wheat crop. “Moisture content of the crop these days is above 12 per cent. We have asked the farmers to first dry their crop as we can only start purchase when the moisture content is below 12,” he said. When asked about the complaints of farmers that the crop of many had moisture in permissible limit, Kumar said he would check and start purchase if that was the case. |

Karnal, April 13 Dr Indu Sharma, Director, Directorate of Wheat Research Institute, said the wheat variety HS 542 had been developed for the northern hills zone, including the hills of Jammu and Kashmir (except Jammu and Kathua districts), Himachal Pradesh (except Paonta valley and Una district), Uttarakhand (excluding Tarai region), Sikkim and the hills of West Bengal and North-East states. She said HD 3086, DBW 88, DBW 90 and WH 1124 had been developed for the north-western plains zone, including Punjab, Haryana, Delhi, Rajasthan (except Kota and Udaipur districts), western UP (except Jhansi division), Jammu and Kathua districts, the Paonta valley and Una district of Himachal Pradesh (HP) and the Tarai region of Uttarakhand. Dr Sharma said the HD 3090 variety developed for the peninsular zone, including Maharashtra, Karnataka, Andhra Pradesh, Goa and the plains of Tamil Nadu and the HW 1098 developed for Maharashra, Karnataka and Tamil Nadu. “These are yellow rust-resistant varieties,” she said. She said the scientists had been developing four varieties of barley, including BHS 400, for the northern hills zone comprising Jammu and Kashmir (except Jammu and Kathua districts), HP (except Paonta valley and Una district), Uttarakhand (excluding Tarai region), Sikkim and the hills of West Bengal and North-East states. Barley varieties, including DWRB 92 and BH 946, have been developed for the north-western plains zone, including Punjab, Haryana, Delhi, Rajasthan (except Kota and Udaipur districts), west UP (except Jhansi division), Jammu and Kathua districts, Paonta Valley and Una district of HP, and the Tarai region of Uttarakhand. She said the barley variety HUB 113 had been developed for the North Eastern plains zone, including eastern UP, Bihar, Jharkhand, Orissa, West Bengal and the Rewa area of MP. Dr AS Kharub, Principal Scientist, Directorate of Wheat Research, said the area under barley was 69 lakh hectare and its annual production was 1.74 million tone. Average barley productivity was 25 quintal per hectare in the country, he said. |
1.16 lakh MT wheat arrives in state mandis
Chandigarh, April 13 He said the department had purchased 53,546 MT of wheat, HAFED 28,627 MT, Agro Industries Corporation 5,225 MT, Haryana Warehousing Corporation 8,888 MT, CONFED 4,684 MT and Food Corporation of India had purchased 15,375 MT of wheat. Kaithal district was leading in wheat arrival where 22,170 MT of wheat had arrived in the mandis, followed by Faridabad where 21,921 MT of wheat had arrived, he added. Sonepat ranked third with the arrival of 18,400 MT wheat and in Panipat 14,833 MT of wheat had arrived. In Kurukshtera, 13,867 MT had arrived, in Ambala 9,160 MT, in Gurgaon 5,463 MT, in Jhajjar 2,906 MT, in Rohtak 5,332 MT, in Yamunanagar 2,264 MT and in Panchkula 39 MT of wheat has arrived in the mandis, he said.

31,569 cases settled at lok adalats
Chandigarh, April 13 An official spokesman today said of the 31,569 cases, 22,570 cases were settled yesterday and Rs 8.66 crore had been awarded as compensation to the victims of motor accidents and Rs 99.4-lakh fine had been realised in petty offences. He said the cases settled through the lok adalats included criminal cases , cases under the Negotiable Instruments Act, bank recovery cases, civil suits, motor accident claims, labour matters, family matters and other cases. Pre-litigation stage cases were also settled at the Mega Lok Adalat. The main object of the Mega Lok Adalat was to ensure speedy justice to the litigants, he said. He said, “The Mega Lok Adalat has helped in reducing the backlog of cases and achieved its goal by settling the maximum cases in the state. It has created awareness about alternative disputes redressal and speedy justice mechanism.” He said it had provided solace and financial support to many accident victims who were put to suffering and the court fee, if paid, would be refunded to the parties.

State to adopt self-certification provisions
Chandigarh, April 13 While stating this here today, an official spokesperson said the method of self-certification was citizen friendly and avoided wastage of time, efforts and money on the part of citizens. The Second Administrative Reforms Commission in its 12th report titled “Citizen Centric Administration— The Heart of Governance” has also recommended for adoption
of the self-certification method for simplifying procedures. Hence, the matter had been reconsidered and now self-attested documents or certificates would be accepted
from the applicants. The original documents or certificates would require to be produced at the final stage, the official sopkesperson added. |
Dera claims highest blood donation
Sirsa, April 13 Pawan Insan, spokesperson for the dera, said
the maximum of 20,961 blood units were donated in Haryana, where a mega camp was organised at the dera headquarters. Among other states, 14,507 blood units
were collected in Rajasthan, 12,626 in Punjab, 8,400 in Delhi, 6,370 in Uttar Pradesh, 6,403 in Himachal Pradesh, 2,307 in
Uttarakhand, 72 in Bangalore, 650 units in Madhya Pradesh, 154 in Chhattisgarh, 423 in Maharashtra, 2,815 in Andhra Pradesh, 25 units in USA and 58 units in Canada, he said. |

Kaithal, April 13 Devi Dayal of the village said he woke up on hearing thunder around 3 am and was shocked to see that lightning had struck his house. He said lightning struck the house of his neighbour Jarnail Singh as well. He said television, refrigerator and inverter along with household articles worth over Rs 1 lakh were burnt. He said they should be provided financial assistance by the government. |

Jhajjar, April 13 Mukesh had been working at a sweet shop here for the last two months. The incident came to light when his cousin brothers spotted him hanging in a godown of the sweet shop this noon. They immediately informed the police which rushed to the spot and took stock of the situation.

Gold chains of three women snatched at fair
Sirsa, April 13 The women, who lost their chains, said they had raised alarms, but the miscreants managed to elope taking advantage of the crowd. Seema, a resident of Begu Road, realised that her gold chain had been snatched when she came out of the temple after paying obeisance. She informed her kin, who raised an alarm, but there was no clue of the snatcher. In the second incident, Bimla and her daughter Pooja, both residents of Rania town, were targeted by the miscreants. In the fourth incident, the miscreants unsuccessfully tried to snatch the gold chain of Krishna, a resident of Fatehabad. The police has recorded statements of the women and begun investigations after registering reports. |

Ambala, April 13 She was returning to her house in a rickshaw with an acquaintance. Two youths on a motorcycle came beside the rickshaw when it was crossing the road near the old Civil Hospital. One of the youths snatched her purse and she raised an alarm. Some passersby tried to follow the snatchers, but they fled. City Station House Officer Shailender Singh reached the spot after getting the information. A case was registered at the police station. |

Four held for youth's murder in Hisar
Hisar, April 13 The deceased, Pradeep (20), died after he was attacked with sharp-edged weapons while other family members, including his mother, aunt and three cousins, also suffered injuries in the incident. A verbal duel had occurred between Pradeep's elder brother Mahavir Singh, who was an agent of the Congress candidate in the village booth and some of the accused, residents of the same village, on the polling day. The victim's family alleged that Mahavir was evicted out of the booth by the supporters of the INLD candidate, who also threatened him with dire consequences. Though some villagers tried to sort out the dispute after polling, Mahavir went to lodge
a complaint with the police about the incident on Saturday. Irked over this, the accused assaulted
his family. The injured were rushed to the civil hospital in Hisar where Pradeep succumbed to his injuries. The Narnaund police said the four accused, identified as Ramratan, Sonu, Ramesh and Jagdish, have been arrested while efforts were being made to nab the remaining accused. The police claimed
that the incident was fallout of an old family rivalry. The scuffle that occurred on the polling day seemed to be the motive behind the attack, a police
official said. |

A resident of local Ram Nagar lodged a complaint here in the city police station alleging that on July 10, 2013, the accused, along with his friend, had kidnapped his 16-year-old daughter in a car while she was going to school. After registering a
case, the police had arrested the accused and recovered the minor girl from a house on Mehlana road. The girl, in her statement to the police, alleged that she was taken to Panipat and raped by the accused in a hotel. On the basis of the victim’s statement, her medical examination report and the police investigation, Deepak Sharma was held guilty and sentenced by the court. |
Police arrest murder convict
Kaithal, April 13 The Kaithal district court sentenced Manjit, alias Vicky, a resident of Narwana, to life imprisonment on March 10, 2009. It acquitted the rest in the case of murder of a plywood dealer of Kaithal who was shot dead outside his shop on March 17, 2006, for his refusal to pay Rs 50 lakh as protection money. The state had filed an appeal in the High Court against the acquittal of others. In its order in in February this year, the High Court held Surinder Geong, Surinder Pehalwan, Anil Geong, Baljeet Badsikri, Darshan Andhli, Naresh Kamoda, Joginder Geong and then Karnal Jail Superintendent Dharambir Malik guilty in the case. Giving details, police spokesman Roshan Lal Khatkar said today that the police had arrested 34 persons during the investigation. He said four of the eight convicts were already lodged in jail in connection with other cases. He added that Darshan Andhli was arrested by the CIA following court orders and efforts were on to arrest Naresh Kamoda, Joginder Geong and Dharambir Malik. |

Four youths held on cattle smuggling charge

police gave a signal to two trucks to stop on the Adhoya turn. Instead of stopping
the vehicles, the accused tried to flee in the trucks. The police chased them and stopped them near Chhappar. They were identified
