Tenders floated for 128 city buses

Having got its Rs 53-crore detailed project report (DPR) cleared from the Centre for running City Bus Service under the Jawaharlal Nehru National Urban Renewal mission, the Municipal Corporation (MC) floated tenders for the purchase of 128 buses today.

While there are just 15 large-size buses being run on four routes in the city currently, 128 new buses of three sizes will run on 13 routes in the new plan, ensuring a commuter does not have to wait for 10 minutes to catch a bus on a particular route.

Further, these buses will run on CNG unlike diesel as is the present scenario. Even as there is an ongoing litigation delaying the installation of a CNG pump at the workshop site on Lamma Pind Chowk, Jalandhar City Transport Services Limited (JCTSL) manager Sushil Rana said officials of Jay Madhok company, which is to set up pumps, had assured them that they would supply gas to the city buses even by means of tanker in case there is a delay in the matter.

The 128 buses would include 40 AC and 88 non-AC buses. There would be 25 big buses, including 13 AC and 12 non-AC buses, 62 medium-size buses, including 16 AC and 46 non-AC, 41 mini-buses, including 11 AC and 30 non-AC buses. All buses would be of medium floor so that these can easily ply even on broken stretches.

Since there is a 21-day time for putting tenders, the last date for the same is March 18, which is also the date for the opening of the tenders. As it is being said that the Lok Sabha elections would have been announced by that time, the opening of the tenders is likely to go beyond May, it is being assumed. Even if tenders get opened, the MC would not be able to hold the F&CC meeting for the confirmation of the shortlisted tenders, Mayor Sunil Jyoti agreed.

As per the process, the selected bidder would have to show prototypes of all buses in 90 days after which the supply of the consignments of 30 buses would come at regular intervals. The JCTSL would then hand over these buses to a contractor who would run these buses for five years.

The routes

The 13 routes on which the buses would ply include Rama Mandi to Kartarpur (20 km), Railway Station to Rama Mandi (8.5 km), Ring Route (28 km) from bus stand to Garha Road, bus stand to Kishangarh (15 km), bus stand to Kartarpur (17 km), bus stand to Verka Milk Plant (12 km), bus stand to Jandu Singha (13 km), bus stand to LPU (15 km), bus stand to Jamsher (14 km), bus stand to Lambra (10 km), bus stand to St Soldier College (10 km) Basti Danishmandan, bus stand to the LPU via Paragpur (10 km) via Lyallpur Khalsa College and Rama Mandi to Jalandhar Kunj (15 km).

Foundation stone broken in councillor’s ward
Both Congress and BJP leaders lodge protest

Following reports of the breaking of a foundation stone in the ward of the Congress councillor at Shivaji Nagar here this morning, leaders of both the Congress and BJP lodged a protest condemning the incident.

The foundation stone for works to the tune of Rs 2 crore in the colony for road laying, installation of tubewells and streetlights had been laid on February 19 by Mayor Sunil Jyoti and Senior Deputy Mayor Kamaljit Bhatia in the ward of councillor Sushil Rinku.

While Rinku, along with his supporters, lodged a protest at the site, his BJP rival from the same ward Sheetal Angural also followed suit, lodging a protest at the same site. Rinku said his detractors in the area, who perhaps did not want to see his name on the stone, had deliberately got it broken.

Rinku said he had met MC Commissioner Manpreet Singh Chattwal to get an FIR lodged in 
the matter.

He said he had been told that Executive Engineer (Bridges & Roads) Ashwini Chaudhary had been asked to report the matter at the police station concerned.

Army officer’s 5-yr-old daughter abducted

A five-year-old daughter of an Army officer was abducted by some car-borne persons in Deep Nagar here late this evening.

Sources said the kidnappers also reportedly demanded a huge ransom within minutes of the kidnapping, but police officials were mum on the issue.

The victim was identified as Jia. Her father Sukhjit is a Major in the Army at Ferozepur. She was staying for the past few days at Ranjiv Enclave at the house of her maternal grandfather Harinder Singh, who is a retired Army officer.

Police Commissioner Ishwar Singh and other senior police officials reached the spot for investigation. Ishwar Singh, while sounding an alert in the area, ordered the police to seal the entry and exit points to the city.

Sources said the incident took place around 7 pm when the child, along with other children in her locality, was playing outside her house. Some persons in a white Alto car stopped near the child and took away her.

The victim's maternal grandfather was apprised of the kidnapping by the locality children who were playing along with Jia.

Meanwhile, the Jalandhar police officials maintained silence on the matter and were not accepting phone calls from the media.

ADCP PS Bhandal refused to divulge any information, saying he was busy.

Sewage work troubles daily commuters

The ongoing sewage work for nearly a month between BSF Chowk and PAP Chowk here has inconvenienced commuters a lot.

The commuters remain caught in jams, especially during the peak rush hours in the mornings and evenings. Nearly 4 m stretch of the road from the PAP side has been occupied by men who have been laying lines, putting manholes and making road gullies.The Rs 29-lakh work is being executed through the O&M wing of the Jalandhar MC.

SE (O&M) PS Jaggi said he expected the project to be over in a fortnight. “In the next few days, we need to take the lines to the other side of the road for which we need to get the traffic diverted for a night. We have sought permission from the ADCP (Traffic) for the same,” he said.

SIT formed in fudged job letter case of jail warden

Deputy Commissioner of Police (DCP) Rahul S today formed a special investigation team (SIT) to investigate the case of a fudged appointment letter of a jail warden.

Additional Deputy Commissioner of Police (Crime) Satpal and Assistant Commissioner of Police, Special Branch, Somnath, would conduct investigation into the case, the DCP said.

Last week, a man claimed to have got the appointment letter as warden in the Kapurthala Central jail, which was later found to be fudged. He later complained to the police.

Police sources said Vinay, a resident of Dilbag Nagar had alleged that he was issued an appointment letter of jail warden by two youths of the Rose Park locality here, adding that when he confirmed the status of his appointment, he was shocked to know that the letter was fudged.

The DCP said he had formed an SIT to probe the matter and if the allegations were found to be true, required legal action would be taken against the guilty, adding that the police was also inquiring if the alleged miscreants charged money from the complainant.

He said the SIT would call both parties for hearings and after thorough investigation only, legal action would be taken.

Police sources said the police had summoned both parties for hearings, but none had turned up yet.

The police said apart from inquiring the role of the persons against whom allegations of issuing the fake appointment letter were levelled, the role of the complainant would also be thoroughly probed.

Online transfer case

In the case of filing an online transfer request on the website of the Health and Family Welfare Department in the name of Sunita Mahajan, a doctor with the 80th Battalion of the PAP, by some miscreants, the police has written to the Principal Secretary, Health. DCP Rahul S said the police had also shot off an email to the Director, Health and Family Welfare. The department had promised to coordinate with the police in tracing the computer server used to file the request. Investigation is on in the case.

Ministerial Services Union goes on strike

Public work in all the departments of the state government suffered as the Punjab State Ministerial Services Union proceeded on a pen-down strike today in support of their demands.

The visitors to offices were harassed as officials of the Excise and Taxation, Education, PWD (B&R), Public Health, Agriculture, Horticulture, Sanitation, Irrigation, Revenue, Treasury and Deputy Commissioner’s office went on strike.

General secretary of the association Jagdish Thakur said, "The association has long-pending demands related to education and medical allowances." He said the association has given time to the government to ponder over these demands and hold talks with the employees.

100-year-old sewerage needs revamp

The Jalandhar Tribune on Sunday highlighted the plight of more than 100-year-old sewerage system in the city. We received a lot of feedback from the people, who gave their valuable suggestions to improve the dwindling sewerage in the city. Here are the views expressed by some of the residents.

“There are spit marks, urine, vulgar graffiti, garbage and overflowing sewers in every nook and corner of the city. No area in this city has managed to fight the menace. It is easy to pin everything on the government, but people must first question themselves and their own civic sense. Roads are not dirty because nobody cleans them, but because somebody dirtied it in the first place. Using everybody does it is as an excuse should be avoided at the earlies,” said Manish Kapoor, chartered accountant.

“The Municipal Corporation does not have expert minds to tackle such a serious problem causing severe health hazards not only to the city residents but also to the neighbouring states. The sludge inside our sewer lines goes to Haryana and Rajasthan also. The corporation does not have the updated sewerage layout plan with them. They don’t even know the places, the levels at which the old sewerage pipes are laid and their connectivity points. The corporation should outsource the sewerage maintenance to some experts to tackle the problem,” said Anil Vashisth, an RTI Activist.

“Lakhs of people are staying in the city and their number is increasing drastically with each passing day. So, treating sewer without upgrading the system is a herculean task. Still many places in the city are without sewer lines. Good sanitary facilities and clean water should be made available in every nook and corner of the city, including the rural areas. The corporation and the Water Supply and Sewerage Board should work in coordination to maintain the cleanliness and to prevent the outbreak of any deadly disease. They should also put a strict vigil on the illegal water connections in various areas that cause a lot of water wastage due to overflow,” said Tarlochan Singh, a retired govt employee.

“We should save and conserve water. We should also try to stop the water contamination by using fewer pesticides, fertilizers and by using environment friendly household products like washing powders, cleaning agents and toiletries. We can conserve water by turning off the taps when running water is not required. This will also help in preventing water shortage besides reducing the amount of contaminated water that needs treatment. Presently, the amount of used water in the city is much higher than the capacity of the two Sewerage Treatment Plants (STPs) running at Pholriwal,” said Neetu Marwah, a graphic designer

“The corporation should conduct regular cleanliness drive in the city along with the residents in their respective areas. The corporation can plan locality wise competitions and award the locality for cleanliness and environment conservation. Such efforts will not only motivate the residents to keep their surroundings clean but will also imbibe a habit to keep away dirt and pollution from their surroundings. This will improve the quality of fresh and remove environment pollution. The MC should also install dustbins under the care of local resident welfare associations,” said Prof Sandeep Chahal, Doaba College.

“In foreign countries, people have an individual home sewerage treatment plant, which not only treats the used water of the house but also recycles the sludge into manure for the plants in the lawn. This kind of technology should be promoted in India also. This will not only clean the surroundings but also save a lot of public money, which can be used in other welfare schemes by the government,” said Paramjeet Singh, an NRI from Sansarpur.

“The solid waste management project should be put into service as soon as possible. The government so far has failed to implement the same due to opposition by a certain section of society. The project will not only help reduce the garbage by 25 per cent, but also end the problem of shortage of space for dumping grounds. The city will have clean and clearer look. the people will be able to breathe in fresh air,” said Dr Brena, a skin specialist.

Man dies under mysterious circumstances

Jalandhar, February 24
A man died here under mysterious circumstances after allegedly consuming some poisonous substance last evening.

He died at the Civil Hospital late in the night. Acting on the complaint of the man's kin, three persons have been booked in this connection.

The deceased was identified as Kishan Chandar (50), a resident of Sher Singh Colony.

A case under Sections 306 and 34 of the IPC was registered against Gurbachan Singh of Danishmanda, Ramesh Kumar and Vijay Kumar at the Basti Bawa Khel police station on Monday.

Kishan Chandar’s kin had alleged to the police that he had consumed some poisonous substance due to threatening calls made by the accused. The victim was last evening shifted to the Civil Hospital, where he died.

The police said raids were being conducted at the suspected hideouts of the accused to nab them.

Displaying exceptional hockey, Sansarpur Club and Amrit Sports Club stormed into the finals of the Sansarpur Hockey Cup on Monday. The tournament was revived after 20 years with the support of the local villagers and some NRIs. The finals between the two will be played at the village ground at 4 pm on Tuesday.

With the first hatrick of the tournament by Hatinder Singh of Amrit Sports Club, the team stormed into the finals by beating Indo Tibetan Border Police (ITBP) by 6-1. Hatinder repeatedly sounded the score board in the 30th, 55th, 57th and 60th minute of the game. The lone goal from the ITBP came from Harvinder Singh in the 12th minute of the game.

In the second semifinal match between Sansarpur Club and Corps of Signals, the former beat the latter by 3-1. Excellent game of Pindi, Sheru, Manga and Balli from the Sansarpur Club helped the team enter the finals to be played against the Amrit Sports Club.

Earlier, two quarterfinal matches were played between Sikh Regiment and Sansarpur Club in which the latter beat the olive greens 2-0. In the second quarter-final match between Sansarpur A and Sansarpur B, the winner was decided on penalty shootout as both the teams went for a draw during the game time. Later Sansarpur A was declared winner by 5-4.

In the 55 kgs category, Sansarpur Club Juniors and Government School, Ladowali, entered into the finals by beating Dhanowaali Sports Club and Sariah Sports Club. In the first semifinal played between Government Model School, Laadowali and students of the Surjeet Hockey Academy and the Sariah Sports Academy, the former beat the latter by 6-0.

In the second match, Sansarpur Club Junior beat Dhannowaali Sports Club 7-6 after a draw of match by 1-1.

NRIs pool in to start hospital at Mithapur

Jalandhar, February 24
Donating generously to tackle the problem of drug de-addiction, a group of seven NRIs' of the region have come up with Rs 4 crore hospital project at Mithapur village, near here.

Major Gurnam Singh and his nephew Parvinder Singh, both from the UK, have donated one acre ancestral property in the village worth crores for setting up Guru Nanak Mission Hospital here. A group of five more NRIs have donated over Rs 2 crore for construction and infrastructural facilities.

The five Canadian NRIs, who have been instrumental in bringing up the project, include Amrik Singh Sangha of Rasoolpur village, Jatinder Jay Minhas of Adampur, Manjit Singh Saini of Alowal village in Hoshiarpur district, Sudarshan Bakshi of Khurla Kingra and Sarabjit Singh Dhaliwal of Hoshiarpur. They had jointly formed a Guru Nanak Mission Awareness Society of British Columbia, Canada, around 10 years ago. They are now waiting to see their dream project accomplished.

The project is coming up in a 50:50 matching grant scheme of the government. The state government has so far pooled in Rs 75 lakh and another grant of Rs 25 lakh has also been cleared. The basic civil work for the five-storey building has been completed. Presently the work for internal finishing is on at the site. A dispensary has already been started in two rooms constructed on the ground floor. As many as 30 to 40 patients from the village and periphery come here daily for treatment. A general physician has already been engaged for the purpose.

Balbir Singh Saini, president of the Guru Nanak Mission Charitable Trust, said realising the growing problem of drug addiction among youth of the local families, the hospital would offer a special service in the treatment. “Besides setting up a centre here, teams will also go around and spread drug de-addiction awareness in the rural areas. We will also offer speciality treatment in gynaecology,” he said adding that there were bigger plans which would be initiated in subsequent phases.

Students of X+I and management of Sant Baba Bhag Singh International School organised a farewell party for students of X+II on the school complex here today. After a usual religious ceremony, some cultural items were presented on the occasion.

Songs, dance and skits were the part of the cultural presentation, which was prepared by school teachers Parminder Singh, Inderjit Singh and Ranjit Kaur. Sharndeep Singh and Sukhdeep Kaur, both from of X+II, were selected as Mr and miss of Sant Baba Bhag Singh International School.

Apeejay declared national champs

Apeejay College of Fine Arts, Jalandhar, represented Guru Nanak Dev University (GNDU), Amritsar, at the National Inter-University Youth Festival held at Kurukshetra University, Kurukshetra, from February 17-22. The college bagged the overall championship trophy for the university at the youth festival.

Students of the Apeejay College bagged positions in all the nine events in which they participated. The overall music trophy was received by Apeejay students after winning in all the five music items.

The GNDU has won the trophy for the ninth time after competing with 77 universities at the national level. Dr Ajaib Singh Brar, Vice-Chancellor, GNDU, Dr Jagjit Kaur, Director, Youth Welfare Department, GNDU and Dr Sucharita, Principal, Apeejay College of Fine Arts, congratulated the winners. They said, “This triumph is an honour not just for Guru Nanak Dev University but also for the whole Punjab, which boasts of the best talent in the country.”

On the occasion, Kamna Raj Aggarwal, joint secretary, Apeejay Education Society, said Apeejay College was teaching art in all its forms, in depth and true colours. “This is truly a moment of triumph for all of us, the college, university and Punjab,” he added.

Dr Sucharita also acknowledged the contributions of Dr Arun Mishra, Director, Cultural Affairs, and Dr Amita Mishra, team manager of Apeejay College. It was for the first time that folk dance item presented by Apeejayites won second position in the National Inter-University Youth Festival.

St Soldier win champions trophy

Students of St Soldier Polytechnic College won champions trophy for the third time in a succession at the state-level Inter-Polytechnic Youth Festival, held at Mohali. Mahinder Singh won the first prize in the folk-song category and second position in choreography. Chairman Anil Chopra and vice- chairperson Sangeeta Chopra congratulated and honoured the team members Parshotam, Ajay, Maninder, Naresh, Raman, Paramjit. -

Sports day at Innocent Hearts

Innocent Hearts Group of Institutions, Loharan, celebrated its sports day ‘Olympics-2014’ on February 21. All the students, especially the participants were excited about the event.

The celebrations began with a welcome of the chief guest followed by events like 100 mts race, 200 mts race, three leg race, sack race, volleyball and cricket. All the girls and boys took part in the games with the spirit of sportsmanship.

The participants gave an impressive performance and entertained the audience.

Prof Deepak Paul, Officiating Director, emphasised that sports was an integral part of a child’s overall learning experience. A good sports programme synthesised academics, determination, perseverance, goal-setting skills and motivation to reach one’s true potential, he added.

Online evaluation training

The Central Board of Secondary Education (CBSE) has decided to conduct on screen marking for Class X in all the subjects. Spot evaluation centre for the purpose has already been fixed. Training programmes are being organised at cluster level to give training to centre nodal supervisor, head examiners and examiner and by officials of Tata Consultancy Service (TCS). A cluster level training was organised at Police DAV Public School for principals, head examiners and teachers from Amritsar, Bathinda, Ludhiana and Jalandhar.

Dr Rashmi Vij, Principal, Police DAV Public School, has been appointed as the chief nodal head of these cities.

The main object of the on screen marking is to avoid manual process of incorporation of marks by co-ordinators, unassessed portion and posting of marks. All the modalities have already been assessed. The TCS has been given the responsibility of operating the project and providing technical support to schools. The training was attended by more than 200 participants.

NAAC team visits Kamla Nehru College

A team from the National Assessment and Accreditation Council (NAAC) visited Kamla Nehru College for Women, Phagwara, to assess whether it was possible to give NAAC accreditation to the college. The peer team comprised three eminent educationists, including Prof Mohammad Iqbal Ali (former VC of Satvana University, Karimnagar), chairperson, Prof Nishi Pandey (Director, Academic Staff College and Prof Department of English and Modern European Language, University of Lucknow) and Dr KN Pushplatha (Principal, BSV Arts and Commerce College for Women, Vijayanagar, Bangalore). The members visited the college on October 24, 25 and 26 last year.

The team visited every department of the college and had meetings with teaching and non-teaching faculty, Class IV employees, students, alumni as well as parents of the students. All the team members appreciated the infrastructural facilities, excellent functioning and academic work culture of the institution. They eulogised the strenuous efforts of the institution head, Dr Kiran Walia, and faculty members for achievements of students in curricular and co-curricular activities. They gave credit to the college governing council headed by IK Sardana for setting unprecedented benchmarks in the field of women education. The team also acknowledged the role of the college in the area of women empowerment as a number of students of the college belonged to rural and economically backward sections of society.

Phagwara is situated in Kapurthala district, which has been declared as educationally backward by the University Grants Commission.

The team recommended that Kamla Nehru College for Women had the potential of being conferred the status of a ‘Women University’.

Media fest Bonjour 2014

A cultural function marked the media fest - Bonjour 2014, organised by the Department of Journalism and Mass Communication on the Regional Campus of the Guru Nanak Dev University (GNDU), here today.

Besides fun and frolic, competitions on the master plan, face to face, street play, news reading, caption, radio rockers, rap, quiz, dancing toes, dhol ka jhol, spelling bee, photography, documentary and page designing were held at the function.

Head of the department, Dr Kamlesh Singh Duggal, said the Regional Campus of the university had been providing a platform to the youth to express their talent. Bonjour-2014 was a step in this direction, he added.
