Karnal, February 9 The police booked nine persons, including three police officials. No arrest was made so far. Friends and relatives of the deceased refused to perform the last rites, demanding that action should be taken against the accused. They stood in front of the mortuary throughout the day. Naresh Kumar Chaudhary, maternal uncle of the deceased, said Akhil wed the girl on September 10 last year at a temple in Uchana village against the wishes of the girl's parents, following which the couple sought protection from the High Court. "After a few days, the girl's parents met them and said they had accepted the relationship. The girl's parents said they would solemnise a formal weeding and took away the girl," he said. He further said the girl's parents prevailed and told her to file a case against her husband. He said they received a telephone call last night that Akhil was lying unconscious at Sector 13. He said they reached the spot and took Akhil to a hospital, where he died this morning. He alleged that Akhil took the extreme step due to harassment by the police and the girl’s parents. “The police have booked ASI Ram Bhajan, inspectors Manoj and Ajit Ram Sumer, the girl, four members of her family and an advocate under Sections 306, 506 and 34 of the IPC,” said Joginder Rathi, DSP (Headquarters). Elderly get Hooda’s letter on social security pension hike
Sirsa, February 9 Written with an eye on the upcoming parliamentary and Assembly elections in the state, it starts with saying respecting elders is a part of the country's culture. The letter is dated February 1, the date from which senior citizens get their increased old-age pension of Rs 1,000 per month. “We have recently hiked your pension to Rs 1,000 per month and new rates are applicable from January 2014. Prior to your government coming to power in 2005, the old-age pension in Haryana was Rs 300 per month. Old-age pension is Rs 250 per month in Punjab, Rs 300 in Uttar Pradesh, Rs 275 in Madhya Pradesh and Rs 400 in Gujarat. Haryana is paying the maximum pension to its senior citizens,” the letter adds. “By the time you get this letter, the increased pension will be in your hands. I am writing this letter to tell you that you can write to the address given below if you find any problem in getting your pension,” says the letter, which bears on the bottom Hooda’s fourth-floor civil secretariat office address. “I was elated when I received this letter signed by Hooda along with the increased pension,” said Gurcharan Singh, a senior citizen of Ellenabad
in Sirsa. Describing the move as a poll gimmick, Ashok Arora, state INLD president, alleged that Hooda had been reminded of the elderly only because of the upcoming elections. “Senior citizens know that they are getting their pension only because of a law enacted by Devi Lal 25 years back. Considering inflation and increase in the state's Budget, the amount of pension should hav been increased at least 10 times from what it was in 2005,” he said. |
Amid protests, Rahul's Gannaur visit deferred
Chandigarh, February 9 Congress sources said his visit had to be pushed forward owing to his presence required in Parliament on February 11. Farmers from across the country were to visit Gannaur for the meeting. It is expected that he will now hold an interaction with the farmers on February 24. Farmers sitting in dharnas in Sonepat have taken strong exception to not being invited to the interaction. Raj Kumaar Khatri of the Sher Shah-Kundli dharna said, “The government wants to present a rosy picture of the farming community and has deliberately decided to keep the ‘real farmers’ out. The government has not bothered to come and talk to us, let alone redress our grievances of acquisition and compensation. To add to this, they will invite Congressmen to the interaction. We have no choice but to show black flags to him. We will do so whenever he comes.” The president of the Bharatiya Kisan Union (Ambawat), Shamsher Singh Dahiya, said the main reason behind their resentmentwas that farmers’ unions were being sidelined at this interaction, while Congress workers were being invited to share their point of view. “The government is so indifferent to the plight of the farmers that it has never sent an MLA here. We are hopeful of drawing Rahul’s attention with our protests,” said Ram Chander Dahiya of the Badkhalsa dharna. The agitating farmers have also written a letter to Rahul Gandhi, inviting him to visit their dharna sites to know about their problems. |

Jhajjar, February 9 The draw for plots in HUDA Sector 9 was held in June, 2011, wherein several persons managed to get allotment under the association quota, who did not meet the prescribed norms. They allegedly used fake certificates and false affidavits to get plots. HUDA had reserved 10 per cent plots for members of the Jhajjar Bar Association in the allotment of 887 residential plots. Only JBA members from Jhajjar subdivision who were enrolled with the Punjab and Haryana Bar Council at least a year before the date of inviting applications for the plots could apply. Besides, those who already had got any plot in HUDA sectors could not apply. Around 300 candidates applied for 89 plots under the Bar Association quota. HUDA later sent all these applications to the JBA for verification. “But Randhir Singh, the then president of the association, not only concealed important information about the candidates to prove their entitlement but also carried out wrong verification of several others to benefit them,” said Naresh Jhamri, a former president of the Bar Association, who had lodged complaint with the police in this regard. Moreover, role of some HUDA officials was also doubtful in the case as they considered several applications of the general category under the association quota conniving with the former president, alleged Jhamri. Jhamri said that he along with his advocate friends had to move the Punjab and Haryana High Court which issued notice to the police which had now registered a criminal case against Randhir Singh to file reply on February 26, the next date of hearing. |

Jai Parkash dares Birender to disclose his assets
Jind, February 9 “By levelling allegations against other politicians, Birender wants to project himself as the sole honest politicians of the state. But first he must disclose his property details and sources of income,” said Jai Parkash. Jai Parkash said he would write Chief Minister Bhupinder Singh Hooda to investigate assets of MLA and MPs of the state since 1966. “Birender has transferred government land to his name in the Uchana area by twisting norms and constructed a nursing college,” he alleged. “He has been charging exorbitant fee from poor students. If he is really serious for the welfare of students then why he charges hefty fees from them, asked the former Union Minister. He accused Birender of having a “settlement” with senior Haryana Janhit Congress (HJC) leaders and helping them in the last MP elections, leading to his defeat. “I am ready to fight the MP elections from Hisar, but not without any action against Birender, who will again gang up with HJC leaders to defeat me,” claimed Jai Parkash. When contacted, Chaudhary Birender Singh refused to comment on it. “If Jai Parkash has said anything against me, I do not want to reply to his lies and allegations,” he said. Sources said other senior leaders were ready to attack Chaudhary in coming days if the Congress high command fails to take timely action. |

Plans on citizen-centric services chalked out Chandigarh, February 9 Various senior government officials delineated initiatives by various departments and discussed challenges posed by inadequate power in rural areas, lack of sufficient bandwidth, collection and management of large data and integration of various departments for a composite package of services. Principal Secretary for Health Navraj Sandhu, moderating the session on "Roadmap for Common Service Centres", stated that the state had already deployed the ICT to deliver health services in which mobile and web-based applications were being used to deliver health services and collect critical data in real time, including triangulation of child and mother mortality, information about vaccination schedules and screening of disabilities. Devender Singh, Principal Secretary and Chairman of Haryana Power Utilities, said the ICT was being deployed to plug pilfirage, management of complaints, registration of online FIRs and facilitating industrial connection through online applications. A pilot project had been launched to allow large consumers with over 10 KW connections to provide meter readings from their own meters and deposit the bills accordingly, he said. Dr Pramod Kumar, Chairman of the Punjab Governance Reforms Commission, emphasised on the need for rationalising policies, eliminating faulty schemes and improving processes to put in place an effective and efficient system of good governance. In Punjab, major emphasis was on addressing issues of trust, dignity, productivity and citizen-engagement deficit which the common man faced when dealing with the government, he said. He added that each department was segmented and working independently with a tunnel view whereas the need for good governance was for each department to have a holistic view and work in cooperation with each other by reducing unnecessary procedures and increased accountability. T Koshy, Executive Director, Advisory Services for Ernst and Young, emphasised on the need for having quality data which could be effectively analysed and used for delivery of citizen services. Sandeep Khurana, Vice-President, United Health Group, said data management should be robust enough to prevent healthcare frauds, which accounted for 15 to 20 per cent in India. He said a well-knit data collection could also help in launching several health initiatives to prevent the onset of epidemics and other critical diseases. Puneet Ahuja, senior consultant, Juniper Networks, underlined the need for the government to protect critical citizen data and other information from unscrupulous hackers, adding that multiple security levels must be incorporated to protect web applications and portals from hackers. Keshni Anand Arora, Deputy Director General, UIDAI, informed the audience that 'Aadhaar' card identification should be integrated with every citizen-centric service which facilitates authentication of an individual promptly. She added that a few banks had already started using the KYC facility of the UIDAI, which helped people open their accounts without carrying any other identity document. In Maharashtra, Axis Bank was extensively using this facility, she said. In the north, ICICI Bank had authenticated pension payment while Chandigarh Administration had successfully used this system for the slum rehabilitation scheme, she said. The Trident Group had linked a large number of employees' database to 'Aadhaar' identity, which had helped it prevent impersonation or duplication of payment, she said. She emphasised that linking citizen services to 'Aadhaar' could help government departments track beneficiaries and prevent misuse of funds. |

Traditional art forms fail to catch fancy
Faridabad, February 9 "Only a few show interest in buying art pieces. A majority of visitors are interested in modern art forms and not those which appear dull and colourless," said an artisan from Bihar practising a traditional art. Describing the fair as an enlightening interface, a participant from Odisha admitted that a majority of visitors were disinterested in artwork prepared by tribals and those in interior parts of the country. An official said several stalls had traditional art and craft forms, but had failed to attract a large number of visitors, especially the youth. |
INSO ‘Nyay Yatra’ from Feb 11
Rohtak, February 9 Addressing a news conference here today, Digvijay said the party would launch a statewide ‘Nyay Yatra’ from February 11 under the leadership of senior party leader Abhay Singh Chautala to expose the “conspiracy” of the Congress. “Party workers will put the case of the jailed party leaders before people and seek their support,” he said. The INSO leader, however, maintained that the party leadership had full faith in the judiciary and was hopeful of getting justice. |
No step taken to check pollution in Ghaggar
Sirsa, February 9 Residents allege that the flow of hazardous chemicals and other effluents has reached alarming proportions, causing damage to flora and fauna, but the situation has not improved despite numerous complaints. Farmers allege that pollution is causing damage to water in the subsoil, in the process leading to cancer, skin diseases and other ailments to people using it. Farmers in Ottu, Sant Nagar, Santawali, Haripura, Jeewan Nagar, Ranjitpura Ther, Rampura Ther, Kariwala, Damdama and Bani allege that life had become hell due to the stink emanating from the Ghaggar and its northern and southern canals. “We cannot pass by the northern Ghaggar canal without covering our noses. Our cattle are forced to drink this polluted water and the water in the subsoil is polluted as well,” alleged Swaran Singh Virk, a veteran CPI leader living in Kariwala village. He said the CPI had passed a resolution demanding cleansing of the Ghaggar in its district convention that concluded last week. The extent of pollution could be gauged from the fact that the water had a biochemical oxygen demand (BOD) level of between 25 and 30 mg per litre, when samples were near Chandpura in Fatehabad and Ottu in Sirsa in some time back, compared to the permissible BOD level of 3 mg per litre. Viney Gill, Regional Officer of the State Pollution Control Board at Hisar, said the authorities took samples recently. He admitted that the water was polluted, but expressed inability to reveal the exact level. |
DRDA staff dharna in Delhi today
Hisar, February 9 Over 300 employees of the DRDA, who are responsible for the implementation of the Centre's poverty alleviation and rural development schemes in the state, have not got their salaries for four months. Darshan Lal Sharma, general secretary, AIDSWA said, "The state authorities have failed to take note of our demands. The MoRD has decided to abolish the DRDA and plans to rope in professionals on contract basis for the implementation of their projects from April 1, which would render DRDA employees jobless." The DRDA is responsible for the implementation of Centre's schemes like Rural Employment Guarantee Scheme, Indira Awas Yojna, Priyadarshni Awas Yojna, Integrated Wasteland Management Project, National Rural Livelihood Mission, MPLAD and other schemes for the BPL etc. |

express in the matter could be present. No one would be heard outside the date and
time scheduled for a particular state.

Bahin village is sub-tehsil
Palwal, February 9 Claiming that the present government in its tenure had spent around Rs 1553 crore on development works in Palwal district during the past about nine years, he said the previous state government headed by Om Prakash Chautala had spent just Rs 173 crore on such works in this region during its tenure. Stating that while the speed of developments works had gone up sharply after his government upgraded Palwal to a district in 2008, he said it was the Congress government which had ensured all-round development in all parts of the state. Regarding the problem of drinking water in the village, he said the authorities would take all possible measures to address the problem at earliest. He said while Bahin would be a sub-tehsil, the village would soon get a sports stadium. Hooda earlier unveiled Kanah Rawat’s statue and inaugurated the park in which the statue had been installed.

BJP demands rollback of toll
Rewari, February 9 Addressing the protesters, district BJP chief Satish Khola pointed out that motorists had to pay more toll at the Ganagaicha plaza than what they paid at the Deeghal plaza on the same highway in Jhajjar. Ram Singh Chhavri, state spokesman for the BJYM, said such ‘unjustified’ toll was a scourge for motorists here and they would tour nearby villages to mobilise the people against it.

he assaulted his mother after she refused to give him Rs 50 last evening when she was in the house along with his elder
sister. The victim was strangled by her son, it is alleged. The victim’s husband, a bank official, rushed home and found his wife dead. The accused has been taken into custody and sent for medical examination to know his mental health. |

Jagmohan alleged that his brother-in-law had been torturing her sister as he wanted a child, but a doctor had advised her against pregnancy as it could risk her life. Sub-inspector Gian Chand, investigating the case, said Vipin was booked on the charge of murder.
