Dehradun, November 1 “We are developing a composite plan by focusing on mountain meteorology, setting up doppler radars and tackling connectivity issues, so that our systems are able to respond in the manner we did while responding to Phailin cyclone that hit parts of Odisha and Andhra Pradesh,” said Duggal, while talking to mediapersons at the end of his four and a half month tenure in Uttarakhand during which he guided the swiftest, safest and largest relief and rehabilitation efforts in the state. Duggal stressed the need to revamp the existing State Disaster Management Authority and also undertake an exercise for tackling earthquakes in the state. “There is no science that could foretell the occurrence of earthquakes. What we can do is by responding with greater alacrity to this kind of disaster for which revamping of the State Disaster Management Authority is required,” he said. He said a high-powered technical committee had been constituted to look into the reasons behind the mid-June natural disaster that rendered several homeless and dead. “Experts from different departments have been tasked to look into the reasons behind the disaster. A preliminary report has been prepared by the ministry environment. The final report is awaited which would be given to the state government also,” said Duggal. He added the formalities for issuing death certificates and ex-gratia relief to the kin of persons, who belonged to other states and had gone missing in the natural calamity, would be completed by the year-end. “The Uttarakhand government has come up with a list of 4,094 missing persons and has completed the work at its end. It is for the other states to complete the similar work at their end. Chief Minister Vijay Bahuguna will be shortly writing letters to all states for expediting the distribution of ex-gratia,” he said. |

Boksa tribesmen not paid relief for land acquired
Dehradun, November 1 The National Highway Authority of India
(NHAI) is handling the project. According to NHAI official Pradeep Gusain, the Boksa community has not been granted the right to sell the land that the state government had given them due to its Scheduled Tribe status. Despite this fact whenever a NHAI team went out to identify the land and the property to be acquired for the widening of the road, it found that several members of the Boksa community had already sold these to other persons. This created an awkward situation for the
NHAI. Even in the revenue records, the land sold by the community members was not shown as such. The addresses of many of those who had sold their land were untraceable. Special Land Acquisition Officer Ranjana Verma said, “The district administration has no option but to give compensation to those who had bought land from the members of the Boksa community in order to speed up the process of land acquisition. Hence, most of the Boksa community members had in a way received compensation earlier. But now the legal aspect has emerged about compensation to be given to the community members who themselves are living in houses, which are to be acquired. The matter is under
consideration.” Gusain said the community members were angry with the district administration for not paying compensation in many cases. They created a scene whenever the NHAI team or the district administration officials went to meet them to discuss the issue. |

Pithoragarh, November 1 Addressing mediapersons at Lohaghat today, Almora MP Pradep Tamta said the construction of the 135.47-km road would start soon. The MP said it would benefit residents of interior villages and also boost national security prospectus. The Almora MP said Railway engineers had also completed the survey of the railway line from Tanakpur to
Bageshwar. He said the Centre was committed to the development of border and interior areas of the region. The MP said the Central Govenment had also approved the construction of eight roads, besides hot mixing of three major roads in Champawat district." The Rs 45-crore Saryu lift scheme for Lohaghat town had also been sent to the government for its approval, said the MP. |

Scholarship: 50 pc marks criteria relaxed for minority students
Dehradun, November 1 The annual budget for the self-employment scheme for the minority community aspirants has been increased to Rs 3 crore from Rs 1.5 crore. The annual amount to be given to the self employed has been increased to Rs 80,000 from Rs 15,000. Chief Minister Vijay Bahuguna took these decisions at a review meeting of the Minority Welfare Department of the state here today. The Chief Minister said the state government was committed to the welfare of the minorities. He added the welfare programmes for the minorities would be implemented soon and, if needed, relaxation would also be provided in these programmes. He said important decisions had been taken for the minorities, the Schedule Castes and the Schedule Tribes so that these communities could get education and employment. He added relaxation had been given to the students belonging to the minority communities, who pass their annual examinations to get scholarship. Over 1.60 lakh students would benefit and the state government would provide Rs 12 crore for the same. Similarly, the qualifying marks for the scholarship of Rs 15,000 had been reduced to 60 per cent from 75 per cent. He said a quarterly meeting should be held on the 15-point programme and the Chairman of the Uttarakhand Minority Commission should be invited to the meeting. RSS to sensitise people to ensure 100 per cent voting in LS election
Dehradun, November 1 Addressing a press conference in Dehradun, district chief of the RSS, Lakshmi Prasad Jaiswal referred to a proposal passed during a national-level RSS meeting recently. He said the RSS planned to make people aware about the importance of voting in elections. “It is a popular view that intellectuals and the educated class keep away from voting, which is not a good tendency,” he added. Jaiswal said the RSS was concern at the jihadi forces, particularly in southern states, and urged the state and Central governments to stop turning these states, particularly Kerala, into a hotbed of anti-social and anti-national activities. He added the RSS had also expressed concern at people living in villages along the Tibet border facing a lot of problems due to lack of infrastructure and other He said these border areas had poor communication facilities and roads. Similarly, those living in villages along the Pakistan border were facing a constant threat to their lives due to continuous shelling from the Pakistan army. “The loss of property and livestock is quite regular and they get meager or no compensation for their losses,” Jaiswal said. The RSS leader added the Sangh would under no circumstances accept the communal violence Bill and would oppose it tooth and nail. “The RSS has 39,962 branches in the country and has its presence in 34 countries across the world,” he said. |

Intense cold after snow, rain in

Pithoragarh, November 1 According to the Meteorological Department sources, while the upper reaches witnessed light snowfall, the lower valleys of Didihat, Thal, Nachni and Berinag witnessed light to moderate rain. “It is the first time that we are witnessing snowfall at comparatively lower hills of Bhujiyanil on November 1. Bhujiyanil used to witness snowfall after November 15 till last year,” said Kundal Singh, a villager of Munsiyari. “The peaks of Panchuli, Chplakedar, Hansling, Balanti and Rajrambha in the Pachchuli range of the Himalayas in this part have witnessed moderate snowfall in the last 24 hours,” he said. As the Meteorological Department has forecast more rain and snowfall in the higher reaches of the Munsiyari region in the coming days, residents of Munsiyari, Didihat and Pithoragarh town are likely to witness more intense cold weather conditions. “We are prepared to tackle the cold weather this year as the winter is likely to set in early in the region this year,” said Munna Singh, a resident of Didihat town. |

DIG inaugurates homicide cells
Dehradun, November 1 “Both the cells have been operational since yesterday. I have interacted with the teams of both the cells and briefed them about the nature of their work and equipments,” Amit Sinha told The Tribune. DGP BS Sidhu recently directed four districts, namely Dehradun, Haridwar, Udhamsingh Nagar and Nainital to set homicide cells, which would be mandated to deal with murder cases and other heinous crimes. The homicide cells would be detached from other law and order works. One homicide cell would consist of one inspector, four sub-inspectors, eight constables, one vehicle with driver and one forensic expert. |

Students pledge to shun crackers on Diwali
Haridwar, November 1 Nearly 450 students took pledge for celebrating the festival of light with eco- friendly methods. They pledged to shun the usage of fire crackers. A mass awareness rally was also carried out by the students. Dr Pranav Pandya, spiritual head, Shantikunj, urged the students to ensure that they don’t burn crackers and ask their parents, relatives and friends to do the same. The students also said they would donate the money intended for buying crackers, for the children who were affected in the natural disaster. Kailash Mahajan, principal, lauded the initiative of the students for donating money for the affected children. The rally was coordinated by Poornima, Rakshita, Parth Singh, Sonal Lazewar, Samiksha, Savitri, Aditya, Divya, Saurabh, Lokendra and Ahuti Pandya. Tigress found dead
Dehradun, November 1 A forest patrol party came across the carcass of the tigress near the river alongside the Kosi range, Ramangar forest division, that forms part of the territorial forest division of Corbett National Park. It is stated to be around two-year-old. The forest authorities are awaiting the post-mortem report to come to any conclusion. The footprints of another tiger were also found near the carcass, which leads to the possibility of a territorial struggle between the two tigers that led to the death of one of it. The tigress death at Ramnagar comes at a time when the state wildlife authorities have issued an advisory asking the forest authorities in the protected areas to remain alert during the festive season. — TNS

Two held for kidnapping,
murdering Doon resident
Dehradun, November 1 Ashu and Vasu, both residents of Haripurkala, told the police that they along with their two other accomplices kidnapped Bunty on August 20 and killed him in the Chilla forestn range of Raiwala. On information provided by Ashu and Vasu, a police team searched the forest area and recovered a human skeleton from there. SSP Kewal Khuranna said, "Ashu, Vasu, Gaurav and Rizwan had kidnapped Sanjeev. Gaurav is at present lodged in a Ambala jail in connection with some other case while Rizwan had committed suicide in guilt 10 days after Sanjeev's murder." "We will request the Ambala police authorities to send Gaurav to Dehradun for questioning in connection with the Sanjeev murder case," said the
SSP. Parvez, brother of Rizwan, also confirmed to the police that the four accused had in his presence at a shop plotted to kidnap Bunty. Gaurav had some score to settle with Bunty over the latter's relationship with his cousin sister. Meanwhile, the arrested accused have been booked under Sections 302, 201 and 34 of the IPC. |
