Palampur, September 24 However, the Congress is still undecided and the picture is expected to be clear in the first week of October as Chief Minister Virbhadra Singh will visit Kangra. If one goes by the political history of Kangra, it is evident that caste has always dominated the scene. The OBCs and Rajputs, Dalits and Brahmins have the maximum number of votes in Kangra. The OBCs and Rajputs constitute more than 50 per cent of the total electorate. While Nagrota, Kangra, Jwalamukhi, Guler and Jwali Assembly segments have a sizeable OBC population, there is a considerable strength of Gaddi voters in Dharmshala, Baijnath and Palampur. Another issue, which the both parties raised during the successive elections, is the regional discrimination. Though the leaders of the both political parties claim that there is no discrimination towards the newly merged areas that became part of Himachal Pradesh under the Punjab Reorganisation Act, 1966. The implementation of the report of the Delimitation Commission during the last parliament elections had become a headache for the both parties as many MLAs had been left without constituencies. Kangra was the worst hit as the Assembly constituencies came down from 16 to 15. Notably, The Delimitation Commission had deleted Thural constituency. Moreover, Baijnath segment has been reserved for the Scheduled Castes.

Chamba awaits CM’s nod for a bus terminus
Chamba, September 24 The people of Chamba have been crying hoarse for the construction of a new bus terminus to cope with the increased traffic on the existing congested bus stand. Finally, the Congress government during its previous regime decided to construct the bus stand near the location of the old sub-jail and the Himachal Road Transport Corporation (HRTC) workshop alongside it. In the meantime, the government took a decision to construct a new district sub-jail at Rajpura village where it could be shifted. At the same time, a new site for the HRTC workshop had also been identified at Parel village where it could also be shifted, thereby paving the way for the construction of a new bus terminus at this location. Realising the necessity of the ancient hill town of Chamba in the wake of increasing rush of vehicular traffic, the Himachal Chief Minister Virbhadra Singh while presiding over the International Minjar fair prize distribution function happily announced that Inter-State Bus Terminus (ISBT) at Chamba would be constructed on the lines of the ISBT, Shimla, as soon as the district sub-jail is shifted. Soon after the announcement, the district sub-jail was shifted to its new edifice constructed at Rajpura village about 8 km from the district headquarter town of Chamba in August. Likewise, the preparations are also underway to shift the HRTC workshop to a new site at Parel village. Now the Chamba District Progressive Council president HR Puri and general secretary GS Bedi have appealed to the Chief Minister to direct the officials undertaking the construction work on the new bus terminus as early to accomplish it as possible so that the bus station building could be completed in minimum time. For this, the people of Chamba are also eagerly waiting for the consent of the Chief Minister. Meanwhile, official sources said that the National Hydroelectric Power Corporation had already agreed to fund Rs 5 crore for the construction of the bus station, and deposited Rs1.50 crore on conceptual basis with the state government in 2011.

‘Administrative Tribunal should deliver quick justice to staff’
Bilaspur, September 24 Talking to mediapersons here recently along with several other NGOs leaders, Confederation state president Vinod Kumar said that the earlier experience of 24 years with the State Tribunal had been bitter because employees did not get quick justice from it. Thousands of cases remained pending for years, defying its main objective of imparting quick justice. He said Tribunal functioning could never win the trust and the faith of litigant employees that they would get justice. The Tribunal comprises retired bureaucrats except one from judiciary. Kumar said there was a fundamental discrepancy in the Tribunal law as it did not insulate appointment of its judges from direct or indirect influence of government (the only respondent), nor did it fix time-bound disposal of cases, which should be fixed for judgment in every case . He said in it, judges (members) were appointed by the government, which is respondent in all cases of employees invariably as employees present petitions in it against injustice done to them by the government in service matters, mostly vindictive, politically motivated and unjustified transfers. This means that this Tribunal law gives authority
to the respondent to appoint judges of cases which employees are to launch against it, which is “undemocratic” and anachronistic in a free country. He said the government should have nothing to do with the appointment of Tribunal judges so that both parties-petitioners and respondents are on same pedestal for seeking justice from the judge . Kumar said the present system of settlement of cases in the high court was working satisfactorily and smoothly and it was far cheaper and quicker and there was no reason why it should be changed, nor any body had demanded a change in this system, though this system may be cause of some worry for the government as here both the respondent and the petitioners are on same footing.

Staging dance-drama Urvashi on Hindi-Day
by Shriniwas Joshi THE Department of Language and Culture gave a new thrust to Hindi-Divas this year. Instead of reading papers eulogising the language, they got dance-drama Urvashi staged which was based on longer narrative poem written by Ramdhari Singh ‘Dinkar’. Dinkar was a poet of rebellion, essayist, patriot and academic. Rashtrakavi Dinkar’s portrait finds place in the Central Hall of Parliament since 2008. He was elected thrice to Rajya Sabha from 1952 to 1964 and called himself a ‘bad Gandhian’ for he supported the feeling of indignation and revenge among the youth. Announcing ‘sampoorna kranti’ (total revolution) at Ram Lila Ground, Delhi, Jai Prakash Narain had read his poem to more than a lakh people assembled there. It reads: “Singhaasan khaali karo, ki Janataa aati hai (vacate the throne, for the people come) Hoonkaron se mahalon ki neevein ukhar jaati hain/ Saanson ke bal se taaj hawaa mein udtaa hai/ Janataa ki roke raah, samay mein taav kahaan hai? / Woh jidhar chaahti, kaal udhar hi mudtaa hai.” Dinkar wrote Urvashi in 1961 and got Gyanpeeth Award for it in 1972. Urvashi is a poem of love. Pururva, the king, is already married to Aushinari when he falls madly in love with Urvashi, the nymph. The fire burnt no less in Urvashi’s heart. Pururva is stunned by her beauty and extols her: “Rati ki murti, Rama ki Pratimaa/ Trishaa vishvamaayaa nar ki/ Vidhu ki praaneshwari/ Aarti shikhaa kaam ke kar ki.” (You are the idol of the goddess of love, icon for deity Lakshmi/ You are thirst of the universal man/ Loved one of the god Vishnu/ Pious burning desire for amorous hands.) Urvashi gave birth to Pururva’s child Ayu but she, suffering from a curse goes back to Devlok when father and son meet each other. Pururva is so depressed by Urvashi’s departure that he turns a hermit after enthroning Ayu as the king. The longer narrative poem has five chapters and 27 parts. Poonam Sharma, probably one of the finest and consistent choreographers of dance-dramas, worked hard for five months on the script to modify it to suit the stage. Her characters on the theatre do not speak but only move lips flawlessly to synchronize those with the studio-recording of voices that consumed Poonam’s three months. Last, the practice took four months to produce a cameo on which an elderly gentleman told me, after the show, that nothing better could be done than this to celebrate the Hindi-fortnight. The forte of Poonam Sahrma is that she adds group formations to the dance so that these turn a good routine into an impressive visual spectacle. A circle formation is even more exciting and when a circle is formed for a few counts and then opens into a line or other formations, it is interesting transition (See Photo). Here Uravshi stands like style and stigma of the flower with its corolla or petals spread around with sprawling fans in hands. It is so creative and eye-pleasing that any audience can go wild. One also sees Pururva almost worshipping Urvashi with Dinkar’s metaphor: “Suman mook saundarya aur naariyaan sawaak suman hain” (Flowers are silent beauty and women are speaking flowers.) I always tell choreographers that you can add an extra dimension to your dance by making your straight line diagonal and that is what Poonam did in this presentation. She knows how to break the straight-line armed-forces like positions and to make the artists cover the entire stage (See Photo). Here five nymphs and Sutradhaar (narrator) are occupying the stage in such a way that it is covered in a non-straight-line formation and expression of each character is visible to the audience from all corners of the hall. I have words of praise for the entire caste drawn from schools but I owe special appreciation to Ritika Azad, Sutradhaar, standing in the middle of this photo, who has a ‘stage-genic’ face and she performs with élan. Doing ‘chakkars’ of Kathak with which she introduced the play and its characters was an innovative idea of Poonam for which she deserves three cheers. My only regret is that such a beauty of presentation was witnessed by half-full hall. Did the organisers fail in giving due publicity to it? Musicians from Mexico bring fresh whiff of air for music lovers
My Beloved Mexico, a concert featuring top musicians from Mexico brought alive the historic Gaiety Theatre in the state capital with some soulful vocal and instrumental performances. Famous singer Adriana Lendros, who was the main vocalist, enthralled the audience with a series of romantic, spiritual and fold songs. Guitarist Antonio Lopez and violinist Ernesto Anaya, the two accompanists, combined played a number of instrumentals which drew a huge applause. The programme was sponsored by the Indian Council of Cultural Relations with the help of the Mexican Embassy. The Department of Language, Art and Culture and the Tourism Department were the main organisers in the state. In all they performed 15 vocal and instrumentals during the performance. The songs "Cieloto Lindo" conveyed the message that music made one happy essentially underlining the importance of music in life. "Piensa Mi" was a romantic song reflecting a sad mood. A number of instrumentals like "La Borrachita" were also played by the two accomplished musicians during the programme. Technical director Manual Mora took care of the sound system and the stage arrangements for the event which brought a fresh whiff of air for the music lovers. Centre, the entire IT operations will be shifted to Disaster Recovery Centre at Paonta Sahib thereby ensuring uninterrupted Information Technology based services to 19 lakh power consumers across the state. IT will serve as a backbone for all IT services and applications aimed at improving the overall efficiency and productivity of the board. It has been designed to cater to new IT initiatives in power sector in near future like Smart Grid and it will enable the board to generate automated computerised bills for high-tension consumers using the Automatic Meter Reading (AMR) device to ensure error-free billing without any human interference and speedy revenue collection. The Centre will help identify high-loss feeders using the online energy audit module. Himachal is one of the 14 states selected by the Government of India for the implementation of the smart grid pilots in India and the board proposes to set up a Smart Grid project in Kala Amb with an investment of Rs 19.12 crore. This will be completed within two years. The main features of the project include Advanced Metering Infrastructure, Demand Side Management, GIS- based Outage Management System (OMS) and Dynamic Billing. Some of the key benefits are improved reliability and quality, dynamic tariffs, improved operational efficiency, automated control, low transmission and commercial losses and larger consumer participation.

As the ongoing verbal duel between the Congress and the BJP leaders over affairs of the Himachal Pradesh Cricket Association
(HPCA) has become the main political issue, charges are flying fast and thick as leaders from both sides are making statements and counter statements. While the BJP leaders are terming the state government's action against the HPCA as "political vendetta", the Congress leaders are highlighting alleged irregularities in the allotment of land to HPCA and other generosity showered on it by throwing rules and norms to the winds. Interestingly, Chief Minister Virbhadra Singh and former Chief Minister PK Dhumal have also joined the issue, the former is terming the sports body a big fraud and the latter has defended it. With the affairs of the HPCA making news on a daily basis, it seems that all other issues concerning people have been relegating to the second place. Many people are of the view that the alleged irregularities committed during the previous BJP government to help the HPCA headed by Anurag
Thakur, MP son of former Chief Minister PK Dhumal, needed to be probed thoroughly. The questionable conversion of the HPCA into a company could not be overlooked but the war of words on the issue should not distract attention from the real concerns of the people. Tourism industry in bad shape

Despite the fact that there is a huge tourism potentials, it is unfortunate that little has been done in the past10 years to exploit the same by the successive governments. Frequent traffic jams have become a regular feature in Manali,
Palampur, Dharmshala, Shimla and Maclodgunj. Although Chief Minister Virbhadhra Singh has announced to come out with a new master plan for the development of tourism in the state, all remained confined to the files and in past decade most of the tourists place in the state have turned into slums. The "corrupt traffic police and RTO officials", costly hotels, poor-parking facilities and heavy taxes welcome tourists in the state . Moreover, bumpy roads with narrow width, poor transport and air services, expensive food and fleecing of tourists by taxi operators also hurt them. Despite the orders of the HP High Court , the state government has failed to install meters in taxis. Hotel tariff in Himachal is quite high as compared to other states. The deteriorating law and order situation at the major tourist centres has become a matter of concern. Cases of rape, theft and murder have adversely affected tourism at several religious places, particularly in the northern parts of the state. In
Chintpurni, MacLeodganj, Jwalamukhi and Kangra over twelve cases of murder and rape were reported in the past few years. The police had also recovered dead bodies, which remain unidentified till date. The victims were the tourists. Snatching of cameras , laptops and other valuables has also been reported from Shimla, Dharmshala and Manali. Promotion of tourism in Himachal Pradesh is must for its development as it is an important revenue earner and a good source of foreign exchange.

Lifetime achievement award for Kangra school principal
Kangra, September 24 The Indo-Nepal Sadbhavana Award will be presented to him in Kathmandu on October 19 and the International Gold Star Award will be presented to him in Dubai (UAE) on November 18 this year. Gondal will attend the Indo-Nepal Friendship and Economic Co-operation International Conference at Kathmandu and will receive the award. AK Sharma, secretary, GAF, said Nepal had an important and old community of Indians and the people of Indian origin had contributed immensely in the economy of Nepal. Hes said they had developed a bond of friendship and cooperation between Nepal and India. “The potential of their contribution is far from being realised. There is a lot, which is yet to be done, and this conference is a step in this direction," said AK Sharma. He said the GAF was organising the Global Achievers' Summit on the individual contribution for the international Integration and world peace at Dubai (U.A.E) on November 18 where Sukhvinder Singh would be given the International Gold Star Award for his contribution in the field of education. Sukhvinder will receive the Lifetime Education Achievement Award from the International Institute of Education and management at New Delhi on October 3 during a national seminar on socio -economic development.

Nurpur, September 24 Volunteers of seva samiti took out a "Prabhat Pheri" in the morning and also organised sai bhajans. Shesh Bhushan, president, and Roshan Lal Raina, vice-president of the organisation, said such camps had already been organised in Dharamsala and Dehra. “The organisation organise four blood donation camps in the district every year with motive to serve the needy patients. Apart from this, the organisation has been organising free medical speciality camps in the district with the co-operation of the doctors serving in the government as well as private hospitals,” they said. They informed that the organisation had organised 11 medical camps in Kangra district in the current year. In order to inculcate competitive spirit among the budding students, the organisation also organises Bal Kishor Smagams. They conduct different competitions like painting, drawing and cultural activities for students from classes VI to XII every year.

318 Chamba villages excluded from wildlife sanctuaries
Chamba, September 24 These five wildlife sanctuaries are Sechu-Tuan Sanctuary, Gamgul Siyabehi Sanctuary, Kugti Sanctuary, Tundah Sanctuary and Kalatop-Khajjiyar Sanctuary. The Forest Minister said earlier the residents of these areas were not able to avail the benefits of forests like others. Keeping this in view, a proposal was prepared to keep populated areas out of wildlife sanctuaries and national parks, which was sent to the Supreme Court of India after the approval of the State Wildlife Board and National Wildlife Board, the forest minister said. He added that the forest bench of the Supreme Court on February 1, 2013, had ordered to exclude the proposed areas. Bharmouri said after the rationalisation process, there were 26 wildlife sanctuaries, five national parks and three conservation reserves in the state and more than one lakh people of the protected and other nearby areas would be benefited from the move. The minister informed that total protected area in Himachal Pradesh had increased from 12.86 to 15.01 per cent of the total geographical area.

Forest Department sanction cases to be on website
Kangra, September 24 Pathania was addressing officers of Revenue, PWD and Forest departments yesterday. The meeting was chaired by Pathania in the Rest House. He said for want of sanction and NOC from the Forest Department, the work on the construction of different roads could not be started. He said the present Congress government was committed to connect all the villages in this hill state by a road network on priority but the delay in providing the forest sanctions was proving as a stumbling block in the fulfilment of government’s commitment. He said the delay in according these sanctions by the Forest Department was putting common people to inconvenience. He said these sanction cases by putting these on the web site would be expeditiously looked into. He said for getting these sorted out, forest sanction cases from the Government of India, shortly a nodal officer would be appointed. In the meeting, executive engineers of Dharamsala and Kangra Vijay Choudary and Vikas Sood and District Forest Officer Vasu Kaushal participated.

Over 40 schools turn up for science congress
Nurpur, September 24 The budding junior scientists were categorised in three categories —junior for middle standard school, senior for high schools and senior secondary for class XI and XII. The competition was held in two separate school categories (rural and urban). The participants of the rural schools and the urban schools competed with their own counterparts. Umesh Rana, principal, Government Senior Secondary School, Raja Ka Talab, said in the Children Science Congress, three types of competitions including, science model presentation, science activity corner and science quiz were held. He asserted that the event was organised to select the talented students who would further take part in the district, state and national level competitions “The event was organised with an objective to create awareness and to develop competitive spirit and scientific attitude among the rural students,” the principal claimed. The school principal presided over the opening and the closing ceremony of the competition. He gave prizes to the winners. The winners will now take part in the district -level Children Science Congress, which is scheduled to be held in September at Government Senior Secondary School,

Shoolini varsity signs MoU with Korean Universities
Solan, September 24 The team also visited Seoul National University to review the alliance and to further strengthen the ties and develop a centre of excellence in biotechnology with the School of Agriculture and Life sciences. As a part of the exchange program, special emphasis was laid on the faculty improvement. The Dean of biotechnology from Seoul National University would visit Shoolini University in November or December this year. Under the Memorandum of Understanding
(MoU), the Korean Universities and Shoolini University would work together for joint research programs in the field of electronics and communication engineering. The visiting delegation also met professor Kurt E
Geckeler, Department of Materials Science and Engineering, for future visits of the Nobel Laureate professor Dr Peter Gruenberg to Shoolini University in 2014.

Bilaspur district grows 2,500 metric tonnes of fruit
Bilaspur, September 24 Bambar said Bilaspur had made history in Kisan Baghwan Smridhi Yojna by setting up 1,579 green houses and these were spread in 18,500 sq m area and producing 30,000 metric tonnes of vegetables, while another 330 poly houses were functioning with 80 per cent government subsidy under the National Rural Horticulture Mission here. He said the district was also distinguishing itself in flower production through these poly houses and was producing varieties of flowers in 50 hectares of land. The MLA distributed pomegranate pruning kits to 30 farmers who are growing this fruit successfully in the
district. Bambar also gave a subsidy of Rs 2.06 lakh for borewell to farmer Sri Ram of Chakkali village and Jaywant of Mehan village and cheques of various amounts to farmers Kanshi Ram
(Luhnu Kanaittan) and Vijay Ram for extension of vegetable areas. An exhibition of kits, machines and other equipments helping in modern horticulture and agriculture techniques was also inaugurated by the MLA. Several subject specialists and experts, including Deputy Directors Shashi Sharma and GC

INIFD welcome new students
Hamirpur, September 24 Interacting with the students, Shubham Kumar shared his experiences with them. He said the theme of his designs has always been “Bharat Jahan Basta Hai”, which was based on khadi dresses, depicting life in the rural India. In the introductory session, the students participated in different activities. A fashion show was also organised in which freshers displayed dresses on the ramp. On the basis of their performance in the fashion show, Miss Fresher, Miss Charming, Miss Beautiful, Miss Personality, Miss Beautiful and Miss Beautiful Hair were selected. Dhumal slams govt for delay in opening of college
Bilaspur, September 24 Dhumal said it was the BJP's proud project but was sabotaged and thwarted by Virbhadra Singh as he wanted this college at Rampur . Dhumal said it was about three-years ago that the BJP government signed a MoU with NTPC and NHPC for the college and they had agreed to provide Rs 37.50 crore each for this college while the state government was to provide land for this. He said the BJP government had handed over some 90 bighas at Bandla near Bilaspur to the state Technical Education Department for the building. He said he had met all the central Energy Ministers regarding the project. Dhumal said that Hydro- Engineering College was also a multi-faculty engineering college.

20 MBA students get outstanding performance award
Kangra, September 24 MBA coordinator Dr NN Sharma said 20 MBA students of the college were selected for a summer training by the group after conducting interviews for those undergoing job training. He said after going through six weeks' practical training in Chandigarh, their performance was evaluated and students were given appreciation certificates. Dr Sharma said while seven of them, Shilpa Sharma, Shivani Guleria, Shivani Palania, Swati Walia, Abhishek Sain, Asutosh Sareen, and Anil Kumar were declared outstanding among all students from different business schools. They were also given a Rs 32,000 cash reward by the company, Sharma added.
