With an eye on the 2014 parliamentary elections, Chief Minister Parkash Singh Badal and Deputy Chief Minister Sukhbir Badal listed out the SAD-BJP Government’s achievements at the Chhapar Mela here today. They claimed that the ruling alliance would sweep the 2014 poll in Punjab.

The CM claimed that Punjab would gain on all fronts if the NDA prime ministerial candidate Narendra Modi came to power at the Centre.

In a tacit admission of groupism within the SAD, Badal urged the party workers to cast aside their differences and put up a united front to ensure victory in all the 13 Lok Sabha seats in Punjab.

Blaming the Congress-led UPA Government at the Centre for the country's “economic woes”, Badal said that agriculture and industry in the state were suffering because of the “lopsided economic policies” of the UPA Government.

Admitting industrialists were fleeing the state, the CM said that concessions to neighbouring states were responsible for it.

Defending the Rs 6,000 crore power subsidy to farmers, he said it was a big relief to the beleaguered” farmers. The Deputy CM said the Atta-Dal Scheme would be extended to another 16 lakh beneficiaries. “Two thermal plants would be made operational by the year-end, thereby making Punjab power surplus.”

Refusing to be drawn into any controversy on the former Additional DGP Shashi Kant’s allegations on the drug trade in the state, Sukhbir said the former had not provided the government with a list of names.

Sukhbir warned government officials against shielding those involved in the drug trade. He said any official found guilty would lose his job.

SAD chief Sukhbir Badal today said the party would not ditch its old partner, the Indian National Lok Dal (INLD), in the neighbouring state. “We will continue having an alliance with the INLD and the seat-sharing adjustment will be done at an appropriate stage. In the last elections too, the INLD was our alliance partner in Haryana,” he said.

Sukhbir was here to attend the charge-assuming ceremony of SAD’s Gidderbaha constituency in charge Hardeep Singh Dimpy Dhillon, who has been appointed the Chairman, District Planning Board.

About the next parliamentary poll, Sukhbir said the “Congress is busy scouting for allies, including Manpreet Badal’s People’s Party of Punjab, as it is sure of its defeat”.

Addressing a large gathering, Bajwa said the state government had failed to safeguard the interests of all sections of society, mainly small farmers and traders, besides employees. Labelling SAD and BJP as communal parties, Bajwa said the SAD had joined hands with parties that had been spreading communal hatred. On Deputy Chief Minister Sukhbir Badal’s statement to bring back black money stashed in foreign banks, Bajwa said nothing could be more ridiculous than this claim. “Let the Badals make their assets public and explain the source of funds for their ever-expanding business empire that comprises seven-star hotels, lavish farm houses, transport business besides investments in real estate and liquor trade,” alleged Bajwa.

The PPCC chief slammed SAD leaders for boycotting a function of CPS Navjot Kaur Sidhu in Amritsar. He said the Akalis had now started pressuring Amritsar MP Navjot Singh Sidhu’s wife.

Tewari detailed achievements of the Union Government and facilities and grants provided by it to Punjab. He announced to give Rs 10 lakh for development of Chhapar village. Congress Legislature Party leader Sunil Jakhar argued why the state government could not give a higher bonus to farmers when Rajasthan was giving Rs 150 per quital as bonus.

Former CM Rajinder Kaur Bhattal said the SAD’s dynastic rule had “ruined” the state. She alleged the Badals were responsible for the farmers’ plight as the Centre wanted to transfer flood relief amount directly to the bank accounts of farmers, but the state government did not cooperate.

Congress open to electoral alliances

Bajwa has hinted that the Congress was open for an alliance with like-minded parties for the parliamentary poll. He said a committee headed by Union Minister AK Antony had been entrusted with the task of working out alliances at the state level.

Principal Secy tenders apology to HC

Less than a month after two IAS officers found themselves in the dock for alleged non-compliance of judicial orders on mandatory environmental clearance for mining up to five acres in Punjab, Karan Avtar Singh today furnished an unconditional apology.

The apology was tendered by filing an affidavit. The Principal Secretary, Department of industries and Commerce, Karan Avtar Singh, and his predecessor AR Talwar were on a previous date of hearing questioned on the inability of the government to comply with the orders.

A Division Bench of Justice Jasbir Singh and Justice GS Sandhawalia had made it clear that the High Court orders were to be implemented and not to be junked in a waste paper basket.

The officers were earlier asked to show cause why contempt of court proceedings not be initiated against them for alleged defiance of High Court orders passed on August 17 last year.

Digging deep into the issue of environment protection, the High Court last year had imposed a complete ban on mining without environmental clearance in operational quarries of up to five hectares in Punjab.

The Bench had issued the directions after the Union Government counsel informed the High Court that the orders passed by the Supreme Court had made clearance from the Ministry of Environment and Forests mandatory.

The state, as such, was required to obtain clearance from the State Environment Impact Assessment Authority (SEIAA) to continue the mining operations. For expediting the grant of permission, the Bench had directed the authority to decide on a representation for granting clearance within 10 days.

But the state government failed the get the clearance from the SEIAA for mining even a year after the High Court orders.

Land forcibly acquired for sewage plant: Farmer

The Punjab Government seems to be in a rush to lay the stone for a Rs 40-crore sewage treatment plant (STP) in Neelpur village tomorrow, though the district administration is yet to complete formalities for the land acquisition.

The government has not paid a penny to the farmer whose land it claims to have acquired for the project.

A day before its inauguration by Deputy Chief Minister Sukhbir Badal, the farmer has alleged that his land is being forcibly acquired.

He claims that he has not yet agreed to sell his land to the government. “I was astonished to know that the administration has laid a stone there and a battery officers are keeping guard,” said Surinder Singh. "I did not sign any documents, except the meeting attendance. How then can they take over my land," he asked.

He said he had been called for a few meetings but had told officials, including the Deputy Commissioner, that he was not ready to sell his land even for Rs 1.10 crore promised to him.

"I will only take land in lieu of land in the same village as I am a poor farmer and will be left with only two acres of land if they acquire my land,” he said, warning the authorities against acquiring his land forcibly. Rajpura MLA Hardyal Kambhoj claimed that in 1991 Surinder Singh's land was taken for a disposal plant. "Now the administration wants his land for the STP.The administration has not paid a rupee to the farmer. So how can the Deputy CM inaugurate a plant on the land still owned by the farmer?"

He said his party would stand by the affected farmer.

However, the district administration claims to have completed all formalities for the inauguration of the STP tomorrow. Sukhbir is to address rallies at Patiala and Patran after inaugurating the project. When contacted, Patiala Deputy Commissioner (DC) Gopal Krishan Singh said that land acquisition in Neelpur had been completed in June 2013 and Surinder Singh had agreed to a compensation of Rs 70 lakh per acre. (This is vehemently denied by the farmer).

Asked if the compensation money had been paid to the farmer, the DC said a proposal in this regard had been sent to the government.

Efforts to contact the Deputy CM proved futile.

Let CBI probe forgery case, says UT police

Seventeen months after a case of forgery amounting to Rs 130 crore was registered against 13 persons, including Sukhbir Singh Shergill, trustee of the Adesh Foundation which runs a number of educational institutes in the state, the UT police seems to be keen on washing its hands off the case.

It has asked the UT Administration to hand over the case to the CBI. Another FIR regarding the case was registered two days ago.

The nine-page FIR, with no details of the previous cases lodged in the scam, names the accused as Sukhbir Singh Shergill, resident of SAS Nagar, his wife Gurbir Kaur Shergill, MLA Jeet Mohinder Singh and Gurdeep Singh.

A day after the second case was registered, UT Inspector-General of Police (IGP) RP Upadhayaya today wrote to the Home Secretary, Anil Kumar, suggesting that the earlier case be handed over to the CBI.

“This case is complex. It entails investigations into allegations of misappropriation of a huge amount of money to the tune of Rs 100 crore. Hence, investigation of this case by the CBI, which is a specialised agency, is highly recommended,” the IGP wrote.

When contacted, all that the reluctant IGP had to say was: “Investigations are going on in the right direction.” The Home Secretary, however, said they had received the letter and would deliberate on it before taking any action.

In his complaint, Raman Uppal had alleged that Shergill had cheated him of crores of rupees while opening a company, Customer Related Management Services, in Sector 9 here.

Jeet Mohinder Singh, while denying the allegations levelled against him in the FIR, has sought a CBI probe into the matter.

In a statement, he said Shergill was a relative but he had nothing to do with the alleged forgery.

Terming the charges against him as baseless, he blamed retired Tamil Nadu-cadre IAS officer Gurnihal Pirzada for the "conspiracy" against him.

He said the Vigilance had slapped several cases of disproportionate assets against him during the Congress government in the state.

Afghan onions to lower prices, 17 truckloads arrive via Attari

Amid the soaring onion prices, the arrival of 17 truckloads of the commodity from Afghanistan through the Attari border today brought some relief for the common man in the region.

Rajdeep Uppal, CII Zonal Council chief, said importers had received 400 to 500 tonnes of onion from Afghanistan and were expecting another 1,000 to 2,000 tonnes within the next few days. He said these imports were certain to push down onion prices in Punjab, New Delhi and Jammu and Kashmir. Sources said each of the 17 trucks that had arrived today carried 20 tonnes to 22 tonnes of onion. These were packed in gunny bags with a capacity of 120 kg each. Clearing House agent Manav Taneja, who received a consignment from Afghanistan, said it belonged to importers based in Delhi, Amritsar and Gujarat.

He said a Delhi-based importer, who had ordered the first consignment, had already got the permit to import 25,000 bags of onion from Kabul. Other importers from Delhi were keen to follow suit. On the quality of onion, he said it was second grade. He said it took four or five days for the trucks from Kabul to reach Attari.

Leading clearing agent Jaspal Singh said more trucks were on the way to Attari and they expected another 15 to 20 truckloads of onion from Afghanistan tomorrow.

The first truck from Afghanistan had arrived at the Integrated Check Post (ICP) at Attari on September 5. Three more truckloads of onion had arrived on September 11.

Indian importers are getting Afghan onions under the Afghanistan Pakistan Transit Trade Agreement (APTTA). The Pakistan Government had imposed a ban on onion export to India via Attari in 2011.

Crackdown on sand mafia in Moga

The Moga police has arrested 22 persons involved in illegal transportation of sand and seized 22 tractor-trailers and seven trucks during the past 24 hours. Another 11 accused managed to escape from the police net.

The police has also seized one JCB machine from Kamalke village in Dharamkot sub-division, which was being used at the mining sites.

After an intensive drive against illegal sand mining in the past couple of weeks, the police is now following leads to arrest the kingpin of the racket who reportedly enjoys political patronage.

A police official said an organised network of sand mafia had been active in the area for the past several years, causing huge revenue losses to the state government.

The Sutlej passes through the district along its border with Ferozepur, Tarn Taran and Jalandhar. Senior Superintendent of Police KJS Dhillon said prima facie it appeared that mining was done in the areas falling within the boundaries of Ferozepur and Jalandhar districts and sand was transported to the Malwa belt through Moga. Some of the farmers had also leased out their land for illegal mining in the border areas.

The illegal sand mining gained momentum in the past couple of weeks with the weakening of the monsoon and receding of water level in the river. Besides, the construction activity that was halted due to the monsoon has also been resumed resulting into an increased demand for sand which in turn led to a spur in the mining activity.

Safai sewaks write to PM to seek correct wages

The safai karamcharis employed in the Non-Cantonment Military Station under the Patiala station headquarters have shot a letter to Prime Minister Dr Manmohan Singh, Defence Minister AK Antony, Chief of the Army Staff General Bikram Singh and Deputy General Officer Commanding-cum-Station Commander, Patiala Military Station, to seek payment of correct wages through contractors.

The safai sewaks have taken the move with the help of members of the Aam Aadmi Party (AAP). They alleged they were being paid much lesser than what they were entitled to get. They said they wanted the payments as per the minimum wages notified through cheques and with pay-slips.

The workers said the present safai/conservancy contractor, Pawan Bajaj, who was running the contract since May 16, 2013, for providing 213 safaiwalas to the station, was paying them a monthly salary of Rs 3,200 instead of Rs 5,695, the minimum rate of wage promulgated by the Punjab Government with effect from March 1, 2013. They alleged he was also arbitrarily deducting an amount of Rs 1,000 per month in the name of security deposit.

An employee said the contractor, while paying the wages, writes the paid amount with pencil, gets employees’ signature with pen and then later changes the paid amount. “The employee of the station headquarters who is supposed to oversee the payment of correct wages, also seems to be involved in this conspiracy with the contractor. Some employees are marked present at more than one location on the same day, thereby cheating the government. This is not possible without the connivance of Army/station headquarters' staff who are supposed to oversee the workers' deployment and attendance,” he said.

AAP member Dharam Vira Gandhi said the contractor also seemed to be defaulting on the deposit of the Employee Provident Fund as he had not informed the workers of any such scheme till then. “The said employees have also not been given the benefit of the ESI. Some of these employees are also made to do labour work such as digging foundations of buildings being constructed in the cantonment/non-cantonment area,” he said.

Party activist Major (retd) RPS Malhotra said the government should order a court of inquiry in the matter and take action against the erring persons. They should ensure formation and registration of the Contractual Employees’ Union and allot office space for the same so that their rights remain protected.

Contractor Pawan Bajaj refuted the allegations and said his competitors had deliberately instigated the safai karamcharis. “I am paying salary according to what is being given to me by the government. As far as taking the security is concerned, I am doing it because if there is some theft or any other untoward incident inside the cantonment, the onus would fall on me and I would be made to pay for the loss,” he said.

Milk, ghee to cost more
Milkfed hikes rates up to Rs 2 from tomorrow

The Punjab State Cooperative Milk Producers Federation (Milkfed) has decided to increase the price of full cream and standard milk by Rs 2 and Rs 1 respectively, from September 21.

The price of Verka ghee has been hiked by Rs 15 per kg from today. It will now be sold for Rs 325 per kg.

While the price of full cream milk will be increased from Rs 38 to Rs 40 per litre and that of standard milk from Rs 36 per litre to Rs 37 per litre, there will be no change in the price of double tone and single tone milk.

The decision was taken today following an increase in the procurement price of milk. At present, Milkfed is paying Rs 480 per kg fat as procurement price for milk to the dairy farmers. This price is now being hiked by Rs 10 per kg fat. With Milkfed losing a large number of dairy farmers associated with it to private milk, producers, who are paying a much higher procurement price, it had become imperative for the dairy cooperative to increase the procurement price.

This is the second hike during the past two months. In June, Milkfed had increased the price of all categories of milk and ghee after the cooperative raised the procurement price of milk by Rs 30 per kg fat.

Official sources said they were facing a shortage of milk. The cooperative was procuring 8.75 lakh litres of milk daily as against the supply of 9.50 lakh litres. The gap in demand and supply was presently being met through the reconstitution of milk from skimmed milk powder, they added.

The authorities of Government Rajindra Hospital, Patiala, have allegedly refused to perform dialysis on an HIV positive patient citing fear of spread of infection and have asked the patient to either go to the PGI or a private hospital for treatment.

The 45-year-old patient is a constable in the Punjab Police and was admitted in the hospital three days ago. He said he had been undergoing treatment for HIV from the same hospital. He said he had stopped taking medicine in between due to which his condition deteriorated. "I was brought to the hospital three days ago and doctors said I required immediate dialysis. When I was taken for the procedure in the morning, they saw my file and said I could not be treated here as I was HIV positive and the only machine they had for the purpose would get infected. They said I would have to get the dialysis done from a private hospital," the patient said.

This is not the first time that an HIV positive patient has been refused treatment at Government Rajindra Hospital.

A few months ago, an HIV positive patient was denied treatment by the Department of Orthopaedics.

Medical Superintendent of the hospital Dr VK Sharda and head of the medicine department Dr HS Sandhu said they had only two machines and if they perform dialysis of an HIV positive patient, the machine gets defunct for about 15 days as its sterilisation takes time.

They said they had no option but to ask the patient to seek treatment from a private hospital or the PGI.

Kirana merchant’s son bags Rs 93 lakh package by Google

Kirana merchant Raj Kumar had hoped that his “computer expert” son would get a job enough to sustain himself and his family. But he had not thought in his wildest dreams that his son Himanshu Mahajan would be offered a pay package of Rs 93 lakh per annum by Google Inc even before he completed his B-tech (computer science) degree.

Himanshu, a student of Delhi Technical University, had taken a test by the worlds best search engine in August.

The news is significant as Mansa is known as one of the most backward districts of the state. “I hope that my son's achievement will encourage more students from the district to excel," said Raj Kumar, who doesn’t even use a computer for managing the accounts of his shop.

His two daughters, Isha Jindal and Meenakshi Jindal, who are married, were also toppers in their courses.

Himanshu’s mother Santosh Rani said: “He was always good in computers. Like all mothers, I too had thought that my son would make it big in life. But this is beyond my expectations”.

The local senior secondary school where Himanshu had studied felicitated him today. “I am looking forward to the challenge,” said Himanshu. He said he was confident of doing well in the test.

Waterlogging-hit farmers awaiting relief since 2010

Despite tall claims by the state government of extending “all possible” help to tackle waterlogging, the affected farmers have been awaiting compensation since 2010 for their land left barren due to the perennial problem.

The government has fixed the compensation at Rs 3,000 per acre for each cropping season to be given to the farmers whose land has been rendered unproductive due to waterlogging. Bagicha Singh, sarpanch of Midda village in Lambi assembly constituency, said, “Nearly 200 acres land in our village has been permanently left barren due to waterlogging. But, the affected farmers have not got the compensation amount since 2010.”

Karaj Singh, sarpanch of Rattakhera village, also in Lambi constituency, said, “We even brought this issue to the Chief Minister’s notice when he recently visited our village.”

At a recent public meeting when the Chief Minister had enquired from Muktsar Deputy Commissioner Paramjit Singh about the delay in relief, the latter had said: “The amount has reached the district administration and it will be disbursed soon after following the due procedure.” However, there has been no headway ever since.

Farmers taken into custody on protest eve

The police has taken hundreds of activists of the Bhartiya Kisan Union (Ugrahan) into preventive custody in the wake of their call for road blockades across the state tomorrow. The activists have been demanding the release of nine BKU members who were arrested from various parts of the Majha belt a few days ago.

Sukhdev Singh Kokri, general secretary, claimed hundreds of activists had been taken into custody from across the state in an overnight operation last night. He alleged that the Punjab Government was denying them the right to peaceful protest. The BKU had given a call to block road traffic in the state from 12 noon to 3 pm tomorrow at all important locations on the national and state highways.

The police said the farmers were taken into preventive custody to maintain law and order situation.

Sangrur: More than 24 leaders and activists of the BKU were arrested by the police from various parts of the district. The police parties raided houses of the union members last night and nabbed them.

Dilbag Singh Harigarh, district committee member, said due to police raids, the entire top leadership of the union had gone underground.

MP Sidhu apprises Shanta about ‘bias’

After his stinging attacks on the state government in recent days over "bias" against Amritsar, BJP Member of Parliament Navjot Singh Sidhu today met Punjab BJP affairs in charge Shanta Kumar in New Delhi to apprise him of the situation.

Sources said the meeting, that took place at Himachal Bhawan lasted, lasted a couple of hours.

Talking to The Tribune, Sidhu said he had given it in writing to Shanta Kumar as to how his pet projects were "scuttled" and funds from the Amritsar Improvement Trust "diverted" for development works in other towns.

“I have told him that while I have always followed the coalition dharma, SAD leaders in Amritsar have boycotted my wife.”

He claimed Shanta Kumar looked amazed when told about the state of affairs in Amritsar. “He told me it is a serious issue and would soon be sorted out amicably.”

Sidhu said he had presented his side of the story before the party leadership and "the ball is now in their court."

Shanta Kumar said he had heard Sidhu and the matter would be resolved soon.

Two-day Workshop for CJMs

The state legal services authorities of Punjab and Haryana will sensitise chief judicial magistrates on schemes run by the National Legal Services Authority (NALSA) and the two states.

For the CJMs-cum-secretaries of the district legal services authorities, a two-day joint workshop is being organised from September 21 at Chandigarh. The workshop aims at improving the functioning of the district legal services authorities and sub-divisional legal services committees.

It also aims at updating the secretaries and for proper implementation of schemes of NALSA and Punjab and Haryana legal services authorities.

The holding of the workshop is significant as the secretaries “form the backbone of the legal services authority”. The workshop is scheduled to be at the convention hall of the Chandigarh Judicial Academy, Sector 43.

It will be presided over by Punjab Legal Services Authority Executive Chairman Justice Jasbir Singh and Haryana State Legal Services Authority Executive Chairman Justice Satish Kumar Mittal. NALSA member secretary Asha Menon will also participate.

HC: Reinstated employee entitled to full benefits

The Punjab and Haryana High Court has made it clear that a government employee initially dismissed, removed, compulsorily retired or suspended from service but reinstated after being fully exonerated was entitled to full pay and allowances.

Referring to Rule 7.3 of the Punjab Civil Services Rules, Justice Tejinder Singh Dhindsa asserted: “A bare reading of the provision would make it clear that a government employee who has been dismissed, removed, compulsorily retired or suspended, is re-instated upon having been fully exonerated, then he shall be given full pay and allowances to which he would have been entitled to had he not been dismissed, removed, compulsorily retired or suspended as the case may be”. Justice Dhindsa also held as arbitrary Punjab’s action of denying an exonerated policeman his full pay and allowances while granting the same to a similarly placed colleague.

The ruling came on a petition filed by Sucha Singh against Punjab and other respondents. Serving as an Assistant Sub Inspector in the Punjab Police, he was dismissed from service after being convicted in August 2000 by Jalandhar Special Judge under the provisions of the Prevention of Corruption Act.

In November 2010, his conviction orders were set aside after his appeal was allowed, following which the Director-General in July 2011 reinstated him in service. The petitioner, however, was denied salary and allowances for period he remained out of service.

Also raising the plea of discrimination, his counsel contended ASI Surjit Singh too was dismissed solely upon conviction. But upon acquittal, he was ordered to be reinstated in service with full pay and allowances for the period he remained out of service.

“The action of the respondent-authorities in denying to the petitioner full pay and allowances for the period in question while granting the same very benefit to his colleague, Surjit Singh, who was identically situated, is held to be arbitrary and violative of Articles 14 and 16 of the Constitution of India”.

Allowing the petition, Justice Dhindsa asserted: “The order of conviction of the petitioner under the provisions of the Prevention of Corruption Act has been set aside and the petitioner stands completely exonerated. This court will have no hesitation in holding that in terms of Rule 7.3, the petitioner upon being acquitted would be entitled to the full salary and allowances for the period in question”.

Addictive drugs worth Rs 1.5 cr seized

In one of the biggest crackdown, the city police seized habit-forming drugs worth over Rs 1.5 crore from Transport Nagar area here last night. The police has booked three medical store owners identified as Nitin Goel and his father Pawan Goel, residents of Sardar Nagar, Moga, and Deepak Soni of Haibowal.

Commissioner of Police Paramjit Singh Gill said a hunt was on to nab the accused. "It is a tip of the iceberg. A Special Investigating Team (SIT) has been constituted to look into the case," adding the police had busted a major supply chain of habit-forming drugs in the state.

Gurbans Bains Additional Commissioner of Police (Crime), said the anti-narcotics cell in charge, Harbans Singh, received a tipoff that drugs were being hoarded in various godowns in Transport Nagar.

The police immediately conducted raids at Kamal Goods Carrier, Northern India Goods Private Limited and Amritsar Transport Private Limited and seized the drugs, including cough syrups, tablets and capsules.

The licensing authority of the Health Department accompanied the police during the raid. They put the cost of the seized drugs at Rs 7 crore.

The police also took possession of some documents that appeared to be fake. Bains said Nitin Goel and his father Pawan Goel had floated bogus companies, including Goel Sales Corporation, Shri Krishna Agency and Atlas Pharmaceutical.They were procuring habit-forming drugs from pharma companies in Delhi, Haryana, Rajisthan and Himachal Pradesh.

The role of transport companies was also under the scanner, he said.

SAD councillor held with drugs

Amritsar: In a major catch, the anti-narcotic cell of the Amritsar rural police today allegedly nabbed a sitting Akali councillor from Ajnala with habit-forming drugs. Though only around 500 proscribed capsules were seized from his possession, the incident points towards the alleged nexus between politicians and drug traffickers that has been aiding drug abuse.

The accused, Janak Raj, is a councillor from Gopal Nagar’s ward number 1 in Ajnala. He has been booked under the NDPS Act. Sanjiv Kumar, in charge of the anti-narcotics cell, said following a tip-off, the police laid a naka near Lakhuwal village and arrested the accused with 495 capsules. — PK Jaiswar

Man pays ‘supari’ to get couple kidnapped for land, 3 held

The district police today said it had found the man who was allegedly kidnapped along with his wife on September 16, from the Narwana area of Haryana. Ram Kishan and his wife Rajpati were "forcefully taken in a car" from Khanauri in Sangrur district.

The police said Rajesh Singh from Dhanauri village had hired some persons and given them Rs 5 lakh for kidnapping the couple and getting the sale deed of Ram Kishan's 14 kanals and 4 marlas of land registered in his name.

The couple was allegedly taken to Maulviwala village (Patran) and kept in a tube well motor's room at night. However, on September 17, when Ram Kishan was taken somewhere in a car by the kidnappers, his wife Rajpati managed to flee from there and reported the matter to the Khanauri police.

Sangrur Senior Superintendent of Police (SSP) Mandeep Singh Sidhu said on the statement of Rajpati, 10 teams had been formed to locate Ram Kishan, following which he was found in the Narwana area yesterday.

The SSP said Ram Kishan told the police that Rajesh Singh, his brother Satbir Singh, nambardar Rattan Singh, all residents of Dhanauri, and Tarsem Singh of Loan village (Jind) connived and on September 17, after giving him sedatives, they made him get the sale deed of his land registered in the name of Rajesh Singh for Rs 24 lakh at Narwana tehsil.

The SSP said they had arrested Rajesh, Rattan and Tarsem. He said Satbir and four to five kidnappers were still absconding.

The SSP said the role of Naib-Tehsildar, Narwana, who had registered the sale deed of the land, was also under the scanner considering the registry had been done before 9.30 am and Ram Kishan was under the influence of sedatives.

A case has been registered against the accused under Sections 365, 506, 149, 328, 323 and 120-B of the IPC at Khanauri police station.

Three arrested with weapons

The Patiala police has arrested three persons and seized 10 pistols and 27 cartridges from them. Patiala Senior Superintendent of Police Hardial Singh Mann said a police team had intercepted a Bolero jeep at a checkpoint near Auja village and seized seven pistols of 7.65 mm (32 bore) with 21 cartridges and three "desi kattas" 3x3 with six cartridges.

Those arrested have been identified as Mohammad Kalit, Seyakat and Rishipal of Meerut, Uttar Pradesh.

During the preliminary interrogation, it was found that the accused had brought the arms and ammunition from Sayeed, a resident of Radhna village, Meerut, UP, and had to deliver the consignment in Malout and Muktsar. They had to sell the pistols at the rate of Rs 50,000 each and desi kattas at Rs 5,000 each.

Further investigations are on to nab the other accused involved in the racket.

A case under Sections 25, 54 and 59 of the Arms Act has been registered against them at the Julkan police station. Meanwhile, acting on a tip off, Julkan SHO Inspector Sukhbir Singh and his team raided a government godown at Devigarh village and arrested four persons for black marketing of wheat. They recovered 20 quintals of wheat and a Mahindra jeep from the accused.

Those arrested have been identified as Parshotam Lal, Rajinder Kumar, Sadha Singh and Harjinder Kumar.

A case under Sections 409 and 420 of the IPC and Section 7 of the EC Act has been registered.

55-year-old prisoner dies

Sangrur, September 19
A 55-year-old prisoner, lodged in the Sangrur district jail for the past about one month, died at Government Rajindra Hospital, Patiala, last evening. The Station House Officer (SHO) of the city police station, Harinder Singh, today said Raju Singh of Daska village (near Lehragaga) had been undergoing imprisonment in the district jail in a case under the NDPS Act for the past about one month here.

The SHO said Raju had been suffering from abdomen infection since September 12 and he remained under treatment at the jail's hospital. When his condition deteriorated the previous day, he had been taken to the civil hospital, Sangrur, from where he had been referred to Government Rajindra Hospital, Patiala, where he died, he added.

The SHO said the local police had initiated proceedings under Section 174 of the CrPC in the case. — TNS

NRI arrested for suicide by sarpanch

An NRI, Bagicha Singh of Khangura settled in the UK, was has been arrested in connection with the suicide case of village sarpanch Des Raj (40). He has been booked under Section 306 (abetment to suicide) of the IPC and Sections of the Scheduled Caste (Prevention of Atrocities) Act, the police said.

The sarpanch, who threw himself before a train on August 31, was allegedly tormented by the NRI and his supporters for refusing to sign some documents.

The sarpanch left behind a note, accusing Bagicha Singh and his supporters of humiliating him.
