Furnish details of pending cases: HC

The Jammu and Kashmir High Court has directed the Srinagar Municipal Corporation (SMC) and Srinagar Development Authority (SDA) to file details of all the cases and suits related to the illegal constructions in the city pending in subordinate and other courts. The high court has given the SMC and SDA authorities three weeks time to furnish a list of such cases.

Central Kashmir’s Budgam district remained tense for another day today as the Army was deployed in several dozen villages to restore calm after two communities clashed for several days in the area resorting to arson and violence. A police official said 28 villages had been placed under curfew in Budgam district, down from 50 villages which were under curfew yesterday.

Schools in Valley reopen today after summer vacation

Schools in Kashmir division will reopen tomorrow after a 10-day-long summer break. The Directorate of School Education has decided to go ahead with the scheduled date of reopening of the schools and stated that no extension in the vacation would be provided. "All government and private schools in the Kashmir division and those falling in the winter zones of Jammu division will reopen as per schedule on July 25," an official statement said.

7.5 lakh saplings to be planted in Anantnag

Over 7.5 lakh saplings are being planted by Forests, Soil Conservation and Social Forestry Departments in Anantnag district during this financial year. This was stated at a meeting chaired by District Development Commissioner, Anantnag, Farooq Ahmad Lone, to review the performance of these departments in making the district self-sufficient in forest resources.

Peoples Democratic Party (PDP) patron Mufti Mohammad Sayeed today said the violent incidents in the district might be isolated in nature but were causing tremendous pain and anxiety among the entire Kashmir society. He was speaking at a meeting convened to discuss the unfortunate events resulting from a small altercation between two individuals in the Budgam district. Blood donation camp held for pilgrims

To promote communal harmony, amity and brotherhood among the people of Kashmir, a blood donation camp was organised today for Amarnath pilgrims who sustained injuries in road accidents. The camp was jointly organised by the Srinagar district administration and SKIMS, Soura, at Auditorium Hall. A large number of people donated blood on the occasion. To settle pending legal cases and disputes amicably, a Lok Adalat would be organised in Anantnag district on July 31, a statement said here. The statement said the District Legal Services Authority, Anantnag, would be organising a Lok Adalat on July 31 at the District Mediation Centre for amicable settlement of cases. “All those interested, including the public in general and litigants in particular, are informed that cases of different nature will be taken up in the Lok Adalat,” the statement said. — TNS

Furnish details of pending cases: HC
SMC, SDA told to provide list of cases related to illegal structures in Srinagar within 3 weeks

The Jammu and Kashmir High Court has directed the Srinagar Municipal Corporation (SMC) and Srinagar Development Authority (SDA) to file details of all the cases and suits related to the illegal constructions in the city pending in subordinate and other courts. The high court has given the SMC and SDA authorities three weeks time to furnish a list of such cases.

These directions were passed by a Division Bench of the high court headed by Chief Justice MM Kumar yesterday in a public interest litigation (PIL) seeking directions to the authorities, including the traffic police, for the street hawkers and vendors from Srinagar roads for hassle-free traffic movement.

“They Srinagar Municipal Corporation shall file list of the petitions or suits with details within three weeks. Similarly, the Srinagar Development Authority shall file details of petitions and suits within three weeks,” the Bench said in its orders made available today.

Earlier on May 8, the high court had directed the authorities concerned to furnish details of all the unauthorised constructions which have taken place in the city in violation of the Srinagar Master Plan over the years and file a status report in this regard.

The petitioners had prayed the high court to take “strong note” of the constructions made illegally without permission from the SMC and in violation of the Master Plan in the city and pass directions to the authorities concerned for demolishing such structures in the interests of the public.

Budgam tense, 28 villages still under curfew

Central Kashmir’s Budgam district remained tense for another day today as the Army was deployed in several dozen villages to restore calm after two communities clashed for several days in the area resorting to arson and violence. A police official said 28 villages had been placed under curfew in Budgam district, down from 50 villages which were under curfew yesterday.

The official said the situation in the district remained tense and heavy deployment of police and paramilitary personnel had been made in the area. Around 160 people had been detained so far while more than 300 were injured in the clashes, the official said.

Clashes between two groups erupted at a village in Budgam district last week which have since spread to other areas of the district.

Soldiers held marches in several dozen villages since last night. The official said the Army also held a flag march in Budgam town, where police and paramilitary personnel had been deployed in strength.

Meanwhile, Jammu and Kashmir Liberation Front chairman Mohammad Yasin Malik, who led a peace march in the violence-hit area in central Kashmir’s Budgam district, said, “It is painful to see people who all claim to be followers of Islam engaging in sectarian violence”.

Malik, who was released from the police custody last night, today toured many areas and villages in the district as part of his “brotherhood journey”.

The authorities have imposed curfew in some areas of Budgam district as a precautionary measure following sectarian violence. Clashes between two groups erupted at a village last week that spread to other areas of the district. Separatist groups have issued appeals to both the communities to maintain harmony.

“It is painful to see that people who all claim to be followers of last messenger of Allah fighting, torturing, killing, attacking and destroying each other with impunity,” Malik told the people during his “brotherhood” journey.

He was accompanied by a JKLF delegation comprising Noor Mohammed Kalwal, Showkat Ahmad Bakhshi, Mushtaq Ajmal, Gulzar Ahmad Pahalwan, president, JKLF, Budgam, and others.

Inauguration of Uri-II power project likely to get delayed

The commissioning of 240 MW Uri-II power project near the Line of Control (LoC) in north Kashmir’s Uri town is likely to get further delayed as the tunnel of the project has reportedly leakages at several places.

The power project was to be inaugurated by the Prime Minister’s during his recent two-day visit to the state but had to be cancelled as the project was not fully ready and the tunnel had leakages at several places.

“The commissioning of the Uri-II power project is not possible till August,” said Harish Kumar, General Manager, National Hydroelectric Power Corporation (NHPC), Uri-II.

The Uri-II power project is located at Kalgai Salamabad village near the LoC and had come up at a cost of nearly Rs 1,800 crore.

The power project is nearly 20-km away from the Uri-I power house which was constructed by Swedish consortium - ABB - and was commissioned in 1997. The Uri-II is the second project of the NHPC on the Jhelum river. The project had been constructed by the Hindustan Construction Company (HCC) and it had already handed it over to the NHPC for the inauguration.

Sources said the trial of the Uri-II power project was held in which some lacuna was found.

“It is a usual practice, the issues that emerge during the trial of the power project are being looked into and the commissioning will take some time,” said another official of the NHPC.

The work on Uri-II project started in 2006. Once the project is commissioned, the NHPC would increase its hydropower generation capacity to over 1,900 megawatts in the state. J&K as usual will be entitled to only 12 per cent power as royalty from the Uri-II project.

Kupwara village without water supply since its inception

Residents of Doolipora, 3-km from Trehgam in Kupwara district, are facing severe shortage of drinking water. Also, water level in the only spring at the village is receding with each passing day adding to the woes of the villagers.

Inhabitants of the village said they had been devoid of water supply since its inception in 1960. “The village has not seen water supply since the inception of the village. Throughout the day, village women carry buckets full of water on their heads from the spring at the village,” said 50-year-old Hajra Begum.

The spring is also the only source of water for about 160 families from adjoining Chahar and Manzar villages. The villagers said the water level continued to recede in the spring and in future they might face hardship for a single drop of water.

“The water level continues to recede in the spring with each passing day. If the heat wave conditions continue, the spring may turn dry in coming few weeks. For the past many years, we have been making repeated representations to the PHE Division, Kupwara, for providing water supply to the village but our pleas have fallen on deaf ears,” said Mohd Anwar, a local resident.

Women said they were suffering from cervical problems as they carry buckets full of water on their heads throughout the day.

“Everyday, I cover about half a mile on foot with a bucket full of water on my head. I have to carry more than 10 buckets of water during the day, which has a telling impact on my health. I am suffering from cervical pain due to excessive load on my neck and head,” said Masooda Akther, a local resident.

“Minister or MLA has never bothered to visit the village to enquire about our problems. Politicians turn to us only when elections are round the corner to woo the voters,” said Mohd Sayeed, a local resident.

Clashes, shutdown against detention of youth

Local youths had called for a complete shutdown in the area and in response, all shops and other commercial establishments remained closed throughout the day.

Schools, offices and other places of work also remained closed, while traffic, too, remained off the roads.

Residents said Zubair Ahmad Turay, a resident of Bonna Bazar area in Shopian, was detained in April earlier this year. “He was found to be involved in instigating crowds and stone throwing incidents,” a senior police official from the area had said.

While Turay was booked under the controversial Public Safety Act (PSA), his parents and neighbours had vehemently denied the charges.

Turay’s family maintained that their son was being harassed unnecessarily by the police.

“This is for the sixth time that Turay has been detained,” said one of the family members. “He along with all of us is being harassed unnecessarily,” he said.

After serving a jail term of more than three months, Turay got a release order from the court and was shifted from Kathua jail to the Shopian police station.

“The police is not releasing him even after the court has ordered his release,” said a local youth. “They might be conspiring to book him again under some flimsy charges and send him back to the jail,” he said.

The protesting youth today demanded immediate release of the detainee.

Meanwhile, the police maintained that the youth needed to get bailed out in another case from the court in Shopian before he was released.

“The court had directed that he be handed over to the Shopian police station and released subsequently if he is not involved in any other case,” said a senior police official. “Now, he is in our custody and he needs a bail in another case before he is released,” he added.

NC assails Saroori for allegations on relief package for quake victims

Senior National Conference (NC) leaders today questioned the rationale behind the allegations levelled by Congress MLA Ghulam Mohammed Saroori on the issue of relief package for the quake victims of Doda and Kishtwar.

Leaders said, “How can Saroori accuse the NC of misguiding the Centre over the package when the state Cabinet, under the chairmanship of the Chief Minister, recommended a comprehensive package to the Centre?”

“Omar Abdullah took up the matter personally with Prime Minister Manmohan Singh in New Delhi and during his visit to Srinagar. The issue was also discussed by the top ranking state officials with a central team that visited the area to assess the damages caused by the tremors. The question of misleading the Centre does not arise when the central team headed by a joint secretary has toured the entire area,” they said.

The signatories to the statement include MLC and Doda district president Doda Khalid Najeeb Suhrawardy, ex-legislators Brij Mohan Sharma, Qazi Jalal-ud-Din, Chaman Lal Bhagat and Muhammad Iqbal Bhat, and Kishtwar district president Tanveer Ahmad Kitchloo.The NC leaders also acknowledged the support of Union Health Minister Ghulam Nabi Azad and Union Minister for Renewable Energy Farooq Abdullah, who pushed the issue at the appropriate level in the Centre and said, “We are hopeful that the Centre will realise the gravity of the situation and come to the aid of the affected people of the Chenab valley.”

The NC leaders said Saroori made faux pas from time to time and referred to his unwarranted and misleading statements to the public on assumed belief of relief money having been released to the state government by the Centre. “Eventually, he had to taste a humble pie when the truth dawned on him,” the leaders said, adding that by his irresponsible utterances, Saroori was causing ample avoidable embarrassment to his party’s senior leader Ghulam Nabi Azad as well.

Sugar may turn bitter this Eid
CAPD decides to provide only 2 kg sugar to each family

With the subsidies on sugar rates having ended, the state government has decided to give a bonus quota of 2 kg of sugar at subsidised rates to each family in the Kashmir division on the eve of Eid.

Director Consumer Affairs and Price Distribution (CAPD) office confirmed that the state government would only give two kg of sugar to each family on Eid and that the CAPD ration depots would no more be selling sugar.

“Since the Centre has ended the subsidies on sugar, it is up to the state government now to take a decision. We have no problem if the state government continues to provide sugar at subsidised rates,” a CAPD official said.

However, residents are already facing problems in the month of fasting due to unavailability of sugar at the CAPD ration depots and abrupt closure of sale of sugar.

The CAPD rates of sugar were fixed at Rs 17 per kg, whereas the market rates vary in the range of Rs 35- 40 per kg.

People from the poor sections of society have a little to cheer about on the festive occasion, especially when the state government is undecided over the issue.

“What good will two kg of sugar do to a family? This sounds like some kind of joke. The authorities had earlier said all the essential commodities would be provided at discounted rates in this month, but the reality is far from that,” Amina Ahmad, a school teacher, said.

People said if the state government in fails to solve the matter, they would be compelled to come out on streets.

“It is not possible for a poor family to shell out so much money on sugar. In the month of Ramadan, the state government should have considered this aspect and provided sugar at subsidised rates. If the authorities do not come clean on the issue, we will be forced to take to protests,” said Imtiyaz Ali, a shopkeeper.

The spokesman said “keeping up with the tradition”, the amalgam had decided that forthcoming Jumait-ul-vida (Friday following) on August 2 would be observed as ‘Youm-e-Qudus’ (Palestine Day) and Youm-e-Kashmir (Kashmir day) in Kashmir across the Line of Control.

The decision in this regard was taken during an executive council meeting of the members convened by the Hurriyat chairman, Mirwaiz Umar Farooq, he said.

The biggest gathering in connection with the Youm-e-Kashmir would be led by Mirwaiz at historic Jamia Masjid, Srinagar, on the day, he said.

In another statement, Hurriyat has expressed its “serious concern” over the nocturnal raids and use of the police to detain and interrogate Kashmiri youth.

“Such state aggression would only complicate the problem instead of solving it. The government would itself be responsible if situation takes an ugly turn”, the spokesman said.

Dr Zargar is a reputed gastroenterologist of the Valley with vast experience in the field of medicine. He has to his credit many publications on critical subjects published in leading international and national journals. He is also a member of the Academic Council Of Rajasthan Medical University and Institute of Liver and Biliary Sciences (ILBS), New Delhi.

The AIIMS, Bhubneshwar, constituted by the Centre, has members from various prestigious institutions of the country, including Parliament. All-rounder Soumay Jain struck a six on the penultimate ball to seal a thrilling one-wicket win for Jumbo Gladiators over Simulla Bulls in the ongoing Jammu and Kashmir Corporate Premier League (JKCPL) at MA Stadium here today.

Needing 12 runs from the last over with one just wicket in hand, Soumay, after playing two consecutive balls, hit a boundary, then took a couple followed by a six to script an exciting victory.

Earlier, winning the toss and batting first, Simula Bulls posted a decent total of 146 runs in the stipulated 20 overs, losing six wickets in the process. Shashi Kumar played a brilliant knock of 67 runs off 51 balls with four boundaries and three hits for the maximum. Yasir made valuable 48 off 37 balls studded with four hits to the fence and three sixes. For Jumbo Gladiators, Hiten Dalal shared two wickets apiece while Kuldeep Kumar and Soumay Jain claimed one wicket each.

In reply, Jumbo Gladiators rode on impressive knocks from Aditya Partap Singh, Puneet Kumar, Imtiyaz Malik and Soumay Jain to overhaul the target in 19.5 overs for the loss of nine wickets.

Aditya made 31 runs for 23 balls with two sixes and as many fours, while Puneet Kumar scored power-packed 28 runs off just 18 balls. He pierced two fours and as many sixes. Imtiyaz also chipped in with contributed 38-ball 24 runs, while Hiten Dalal made 15 runs.

With rise in temperature, parents and schoolchildren had demanded an extension of five days.

“Last year, the Department of School Education had extended the vacation by a few days when the summer turned extremely hot. This time around, it is hot again. The state government should at once increase the period of the summer vacation from 10 to 15 days so that children don’t suffer in the heat,” said Arifa Jabeen, an educationist.

Meanwhile, schoolchildren got ready with their summer homework and projects to be submitted to the school after which the mid-term examinations would begin.

For the convenience of children, the timings in a majority of the schools have been restricted to morning schedules.

"The Divisional Forest Officer said conifers will be planted in large numbers in the district," an official spokesperson said. The Forest Department has selected 25 hectares at Gurinar where 9,000 conifer and 4,500 broad-leaved plants are proposed to be planted this year. Besides, one check post at Umoh is also proposed to be constructed during the current financial year.

It was also stated at the meeting that 1.50 lakh cfts of timber was being provided during the current fiscal, out of which 35 per cent of timber had already been dumped. Similarly, in the Lidder division, 25 hectares had been earmarked for plantation of 13, 933 broad-leaved and 6,075 conifers this year.

The Soil Conservation Department is going to plant more than 30,000 plants this year, besides fencing a stretch of 9,500 m at Guridraman, Halan Nowkote, Risbal Saidnag, Weer Siran and Munda Gulab Bagh.

The state government today appointed MA Bukhari, Secretary, Animal and Sheep Husbandry Department, as an inquiry officer to look into various aspects related to the conduct of the Common Entrance Test (CET) - 2013 by the Board of Professional Entrance Examination on June 22 and 23.

The test was cancelled by the government and the board was asked to conduct fresh test in all the papers.

“In this regard, comments, views, suggestions have been invited from the general public for purposes of facilitating the inquiry and for arriving at logical and reasonable conclusions. Any person in possession of any information or willing to provide any comments, suggestions or views may either furnish the same in person or through email up to August 2,” an official spokesman said.
