Srinagar, July 11 The rush of devotees increased during the afternoon prayers as some shrines had to lay prayer mats on the nearby roads to accommodate more people. “Usually, we lay mats on roads outside the shrine only for Friday prayers. But today, we had to lay mats on the roads for Zuhr and Asr prayers as well,” said a caretaker of the Dastageer Sahib shrine located at Sarai Bala. Religious heads also threw light on the significance of the fasting month and how devotees should lead their lives during Ramadan at several shrines and mosques. Besides offering prayers, locals were seen buying a whole lot of eatables for Iftaar (fast breaking) time. Traffic jams were witnessed at many city points, especially at Ram Bagh ahead of Iftaar time in the late afternoon as people prefer to break fasts at their respective homes. “I usually return home by 9 pm in summers, but during Ramadan, I will try my best to reach home before Iftaar so that I break the fast along with my family members,” said Rauf, a shopkeeper at Magarmal Bagh. |

Srinagar, July 11 “The chairman submitted that Kashmir was famous for its beauty and abundant water resources, therefore, the proposed increase in rates and installation of water meters was not at all justified. The hotel industry is the only industry which generates huge employment and any further burden would cripple this already nearly-sick industry,” Shaw said. Chaya also told Sharma that the hotel industry was already ‘under tremendous pressure’ from various government departments such as PDD, Finance, Labour, Municipal Corporations and others. Later, the delegation requested the Minister to put on hold the proposed rate revision of water charges and installation of water meters. Shaw said Sharma assured the delegation that he would form a committee, in this regard, which would also include members from the JKHC. Meanwhile, Shahnawaz Ahmad Kachru, a member of the hoteliers’ club, has been conferred ‘Award of Appreciation’ by the Srinagar Muncipal Corporation (SMC). Joint Secretary General of the club Tariq Rashid Ghani said the award was conferred during the recently concluded ‘Food Safety Week’ organised by the SMC. |

HC asks Centre to deport a Bangladeshi within 10 days
Srinagar, July 11 These directions were issued by a single bench of Justice Verinder Singh in its orders passed on July 9, which were made available today. The court has directed the Union Government to deport Mohammad Rustam Ali, a Bangladeshi national, to his country of origin within 10 days from the date of passing of the orders. "Union of India is herein directed to take all effective steps for deporting the petitioner to his native country within 10 days, if he is not required in any other case," the bench observed in its orders while noting that the Home Department of J&K Government has recommended the case of Rustam Ali for deportation to Bangladesh. The court passed these directions in the habeas corpus petition filed by Rustam through his counsel Mia Tufail, in which he had challenged his continuous detention under the Public Safety Act (PSA) by the J&K authorities and had also prayed for directions to the authorities concerned for deporting him to his country of origin. The court also noted that it has become a "usual practice" with the J&K Government authorities to detain foreign nationals under PSA who have been awaiting deportation. The court, in its orders, also mentioned about the J&K Government orders dated June 3, 2011, in which, recommendation for deportation of Rustam Ali along with seven other foreign nationals languishing in J&K jails was made to the Union Home Ministry. |

Over-crowding: Valley commuters switch over from rail to road travel
Anantnag, July 11 According to reports, with the new phase of Railways getting functional, the number of commuters has increased considerably; however, the trains are yet to be upgraded. Not only are the commuters put to hassle but also the over-crowded trains are becoming a death trap for the daily passengers, with some commuters even travelling on the rooftops of the trains, putting themselves in grave danger. According to sources, the trains have a capacity to carry 700 to 800 passengers, and anything beyond that will tend to be over-loading. At any given time, there may be more than four to five thousand passengers, rue commuters. The worst hit are the daily passengers travelling from Anantnag to Srinagar and beyond. "Since the new Banihal-Qazigund link has been inaugurated, the train gets over crowded by the time it reaches Qazigund," said Imran Ali, a student from Anantnag. Ali said that like many others, he too has taken to travelling by road. "Thrice, I had to return from the railway station after I was unable to board the train," he said. The passengers rue that the inauguration of the new phase has only added to their woes. "It's only logical that adding stations to the train is going to increase the number of passengers," said Sajad Ahmad, a commuter from Bijbehara town. "People are not to be blamed, the administration is," he stated. Some people say that the new phase has just been a political move and is not aimed at providing any sort of comfort to the general public. Meanwhile, Railway officials maintain that increasing the capacity or for that matter the frequency of the trains is a decision that is to be taken by the state government. "We cannot, on our own, take a decision regarding these issues," said a senior Railway official. |

Let nobody die of dog bites, says High Court
Srinagar, July 11 These directions were issued by a division bench comprising Chief Justice MM Kumar and Justice Dhiraj Singh Thakur, which is hearing a Public Interest Litigation (PIL) in this connection. As the matter came
up before the bench today, the Chief Justice expressed his displeasure over delay in filing of a status report by the Animal Welfare Board (AWB), as the court had directed earlier. The Chief Justice observed that the schedule given by the court had not been adhered to. The bench said it wants “serious concern” on the part of the administrative department concerned as far as dealing with the problem is concerned. It further observed that it wants that nobody should die because of dog bites. On the other hand, the SMC counsel submitted that so far, it had sterilised more than 1,500 dogs and every day, 50-60 dogs are sterilised under the Animal Birth Control Programme (ABC). After hearing all the sides, the bench directed the SMC and AWB authorities to take concrete steps to deal with the problem, while posting the matter for further consideration to the last week of August. In the PIL filed by advocates Nadeem Qadri, AR Hanjura and a law student Syed Musaib, court intervention was sought to address the stray dog problem in Srinagar city, whose population, according to the SMC, has touched over 1 lakh. |

Srinagar, July 11 Omar said Jahan’s endeavour for women empowerment and skill development at the time when its significance was in oblivion spoke louder and clearer of her vision for holistic welfare of the society. “Presently, we all talk vehemently on the issues and special focus is on women empowerment and skill development in the country. Begum Akbar Jahan was the founder of these important initiatives in Jammu and Kashmir,” Omar said while at a function at Madar-e-Meherban Education Institution at Gulab Bagh, after offering Fateh (special prayers) and laying floral wreath at the grave of Jahan. He said his close association with his grandmother, Begum Jahan, had exposed him to political arena in his childhood. “I used to be with her in political functions and at public meetings she addressed during her campaigning in the parliament election she contested from Anantnag in 1980’s. I am witness to the love and wholehearted support she received from the women, men and children from all sections of the society as their beloved Madar-e-Meherban”, he said. Omar said Jahan’s vision for women education and empowerment was being translated into reality in the state. “One feels hearty when one finds 50 per cent enrolment of girls in degree colleges”, he said. Development of women was more significant to develop a robust and developed society, he added. However, he drew the attention of people towards the alarming report of female foeticide and said the serious and unfortunate happenings in a society like Kashmir, where girls and women had always received highest respect and love, was strange and worrisome. He called upon the civil society to play a role in reversing the trend. Earlier, a large number of people, including ministers, legislators and political activists, thronged the graveyard and paid tributes to Jahan. |

SKIMS to enhance intake capacity in BSc Nursing
Sher-i-Kashmir Institute of Medical Sciences (SKIMS) is to enhance its intake capacity from 50
to 100 seats in BSc Nursing and will soon launch a PhD programme in the subject.
This was disclosed by Director, SKIMS and Ex-officio Secretary to government Showkat A Zargar, while addressing a function organised on the first annual day of Madr-e-Maharban Institute of Nursing and Research, SKIMS. Minister for Forests, Environment and Ecology Mian Altaf was the Chief Guest on the occasion. “The great services rendered by Begum Akbar Jahan for destitute and poor earned her the title of Madr-e-Meherbaan,” he said. Dean Academics Khursheed Iqbal urged Director SKIMS to depute and sponsor both students and faculty from the nursing institute to the best institutes of the country to enhance their skills. “It will benefit the nursing services and patient

Lone inaugurates commerce, computer blocks at college
Srinagar, July 11 “Development and advancement of education system in the state is the prime concern of the government and every possible step is being taken for providing quality and innovative education so that students are able to prove their capability at national and global level,” he said. “The minister announced providing additional Rs 40 lakh for the upgrade of new blocks. He also directed the District Administration for the acquisition of 13 kanals of land for the college, within the college premises,” an official spokesman said. Dy CM for filling up of vacant teaching posts
Srinagar, July 11 He also ordered all the CEOs to identify posts of teachers under the RBA and ALC category in their districts, so that the process of recruitment against such vacancies was ken up on war footing. He also reviewed the pace of upgrade of various schools and sought details from concerned officers. Chand was informed that under civil works of SSA, 3,243 primary school building, 578 middle school building, 4,869 ACR’s, 40 BRC’s, 213 CRC’s, 38 KGBVs, 117 boundary walls and 1286 ramps were constructed and completed in Kashmir Division. Under the opening up and upgrade of school schemes under SSA, 2,976 new schools were opened, 2,696 primary schools were upgraded to middle school and 1,302 EGS centres elevated into primary schools, besides 5,870 RETs were engaged in newly opened schools, 5,253 in new middle schools and 2,564 in primary schools. Reviewing the issue related to school mapping, Chand directed for completion of the task within a week’s period, so that the required information is forwarded to Union Government well in time. Minister of State for School Education Feroz Ahmed Khan was also present on the occasion. Governor discusses measures to promote art with sculptor
Srinagar, July 11 Tiku briefed the Governor about the photograph series, “Earth Pictures”, which he is presently working on and about his latest sculptures. He presented two photographs of the “Earth Pictures” series to the Governor and said he would organise an exhibition of his latest sculptures in New Delhi later this year. He also informed the Governor about his forthcoming assignment as a visiting professor at the Musashino Art University, Tokyo. Case registered as JE beaten up
Handwara, July 11 Trouble erupted when Abdul Rehman Pandit, son of Gh Ahmad Pandit of Shalpora Langate, one among the protesters, caught hold of the junior engineer and beat him. The engineer had gone to the spot to pacify the
protesters. "He provoked protesters against the PHE and beat me on the spot. I was assuring the villagers that water tankers would be pressed into service to address their problems but he argued and beat me,” said the junior engineer. Following a written complaint, police station Handwara is investigating the case. “The accused has not been arrested so far. We are investigating the case,” said a police officer. Six injured in road accidents
Srinagar, July 11 "All the injured were shifted to Bone and Joint Hospital for treatment," police said. All the injured were later discharged. A case was registered at Sadar police station. In another accident, a Santro car (JK09/4790) collided with a motorcycle (JK03/9373) at Shumnag, Kupwara, resulting in injuries to motorcyclist Bashir Ahmad Sheikh, son of Abdul Gaffer, resident of Dard Hari, Kralpora. The injured was admitted in SKIMS, Soura, for treatment. Trehgam police has registered a case. |

Four injured in canine attacks
Handwara, July 11 Residents said the dogs were on the prowl in villages and children were especially prone to attacks. "Dogs move in packs. The school-going children are more prone to attacks and we are forced to accompany them to their schools," said Mohd Illyas, a Handwara resident. The shopkeepers said the problem was marked in Handwara town.
The situation is no better in Kupwara. This has led to concern in Kupwara town and many adjoining villages.
