Bathinda, June 23
A case of illegal mining of soil from the heart of the city has come to the fore. The police has booked Jagjeet Walia, a Bathinda resident, and some unidentified persons for illegally selling soil extracted from the Power House Road here. The police has not ruled out the involvement of officials of the Bathinda Development Authority (BDA) in the ‘scam’.

The police said sometime ago, a contract was awarded to demolish some government houses. The contractor had to remove the debris as well. However, fresh pits and trenches were dug to dispose of the debris. The soil dug out was taken away using JCB machines and trucks, and sold illegally.

“Digging up of pits disturbed the foundation of houses nearby and residents raised a hue and cry,” said assistant sub-inspector Jaswant Singh of the Civil Lines police station.

The police said the involvement of BDA officials could not be ruled out at this stage as they were supposed to supervise the demolishing and removal of the debris.

DSP (City) Gurmeet Kingra and DSP (Detective) Ranjeet Singh along with a number of policemen from the Civil Lines police station rushed to the spot and seized a truck and a JCB machine allegedly being used for the purpose of illlegal mining and transportation of soil.

The workers and perhaps their employers, however, managed to escape on noticing that the police was approaching.

The police said the exact quantity of soil sold from the area would be ascertained after completion of an investigation in this regard.

Many trenches had emerged due to the illegal mining and it seemed that many soil-laden trucks were taken away from the spot. A truck-load of soil costs nearly Rs 7 to 8,000.

A case under Section 21 of the Mining Act 1957, Section 379 (theft) and 188 (flouting orders of deputy commissioner) of the Indian Penal Code has been registered and the accused would be arrested soon, the police said.

The chief administrator of the BDA, APS Virk, when contacted, said the assistant chief administrator has been asked to conduct a detailed inquiry into the case and submit a report within a day or two.

Virk added that any BDA official found involved in the case would be dealt with strictly. "No one will be spared," he said.

Bathinda, June 23
Residents protested and got stopped the laying of a sewer by workers of a private contractor, who is executing the construction of a mall on Barnala road, by digging up a road in the Dhillon Colony here.

The workers had dug up the road in the Street No. 13/6 of the colony to lay the sewer, which was meant to connect the under-construction mall with the sewer of the colony.

“As soon as the JCB machine started working on the spot on Thursday, the residents of the area got together and approached the private contractor. Initially, the contractor said the area was being dug up to lay power cables. But we grew suspicious when we saw that the dug-up channel was quite wide. The contractor then revealed that a sewer was being laid through which the sewage from the mall would be emptied into the sewer of the colony,” said Teja Singh Dhillon, a resident of the area.

The area municipal councillor, Mukesh Kumar, as well as that of the neighbouring ward, Rajinder Singh Sidhu, too reached the spot. The officials of the Municipal Corporation, Bathinda (MCB), were also informed about the development.

“The work was being carried out without any permission or authorisation from the MCB. After the corporation officials were alerted, the contractor left the work in the middle,” said municipal councillor Mukesh Kumar. He added that the road was laid three years ago and was in a good shape.

Municipal councillor Rajinder Singh Sidhu said, “The Dhillon Colony is a residential area and its sewer cannot bear the burden of a commercial establishment. We asked the contractor to take permission from the MCB and empty its sewer into the wider sewer of Street No. 14. If the mall authorities still try to continue with their work, we will have no option but to block their sewer,” he said.

Residents of the area have demanded that around six-feet-deep trench should be filled as soon as possible because since the monsoon had set in, the trench could get flooded with rainwater inviting a tragedy.

Meanwhile, assistant municipal commissioner Kamal Kant Goyal said the junior engineer (JE) concerned would visit the spot tomorrow and ensure that the trench was got covered at the earliest. "However, we will not spare the violators. Not only that the cost of the damaged road will be recovered from them, a police complaint will also be lodged against them for causing damage to a public property," he said.
