Snow, rain bring back wintry conditions

A fresh spell of snow in the higher reaches revived the wintry conditions in the tribal belt, while a severe storm followed by a widespread rain in the mid and lower hills brought much relief to people from sweltering heat.

The mercury plummeted sharply with most areas registering a drop in the maximum temperature ranging from 10°C to 12°Celsius. Biting cold forced people to take out their woollens.

Shimla, Solan, Sirmaur, Bilaspur and Mandi districts were lashed by a thunderstorm, which disrupted power supply in many areas. High-velocity winds and heavy rain caused damage to apple and stone fruits crop and standing wheat crop at some places.

The maximum temperature dropped from 40.2°C to 28.2°C at Una, while the state capital Shimla recorded a high of 15.4°C against 25.4°C yesterday. Sundernagar, Bhuntar and Dharamsala recorded 19.2°C, 18.7°C and 18.4°C against 30.3°C, 29.3°C and 29.8°C, yesterday. Nahan and Solan recorded maximum temperature of 27.5°C and 23.5°C up from 33°C and 30°C, respectively.

Dharamsala and Jubbal were the wettest in the region with 32 mm of rain, while Saloni and Gaggal recorded 23 mm and 20 mm rain, followed by Dalhousie 20 mm, Solan 18 mm, Chamba 16 mm, Jogindernagar, Kufri and Shimla 13 mm each, Seobagh and Sundernagar 10 mm and Bhuntar and Jubbar Hatti 9 mm each.

The local Met office has predicted more rain, thunderstorm or snow in the mid and higher hills over the next 24 hours.

Hailstorm hits apple bloom

BHARMOUR: The recent unexpected hailstorm and hurricane in many parts of Chamba district have damaged flowers of apple plants, according to reports received here from apple growers of the area.

Apple growers of Bharmour and Salooni of the district said apple bloom had been destroyed in apple belts where intermittent rains and hailstorm washed pollens which are essential for a good crop.

Meanwhile, officials are on the job to assess the losses caused to apple crops in the district due to the hailstorm.

Natural deodar germination prolific this season

Prolific natural germination of deodar in and around the state capital this season has proved false the claim of the Forest Department that the region is no longer suitable for the precious timber species due to warming up of the environment.

Deodar saplings have mushroomed in thousands not only in forest areas but in and around congested localities in the town as well. It seems that every seed which fell on soft ground germinated.

The Forest Department which spends a huge amount on growing plant material at its nursery, has got readymade saplings. All that is needed is to protect those and ensure that those grow to the height required for planting.

The vanishing green cover due to haphazard construction, particularly the failure of the Forest Department in ensuring the deodar survival, has been a major cause of concern in the state capital.

Clusters of saplings are visible around every deodar tree and seeds have germinated by the side of metalled roads and around buildings including the Chief Secretary’s residence and officers' residential block Brock Hurst.

Himalayan Forest Research Institute Director VRR Singh said the prolific germination had been due to extremely favourable weather conditions.

He said the state had timely and abundant snowfall and there had been frequent spells of rain after winter providing adequate moisture for seeds to germinate.

He said the institute would undertake a scientific study to evaluate the natural regeneration of the species in different conditions. He said different sites would be identified and the areas would be protected from biotic interference.

He added that this would help enable scientists ascertain the best conditions for regeneration in the wild. He further said the possibility of transplanting saplings instead of growing those in nurseries would be explored.

Additional Secretary for Revenue Man Singh said the phenomenon was visible across the state at an elevation of 5,000 feet and above. He was the first to notice saplings in front of his house and drew the attention of the Forest Department.

He said he was trying to persuade local residents to take care of saplings and ensure their survival till the arrival of the monsoon so that those did not die due to drought-like conditions.

Divisional Forest Officer Inder Singh said he had directed the field staff to extract saplings which had come up on shallow soil and grow those in polythene bags like was being done at nurseries.

The prolific regeneration makes it evident that assertions of the Forest Department that environmental conditions are no longer suitable for growing deodar are misplaced.

The unregulated expansion of the concrete jungle is making the eco-sensitive high hill ranges impervious and the highest peak of Jakhu has not been spared.

Many structures have been constructed around the Hanuman temple at Jakhu and a large area is covered with tiles.

The well by the side of the temple in which the snow was stored for summer is nowhere to be seen. Stone masonry has been raised around deodar trees.

Amarinder is new Jat mahasabha chief

In a development that could have a bearing on the vote bank of the powerful Jat community across the country in the General Election, former Punjab Chief Minister Amarinder Singh was appointed president of the All-India Jat Mahasabha here today.

The decision was taken during a meeting of the executive of the mahasabha which passed a unanimous resolution to this effect. The Jat community constitutes about 4 per cent of the population of the country and can tilt electoral scales in a large number of constituencies in Rajasthan, Haryana, Delhi and western Uttar Pradesh.

It is the first time a prominent political leader who has been the Chief Minister of an important state has been handed over the reins of the mahasabha. The Congress will be keen to take advantage of Amarinder Singh, more so as the mahasabha has been pursuing the issue of reservation for Jats in government jobs.

Mahasabha secretary general Yudhvir Singh said it was a privilege to have a leader of Amarinder Singh's stature as their president and expressed confidence that the organisation would be able to achieve goals and resolve pending issues under his leadership.

He said the mahasabha had units in 13 states and representatives of Haryana, Punjab, Uttar Pradesh, Rajasthan, Delhi, Himachal Pradesh, Jammu and Kashmir, Uttarakhand, Bihar, Madhya Pradesh, Andhra Pradesh and Maharashtra were present today. Raja Ram, Rakesh Tikait, SS Ahlawat, Shakti Singh, Harpal Singh, Renu Daljit Singh and Surinder Kaur Sandhu were present.

Amarinder Singh said the inclusion of the Jat community in the other backward classes (OBC) category for taking advantage of the 27 per cent OBC quota was a major issue and he would hold a convention of the mahasabha in June or July on the programme to pursue it.

He said a number of states had included Jats in the OBC category and they were demanding inclusion in the OBC list of the Centre. He said he had been associated with the mahasabha as its patron since 1980 when Capt Bhagwan Singh was its president.

The mahasabha is a non-political body striving for socio-economic uplift. Its members subscribe to various political ideologies but their agenda is reforming the community and fighting social evils. It is not a sectarian organisation and Jats are spread across religions including Sikhism, Hinduism and Islam.

Shrinking land holdings have pushed the Jats, largely an affluent community, to penury and poverty. Educated youth belonging to the community are not finding jobs and as a result are getting trapped in social evils like addiction. The mahasabha was founded in 1906. Leaders associated with it include Sir Chhotu Ram, Baldev Singh and Dara Singh.

BJP has double standards on FDI in retail, says Bali

Minister for Food and Civil Supplies, Transport and Technical Education GS Bali has charged the Bharatiya Janata Party (BJP) with adopting double standards over allowing foreign direct investment (FDI) in the retail sector.

Reacting to the statement of state BJP president Satpal Singh Satti that the party would oppose Walmart and Metro in Himachal Pradesh, Bali said the Congress government would welcome multinational retail brands in the interests of farmers and consumers irrespective of BJP opposition.

Bali pointed out that the BJP was opposing Walmart and Metro stores in Himachal Pradesh even though it was supporting those in Punjab where it was a partner of the Shiromani Akali Dal. He said Punjab was planning to roll out a red carpet for multinational retail companies in the interests of farmers.

He said the BJP was not opposing the move in Punjab but the BJP president in Himachal Pradesh was talking of opposing Walmart and Metro. He said the BJP should formulate a pan-India policy over FDI in retail instead of issuing statements to attract public attention.

The minister said multinational retail stores would benefit consumers, farmers and manufacturing units in Himachal Pradesh. He claimed that the only section opposing FDI was of commission agents who made unreasonable profit at the cost of farmers, small traders and consumers.

He alleged that farmers in Himachal Pradesh especially apple growers had been suffering at the hands of commission agents who pocketed 6 per cent of the profit. He pointed out that there were only a few commission agents in Himachal Pradesh and commission agents from other states traded with farmers in the state.

He asserted that multinational retail stores allowed in Himachal Pradesh would have to procure at least 30 per cent of their merchandise from local markets. He added that the government would ensure than this percentage of merchandise was bought from manufacturing units in Himachal Pradesh.

He said this would benefit horticulturists, small-scale units, honey collectors and vegetable growers who would get better prices. He claimed that farmers and small manufacturers in the state would benefit from multinational retail stores if those were opened up in Himachal Pradesh.

The Bharatiya Janata Party (BJP) leadership holding positions of responsibility should desist from irrelevant speech and issuing statements which are far from facts. This was stated by Minister for Food and Civil Supplies, Transport and Technical Education GS Bali during a press conference here today.

He lambasted the BJP leadership for creating an atmosphere of uncertainty in the state which was forcing investors from outside the state to withdraw.

Bali claimed that the BJP leadership had created an unnecessary atmosphere of uncertainty regarding his statement on the investment in the state of Walmart and Metro.

He alleged that BJP actions were forcing investors to desist from invest ting in the state which was depriving the unemployed youth from getting job opportunities.

He denied that the state government had contributed land for the ski village. He pointed out that the private parties did not seek land contribution from the government.

Bali asserted that the stand of the Congress on the ski village had been vindicated by the Himachal Pradesh High Court. He dared the BJP leadership to come on one platform for an open debate.

The minister said drivers with the Himachal Road Transport Corporation and of private buses and taxis would face stringent legal action if they were found keeping mobile phones within their reach while driving.

He said route permits of vehicles the drivers of which used mobile phones while driving would be cancelled. He added that drivers using mobile phones had resulted in a lot of casualties in accidents.

Terming the decision of the state government to invite Walmart and Metro in Himachal Pradesh as anti-people, the BJP yesterday warned that it would not allow the entry of these multinationals as the interest of small traders and marginal farmers would be severely affected.

In a statement here yesterday, state BJP chief Satpal Singh Satti said after the controversial Himalayan ski village project, the Congress regime was now inviting Walmart and Metro into Himachal Pradesh. "The BJP will not allow the entry of these companies into Himachal as gradually they will completely wipe out small traders," he said.

Satti said the entry of these big multinationals would lead to unemployment. "Initially the companies will lure consumers by offering products at low rates, but after gaining monopoly, those will fleece people," he warned.

The BJP chief said the Congress was more concerned about protecting the interests of foreign companies than about the welfare of the common man. "Food and Civil Supplies Minister GS Bali is more concerned about opening Walmart stores in Himachal Pradesh than providing subsidised rations to the common man," he remarked.

Butail hails IHBT's efforts in improving tea quality

Brij Behari Lal Butail, Speaker of the HP Assembly, appreciated the role of the Institute of Himalayan Bio-resources Technology (IHBT) in improving the quality of tea produced in the Kangra valley here today.

He said the IHBT had played an important role in this field and helped tea growers by extending new technology and organising workshops and other programme.

Butail, who was addressing a gathering of scientists, students and scholars at the IHBT lab on the occasion of National Technology Day here last evening, said the tea industry of the country was going through a critical period because of some global problems. "The Kangra tea industry has also been hit, forcing a large number of small tea growers to abandon their plantations. The prices of tea have come down, making it difficult for the industry to compete in the international market. Besides, the non-availability of labour in the tea industry is a matter of concern," said Butail.

The Speaker said to meet these challenges, tea growers had to adopt new technologies. He said the Tea Board of India had already initiated efforts in this regard. A project worth crores of rupees was in the pipeline for the revival of tea in Kangra, he said.

Butail said under the project, the Ministry of Commerce, in collaboration with the Tea Board of India, would take steps to replace the old tea bushes under a time-bound plan. A baseline survey would be conducted for the revival of all abandoned tea gardens in Kangra, Chamba and Mandi districts of the state. Besides, special stress would be laid on the production of organic tea that could fetch better price because of its high demand in the international market, he said.

He said the Tea Board of India had also fixed the target to boost the tea production in the valley from 9 lakh kg to 20 lakh kg per year in the next 10 years. He said this could only be achieved if old tea bushes were replaced and new areas were brought under tea cultivation.

In his welcome address, Dr Paramvir Singh Ahuja, Director, IHBT, Palampur, said the institute was committed for extending new technologies in the field of tea and other produce of the Himalayas. He said in the past 10 years, special stress was laid on tea and positive results had come. This had helped the tea growers, he said. Dr Ahuja said he was very happy that the Speaker had always given his views to the IHBT.

Hamirpur among top districts in Aadhaar card registration

Hamirpur, May 12
Hamirpur district has become one of the top districts of the country in the Aadhaar card registration by not only registering its total population, but also enrolling a large number of people from other areas.

After the completion of the second phase of registration for the Aadhaar card, Hamirpur district has crossed the figure of nearly 106 per cent.

As per the last Census report of 2011, the population of Hamirpur district is 4,54,293 and in the first phase of the Aadhaar card registration, 4,47,506 persons were registered.

After the end of the second phase of registration, which concluded on April 24 in the district, 36,960 more persons were registered, taking the number to 4, 48,446.

This figure is significant since Hamirpur is one of the few districts in the country where the Centre is going to start direct transfer of subsidy to consumers in their bank accounts on supply of liquefied petroleum refills from this July.

The district administration is attributing the high rate of the Aadhaar card registration to the high literacy rate, which is nearly 90 per cent, and the overall awareness among people here.

Many people hailing from Hamirpur district and working in Gurgaon and Faridabad have also registered themselves for the Aadhaar card in the district.

District Revenue Officer Anupam Thakur said, “One hundred and six per cent registration of Aadhaar cards, which is more than the total population as per the last Census figures of 2011 in Hamirpur district, is a result of high literacy rate, awareness among people and elaborate arrangements made for the registration. It has attracted a large number of people for registration.”

Sukhvinder’s visit to Kangra pending

The visit of Himachal Pradesh Congress Committee (HPCC) president Sukhvinder Singh Sukhu to Kangra district has been pending since his taking charge more than two months back.

He has visited almost all districts except Kangra. Sources say he wants his visit to the district to be a show of strength with all ministers and party office-bearers present.

He had fixed dates for his visit to Kangra but it was cancelled at least thrice due to the non-availability of one minister or another. The sources say he wants to put up a united face of the party on his maiden visit.

No major change has been effected in Kangra district since his taking charge. Many office-bearers sacked during Virbhadra Singh’s short stint as the HPCC chief are hoping to make a comeback.

With the General Election due next year, Kangra district will prove crucial for the Kangra parliamentary constituency which is represented by a Bharatiya Janata Party (BJP) parliamentarian at present.

The BJP has divided the district into four organisational districts. The BJP has taken this step on the theory of the PK Dhumal camp that the party can gain in elections if Kangra is divided into four districts.

Dhumal wanted the district to be divided before the last Assembly elections, but this could not be effected due to opposition from the Shanta Kumar camp. Almost all members of the Shanta faction lost the elections this time.

The Congress will have to sink all differences within the party to repeat its Assembly election performance in the General Election.

Himachal drug manufacturers contribute to online licensing facility

The Himachal Drug Manufacturers Association has set an example of corporate social responsibility (CSR) by not only contributing free medicines to the state government, but also contributing funds to enable the state government to initiate an online licensing system.

This system will facilitate the 5,500 chemists and 60,000 food retailers who will be spared the rigours of following a tedious manual procedure. The association has contributed Rs 11 lakh for the purpose through the Red Cross.

With the Baddi-Barotiwala-Nalagarh industrial area alone housing 400 pharmaceutical units, it had earned the sobriquet of being the pharmaceutical hub of Asia.

Speedy clearances of licences and product approvals was therefore the need of the hour and this online system was considered to be a crucial step in this direction.

SL Singla, president of the Himachal Drug Manufacturers Association, while appreciating this endeavour of the state government, said it would reduce the time spent in availing clearances.

He said the association had also taken a step to ensure better health for the children studying in various government schools of the state by providing free medicines for de-worming. Trust to launch shiksha sahayata abhiyan

The Yog Manav Vikas Trust (YMVT) has decided to launch a shiksha sahayata abhiyan, an intervention programme to raise the standard of education in government schools. The YMVT has been running "bal ashray" for orphans for the past many years.

Giving information in this regard, Chairperson of the Trust Kiran Dodeja said, “The government has been emphasising the need to provide basic education to every child of the country. Free education is also being provided by state governments through state-run schools, where children from mostly semi-urban, rural background and poor families take admissions. It is generally perceived that the standard of education being provided in these schools is not as per the expectations. Having observed this, we have decided to launch this programme.”

The chief objective of the programme is to improve the standard of education and help poor children, mainly from villages, where additional tuition facilities are not available and parents are busy in their usual daily chores for earning livelihood for the family.

Under the campaign, education help-cum-coaching centres have been established in 30 villages for providing coaching in the evening. Unemployed youth of the selected villages will teach students of government schools at the panchayat ghar or the school itself. These villages include Manjeer, Kandla, Saili, Dughar, Chamoh, Sherpur, Samleu, Kandei, Garh, Sanjap, Chambi, Grani, Dhalog, Karad, Barh, Kanda, Pukhri, Malura, Chamlyari, Churi, Lothal, Hibra, Gehra, Nehri, Rajera Mehla, Kuranh, Kalsuin, Bagh and Bakani, where necessary assistance and reading material are being provided by the YMVT to the teachers.

Dalhousie Public School (DPS) of Dalhousie, a premier institution in providing quality education, has become a partner in this venture with the YMVT and the Chairperson of the DPS, Dr GS Dhillon, is taking a keen interest in this mission by providing necessary assistance. “The NHPC projects in Chamba district have also joined hands in providing financial aid to the programme,” said Dodeja.

Inter-school declamation contest, quiz held

The local Nurpur Press Club organised an inter-school declamation contest and a quiz on the premises of Noorpur Public School yesterday. Sixteen teams of government and private schools participated in the declamation and 15 teams in quiz contests.

Pradeep Sharma, president of the club, said the club was endeavouring to instill the spirit of competition and self-confidence among students of the area by providing such avenues. He also thanked the family of former municipal councillor late Khushal Mahajan for sponsoring the event.

Deputy Commissioner (DC), Kangra, C Pal Rasu, who was the chief guest at the competition, exhorted the students to take interest in such contests and praised the Press Club for inviting government as well as rural schools to these contests. Local MLA Ajay Mahajan, who presided over the function, hailed the efforts of the club for organising such events for rendering opportunities for the exposure of hidden talent among the students.

The DC and the MLA jointly awarded cash prizes, certificates and mementos to the winners and runner-ups of the contests. The results of these contests were adjudged by team of three-member jury.

In the quiz contests, teams of Comet Mensa Senior Secondary School, Dehri, Adarsh Bhariya Public School, Nurpur, and BTC Government Girls Senior Secondary School were adjudged as first, second and third, respectively. In the declamation contest Gitanjali Pathania (Rose Public School, Suliali), Tanvi Pathania (DAV Public School, Bagni) and Sheetal Pathania (DAV Public School, Rehan) won the first, second and third prizes, respectively.

Pensioners welcome Virbhadra's assurance

The local unit of the Himachal Pradesh State Pensioners Welfare Association has welcomed Chief Minister Virbhadra Singh's assurance regarding a sympathetic consideration of their long-pending demands.

It has urged him to provide all financial benefits on the Punjab pattern from the dates it was being provided by the Punjab Government to its pensioners.

General secretary Upender Gautam today said the local unit adopted during a meeting here a resolution urging the government to enforce the policy to clear pending medical reimbursement bills within three months of submission.

He said the non-payment of bill reimbursement for years had been presenting financial difficulties. He said they stressed on releasing at the earliest the 8 per cent dearness allowance instalment due since January.

He said they would hold their annual conference and Foundation Day function at the Dholera temple complex here on June 9 where pensioners who had attained the age of 75 years would be honoured.

Daulat Ram Chauhan presided over the meeting and state unit senior vice-president JK Nadda addressed the gathering which was attended by a large number of members.

Nand Lal Rahi was elected as the organising secretary and Gopal Sharma of Chandpur and SR Kaundal of Lakhanpur were elected as executive members.

Office-bearers GR Sharma, Vijay Ram Chandel, Mohinder Bakshi, Om Parkash Mehta, Ram Lal Pundir, Surender Sharma and Shyam Singh Chandel were present.

Techno-cultural fest concludes

The three-day national-level techno-cultural fest ‘TWASK-2013’ concluded at Jawaharlal Nehru Government Engineering College here yesterday. The Director-cum-Principal of the college, Prof RL Sharma, was the chief guest on the closing function.

In his address, Professor Sharma congratulated the students for organising such an impressive function and wished the best for the outgoing students.

The Vice-Chancellor of the HP Technical University, Prof SK Dhiman, was chief guest at the inauguration function on May 9. He shared his experiences and views with the students.

Various cultural programmes like lighting diyas, Lilliput dance, solo songs by guest performer Vijay Soni marked the function. The ‘Idiots of Nation’ band also performed on the occasion. A battle of bands was also organised on the opening day in which nine bands from various national institutions took part.

In the three-day event, around 150 students presented over 60 models from their respective departments. Various computer games like FIFA’13 and Counter Strike were also organised in which students various national institution took part.

Engg college directed to refund Rs 41,500

The Consumer Forum of Mandi has directed the TR Abhilashi Memorial Institute of Engineering, Tanda, to refund an admission fee of Rs 41,500 along with interest at the rate of 9 per cent per annum to Jatin Upadhya of Bhagwanhan of Mandi. Jatin had taken admission in the institute, but later didn’t join it.

The forum also directed the institute to pay a compensation of Rs 2,000 along with Rs 1,500 as the cost of litigation to Jatin.

The complainant had taken admission in BTech for session 2010-11 and deposited a fee of Rs 42,500 on August 1, 2011, but he couldn’t join and informed the institute about it in September 2011. But the institute did not refund the fee despite a written request.

The institute claimed that the fee was not refunded to the complainant as he had applied for it late.

The forum observed that as per the norms the institute could have deducted an amount of Rs 1,000 for not joining the institute, but non-refunding the rest of the money amounted to deficiency in service as provided under the Consumer Protection Act.

Ex-VC’s tenure mired in controversy

The five-year tenure of Dr KR Dhiman, former Vice-Chancellor (VC) of the Dr YS Parmar University of Horticulture and Forestry at Nauni, has been mired in controversy with various irregularities including financial and those related to appointments hogging the headlines now and then.

He had tendered his resignation following pressure from various quarters. The Chancellor had accepted his resignation and he relinquished charge on May 7 even though he wanted to stay till June 10. The Secretary for Horticulture was given charge till the time of the new appointment.

Initially appointed for three years in 2008 by the Bharatiya Janata Party government, he was given a two-year extension in 2011. He was due to retire in September but series of complaints against him by employee associations and a pending Vigilance Bureau inquiry had paved the way for his early ouster.

Various employee associations had been at loggerheads with him and a record seven cases relating to irregularities in appointment were pending in court. Relief had been granted to a few who approached the court against appointments. The Vigilance and Anti-Corruption Bureau was inquiring a case relating to irregularities in recruitment.

In another case, the Vice-Chancellor's reported favouritism in a case relating to the Department to Seed Technology against university statutes had drawn flak. His relative Santosh Kumari had been appointed even though she did not fulfil National Eligibility Test and Doctorate of Philosophy qualifications till the last date of filing application.

The cases had not sullied the image of the university and research activities had taken the backseat. This issue was raised by government officials during a recent board meeting. Financial irregularities in the purchase of farmyard manure meant for research pointed to the lack of seriousness to research.

Another issue involved the misappropriation of Rs 7,71,012 by receiving salary while on leave and pension contribution in violation of rules. he was an Indian Council of Agricultural Research employee and hence not liable to receive this amount. Employees had been demanding a thorough inquiry for the recovery of this amount.

He had faced contempt of court proceedings in the High Court. The granting of the counsel’s fee from the accounts of the university had been resented by employees who opined that the Vice-Chancellor should have paid from his pocket.

Non-Teaching Employees Association president OP Thakur expressed the hope that the government would appoint a Vice-Chancellor who would provide new vision to the university in research and education.

ACC factory oustees’ stir enters Day 7

The relay fast and peaceful agitation of the Sarv Shikshit and Berozgar Janhit Sangharsh Samiti of ACC factory oustees and affected villagers at Barmana, 22 km from here, entered the seventh day today.

Leaders of the samiti held a rally, warning the ACC management and district administration of intensification of the agitation if the present stalemate continued any further.

Addressing the rally at Barmana, chairperson of the Sarv Shikshit and Berozgar Janhit Sangharsh Samiti Amarjeet said the factory had been minting gold out of their ancestral lands acquired about 10 years ago and it had created a host of problems to a large population of the area. They said the pollution, dust, smoke and poisonous gases emitted by the industry were causing them health problems. They said it had also overtaken or destroyed all their natural resources, including drinking water, vacant grass lands, hill features and flora and fauna, making their lives miserable.

He said now the factory was not prepared even to provide employment to youth of the area and compensate the damage caused by it.

He charged that the factory management had developed a ‘dictatorial’ attitude towards them.

He said empty assurances would do no good and their agitation would continue till the factory signs a written agreement with the samiti. They said the management had a history of refusing the implementation of even those demands that it had accepted in the presence of the district administration.

400 attend free heart check-up camp

A two-day free heart check-up camp organised by the Asahai Seva Samiti concluded here today. A team of doctors from the Indira Gandhi Medical College (IGMC), Shimla, checked over 400 patients and distributed free medicines among their.

Yesterday, the Principal of IGMC, Dr SS Kaushal, inaugurated the camp at the Lake View Guest House situated in the heart of the town in the presence of members of the samiti.

A team of eight doctors, headed by Dr PC Negi, Professor and Head, Department of Cardiology, checked patients and conducted blood test and ECG in the specially designed OPDs. All tests were conducted free of cost.

According to president of the samiti Janak Raj Sen, all medicines prescribed by the doctors were provided free of cost. He said some of the leading pharmaceutical companies had set up medicine stalls during the camp.

It was the fourth free heart camp organised by the samiti. It was felt by the samiti members that in the central part of the state there was no facility for heart patients. The samiti then decided to hold a free heart camp for the diagnosis and awareness about heart diseases.

Local residents hailed the decision and further requested the samiti to hold such camp in future.

6 Chief Parliamentary Secys’ induction today

Chief Minister Virbhadra Singh will expand his ministry tomorrow by inducting six Chief Parliamentary Secretaries. This will be the second expansion of the ministry. Anil Sharma was inducted as Cabinet Minister last month. There is one vacancy in the Cabinet and the high command has not cleared the name for it.

Initially Banjar legislator Karan Singh's name was approved in principle but was put on the backburner due to opposition from the rival camp.

Those in line for induction as Chief Parliamentary Secretary are Rohit Thakur (Jubbal-Kotkhai) and Nand Lal (Rampur Bushahr) from Shimla district, Jagjivan Pal (Sullah) from Kangra district, Sohan Lal (Sundernagar) from Mandi district, Rakesh Kalia (Gagret) from Una district and Inder Dutt Lakhanpal (Badsar) from Hamirpur district.

Teacher held for molesting schoolgirl

The police has arrested science teacher-cum-school in charge Prabhat Kumar of the Government Middle School at Dandoh under the Ghwandal panchayat in Naina Devi on charges of molesting a Class VIII student.

Reports said the teacher molested the girl three days back and threatened to beat her up if she disclosed the matter to anyone. She was in a state of shock and was keeping quiet since then. She would start weeping when pressurised.

She was reluctantly getting ready for school two days back.

Her father enquired again and she narrated the incident to him. The family and other relatives, mostly women, rushed to the school.

They thrashed the teacher before handing him over to the police.

The police registered a case against the teacher and arrested him. They got the girl medically examined and started an investigation in the case.

Leopard kills cow in Bilaspur village

A leopard killed a cow of a farmer of Tambadi village, under the Jhabolla gram panchayat, 65 km from here, last night. Reports said the leopard somehow managed to enter the closed cowshed of Vijay Kumar and killed a cow tied there.

As soon as the leopard attacked the cow, other cattle in the cowshed began to cry and the noise attracted the house owner’s attention.

The family rushed to the cowshed, but the leopard had escaped by then, leaving the cow dead.

The Forest Department was informed and the farmer has been assured of compensation according to government rules.

Two killed as car falls into gorge

Two persons, including the driver of the vehicle, were killed on the spot when their Alto car in which they were travelling went out of control and fell into a 200-metre-deep gorge near the Chakhari Nullah in remote Salooni tehsil in Chamba district last night, Superintendent of Police (SP) BM Sharma said here today.

The SP said the deceased had been identified as Mehar Singh and Jagdish Chand who belonged to a nearby area of the accident site.

A case of rash and negligent driving had been registered at the Kihar police station, the SP said.
