Pakistan-based gang involved in cheating Indians of crores busted
Dehradun, February 11
The Roorkee police has arrested an important member of a gang which was being operated from Pakistan, and was involved in flushing out Indian currency, running into crores, through hawala every week to Pakistan. Under the network, vulnerable Indians were cheated with the temptation of a lot of money through lottery. DIG Amit Sinha has announced a cash reward of Rs 5000 to the Roorkee police and the Special Operation Group team.

Despite Haridwar being a major city of the state and being home to a number of armed force personnel, it has no Canteen Stores Department (CSD) facility. This is posing inconvenience to the exservicemen as well as their family members as they have to go to either Dehradun district or Roorkee to avail the benefit of this facility.

Shopkeepers get one-week ultimatum on polythene ban

Dehradun District Magistrate BVRC Purushottam has given a one-week ultimatum to retailers and shopkeepers of the city to sell their stock of polythene bags to the magistrates, after which they would be penalised for carrying polythene. The step has been taken to prevent any loss to the traders who have already bought the polythene bulk.

Sunday market traders hold protest
Dehradun, February 11
The issue of small traders of Sunday market is becoming complex. The traders who are not happy over their relocation from Tibbet Market to Chuna Bhatta protested on EC Road today. State Congress vice-president Suryakant Dhasmana said he had talked to the Mukhya Nagar Adhikari (MNA) in the Dehradun Municipal Corporation and District Magistrate BVRC Purushottam in this regard who have consented to allow the traders to return to Tibbet Market.

Bahuguna mourns Kumbh pilgrims' death

Uttarakhand Chief Minister Vijay Bahuguna today expressed deep grief over the death of Kumbh pilgrims during a stampede at Allahabad Railway Station yesterday. He prayed for the peace of departed soul and strength for the bereaved family members. He also wished early recovery of the injured persons.

The Roorkee police has arrested an important member of a gang which was being operated from Pakistan, and was involved in flushing out Indian currency, running into crores, through hawala every week to Pakistan. Under the network, vulnerable Indians were cheated with the temptation of a lot of money through lottery. DIG Amit Sinha has announced a cash reward of Rs 5000 to the Roorkee police and the Special Operation Group team.

While addressing a press conference in the city today, Sinha said the police was getting information for a long time about such a network of people operating in the state, which was organised by people in Pakistan and Saudi Arabia to harm the Indian economy. The kingpin of the gang was operating from different call centres in Pakistan. The gang members would search contact numbers of people of India through Internet. Thereafter, they would inform them about their winning lottery and ask them to deposit the processing fee for lottery in their bank accounts, which were opened by their agents through fraudulent ways. From these bank accounts the money was sent to Pakistan through hawala 
channels.

Hundreds of agents of the network are working in Uttarakhand, Delhi, Rajasthan, Uttar Pardesh, Punjab, Haryana and Chandigarh. He said the police had gathered information about the entire chain of the gang members operating in the state.

Soon legal action would be taken against them. The accused kingpin, JP, who is head of the 'north zone' unit of the gang, was arrested yesterday when he was going to withdraw money from the SBI bank in Roorkee. The police has recovered Rs 4,72,000, 132 ATM cards, 186-page details of various bank accounts, one luxury vehicle, two-wheelers, ATM scan copy , four mobile phones and sim cards from his house.

Sinha said the person had been taken into custody.Two other accomplices are still at large. He said the accused was making Rs 25 lakh every week from this illegal activity. The police would soon find out what he was doing with the money. He also indicated that help of other agencies, including Enforcement Directorate, would be taken in this sensitive matter.

Modus operandi of the gang

Step I: The mobile numbers of Indians are searched through Internet by the Pakistan unit. People are then called on their mobile numbers and informed they have won the lucky draw amounting to Rs 25-50 lakh.

Step 2: Hundreds of other agents open bank accounts and ATM cards of gullible villagers and even city goers, alluring them with Rs 5000 per account. The agents who are given Rs 20,000 by their Pakistani heads for each account, give Rs 5,000 to the account holder and keep Rs 15,000 for themselves.

Step 3: The different sets of agents now collect these account numbers and ATMs, who then pass on the information to various zone heads, such as 'south zone, north zone.' The accused arrested was head of the 'north zone.' These bank accounts are used to deposit the 'processing fee' by those who have been lured by lottery.

Step 4: As the Pakistan gang members come to know of the deposition of the amounts in the bank accounts, they inform other units, whose agents withdraw the amount. Important to note here is that the money is drawn through the ATM cards of other states. The ATM cards recovered from JP are from Orissa, Bihar and West Bengal, but the money was withdrawn from Roorkee and nearby ATM machines. The withdrawn amount is then sent to another agent in Delhi, who would give the zone head 10 per cent of the aggregate amount.

JP made Rs 25-30 lakh every week. With the money collected from other zonal heads, it ran into many crores every week.

Step 5: The zonal head passes the money to another agent in Delhi. This agent is given a hundred-rupee note with a code number and asked to hand over the total amount to that person who showed him the same note at the designated place. Thereafter, this money is sent to hawala traders and from them to Pakistan. This way, for every step, different set of agents work in tandem with precision and clarity.

Pilgrim city lacks Army canteen facility

Despite Haridwar being a major city of the state and being home to a number of armed force personnel, it has no Canteen Stores Department (CSD) facility. This is posing inconvenience to the exservicemen as well as their family members as they have to go to either Dehradun district or Roorkee to avail the benefit of this facility.

In this regard, Bengal Engineers Group, Roorkee, is holding a three-day welfare camp at Solider Rest House near Tehsil to sought out various problems of the exservicemen.

A temporary CSD service is being provided to exservicemen in this camp till February 16. Health check-up, pension-related grievances, armed forced document records and problems related to the police, personal, employment and financial problems are also being looked into by Army officer staff.

The Dev Bhoomi Poorva Sainik-Ardh Sainik Kalyan Samiti has written to the Army headquarters regarding the permanent Canteen Stores Department facility in Haridwar or a temporary limited stock store on the lines of CSD till full scale one is established.

Brigadier DV Setia, Commandant, BEG, Roorkee, told TNS that in this regard they had received proposals and forwarded them but in the meantime BEG had been organising on a regular basis such camps which proved beneficial to a large extent.

While Lt Colonel Hemant Joshi cited the minimum population criteria of exservicemen in a city as a major hindrance in CSD or hospital facility, though he added that if in this camp the attendance was registered above 2000, then it would pave way for speedy addressal of this long term demand.

Ex-Army personnel dependents Preeti Bisht, Chandra Devi and Surendra Singh of Subash Nagar Colony, who were availing the benefit of this camp, appreciated the CSD temporary facility available at the camp.

"It is injustice to exservicemen and their dependents that such facilities are available in Dehradun and but in Haridwar we depend on temporary camps to avail of the benefits," said Preeti Bisht.

Army personnel Naib Subedar Satish Chandra, Manmohan, Cheni Ram, Sahil Rana, Puran, Narendra Pratap, Gurdeep, Sanjay Kumar managed the facilities being provided at the Army camp.

The DM also announced cleaning of the Rispana and Bindal rivers on February 20. He directed the zonal officials to conduct a review meeting for the campaign.

Purushottam addressed the meeting that was attended by Mayor Vinod Chamoli, City Magistrate Harak Singh Rawat and senior sanitary officer Gurpal Singh. ADM Jharna Kamthan and the sanitary officials of each ward were also present at the meeting.

The DM said the polythene, including plastic plates, glass, etc, had completely been banned whereas the polythene bags in which the shopkeepers pack milk and curd were not banned. He

Laid emphasis on public participation and directed all officials to spread the message regarding the harmful effects of polythene.

He directed the zonal officers to challan shopkeepers if they were found selling goods in polythene bags. The help of NSS students would be sought to spread awareness on the issue.

Mayor Chamoli suggested organising a workshop and seminar on the subject of polythene menace and inviting the representatives of social organisations to it. He said the social workers never lagged behind in contributing to social causes. He also gave an assurance that assistance of the sanitary workers and supervisors of the Dehradun Municipal Corporation on the drive against polythene.

DM meets poly bag sellers

District Magistrate, Dehradun, BVRC Purushottam held a meeting with polythene bag sellers today and asked them to discuss the proposal of selling their stocks to the district administration among themselves within two days and apprise him of the decision. The polythene bag traders assured him of all cooperation in the matter.

Film director Arun Vijay Sati said soon people would see the captivating picturisation of these songs. Those who lent their voice to the songs of the album are Rakesh Mishra, Gajender Rana and Jyoti Gaud.

Lyricist Rakesh Mishra penned down the songs while music has been composed by Sanjay Rana.

Those who have acted in some of the songs include Vikas Uniyal, Reeta Dhyani, Ankita Negi, Ram Chamoli. The shooting took place in picture locations such as Mussoorie, Dhanolti, Saklana, Tehri Garhwal.

MNA Ashok Kumar said he would go with the decision of Purushottam in this matter. Purushottam, however, refrained from giving any place near Tibbet Market to the traders and said a viable location would be found for them soon.

The traders, headed by the president of their union Mohan Lal, said they would soon form a committee who would register the local traders.

Bahuguna said the incident was unfortunate and better safety measures ought to be taken to prevent such incidents in future.
