Two more arrested, search on for others
Tribune News Service

New Delhi, December 18
Two more persons have been arrested in connection with the rape and brutal torture of a 23-year-old woman inside a moving chartered school bus in Delhi on Sunday night. With this, a total of four persons has been arrested in the case. Two accused are still at large.

Delhi Police Commissioner Neeraj Kumar said at a press conference here today that the main accused, Ram Singh, was the first person to be arrested yesterday. He was today remanded in police custody for five days. Ram Singh identified five more persons who, he said, were with him in the bus when the woman was gang-raped.

Vinay Sharma, an assistant gym instructor, and Pawan Gupta (alias Kaloo), a fruit seller, were also apprehended in connection with the case yesterday evening. This morning, the police caught Ram’s brother, Mukesh, from Rajasthan. The three persons would be produced in the court tomorrow.

Mukesh was allegedly driving the bus when the incident took place. Investigators are searching for two more accused, identified as Akshay Thakur and Raju — both bus cleaners. Two police teams have been dispatched to Rajasthan and Bihar in their search. They all are residents of a jhuggi colony in Sector 3 of RK Puram.

The police has booked them for kidnapping, gang rape, voluntarily causing hurt and conspiracy under various sections of the IPC. The police also plans to invoke Section 307 (attempt to murder) of the IPC against the accused.

The accused had reportedly partied, consumed alcohol and were on a joyride on Sunday night when the incident occurred. Before the gang rape, the accused had picked up a man named Ramadhar Singh from RK Puram at 8.30 pm. They dropped him at IIT-Delhi after robbing him off Rs 8,000.

They then picked up the couple from the Munirka bus stand at 9.30 pm. The victims boarded the bus, thinking it was a public transport. Inside the moving bus, the accused allegedly gang-raped the woman and punched her several times in the abdomen.

At 10.25 pm on Sunday, the Delhi Police received a call from the Gurgaon toll plaza, informing them that there were two half-naked bodies lying under the Mahipalpur flyover. The police reached there at 10.45 pm and took the victims to the Safdarjung Hospital by 11.30 pm.

Investigators learnt from the woman’s friend that it was a white-coloured luxury bus. The video footage of a CCTV camera installed at a hotel near the place where the victims were dumped showed the word “Yadav” written on a white-coloured bus. The vehicle had passed by the hotel around the same time as mentioned by the woman’s friend. The Delhi Transport Department record showed there were 370 chartered buses with a similar description. The police quickly zeroed in on the vehicles and their owners, who had “Yadav” as their surname.

Yesterday, the police identified the owner of the bus in which the crime was committed. His name is Dinesh Yadav. “We spoke to him and told him about the incident. He said that his driver, Ram Singh, could be involved,” said a police source.

Police Commissioner Neeraj Kumar claimed that following the government directive to install CCTV cameras at all hotels, 1,975 such cameras had been installed in Delhi and another 4,000 would be installed soon.

He today met Union Home Secretary RK Singh to press for 370 more PCR vehicles. He also sought replacement of the older ones.

VICTIM’s condition worsens

The condition of the 23-year-old girl deteriorated on Tuesday evening after which she has been put on “full-time ventilatory support”. “Her condition is critical and deteriorating. In the morning, she was better, but in the evening, her health deteriorated,” said Dr BD Athani.

NHRC notice to Home Secy, police chief

The National Human Rights Commission on Tuesday issued notices to the Union Home Secretary and Delhi Police Commissioner. “The incident has raised the issue of declining public confidence in the law and order machinery in the city,” said the commission seeking a report in two weeks.
