Jammu, November 26 Sources said the DYSS had identified nearly 20 kanals of land at Falain Mandal village near Satwari in Jammu some years ago for constructing the stadium which would be equipped with all facilities. Once the venue was finalised by the authorities concerned, the sports department got busy in completing the modalities to get the requisite nod and arranging finance for the construction of the stadium, sources added. The department had informed the state government about requirements for constructing the stadium, sources said. The authorities had then given their green signal to the the department to construct the stadium. Sources claimed that the department initially started the fencing of the identified land which was stopped midway due to unknown reasons. “Ever since the creation of the department, we are emphasising upon the creation of infrastructure so that we do not have to beg before other departments to utilise their venues for holding competitions,” said a DYSS official pleading anonymity. “Land was identified for the construction of the stadium and the project has not moved an inch since. The department seems to be least bothered
about it. Some portion of the land has been encroached to which the DYSS is a mute spectator. A time will come when the entire identified land meant for the construction of the stadium will be encroached upon. It is but an irony that the department has not constructed even a single playground of its own,” the official added. Madan Lal, Joint Director, Youth Services and Sports, said, “The department does not have adequate infrastructure. It creates problems for us when it comes to conducting competitions.” |

Drive against erring auto-rickshaws loses steam
Jammu, November 26 Instances of auto-rickshaw drivers and passengers entering verbal spats over overcharging and non-functioning of meters are a common sight. Sadly, the traffic police remains mute spectator to the problem. “There is no check on auto-rickshaws operating in the city. They charge from passengers at their own will. If somebody refuses to pay the inflated fare, they enter into an argument which turns ugly. It is all happening at a time when the traffic police has been making claims to keep a check on the problem of overcharging by auto-rickshaws,” said Sunil Sharma, a Jammu University student. In the first week of October, Deputy Inspector General (DIG), Traffic Jammu, Shakeel Ahmed Beig had said a special drive would be started against auto-rickshaw operators found violating the directions. Auto-rickshaw operators will be asked to set their electronic meters within three days or a strict action will be taken against them, he had said. The department had claimed to have constituted special squads to implement the drive against auto-rickshaws effectively. Sanjeev Kumar, a resident of Mubarak Mandi, blames the traffic police for its failure to maintain an effective monitoring on auto-rickshaw operators. “On November 19, I hired an auto-rickshaw from Panama Chowk. There was a complete strike of public transport and auto-rickshaws were charging at their will. He demanded Rs 300 for just 5 km distance. When I refused to pay that amount, the driver misbehaved,” Kumar narrates. Ram Kumar, an auto-rickshaw operator, blames the Transport Department for not installing the electronic meters. “The cost of a meter is anything between around Rs 3,500 to Rs 4,000 which is too much for a driver who earns a meager Rs 100 to Rs 150 per day. The hike in petrol rates has already hit our margins and it is virtually impossible to run vehicle on the fare fixed by the government. The administration had directed the auto-rickshaw unions across the state to comply with the government-approved rates and install electronic meters in their vehicles. As per the rates fixed by the government, for first 1 km, the fare is charged at Rs 14 and Rs 11 for subsequent kilometers. The auto-rickshaw unions demand that it should be revised keeping in view the increase in the fuel charges. Mehraj Kakroo, J&K Transport Commissioner, said they had decided to start a vigorous drive against those auto-rickshaw operators who were plying without meters. “We are waiting for the tariff revision as we do not want to give them (auto-rickshaw unions) a chance to make lame excuses regarding fare hike. We have already directed the Motor Vehicle Department to start drive against auto-rickshaws plying without meters,” Kakroo said. SSP Traffic, Jammu, Manmohan Singh was not available for comments. |

Jammu, November 26 A chaotic situation prevails as nearly 20,000 additional vehicles enter the city in the wake of Darbar Move. Huge traffic snarls can be seen everywhere. The situation turns even grimmer during the morning, noon and evening hours when city roads are all packed with cars, buses and two wheelers. Lack of proper parking space for vehicles is resulting in frequent traffic jams as buses are seen parked on the roads. The scenario is grimmer at BC Road which receives buses plying both on interstate and local routes, especially during morning and evening hours. Private buses operate illegally at BC Road which has been turned into a parallel bus stand. These buses pick passengers for Poonch, Banihal, Chamb, Doda, Katra Srinagar and also for routes outside state such as Amritsar, Ludhiana, Jalandhar, Chandigarh and Rajasthan. Though the government has constructed a new bust stand at Khanpur on the outskirts of the city but the traders and transport unions have been opposing the move saying it will create operational problems for them. “There is need for multi-level parking in the area and the project has been approved. There is no land around to build such a space. It will take years before such a project is completed,” said an official. Jammu Municipal Corporation (JMC) Commissioner KL Khajuria said, “We have been coordinating with other agencies to deal with the problem. The Transport Department, traffic police and the Jammu Development Agency (JDA) is looking at options to deal with the parking issue before the bus stand is shifted.” |

LPG cap hits common man
Jammu, November 26 Housewives are facing the pinch of gas scarcity. People are also facing problem in getting LPG from the distributors. Every middle class family has been affected after the reduction of subsidy cap from six to nine in J&K. Many people say that despite completion of verification process of LPG consumers in Jammu, most of them are still not getting home delivery of cylinders. Though the government has asked the oil companies to speed up the verification process to avoid inconvenience to public, the consumers are still facing lot of problems in the city. “The state government should take steps to provide the domestic gas on subsidised rates. Low middle class people will face the music keeping in view the rising prices cost of fuel,” said Sunil Dimple, president, Jammu West Assembly Movement (JWAM). Dimple urged the Omar Abdullah-led coalition to take strong measures against the black marketing of LPG. There are also reports that distributors are selling the subsidised LPG cylinders in black to hoteliers and restaurant owners. |

‘Postal dept registers 42% growth’
Jammu, November 26 Describing the service as a success in the state, Samuel said the postal department had earned about Rs 1 crore during the past one year. He said the J&K Postal Circle had achieved an overall growth of 42 per cent in business when compared to the growth in the corresponding period of the previous financial year. He said the department had identified 115 villages under the Sampurna Bachat Yojna where all households would have at least one savings account in their local post office. The CPG said the J&K Circle was going to introduce ePost service soon. Later, the he distributed prizes among postmasters for excellence in their performance under the International Money Transfer Service, Sale of Gold Coins, My Stamp, Savings Bank and Express Parcel Post Services. In the era of competition, he said, the department had introduced a variety of services which had received a tremendous response from public. He said the sale of gold coins in the state had surpassed the previous records. The Postmaster of Kathua and Jawahar Nagar (Srinagar) was conferred awards for selling the maximum number of gold coins. Under the International Money Transfer Service, the Postmaster of Kupwara and Rajouri was felicitated for securing the highest number of transactions. The Postmaster of Gandhi Nagar was awarded for making maximum profit under the My Stamp service and Superintendent Post Offices, Rajouri, was awarded under the Savings Bank Transactions scheme. The Jammu and Udhampur head post offices were awarded for the highest revenue under the Express Parcel Post while Rajouri head post office was awarded for the revenue generated under the Speed Post category. Jammu, November 26 “There is a dire need to invest in building a mechanism whereby real time information is made available for data to be reconciled and for the gaps to be addressed. This will also ensure a huge improvement in the sponsorship, sanction and disbursement of cases within the stipulated time,” he said. “Lending to the priority sector has to improve,” he stressed, urging departmental functionaries to be proactive in accessing additional resources and to take a second look at the entire process to gauge

He called for developing new working relationships at various operational levels and with institutions to address shortfalls. “Under the priority sector, banks have extended credit facilities aggregating Rs 2,403.08 crore in favour of 1,60,204 beneficiaries against the annual target of Rs 6,094.50 crore for 3,54,302 beneficiaries during Q2 of the financial year 2012-13, achieving 39 per cent of the annual target in financial terms,” said J&K Bank chairman Mushtaq Ahmad. He said the banks had achieved 62 per cent of the targets under the agriculture sector, 33 per cent under the micro & small enterprises sector, 27 per cent under the micro credit sector, 22 per cent under the education sector and 33 per cent under the housing sector. Ahmad said the J&K Bank had disbursed Rs 1,566.31 crore to the priority sector which accounted for 50 per cent of the total priority sector credit disbursed by all the banks in the state. |

BJYM slams Kamal’s statement, seeks hanging of Afzal
Jammu, November 26 The BJYM activists led by its state president Munish Sharma assembled at Maheshpura Chowk and raised slogans against senior NC leader for his “communal and anti-national remarks”. Munish Sharma, while recalling Kamal’s utterances when he had termed India as “enemy” and the recent remarks that death penalty had been given to Afzal Guru as he was a Muslim, said revealed his “convoluted and lopsided mindset”. “It is strange that a person who belongs to a family which claims to be nationalist has no regard and respect for the judiciary of the country,” the BJYM leader said. He demanded that Mustafa Kamaal should be either arrested under the Public Safety Act (PSA) for his anti-national utterances or cancel his Indian citizenship and push him to Pakistan. He demanded the “long-pending death penalty” of Afzal Guru should be immediately carried out. “This will ensure that the youth of the state, particularly the Kashmiri youth, is not trapped in terrorist activities as it will give a strong message to the unemployed youths who easily fall prey to anti-national propagandists,” Sharma said. |

Jammu, November 26 Addressing a gathering, Subash Shastri said the demands of clerical cadre should be redressed as soon as possible. He also referred to the need for setting up the 7th Pay Commission in view of the dearness allowances touching 72 per cent of basic pay or pension. SKUAST organises camp for farmers
Jammu, November 26 More than 165 farmers from nearby villages participated in the programme. Dr Sanjay Koushal welcomed the participants and briefed them about the programme. Dr MK Khushu, chief scientist and head of agrometeorology, explained the objectives of the camp. He said that Jammu and Kashmir had reasons to be concerned about climate change because of rise in temperature and shifting of rainfall pattern in the region. He stressed upon to adapt various agricultural practices which could able to mitigate climate change. Various scientists including Dr Ranbir Singh Sodi, Dr Vivek Manohar Arya, Kuldeep Srivastava, Dr Meenakshi Gupta, and Dr Charu Sharma delivered lectures on the subject. |

Army distributes books in Poonch
Poonch, November 26 The Commanding Officer, 21 Bihar, Col PS Bal, was the chief guest on the occasion.
