Ban on burning paddy straw goes up in smoke
Sirsa, November 15 The Tribune team noticed harvested fields set on fire on the Sirsa-Fatehabad portion of National Highway 10 today, causing a lot of problems for the drivers of vehicles plying on the route due to the resultant dense smoke. Fields were seen burning at regular intervals along the highway. Smoke was emanating from the burning paddy fields in village after village, leading to pollution of the environment. Stubble burning is not only injurious to human health due to environmental hazards, but the process is also harmful for the farmers as several friendly pests that save crops from harmful pests, are burnt in the process. The heat generated by the fire also diminishes the fertility of the soil as micronutrients get burnt. The Punjab and Haryana High Court, in a civil writ petition CWP- 10138 of 2006, Captain Sarbjeet Singh verses State of Punjab and others, regarding non-burning of wheat stubble, paddy straw and dry fallen leaves, had directed the state government to take immediate remedial measures to stop burning of wheat and paddy stubble in the fields. Sirsa Deputy Commissioner J Ganesan had recently issued prohibitory orders under Section 144 of the Criminal Procedure Code, imposing a ban on the burning of paddy straw. The orders said that action under Section 188 of the IPC and the Air (Prevention and Control of Pollution) Act, 1981, would be initiated against the offenders. |

Gurgaon, November 15 The Sirhoul toll plaza witnessed a massive jam today morning with congestion in the traffic coming from the Delhi side. This led to chaos, jams and snarls over the lifting of barricades and allowing the vehicles go toll-free. Traffic police officials registered a DDR, the third in the past 15 days, elaborating the extent of congestion, reasons for it and accusing the operator of mismanagement and contempt of court orders. The report also mentioned that while the operator had resorted to measures of SMSes and calls informing people about the congestion, there were no operators or officials present. It also says that despite clear guidelines the operator does not lift the toll bummers and insists on taking toll despite the ever-increasing chaos. “We have registered a DDR but it is more of an official record of facts than a complaint. The DDR is registered every time there is a jam and traffic congestion. The report is the document which we use to inform the court about the state of affairs,” said additional commissioner of police (traffic) Ravinder Tomar. The DGSCL, which refused to say anything officially, insists the matter is being blown out of proportion. “Lakhs of vehicle cross the toll plaza everyday and a minor jam or wait is unavoidable. We are following guidelines of the high court to ensure a smooth traffic flow. The expressway is functioning exactly the way the court wants it to. We have no information about any DDR,” said an official. The police has, meanwhile, also sent a letter to the operator informing it about improper light conditions on the expressway as around 100 lights are reportedly dysfunctional. “As these lights are not working, managing traffic at night is a major problem and it can be fatal. We have sent them two letters so far, but no action has been taken yet,” said a traffic police official. |
400-KV substation commissioned
in Faridabad
Chandigarh, November 15 The entire project would be completed at an estimated cost of Rs 250 crore. While one of the the 220-KV substation, A-5, had been commissioned, the upgradation of A-4 substation to 220 KV was expected to be completed by March, 2013. With the commissioning of this project, the Faridabad area would be able to get additional 600 MW of power. It would substantially improve power supply in Faridabad and surrounding areas, giving a boost to the industrial sector. |
Divers fail to fish out boy’s body from canal
Fatehabad, November 15 Jugal Kishore, station house officer of the city police station at Tohana, said efforts by the divers had failed to trace the body. It appeared that it had floated far away as the incident was more than 20 days old now. The main accused, Sunil, and his accomplice Surender were today produced before a Tohana court, which remanded them to police custody for two days. The police arrested them yesterday. They had confessed to the murder of Gautam. Gautam had gone missing from his house on October 22. Sunil, the main accused, told the police that he had kidnapped him to pressure his sister to revive her friendship with him. The girl had broken up with him after his marriage one year ago. Fearing exposure by Gautam, Sunil allegedly strangulated him with the help of Surender and threw his body in the Bhakra main line after tying a brick to his t-shirt. The police believes that the body might have floated far away. |
Gorakhpur to be developed
into a model village
Fatehabad, November 15 At a meeting of the gram sabha held in Gorakhpur recently, a plan was
formulated to develop the village by spending more than Rs 100 crore on various projects. These projects include a 55-bed hospital to be set up at a cost of Rs 35 crore in the village. Rajiv Rattan, Additional Deputy Commissioner, TR Arora, Project Director of the NPCIL for the Gorakhpur Atomic Power Project (GAPP), and several other officers of the district and the NPCIL were present. He said with the setting up of the GAPP, new developmental projects would be initiated which would prove beneficial for the people. He said a proposal to set up a college and an institute of technical courses was under consideration. With a view to conserving wildlife, a deer park would be set up for which land would be provided by the gram panchayat. A sum of Rs 10 crore would be spent on the drainage system and for constructing pucca roads in the village. Over Rs 3 crore would be spent for setting up a park and Rs 1 crore to develop a herbal park in 11 acres of land in the village. Shiv Gaushala, a cowshed functioning in the village, would be modernised by setting up a gas plant run by cow dung. The energy so produced would be used on street lights in the village. Under its corporate social responsibility (CSR),
the NPCIL spends 2 per cent of its net operating profits on carrying out development activities in the villages, where these projects are set up. |

Sirsa govt schools to have digital classrooms
Sirsa, November 15 This ambitious scheme is being launched in Sirsa with funds from the Backward Region Grant Fund (BRGF), a central government scheme for addressing regional imbalances of the backward districts. Sirsa Deputy Commissioner J Ganesan, who conceived the project, said these schools would have projectors, computers and smart boards. All digital classrooms would have a digital syllabus up to class XII and the smart board would be used to teach students. He said the same day Tanwar would give kits of utensils to anganwadi centres. All 1,042 anganwadi centres functioning in the district and the inmate children would get utensils for their meals. As of now, children coming to anganwadi centres bring their own utensils or take their meals on sheets of paper. |

Hisar, November 15 The result of the excessive use of firecrackers was that the Departmnent of Environment Sciences of Guru Jambheshwar University recorded the maximum noise level on Diwali night at 126 db, much higher than the permissible limits. The normal noise level in the city on November 12 was less than 70 db. Experts said this was mainly due to illegal sale of firecrackers exceeding permissible noise levels. |
Man accused of murder identified
Faridabad, November 15 A police spokesperson said today the accused hailed from Noida, as did the victim, Sher Ali. He said a police team was sent to Noida this afternoon to nab the accused, a vegetable vendor. However, he was found absconding. The police identified the victim from the emblem of the tailor on his shirt. The tailor could not identify the victim, though. However, the police pressed with its assumption that the deceased wa a resident of Noida and eventually met with success. A woman, Parveen Banu, came forward through her community leaders in Noida to inform the police that her husband had been missing since Sunday night. Subsequently, she identified her husband’s body. |
Awareness programme for farmers
Kurukshetra, November 15 The programme was sponsored by the Forward Markets Commission, the Ministry of Consumer Affairs, Food and Public Distribution, the Government of India. Farmers were briefed about the risks involved in commodity trading, how to curtail them and maximise profits. The farmers were told to exercise precautions while dealing in commodities as windfall profits were unlikely to happen and efforts should be made to minimise losses. The tax implications of commodity trading were also explained to the participants. Trauma centre not yet functional, courtesy funds crunch
Rohtak, November 15 The construction work of the 200-bed trauma centre was started several years ago and was expected to be operational last year, but it was revealed that the centre could not be made functional this year too due to shortage of funds. A sum of Rs 47 crore have already been spent on the project, it is reported that only the building has come up so far. “It still requires several crores of rupees to make it functional as funds will be used to acquire staff and machinery besides other works,” said a source in the PGIMS. “Almost 90 per cent work of the building is complete and it will be made functional as soon,” said Dr Ashok Chauhan, Medical Superintendent of the PGIMS, who admitted that more funds were required at this stage. He said the centre would be one of the largest in the region and would offer state of the art facilities to patients. The PGIMS had also started a new OPD block built at a cost of around Rs 28 crore a few months ago. This year, the government has slashed its financial support. According to reports, the institute was allocated Rs 53.86 crore in the planned budget and Rs 122 crore in the non-plan budget (around Rs 176 crore) in 2011-12, but this year, the government has cut down the overall budgetary provision of the institute by Rs 25 crore. The authorities have proposed to raise the registration fee as well as charges for other diagnostic tests in order to improve its revenue. |

Open darbars to resolve power billing disputes
Hisar, November 15 These open darbars will be in addition to the bijli baithaks being organised by senior officers of the nigam. All junior engineers have also been directed to visit at least once a month each village under their jurisdiction and the JEs posted in towns have also been given a schedule to keep in contact with the consumers. The facility of registering all type of complaints, including relating to billing, metering, connections and expansion of system, power supply, on the call centre has already been provided to the consumers. Now all rural and urban consumers in the area of DHBVN, comprising Sirsa, Fatehabad, Hisar, Bhiwani, Mahendragarh, Rewari, Gurgaon, Mewat, Palwal and Faridabad districts, can register all types of complaints pertaining to the DHBVN registered at one point through toll free telephone number 18001801615 round the clock. A short number 155333 has also been provided to help the consumers. A DHBVN spokesperson said while attending to complaints relating to power supply failure, a call centre associate would explain the reason for power cut or failure and the time the supply was likely to be restored. In case the supply had failed due to a local fault, the complaint would be registered and fed in computer. The complaint staff at the complaint centre concerned or the field staff would be asked to attend to the complaint. After restoration of his supply promptly, it would be confirmed telephonically from the complainant if he was satisfied. If the complaint was of any other nature, for instance relating to billing, connection, replacement of meter and expansion of system, it would be transferred to the Consumer Grievance Redressal System (CGRS) of the DHBVN by the call centre. Under this system of grievance redressal, the employees are bound to redress the grievances within a stipulated period. After the specified time, the grievance would automatically escalate to the senior officer. The next officer will also get the complaint redressed within a specific number of days, failing which the grievance will go up the hierarchy. Eventually, the grievance will reach the inbox of the officer highest in the hierarchy. The auto-escalation will be as AGM-DGM-GM-CGM-Director-MD. The computer based consumer grievance redressal (CGR) system is operational through the nigam’s website www.dhbvn.com. The web-based CGR application is accessible through any internet browser. It can be started by opening any browser and typing URL http:/www.dhbvn.com. Its home page will be displayed in the consumer section by just clicking the mouse on the link “Consumer Grievance Redressal System”. There are sections for grievance registration, grievance tracking and log in for officers. In case a consumer does not have a computer and internet facility, he can use this facility in any office of the operations wing of the DHBVN. The computer operator in the office will help the consumer in registering his complaint in the system. |
Health plan implemented in 4 districts: Hooda
Chandigarh, November 15 Chief Minister Bhupinder Singh Hooda said here yesterday that the programme had been launched by the Union Ministry of Health and Family Welfare in view of the increasing incidence of non-communicable diseases. He said treatment facilities for diabetes were being provided at all district hospitals in the state. He, however, urged the people to take all preventive measures to safeguard against these ailments. A 'health fortnight' to focus on diabetes and heart diseases would be observed from December 16 to 31, he said. Under this programme, people above 30 years of age were being screened for diabetes and hypertension by health workers in these districts. — PTI |

Police averts clash of dera men, Sikhs
Sirsa, November 15 The dera chief was on his way to Rajasthan when this unsavoury incident occurred. A large number of dera followers had assembled on the outskirts of Ellenabad on the road leading to Rajasthan to greet their guru. However, when the the dera chief’s cavalcade moved a little distance, a small group of Sikhs showed him black flags. This infuriated the dera followers, who clashed with the Sikh protesters. However, the police intervened and saved the situation from getting uglier. The police said no case had been registered as the police had dispersed the Sikhs, who had attempted to show black flags to the dera chief. Pawan Insan, a spokesperson of the dera, dismissed it as a minor incident and termed it as the handiwork of mischievous elements. |
