Jammu, November 5 While police thwarted attempts of employees and State Road Transport Corporation (SRTC) workers to take out a rally towards the Secretariat, there was a scuffle near Dogra Chowk involving police and protesters. Mild force was used to disperse the protesters. BJP took out a car rally in the city alleging discrimination with Jammu region in the matter of development. The party’s state president Shamsher Singh Manhas said the people are suffering on account of inadequate supply of ration, black marketing of LPG and delay in holding of the urban local bodies elections despite repeated assurances from the
government. “Delay in holding of the elections to urban local bodies speaks volumes of Omar’s seriousness about making people participate in developmental activities at the grassroots level. The party will not allow anti-Jammu decisions,” said Manhas. He said the present dispensation is making efforts to appease separatist leaders like Syed Ali Shah Geelani. Meanwhile, J&K National Panthers Party (JKNPP) today organised a demonstration outside Raj Bhawan to lodge its strong protest against neglect and deprivation of the region and the allegedly biased treatment doled out to Jammu. MLA Harsh Dev Singh, Balwant Singh Mankotia and state president Yash Paul Kundal joined the protest demonstration. Speaking on the occasion, Singh cautioned the government to refrain from its alleged bias against the region in multifarious fields. JKNPP deplored the delay in creation of infrastructure and other requisite facilities in Central University Jammu. Adequate land for the purpose has not been transferred by the state government, it was stated. SGEJAC, led by its president Suresh Sharma, organised a protest at Press Club, alleging betrayal by the government in not implementing the points of agreement signed for regularisation of ad hoc and contractual employees. SRTC employees started their rally from Bikram Chowk headquarters. They were stopped from moving towards the Secretariat by the police personnel. They are accusing the government of not honouring an agreement with
the workers. |

Darbar Day One exposes inept traffic management
Jammu, November 5 Even senior administration officials and ministers did not bother to follow the rules at some places. It being Monday, there was the usual rush during the morning hours, but with opening of the Civil Secretariat, there were frequent traffic jams even on the flyover. In most places, drivers could be seen violating the signals, forcing traffic police personnel to stop them. Since Sunday, traffic department had deployed its full strength on the roads to deal with the flow of vehicles. Signals remained almost a showpiece, as the department’s functioning was back to an old era — the one without traffic lights. A senior police officer said due to narrow roads and high concentration of vehicles per square kilometre, traffic lights are proving ineffective. “I don’t think electronic lights will be able to control the vehicles. We have to deploy our personnel on routine basis,” he said. A whopping Rs 2.50 crore were invested on installation of these lights at 30 locations in Jammu, but rather than being of any substantial help to the police, it has all turned into a wasteful counter-productive exercise. Though the project was one of the priority areas for better management of vehicular movement in the twin capital cities, experts have said in absence of wide roads, the signals will add to the mess with frequent stopping of the vehicles. 12 injured in accident
Rajouri, November 5 A Tata Magic (JK11-0216), on its way from Dalohri to Rajouri, met with an accident at Adgri, a few kilometres from Rajouri. The vehicle skid off the track about 20 feet down. Locals rushed to the spot and launched a rescue operation for the injured. They also asked the police and administration to send rescue teams. Later, the injured were admitted to district hospital Rajouri for treatment. Those injured in the accident include Rita Devi, wife of Angreez Singh, Daleep Singh, both from Dalogri, Mohd Sharif, son of Abdul Rafiq, Dayal Singh, son of Rashpal Singh, Neelam Devi, wife of Sunil Kumar, Sunil Sharma, Raj Singh, son of Kamal Singh, Parti Pangyal, daughter of Daleep Singh and Mohammed Afzal, son of Meer Mohammed. |

343 new panchayat ghars by year-end, says minister
Jammu, November 5 The minister said this during a review meeting of the Rural Development Department (RDD) adding it would incur at a cost of Rs 309 crore. It was also informed during the meeting that the department spent Rs 309 crore under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA) in the region till October this year. Reviewing various physical and financial achievements registered in the region under rural development sector, Sagar directed the officers to ensure the work on panchayat ghars be completed in the stipulated time. He said it would provide requisite infrastructural support to the panchayti raj institutions (PRIs). Director, Rural Development, Jammu, Shafiq Ahmed Raina, director (social audit) AG Sofi, member secretary (Mahatma Gandhi National Rural Employment Guarantee Scheme) Pawan Rathore and other officials of Jammu division were present. The minister said the government was committed to establish a vibrant panchayati raj system (PRS) and the panchayat representatives have already been empowered with supervisory powers of 14 vital departments. He said making available dependable infrastructure to every panchayat was a priority to ensure smooth functioning of the grassroots-level democratic institutions. The minister said the Mahatma Gandhi National Rural Employment Guarantee Scheme had ensured socio-economic transformation of rural and far-flung areas. He directed the officials to diversify the activities undertaken under the programme.

Poor civic sense makes city uglier
Jammu, November 5 In most of the localities, people don’t dump their solid waste in the garbage dumps, but prefer to place it outside the bin. Foul smell and flies greet the visitors who travel through these lanes and roads. Many people say shopkeepers are major contributors to garbage as some of them lack civic sense, which is giving the city an even uglier look. Jammu generates nearly 400 tonne solid waste every day and it is expected there will be tremendous increase in solid waste generation over the next decade. Further, despite a ban by the government, Jammu Municipal Corporation (JMC) continues to transport solid waste generated in the city by municipal trucks during the day hours. These are source of germs, and at times, rotten garbage has fallen on motorists. The corporation has allotted a fleet of about 200 vehicles to 71 wards of the city for visiting different areas every day and collecting solid waste. |

Decentralise JKBOSE powers: ETT institutes
Jammu, November 5 The committee expressed concern over the migration of students to other states for pursuing Elementary Teachers Training (ETT) course due to the ongoing chaos in board. Sources said it was an anxious day for the BOSE chairman who had to face irate members of the association who expressed resentment over having not conducted the remaining papers of the 2008-10 ETT special batch, and the prevailing uncertainty on conducting examination for the 2011-13 session. The Joint Action Committee of ETT College Association had earlier appealed the BOSE Chairman to define the powers of the officials of the department besides asking him to take initiatives to vacate the stay from the court to resume remaining papers of ETT 2008-10 special batch, the sources added. Deep Singh, a member of the Joint Action Committee, said, “We have taken up all the important issues pertaining to ETT with the BOSE chairman because it is high time that a decisive action should be taken by the education board to streamline the whole functioning.” “As far as the special ETT batch of 2008-10 is concerned, the BOSE chairman has assured he would take up the matter with legal experts to vacate the stay from the court,” Deep Singh added. “On regularisation issue of the ETT aspirants for the 2011-13 session, the chairman has informed us that he is going to meet the BOSE secretary to discuss the matter,” he said. Sources said over 20,000 applications were received by the BOSE for ETT 2011-13 batch after which it had decided to conduct the counselling session to allot colleges to aspirants. Sources claimed that due to staff crunch, the BOSE failed to initiate the counselling process on time which eventually resulted in quitting of course by the ETT aspirants. To break the deadlock, the education board had constituted two five-member committees for both Jammu and Kashmir divisions which had further submitted the list of aspirants of 2011-13 batch to the BOSE chairman for further necessary action.

Jammu, November 5 The lecturers are demanding revision of basic salary with grade pay as per the 6th Pay Commission with retrospective benefits, adjustment of 15 casual leaves, release of salary during the vacations and issue of orders to the newly appointed contractual lecturers and academic arrangements. —

‘Security to sarpaches a serious concern’
Rajouri, November 5 There are about 33,000 panches and sarpanches in the state. The minister responded to the threats issued by Hizb-ul Mujahideen Chief Syed Salahuddin. In a telephonic conversation with The Tribune, he said in an interview to Tehalka Sayed Salahuddin had issued death warrant to sarpanches. He said many sarpanches had already sacrificed their lives becoming the targets of militants. Mir said it was the responsibility of the state and Centre to provide security at the earliest. Mir said the Centre and the state government should make it clear whether they were in a position to provide security the panchayat representatives. Union minister and former JK chief minister Ghulam Nabi Azad had recently said in Delhi that it was the state government’s responsibility to provide security to panches. Poonch SSP said there was a severe staff crunch at many police stations and providing security to every one was not possible. He, however, added there was no threat perception in Poonch district. Civil Defence training for subsidiaries begins
Katra, November 5 During the camp, the trainees at the police training school will be educated about the basic relief and rescue operations in event of any calamity. Civil Defence Deputy Controller Bodh Raj in his welcome address threw light on the civil defence activities. He said the training camp would go a long way in dealing with any eventuality more efficiently as the police is the first responder to any man-made or natural disasters. Qurashi reviews progress of educational schemes in Reasi
Katra November 5 “The meeting discussed issues related to construction of school buildings, uniform for students and creation of teachers’ posts,” said an official spokesperson. He said the schools being run under the SSA and RMSA in Reasi district and their issues were particularly discussed in the meeting. Addressing the meeting, Qurashi urged the officers to speed up the construction of school buildings so that the students living in far-flung areas were provided better educational infrastructure facilities, classrooms, libraries and science laboratories. Qurashi said the adult education centres at the village level played a pivotal role in the enhancement of capabilities of the unemployed youth and hence improving the economic condition of the area. He also directed the officers concerned for setting up of primary and middle schools in uncovered areas of Reasi district under the schemes launched by the central and the state government. Awareness camp for farmers organised
Jammu, November 5 The awareness camp was organised by the All India Coordinated Research Project on Agrometeorology in order to create awareness among farmers of the border areas of Samba district about climate change and its impact on agriculture and allied fields. At least 150 farmers from nearby villages participated. MK Khushu, chief scientist and head, Agrometeorology, explained the objectives of the awareness programme and said agriculture provided a sizeable contribution to greenhouse gases. “Jammu and Kashmir has reason to be concerned about the climate change as the temperature has shown an increasing trend in the region in the past some years. The rainfall pattern has also shifted,” Khushu said. He stressed to adapt various agricultural practices which could enable to mitigate the climate change. |

Jammu, November 5 Batting first after winning the toss, Kashmir division accumulated 131 runs in the stipulated 20 overs. Shabir Ali struck a fine half-century (50) off 49 balls while Rashid contributed 19 runs. Ikhlaq was the pick of the bowlers for Jammu division with a haul of 3 wickets.
