Bathinda, November 1
A woman municipal councillor of the Shiromani Akali Dal (SAD) from ward number 28, Rajinder Kaur Brar, today allegedly beat up the in-charge of Government Middle School at Guru Ki Nagri following a dispute over the removal of a cook deployed for preparing mid-day meals.

MC Brar, however, said the husband of the in-charge Jagdeep had teased the cook a few days ago and Jagdeep had framed the whole incident to hide her husband's wrongdoing.

Along with other women, Rajinder Kaur Brar not only allegedly barged into the school illegally but also manhandled the school in-charge Jagdeep Kaur, a resident of Housefed Colony in the city, and beat her up badly.

Dispute erupted over the removal of a cook who was engaged for preparing the mid-day meals for the school students. The school's managing committee has removed the cook and asked her to stop coming for duty after October 31. The teacher Jagdeep Kaur said she had even cleared all the dues of the cook and relieved her.

However, councillor Rajinder Kaur Brar objected to the removal of the cook and reached the school at around 9 am today along with some other women. She allegedly threatened the teacher Jagdeep Kaur with dire consequences if the aforesaid cook was removed. Jagdeep Kaur reasoned that it was the school's managing committee that had removed the cook and it was not her individual decision.

Jagdeep Kaur alleged that Brar and her accomplices beat her up, punched her in the stomach and pulled her by the hair. Before that, Rajinder Kaur Brar forced the students to leave and tried to lock the premises.

Jagdeep Kaur, however, informed the Democratic Teachers' Front (DTF), an organization of government teachers. Its activists reached the spot and raised slogans against councillor Brar and the other women.

DTF district president PS Jeeda demanded that a case be registered against Brar for prohibiting a government employee from performing her duties, taking law in her own hands and beating her up.

Jagdeep was admitted to the Civil Hospital where she is undergoing treatment.

Meanwhile, DSP City-I Gurmeet Singh Kingra said the police was not aware of the case as no medico-legal report (MLR) has been received from the Civil Hospital. "We can register a case only after receiving the MLR and an application from the victim," he said. However, officials said policemen had gone to the school in Guru Ki Nagri but by the time they reached, everyone had left.

Water supply running short at GHTP

Bathinda, November 1
The closure of the Sirhind canal has caused panic yet again at the 920 MW Guru Hargobind Thermal Plant (GHTP), Lehra Mohabbat, which is left with water for just another three to four days.

The irrigation department first stopped the flow of water in the canal on October 23 for the four-laning of the national highway number 1 (GT Road) with the flyover along with Sidhwan canal.

Later, on request from the PWD building and roads department, the deadline was extended to October 30. However, on October 30, another notification was released extending the deadline to November 4.

While the Bathinda thermal plant has huge lakes to supply its needs for water, the Ropar thermal plant is fed by the Bhakra Main Line (BML) and the Lehra Mohabbat plant has two lakes of 16 lakh cusecs storage capacity, which are not enough to meet the long-term needs of the plant. The 16 lakh cusecs is sufficient for only about 17-18 days as the daily consumption of the plant is 90,000 to 1 lakh cusecs.

Officials at the thermal power plant said water in the plant is used for steam, cooling purposes, ash conveying and in other activities.

They added that about 13 lakh cusecs of water has already been consumed and only 3 lakh cusecs of usable water is left in the lakes, which is just sufficient for another 3-4 days. The present stock of water may last only till November 5.

"Since it takes at least two days for the water released from the Ropar head works to reach Lehra Mohabbat, the plant may face closure. If the water is released on November 5, it will reach us not before November 7, leading to closure," he added.

Chief Managing Director, PSPCL, KD Chaudhury said the government has been requested to release the water at the earliest.

Chief engineer, irrigation, AS Dullat said the water will be released from Ropar head water works on the evening of November 2.

Fact file
  • All the four units of the plant are running on full load and the plant is producing 220 lakhs units of electricity daily. Generation loss to PSPCL on account of the closure of GHTP will be Rs 7 to Rs 8 crores daily.
  • The authorities at the Lehra Mohabbat plant are taking measures to curtail the consumption of water to the minimum level so as to run the plant for a longer time. Watering of trees and lawns has been stopped and consumption of water for general purposes like bathrooms is being regulated.

Bathinda, November 1
The district administration today shifted a lineman who was on hunger strike for the last eight days to the Civil Hospital.
The condition of Bhola Singh was deteriorating and fearing further unrest, the administration swung into action and got him admitted to the hospital. However, his place was taken by Kuljinder Singh of Nabha who will now continue the hunger strike.

Earlier, the agitators raised slogans against the "highhandedness" of the government. Political parties and other protesters too joined the linesmen union to thwart the police bid to forcefully shift the lineman.

Some other agitators, who are also protesting against the government for the acceptance of their 'genuine' demands joined the linemen and the policemen had to beat a retreat.

State general secretary of the union Jagtar Singh Mahinangal accused the cops of manhandling the protesters and pulling the turbans of the protesters.

The protesters said Bhola Singh Kharagpur was on hunger strike for the last eight days and his condition was deteriorating.

"Bhola Singh himself opposed his shifting to the Civil Hospital until the demands of the union is met by the government. We requested the policemen to ask Bhola if he is ready to be shifted to the Civil Hospital but he refused," Jagtar said.

ADC (D) Mohammad Tayyab, SDM Raju Prashar and cops from the Civil Lines and Kotwali police stations tried to shift Bhola in the presence of the doctors and the Civil Surgeon.

President of Shiv Sena (Rashtravad) Geeta Rani also arrived to extend a helping hand to the linesmen.

The union said the government yesterday promised to release 16 of their members lodged in Bathinda Central Jail, but they have not yet been freed. They, however, said that their activists lodged in Faridkot jail were released today.
