One killed, 19 injured in two road mishaps

One person was killed while 19 others sustained injuries, some of them seriously in two separate road accidents that took place during the past 24 hours at Badbar village near Dhanaula in Barnala district.

 Khadi Board losing its lustre
Set up to provide financial aid to people in rural areas, the Board has failed in its task

The Punjab Khadi and Village Industries Board, which was established to provide financial assistance to people in the rural areas for setting up cottage industries, has failed to serve its basic purpose in Muktsar, Faridkot and Moga districts.

In the last one-and-a-half years, not even a single applicant has got financial assistance from the Board in these districts. The reason for this has been the delay in the approval of the annual budget of the Board.

Highly placed sources in the department said the Board's budget was not approved last year (2011-12) and this year too, it has been delayed for long.

As of now, in the current fiscal year (2012-13), not even a single applicant has availed of financial assistance from the Board. A number of applications have come up before the Board's offices located in these districts, but delay in the allocation of budget has further delayed the entire exercise.

Krishan Lal, District Khadi and Village Industries Officer, who holds the charge of three districts (Muktsar, Faridkot and Moga), said, "Last year, the Board's budget was not approved, so we could not provide financial assistance to any applicant. This year too, the situation is almost similar as the budget was allocated only recently."

He, however, said the delay in allocating the budget was on the part of the Central Government and not the state government.

Giving details, he said as of now, nearly 15 people had filed applications in Muktsar district seeking financial assistance from the Board.

An applicant, who sought monetary help said, "I fulfill all the conditions for being a beneficiary and sought financial assistance 17 months ago, but nothing has been done in my case so far. My hard work has proved to be a fruitless effort."

 Over 2000 screened at cancer check-up camp

Ferozepur, October 29
A large number of patients suspected to be suffering from cancer were detected during the first of its kind mega cancer check-up and awareness camp organized by the Punjab Police in association with the Roko Cancer Trust at the Genesis Institute of Dental Sciences here today.

According to the information available, more than 2323 patients from various districts including Ferozepur, Moga, Muktsar and Fazilka were registered at the camp of which 97 were identified as clinically suffering from cancer.

The number is likely to increase once further investigation is carried out, said Dr Dharminder Singh of Roko Cancer Trust.

Meanwhile, Paramraj Singh Umranangal, DIG, Border Range, who had coordinated the arrangements on behalf of the police, said the Punjab Police has decided to organise such cancer detection and awareness camps in all the police ranges of the state wherein besides the police personnel and their families, the poor and the needy belonging to the rural hinterland will also be checked and provided free of cost treatment.

The DIG said the initiative has been taken at the instance of the DGP Sumedh Singh Saini keeping in view the large number of cancer cases being reported in various parts of the state.

Kulwant Singh Dhaliwal, roving ambassador of the Roko Cancer Trust said cancer has assumed unprecedented proportions all over the world.

Dhaliwal said the Trust has organised 1374 cancer detections camps so far in which over 2.75 lakh women have been checked.

The trust will cover all the 12783 villages in the state in the next three years where every villager shall be examined.

Dhaliwal further said the Roko Cancer Trust was coming up with a 500 bed cancer hospital in Moga which will be commissioned next year.

Meanwhile, the health officials revealed that around 434 cancer patients have been detected in the district till date. Of these, 425 cases have already been sent to the higher authorities for the release of Rs 1.5 lakh worth financial assistance being extended by the state government to cancer patients.

Varinder Pal Singh SSP, Dr Kamal Baghi, Lakhbir Singh (SP-H) besides police officials from other districts were also present on the occasion.

 Biomass plants fail to ferry stubble

Despite the appeal to the farmers by the state government to sell the paddy stubble to the biomass plants rather than burning them in the open fields, the effort has so far failed to yield the desired results due to the indifference of the authorities of the biomass plants.

In its ongoing campaign, the Punjab Pollution Control Board (PPCB) has given the contact numbers of five biomass plants set up across the state mentioning that the plant owners would themselves carry the stubble from the fields after purchasing it from the farmers. But a majority of them do not even attend the phone calls being made by the farmers.

After some farmers levelled allegations in this regard, this correspondent repeatedly tried to call on the numbers given by the PPCB, but except for one bio mass plant at Gulabewala village in the district, none attended a single call.

And interestingly, the official of that sole biomass plant where the phone call was attended also said that there was no arrangement to bring the stubble from the fields.

"The stubble would have to be brought here by the farmers itself. We are purchasing it at our plant established at Gulabewala village in Muktsar district. May be the other units are buying and bringing it from the fields, but our policy is different," said an official of Malwa Power Limited.

He also claimed that Deep Development Engineer Private Limited in village Gadda Dob of Ferozepur was also owned by the same management.

Repeated phone calls made to the Universal Biomass Energy Private Limited in village Channu, Muktsar, Punjab Biomass Power Private Limited in Bhagora, Patiala and Green Planet Energy Private Limited, Binjon in Hoshiarpur, failed to evoke any response.

Amardeep Singh, a farmer of Muktsar district, said, "I have been trying to make a phone call to the biomass plant in village Channu for the last four days, but no one has answered it. So, finally I have decided to burn the stubble in the fields as it is easy to clear the fields for the next sowing rather than waiting for any other option.

The Army on Saturday paid homage to its martyrs on the occasion of Infantry Day that marked the landing of the first regiment at Srinagar airfield during the 1947-48 operations against Pakistan.

Army, civil, police officials, representatives of NGOs and ex-servicemen assembled in large numbers at Major Surinder Prasad Memorial located in his alma mater Government Senior Secondary School.

Brigadier BS Behal led the officers in laying wreaths at the memorial as a contingent of men in olive sounded the bugle and reversed arms to pay the ceremonial salute.

SDM Vipul Ujawal, DSP Raj Kumar Jalhotra, assistant civil surgeon Dr DP Godara and the martyr's nephew Sumit Godara besides other civil and Army officials also laid wreaths.

 BSF nabs three Pak intruders in Fazilka sector

The vigilant sleuths of the 117 Battalion of the Border Security Force (BSF) nabbed three Pakistan intruders near Bahadurke Border Observation Post (BOP) between Jalalabad and Guruharsahai area in Fazilka district in the wee hours today.

As per the available information, the BSF jawans noticed some unidentified persons entering into the Indian territory across the barbed wire fencing. They challenged them to stop and they surrendered themselves.

DIG BSF AK Sharma confirmed the arrest of the Pak intruders and said their motive of straying into Indian territory has not been ascertained so far. The investigation is going on. The intruders have been identified as Mohammad Sharif, Mohammad Zamil and Mohammad Munir. "Some Pakistani currency has also been recovered from their possession,” disclosed DIG Sharma. "If something special emerges after the preliminary investigations then we would initiate legal proceedings against them. Otherwise, we would hand them over to the Pak Rangers in a couple of days after the verification,” said the DIG.

To harness the legal knowledge of the youth and to use it as a medium to communicate with those who are in need of legal aid, particularly in cases of domestic violence and dowry-related violence, there is a plan to set up Legal Services Club in the colleges, said Justice RS Malik of the Punjab and Haryana High Court.

Justice Malik was presiding over a three-day Legal Youth Literacy Mission Inter-College Competition in Faridkot today.

Using the legal knowledge of the youth as weaponry for the people in need of legal aid, can be highly useful in eradicating many vices and can help in improving the law and order situation, said Malik.

The judge underscored the need to spread knowledge about law among the masses to eradicate crime and corruption.

"The knowledge of law helps in making a law abiding citizen," said Justice RS Malik and underlined the preventive effect that the knowledge of law has in checking wrongdoing and fighting injustice.

The legal literacy competition was held in the auditorium of the Baba Farid University of Health Sciences, Faridkot.

Besides the district and sessions judges of Muktsar and Faridkot, many other judicial and civil officials of the area participated in the function held on the concluding day today.

 One killed, 19 injured in two road mishaps

One person was killed while 19 others sustained injuries, some of them seriously in two separate road accidents that took place during the past 24 hours at Badbar village near Dhanaula in Barnala district.

The Dhanaula police said today that the first accident took place last evening when a Toyota Qualis rammed into a tractor-trolley near the Grain Market at Badbar village. Four persons, who sustained injuries in the accident, had been shifted to Civil Hospital, Sangrur, where one of them Hardip Singh, alias Deepi, succumbed to his injuries.

The other injured persons, Harwinder Singh, Paramjit Singh and Sarwan Singh had been administered treatment there. However, in view of the serious condition of Harwinder, he was taken to DMCH, Ludhiana.

As both parties were not in favour of initiating any action in the case, so the police initiated proceedings only under Section 174 of the CrPC, it was learnt.

In the second road mishap, that took place early in the morning, a vehicle rammed into a stationary truck at the main road at Badbar village.

All the16 occupants of the vehicle sustained injuries. They were returning from Bathinda to Patiala. All of them belonged to Dakala, Balwerra and Sadarpur villages in Patiala district.

The police said 11 of the injured had been admitted to the Civil Hospital at Sangrur while five injured persons had been admitted to the Civil Hospital, Dhanaula.

As both sides reached a compromise, no action had been initiated in the case, the police added.

 TV tower yet to achieve its aim

The TV transmitter here, popularly known as the Eiffel Tower of Fazilka, installed in 2000, has failed to achieve its objective, thanks to the apathy of the ministry concerned.

At present, only one channel (Doordarshan National) is being telecast from the local Doordarshan Kendra.

The then Prime Minister Rajiv Gandhi had cleared the project to install a high-powered TV transmitter at Fazilka in 1986 to counter Pakistan's cultural invasion. The other aim was to enhance the coverage both inside the Indian territory as well as across the border.

The construction of the 302 meter high tower, considered to be among South Asia's tallest, was completed in 2000. A large sum of money was spent on it. Six migrant labourers had lost their lives after falling from the tower during its construction.

"About the terrestrial services, it was announced that the other Doordarshan channels and FM radio services would be started soon. Moreover, the production of local programmes after setting up the studio was also announced. None of the announcements could acquire a practical shape," said a local social activist Liladhar Sharma, who had met Rajiv Gandhi in 1986 with a delegation to present a memorandum for the setting up of the TV transmitter to save the border population from Pakistan's anti-India propaganda.

Before the commencement of the TV transmitter, residents of this border area were forced to watch Pakistan Television (PTV) programmes as the signal of the PTV had effective access to Fazilka town and distant border areas inside the Indian territory.

As per official sources, the building for the installation of the FM transmitter of the All India Radio (AIR) was completed two years back.

But no efforts were reportedly made to install an FM transmitter here.

The local officials are tightlipped over the issue. However, an official speaking on the condition of anonymity, said most residents of the remote areas in the border belt watch Doordarshan National programmes in a periphery of about 70 kms, even on the Pakistan side despite the introduction of satellite television and the cable system some years back.

The social activist, Liladhar Sharma, has demanded that the FM radio and other local TV channels should be introduced so that the purpose of installing high-power TV transmitter in Fazilka may be fulfilled.

 Army jawan cons car dealer, arrested

Twenty-four-year-old Lance Naik Vikramjit Singh of village Lohadka near Patti in Tarn Taran district has been arrested by the police somewhere in neighbouring west Rajasthan.

A Jaipur-based automobile dealer Mahesh Khatri had alleged in the FIR registered on October 1 that someone impersonating as an Army officer had taken away a second hand imported car on the pretext of a test run but did not turn up.

As per the available information, Khatri told the police that a person contacted him through the Internet desiring to purchase a second hand imported car.

He interacted with Khatri at a canteen claiming to be Surinder Singh, a representative of an Army officer and later took away the Vento model car of Volkswagon group for test drive but did not turn up. The police succeeded in nabbing him by vetting the mobile phone calls made to Mahesh Khatri.

Vikramjit Singh reportedly told the investigating team that he hatched the conspiracy to please his girl friend based in Bathinda as she wanted to roam with him in a luxury car. This finally landed him in jail.

Truck union revamped: The management of the controversial Abohar Truck Union has been reshuffled after the raids by the police resulting in the arrest of some persons under the Gambling Prevention Act. The formation of a seven-member governing body headed by dissident BJP councillor Surinder Vij was announced. Former presidents Inderjit Singh, Jaspal Singh along with Vijay Narang, Ajitpal Singh Rinku, Radhey Ram Jakhar and Surjit Singh are other members of the body.
