170 colonies unapproved in city
Jalandhar, October 7 MC Commissioner Vinay Bublani said, "The exact data of unapproved colonies in the city is available with his office. About 230 of total 400 colonies falling under MCJ jurisdiction are approved where the rest 170 are unapproved." Meanwhile, commenting on the MCJ drive against unapproved colonies, the Congress has demanded that Parkash Singh Badal-led SAD-BJP government should also initiate action against those officials during whose tenure the unapproved colonies were built. Congress leader Jagbir Brar accused the MCJ officials of adopting biased attitude in taking action against unapproved colonies. Brar said, "The houses of several councillors and MLAs belonging to the ruling SAD-BJP alliance are located in such unapproved colonies. The MCJ should first demolish the houses of the leaders belonging to the ruling alliance." He said the MCJ kept on approving site-plans of houses of residents in the unapproved colonies. "And those persons also kept depositing development charges presuming that the MCJ have either approved the colonies or would give its approval in the future." In view of the drive against unapproved colonies, a number of city colonisers under the aegis of the Real Estate Builders and Dealers Association (REBDA) met MCJ Commissioner Vinay Bublani on Saturday requesting him to provide some relief to them. It was decided in the meeting to hold a discussion between the representatives of the colonisers and the MC regarding depositing the required fees for getting the approval for the unapproved colonies. A 11-member committee of the colonisers and a five-member committee of the MCJ has been constituted for this purpose and they would discuss the matter on Thursday, he added. Though association general secretary Rupinder Gill claimed that the MC had postponed its action against unapproved colonies for a week, MC Commissioner Vinay Bublani said action against unapproved colonies would continue. REBDA president Bhupinder Singh Bhinda, its chairman SP Arora and its general secretary Rupinder Gill said, "As the state government is considering formulating a policy on regularising the unapproved colonies, the action against such colonies should be postponed." They also met Jalandhar (north) MLA KD Bhandari in the morning in this regard. The colonisers of various parts of the state also met Chief Parliamentary Secretary Som Prakash for making a policy on regularising the unapproved colonies after depositing development charges. MC begins action

Virsa Vihar to get a new lease of life soon
Jalandhar, October 7 The district authorities and the Virsa Vihar management have hinted at some major boost-up plans for the Virsa Vihar, which, for one, match the initial vision that Virsa Vihars (across the state) were actually built for. Secondly, the fact that this time the district authorities have given the go-ahead to the plans, adds a bit more believability to them. A fine art shop, regular pottery workshops for artists, a separate clay section, an auditorium and some musical evenings – these are the activities the Virsa Vihar might be bustling soon. Notably, the Jalandhar Deputy Commissioner had displayed keen interest during an exhibition held at the Virsa Vihar recently. The DC had also okayed a potters’ wheel for the Virsa Vihar after an artist’s request. Channi JS Takulia general secretary of the Virsa Vihar said, “We shall be starting a fine art shop in the basement. The work of artists registered with the Virsa Vihar will be put up for sale at the shop. Since now we have a potters’ wheel and competent local artists to work on them, we also plan to hold pottery workshops for students and those interested. There are also plans to combine a room and a hall on the first floor to use it as a hall for seminars or musical gatherings.” Notably, some artists disagreed with housing the fine art shop in the basement because the closed unventilated basement space, they said, would be detrimental for the proper maintenance and upkeep of paintings. But Channi said proper ventilation will be ensured. “We shall also start clay modeling classes and musical gatherings at the premises shortly. We are very positive about these plans because they have all been given a go-ahead during the meetings of the District Cultural and Literary Society, which were chaired by the DC himself,” he added. While the Virha Vihar had come under criticism for hosting commercial fairs and exhibitions, commenting on this, Takulia said, “We get no budgets for the maintenance or artistic plans of the Virsa Vihar. Funds come through these exhibitions only. One also needs to generate funds for the proper upkeep of the place.” Deputy Commissioner Priyank Bharti said, “The combining of the first floor room and the hall has been okayed. The proposal to give a facelift to the gate of the premises to make the building more inviting has also been approved.” “We shall be doing whatever we can within our resources to boost up activity at the Virsa Vihar,” he added. When asked the reason for lackadaisical persuasion of artistic activities in the district, the DC said, “Jalandhar has a very rich cultural history and past and it has produced some of the best artists and intellectuals. But I have perceived a lack of motivation in this generation to pursue artistic inclinations. In many artistic gatherings and events, the young don’t turn up. Their interest will boost up the morale of artists and a keen, discerning audience will certainly enrich the artistic endeavours in the district. We do not have any dedicated budget for art in the district but more cooperation from the public and the young will open up more avenues.” The flip side:
Even as they are excited about newfound interest in art of the district authorities, the city artists have their fair share of doubts. Interestingly, many artists are skeptical about these plans. Even as ego clashes and mudslinging prevails, artists say the fact that artists across Jalandhar do not talk in one voice when it comes to plans to boost Virsa Vihar has hampered the growth of the place. “There is a tendency among artists to lay claim on the Virsa Vihar as their own personal space. Many artists fail to understand the fact that the way ahead is to treat it as a common space where all artists - young and old – will be promoted. Some clichéd senior artists fail to make way for young talent, or support even good ideas of other artists, which hampers the environment. Art wise, Jalandhar is way behind and has major catching up to do. The art-for-the sake-of-publicity attitude has to go and real excellence has to be chased to make things work here,” artists said. |
Help make city clean, Mayor tells citizens
Jalandhar, October 7 Kalia also laid the foundation stone of a road, which would be constructed in Baba Budhaji Nagar at a cost of Rs 25 lakh. Speaking on the occasion, the BJP MLA said the tubewell was built at a cost of Rs 17 lakh. A total of Rs 5 crore had already been spent in various development works in the Karol Bagh locality in the past five years. “While Rs 2 crore has been spent on providing potable water and laying sewer, a sum of Rs 1.75 crore is being spent on constructing roads,” he said. “Development works at a cost of Rs 90 lakh and Rs 40 lakh had been carried out in Rail Vihar and Preet Enclave localities, respectively,” he said. Addressing the gathering, Mayor Sunil Jyoti said he would make every possible effort to carry out various development works in different parts of the city and also take cooperation from all sections for that. Sunil said development works would be carried out in each of the 60 wards in an impartial and fair manner and the shortage of funds would not become a hurdle in carrying out such works.
