Dane Hospital (Civil Hospital) in Fazilka where health services have been crippled due to the staff crunch. Bar Association members to call on Union Law Minister

A seven-member delegation of the district bar associations of Punjab will meet the Union Minister for Law and Justice Salman Khursheed and the Union Minister of State for Foreign Affairs Preneet Kaur in New Delhi tomorrow to press for the abolition of evening courts at the district and sub-divisional levels.

The police today busted a cricket betting syndicate and arrested at least six persons.

Sadar police has arrested a resident of Rajasthan and recovered one kilogram opium from his possession. DSP Ram Parkash said a police party led by sub- inspector Ranjit Singh had laid a barrier near village Shahatirwala on the Fazilka- Abohar road and intercepted two persons coming on a Bajaj scooter.

Health services at the 103-year-old hospital crippled due to shortage of doctors

Medical services at the 103-year-old Civil Hospital, formerly known as Dane Hospital, Fazilka, which was established by the British, has been crippled following an acute shortage of specialised doctors and the paramedical staff.

Following the promotion and transfer of specialist doctors two years back, the office of the Civil Surgeon here fell vacant and has not been filled up yet despite Fazilka being a district headquarters.

As per the Senior Medical Officer (SMO), Civil Hospital, Fazilka, Dr SP Garg, out of the total 13 sanctioned posts, eight have been lying vacant for long and a pathologist, Dr Renu Dhuria, has proceeded on long leave.

The sanctioned posts of surgeon, gynaecologist, paediatrician, medical specialist, dermatologist and MBBS doctors are also vacant.

For the last few months, the doctors have been braving all odds to run the emergency services and OPD besides attending to duties like conducting the postmortem, attending the courts and sending the reports on a regular basis to the higher authorities.

The schemes run by the Centre and the state government for the poor sections of society have also been hit adversely due to the shortage of doctors. The aim of the state government-- to perform maximum deliveries at the Civil Hospital-- has also been affected in the absence of a gynaecologist.

It has become difficult for the staff to run the blood bank for want of a Blood Transfusion Officer (BTO).

The operation theatre and the ultrasound machine are virtually lying defunct. The ambitious DOTS project, for treating the tuberculosis patients, has been hit due to the non-availability of a physician. The hospital staff has to refer the seriously ill patients to the medical college at Faridkot for specialised treatment.

As per official sources, the number of patients at the OPD has declined to 200-250 on a working day. Earlier, the figure used to be around 400.

The number of indoor patients has also come down as the physicians, surgeons, heart specialists and the gynaecologists, who used to admit the patients, are presently not serving the hospital, thanks to the indifferent attitude of the state health department.

The patients hover around the OPD which often wears a deserted look even during the working hours. The posts of paramedical staff have also been lying vacant. Out of the total 24 sanctioned posts of nurses, 15 are lying vacant, which in turn, has affected the indoor services also.

"We have sent the report to the higher authorities but the vacant posts are yet to be filled up," said the SMO Dr Garg.

Bar Association members to call on Union Law Minister

A seven-member delegation of the district bar associations of Punjab will meet the Union Minister for Law and Justice Salman Khursheed and the Union Minister of State for Foreign Affairs Preneet Kaur in New Delhi tomorrow to press for the abolition of evening courts at the district and sub-divisional levels.

Advocate Sunil Garg, convener of the delegation, said the setting up of evening courts was not acceptable to the lawyers across the state.

He said a two-tier system of working in the courts would not be acceptable to them. "Why are the High Courts not functioning on Saturdays and holding evening courts to dispose of the long pending cases," he asked.

Garg claimed Preneet Kaur has agreed in principle to the arguments put forth by them and has decided to go along with them to the Law Minister in support of their demands.

He said a meeting of the state coordination committee has been convened on October 6 in Chandigarh to discuss the issue. A delegation would also meet the Chief Justice of the Punjab and Haryana High Court on October 8.

Garg termed the setting up of evening courts as a unilateral decision on the part of the union government, which has been enforced without taking into consideration the views of the district bar associations.

"The practical difficulties faced by the lawyers and the litigants who come from far-flung places have not been looked into," he said.

He said it is difficult for the women lawyers to attend the evening court keeping in view their security and responsibilities. He said the lawyers prepare the cases in the morning. Then they appear in the court and in the evening, they prepare the cases for the next day. As such, they are already hard pressed for time and it is not possible for them to attend the evening courts.

Tributes paid to Gandhi, Shastri

President of the Punjab Mahila Congress, Dr Malti Thapar, paid glowing tributes to the Father of the Nation on his birth anniversary here today.

Addressing those present, Thapar said Mahatma Gandhi had dedicated his life to the nation. He also fought to eradicate untouchability, violence and other social evils from society. The cherished ideals of Mahatma Gandhi were even more relevant in the prevailing scenario, she added.

Tributes were also paid to Lal Bahadur Shastri on his birth anniversary. Dr Thapar also offered prayers and said the countrymen should be prepared to defend the motherland and follow the path shown by the great leaders.

Shooting gold for Faridkot youth

Arshdeep Pal Singh, a native of Seda Singhwala village in Faridkot district, has won
a gold medal in the 48th Punjab State Shooting Championship held at Mohali.

The son of a cop deployed with the Punjab Police, Arshdeep is presently residing in Guru Ki Nagri here.

Trained by coach Veerpal Kaur, he has been in the sports for eight years. His father Balwinder Bajwa said Arshdeep won the team gold in the 50 meter free pistol event and a bronze medal in the centre fire event. — TNS

Betting racket busted, 6 held

The police today busted a cricket betting syndicate and arrested at least six persons.

An illegal communication network being run on mobile phones with conferencing facilities has also been recovered along with 14 mobile phones, Rs 70,000 in cash and two television sets. The syndicate was involved in betting on the matches of the ongoing T-20 World Cup.

SSP Surjit Singh Grewal said the betting racket was being run with the help of two key members — Ashok Kumar, a resident of Khanna, and Johan, a resident of Jalandhar — of an inter-state betting gang.

Preliminary investigations revealed that the gang was operating through their 
inter-state connections in Mumbai, he said.

The gang was operating from Satpal Satta’s residence located in the Nanak Nagri locality of the town.

“Apart from Satta, we have arrested Satta’s son Sachit, Gulshan Kumar, Jatinder Kumar, Talwinder Kumar and another person from the spot,” he said. The police has registered a case under Sections 420, 465, 468, 471 and 472 of the IPC and relevant sections of the Gambling Act against them.

Investigations have also revealed that the recording facility on the mobile phone was being used for keeping records of the bets placed by the punters. One set of mobile phones were specifically used for receiving the betting rates.

One held with opium in Fazilka

During the search, police recovered one kilogram of contraband opium from Raju Ram, a resident of Mandi Jaitsar in Rajasthan. His companion, identified as Chand Singh, a resident of Anupgarh in Sriganganagar district managed to flee. The two were booked under the NDPS Act. — OC
