High-speed bikes to chase traffic violators
Jammu, September 30 The move has come after the traffic police faced severe criticism for its failure to deal with flagrant violations of red signals on city roads. The high-tech motorcycles are equipped with wireless sets, loud speakers, sirens and flasher lights for targeting violators and two-wheelers without crash helmets. These traffic high-tech motorcycles were pressed into service by Shakeel Ahmed Beig, Deputy Inspector General (DIG) of Police, Traffic Jammu, in presence of SSP Jammu (Traffic) Manmohan Singh. The DIG said the motorcycles had been launched to keep a strict vigil, especially near traffic signals to deal with all traffic violations. “We have deployed ten motorcycles in the first phase near the traffic signals of Janipura, High Court complex crossing, Bathandi crossing, Vivekanand Chowk, Bikram Chowk, Canal head, Green belt crossing and Satwari Crossing to strictly deal with traffic signal violations. More such motorcycles will be introduced in a phased manner,” the DIG said. Two-wheeler riders should wear crash helmets to avoid strict action against them, he added. Jammu Tribune has been highlighting the issue of traffic violations in the winter capital city. It had been reported that instead of restoring sanity on roads and overcoming frequent traffic snarls, faulty traffic signals and violations right under the nose of traffic cops had compounded traffic problems. Experts even questioned the quality and specifications of traffic signals installed in the city alleging the administration had installed outdated lights. SSP (Traffic) Jammu, Manmohan Singh, said the department had received a number of complaints vis-à-vis jumping red signals. “Though we have been making all out efforts to ensure that motorists follow the traffic rules, there are still numerous complaints of jumping of red signals. We have already kept the jumping of red signal under dangerous driving category and the minimum penalty for such offence is Rs 1,000 fine. We will not spare the traffic violators. We had earlier been facing problems to chase the violators but with the availability of high-tech motorcycles, we will be able to ensure a strict compliance of rules,” Singh said. |

Jammu, September 30 Even a small portion of ground in front of the station is being used as a dumpsite giving an ugly look to the face of city which is visited by lakhs of pilgrims and tourists every year. A lack of coordination between Jammu Development Authority (JDA), railway authorities and the Jammu Municipal Corporation (JMC) has made it a haven for stray dogs
and cattle. The entire area near the taxi stand is replete with heaps of garbage. It becomes difficult for passengers to walk through as foul smell emanating around makes it difficult stand here. “The government claims to have set pilgrim tourism as a main attraction in the state and is projecting the city as pilgrim town. But the only thing that visitors remember is filth. We believe that Jammu is being deliberately ignored,” said Ashok Khajuria, BJP MLA. Many opine that shopkeepers are major contributors of garbage. They say the railway authorities are to be blamed for doing a lip service on the issue and are not doing enough to maintain cleanliness on station premises. It is not only garbage but also stagnant water containing mosquitoes that forces people to cover their faces. “It indeed surprises me. Where are the civic authorities? The area has become a complete garbage dump. I was taken aback when I came to the station. Sanitation here is very poor,” said New Delhi-based Rajiv Sharma who visits the city frequently. Railway Manager (DTM), N C Goyal, recently had said that an additional platform and extra line for yards would cost Rs 17-18 crore but no step had been taken for blacktopping of the road outside the station. Jammu Railway Station is one of the 40 model stations that cater to more than 50 lakh passengers every year. |

Woman among 2 held for autorickshaw driver’s murder
Jammu, September 30 The police said that it recovered the dead body of Rakesh Kumar alias Bhola from an autorickshaw at Bhonaid-Chappar Morh, Hiranagar at about 7:35 am. “The head of the deceased had multiple wounds apparently inflicted with a sharp-edged weapon. The deceased’s auto had also been severely damaged,” he said. He added the initial investigations revealed that the accused had gone to the house of one Meenu, wife of Narsingh Dayal of Chappar Morh, on the September 29 night to discuss some matters relating to a sub-judice criminal case. The police said the woman was picked up and put to sustained questioning during which she revealed that she along with her nephew Sanjay of Naran in Samba district and one unidentified person (who was accompanying Sanjay) had attacked the deceased after an altercation at her house. A manhunt for Sanjay was launched and he was arrested from the house of one of his relatives in Jakhbar, Nagri. “The identity of the accomplice and other accused is being determined,” the spokesperson said. 436-kanal land regularised for refugees from PoK
Jammu, September 30 Minister for Revenue, Raman Bhalla, while distributing land ownership rights to the refugees of Bhour Chatta camp said that all out efforts were initiated to resolve the issues of the displaced persons in 1947, 1965 and 1971. Bhalla said the Revenue Department had regularised several colonies of the PoK displaced persons in the Jammu region and instructions were issued to the authorities concerned to prepare records for regularisation of colonies which were left out in the state so they could also enjoy ownership rights of land. He said the settlement of PoK refugees issue was the priority of the government and a high powered delegation of J&K ministers met Prime Minister Manmohan Singh, Union Home Minister Sushil Kumar Shinde besides UPA chairperson Sonia Gandhi in this regard for early redressal of their long pending demands. The minister said following the efforts of the present government, the Centre had released Rs 49 crore package for distribution of land deficiency compensation. Each family has been provided Rs 1.5 lakh after proper verification by the revenue officers, he added. The Minister said the government had established a special cell in the offices of divisional commissioners and deputy commissioners to assess the problems of displaced persons for early redressal of their pending issues under the Revenue Department Act. Bhalla said it was also pointed out during the meeting with the Prime Minister that refugees and their children from West Pakistan could not apply for government jobs and purchase property in the state. They should be provided reservation in the Central government jobs and other relaxations should also be given to them, he added. |

Contractual teachers press for their demands, hunger strike enters 3rd day
Jammu, September 30 He added the agitation started only after they made repeated requests to the top brass of the state. A deputation of contractual lecturers apprised the Divisional Commissioner, Jammu, about their problems and the latter assured he was going to take the case with the government. The deputation stressed in issues such as regularisation of contractual lecturers as per the Civil Services Special Provisions Act, 2010, enhancement of their salaries as per the contractual rules and immediate reinstatement of ousted candidates who had completed seven years of service. Asif Bhat said the government was exploiting the youth which would not be tolerated. He took a dig at the Chief Minister who he said claims the youth to be the strength of the state. He said the government had been using contractual lecturers like lollypops. Youth Congress president Shahnwaz Choudhary and Panthers Party provincial general secretary Shankar Singh also visited the spot and interacted with the protesting lecturers and assured them their full support. |

Batote, September 30 The seized arms include four .303 rifles, one PIKA gun, one AK-47 rifle, two RPG launchers, one UBGL launcher, four 12 bore rifles, two UBGL grenades, four RPG rounds, one 60mm mortar bomb, two SLR magazines, four AK47 magazines, nine gelatin sticks, 10 electric detonators, one Pakistani-made binocular, two hand grenades and 999 rounds of different types of rifles. The cache reportedly belongs to Hizbul Mujahidin’s district commander Mohd Amin alias Jahangir and tehsil commander Shakir Hussain alias Chota Hafiz. — OC |

Srinagar, September 30 “The meeting was informed that the Corporation has recorded revenue receipts amounting to Rs 32.25 crore as against the expenditure of Rs 30.44 crore during the same period,” an official spokesman said. The Corporation has an accommodation capacity of 2,200 beds and runs 37 restaurants and cafeterias across the state. The Corporation has also a fleet of luxury vehicles.

Congress playing double game: BJP
Rajouri, September 30 Reacting to the Youth Congress rally held against the Chief Minister at Jammu and Saif-ud-Din Soz’s statement on the 73rd Amendment, BJP state secretary Vibodh Gupta said although it was shocking that the state government was non-serious on the matter of sarpanches and panches. The state Congress was approaching the Centre to concede to their demands and save their lives but it was surprising that it was befooling people by raising voice only against the Chief Minister. He further said the Congress was a part of the government and if the Chief Minister was not respecting their recommendations, they should have withdrawn the support instead of coming on roads. He said the Congress ministers had kept silence over the issue and the Youth Congress should force their own ministers to resign if the demand is not conceded because they were a part of the Cabinet. Gupta said that sarpanches and panches were resigning for fear of death and the Congress-National Conference alliance was busy levelling allegations against each other on one hand and sharing power on the other. He said this was a highly staged drama of the government to befool the people and govern them. Gupta said the situation had turned grim and militancy was getting revived in the state as the government had failed to curb the militancy and also failed to protect the lives of the people. He said the only option in such a situation was to get fresh mandate from the people. Gupta said the Centre should come at the rescue of sarpanches and panches. He said they were feeling insecure due to the government’s lame attitude. He added the Centre should strengthenen the Arms Forces Special Powers Act (AFSPA) in the state and should depute more forces, especially in the Valley and other militancy-infested areas. |

Traffic police abolishes static checking points on NH
Jammu, September 30 Deputy Inspector General (DIG) of Police, Traffic Jammu, Shakeel Ahmed Beig, said that one-time checking slip system had been introduced to avoid inconvenience to drivers. “Drivers possessing documents issued by the range traffic police will not be put to frequent document checking,” the DIG said. Strict checking will be done by joint mobile checking squads only against life threatening traffic violations like overloading, over-speeding, drunk driving and invalid driving licences, he added. The DIG said that traffic cops deployed at the national highway would ensure smooth regulation of traffic in the main towns, bottlenecks and pressure points and would conduct joint checking against visible traffic offences. The DIG emphasised upon the minibus operators to focus on disciplined defensive driving and avoid wrong parking, rash driving, overloading and use of mobile phones, music players while driving. On September 14, traffic policemen and bus drivers had a heated argument which turned ugly after police resorted to cane charge on protesting transporters at the Bikram Chowk. Two drivers had sustained critical injuries in the incident. The bus drivers had protested against “harassment by traffic policemen” and had suspended operation on seven routes. They had demanded reduction in immediate traffic ‘nakas’ (check points). The transporters had alleged that traffic policemen demanded Rs 200 to Rs 500 per check point as “entry” per month. |

Army organises medical training at Kalakote
Rajouri, September 30 The training was organised was to increase the medical awareness among the people of backward areas and help them in adopting healthier life style and reduce morbidity rate. Apart from theoretical classes, practical training was imparted for four days in the medical inspection room and community health centre, Kalakote. Practical training includes dressing of wound, blood pressure, temperature, pulse, respiratory rate monitoring, introduction to labortary tests and control of bleeding. About 22 teachers and 130 students were present during the closing ceremony. The civil dignitaries of the region, including Kalakote ZEO Khaliq Hussain, Kalakote BMO CHC Dr Suresh Gupta, Kalakote SHO KD Bhagat, Kalakote doctors Sarpanch Ashok Kumar Sharma and many other prominent personalities graced the occasion. 15 participants were given certificates of participation and medical-aid kit by the Commanding Officer of Rashtriya Rifles Battalion. |

BSF distributes sports kits to students in Mendher
Poonch, September 30 Commandant 34 BSF PK Anand was the chief guest on the occasion. Sarpanch of the village Gohlad Nazir Hussain presided over the function. The sports items, including trek suits, cricket kits, volleyball kits, footballs, carrom boards, ludo, skipping ropes, badminton rackets along with shuttles were presented to the schools as a step towards motivating the children to take up sports as a career. PK Anand said, “The motive behind the distribution of sports kits among the students was to encourage them in sports activities in order to improve the physical and mental fitness.” He appealed the students to take active part in sports activities. Jammu, September 30 In the doubles event, Sudhir Manhas and Jatin Sethi thrashed Sanjay and Jatinder in the straight sets. Deputy Inspector General of Traffic, Jammu, Shakeel Ahmed Beig was the chief guest while Deputy Commissioner, Udhampur, PK Pole was the guest of honour.
