Political parties at loggerheads

Major political parties in the state have upped the ante in Faridabad. While the ruling Congress, through its public meetings in the Faridabad and Tigaon Assembly segments, projected good credentials of its government and highlighted the “clean” image of Chief Minister Bhupinder Singh Hooda, its rivals, the INLD and the HJC-BJP combine, denounced it on both the counts.

Sonepat MC fails to shift dairies from residential areas

Buffaloes in a cattle shed in Ram Nagar Colony in Sonepat town. Even after more than 10 years’ efforts, the Sonepat Municipal Council has not succeeded in shifting milk dairies from the residential areas of the town. The council has also spent about Rs 20 crore so far on the dairy-shifting process. But the problem continues unabated and there is no hope for an early solution.

564 patients examined at medical camp

Eye check-up camp
Yamunanagar, September 17
A free eye check-up and operation camp was conducted yesterday at Sri Guru Ravidas Mandir in the district yesterday. As many as 683 OPDs were conducted out of which 251 patients were selected for intraocular lens transplantation. The patients were examined by Dr Arvind Gupta, MD (Ophthalmology) and Dr Navdeep Gupta, MS. The operations will be performed at the local Arvind Eye Hospital.

INLD, HJC-BJP combine sharpen attacks on Cong

The political scene in Haryana is hotting up directly in proportion to the increase in the UPA-2’s woes. The main political parties have upped their ante and the attacks on the ruling Congress have sharpened.

The INLD is already in the midst of a campaign provoking people through Parivartan rallies to seek and bring about a political change. While the Coalgate scam provided it with a handle to launch an anti-Congress tirade, the hike in fuel prices has come as a godsend.

Keeping in pace with the INLD, Kuldeep Bishnoi-led HJC-BJP combine has also launched a campaign through mass contact programmes all over the state. The purpose and the issues are the same as that of the INLD - show your strength by way of crowds and provoke a change.

In addition to the tears these parties are shedding over the common man’s woes under the UPA at the Centre and the Congress in the state, they have a common cause in the persona of Chief Minister Bhupinder Singh Hooda.

INLD supremo Om Prakash Chautala is describing him as a rookie who has no control over the state machinery and his recalcitrant legislators. Chautala is using this as a double-edged sword. In this manner, he is not only projecting Hooda as a poor administrator, he is also indirectly reminding the people how he had a strong grip on the bureaucracy and his legislators while he was the Chief Minister.

Bishnoi on the other hand is targeting Hooda also for poaching his flock by luring five HJC legislators to the Congress after the 2009 Assembly poll. He has been nursing his wound since then and makes no bones about it in his rallies.

The numbers that throng to these rallies are surely not indicative of the respective strength of these opposition parties at this juncture, but these rallies are serving a much higher purpose than that.

These rallies have been marked by the increasing participation of youth who have not yet committed themselves to any political party. This is a very welcome development. No longer does one find die-hard supporters of different parties straining their necks and vocal chords to catch the eye of their leaders. Instead, there are eager young faces listening carefully but showing no emotion.

The increasing participation of rookie voters in political rallies, including that of the Congress, clearly depicts the role that they are going to play. The raw youth power is driven by a strong desire to ensure a better future for them than their parents had desired for themselves.

These voters are in a majority. The economic dream run that lasted till 2008 showed them how their lives can be transformed. They are no longer keen on promises of jobs and unemployment doles. This desire for prosperous lives is what is driving them.

This will have a bearing on the next Assembly elections.

When it comes to disturbances in political weather, politicians are generally quicker and more accurate in sensing the change. There is no better proof of this than the increasing presence of younger politicians on the social media.

Deepender Hooda being savviest netizen among younger politicians from Haryana, regularly updates his Facebook page with various development plans implemented by his father’s ministry as also his own efforts at bringing to Haryana whatever he can from the coffers of the Centre.

Ajay Singh Chautala is equally active on Facebook as well as Twitter. He regularly updates his page to keep in touch with his young supporters. Considering that he and his party have more supporters in the countryside, his interest in social media sites indicates the penetration of the Net in the rural areas and the aspirations of the rural youth.

Bishnoi has perhaps the most colourful website for himself. He posts regularly on his website. However, taking into account that his main base lies in the urban areas, he is yet to fully exploit the social media for gathering support. But his PR outfit is perhaps the most active.

The nest few months will see politicians hitting the streets vigorously in order to garner support. But if the current trends are any indication, a qualitative change in the nature and purpose of political rallies is in the offing.

CDLU to host global conference on biotechnology

The Department of Biotechnology of Chaudhary Devi Lal University here is organising an “International Conference on Biotechnology: Emerging Trends” (ICB-2012) from September 18-20. The three-day conference will witness sessions on varied themes of the conference.

“The deliberations of this venture will address various relevant concerns in the field and will come out as productive event for the researchers, the farming community, consumers and the public at large,” said Dr Raj Kumar Salar, Chairperson of the department, who is also convener of the programme.

The university Vice-Chancellor, Dr KC Bhardwaj, will inaugurate the conference while Dr BC Das of the BR Ambedkar Centre for Biomedical Sciences, Delhi, will deliver the keynote address.

Several noted teachers and scientists of the subject, both from India and abroad, would deliver lectures and present their papers. Dr SK Gahlawat, Dean, Faculty of Life Sciences, would preside over the conference.

“Spectacular advances have taken place in the field of biotechnology during the last decade. To improve production and productivity of crops, to conserve biodiversity, to generate cheap alternative sources of fuel, to design drugs for dreaded diseases, to protect the environment in an ever-growing industrial age and to make life easier, there is no option but to harness the potential of biotechnology in various areas of research and development. In this context, it is realised that a conference focusing on current advancement in various areas of biotechnology must be organised to bring scientists from different parts of the world on a common platform for exchanging their thoughts to accelerate the ongoing research efforts,” Dr Salar said about the conference.

The scientific programme of the conference will include plenary lectures and talks from renowned scientists of the field.

There will be technical sessions on conference themes on Agricultural and Food Biotechnology, Microbial Biotechnology, Pharmaceutical Biotechnology, Biosensors and Nanobiotechnology, Environmental Biotechnology, Animal Biotechnology, Proteomics, Genomics, Metabolomics and Bioinformatics and Bioethics and IPR. Dr Salar said the Department of Biotechnology was one of the most committed departments towards providing quality higher education and research facilities.

The department being well equipped with almost all the modern research tools and experienced man power, is successfully running MSc, MPhil as well as PhD Courses with 40, 10 and 32 intake capacity, respectively.

In the past, the department has successfully organised three-week UGC- sponsored National Workshop on “Basic techniques in Biotechnology, Food Technology and Bio-informatics” (June 15-28, 2011) and one-day DST- sponsored National Workshop on “Patent Awareness: Issues and Challenges” (August 10, 2011).

Revision of electoral rolls in Faridabad

Faridabad, September 17
The administration here has decided to revise the electoral rolls in the town for discrepancies in them during a month-long drive commencing from October 1.
The Election Commission had noticed a mismatch between the total numbers of voters registered in the electoral rolls of Faridabad as compared to the population in the district.

According to the Census-2011, Faridabad should have 55.60 per cent of its present population as voters. However, only 48 per cent of them were registered in the electoral rolls, a deficiency of about seven per cent.

Prahlad Singh, tehsildar (Election), Faridabad, said the town had a sizable chunk of floating population which kept on shuttling in and out of the district. The Census took account of a large number of migrants, both labourers and residents. Many of the migrants do not stay at one address. Also, they leave for their native states and return after a long time.

According to him, an exercise is undertaken periodically to update the electoral rolls. It had also been carried out in the wake of the Census, he said.

He said those whose names did not figure in the rolls should show a greater sense of civic responsibility and get themselves registered.

Meanwhile, Deputy Electoral Officer-cum-City Magistrate Anu has urged the district officials related to elections, personnel relating to the Education Department, representatives of RWAs, and voluntary organisations to make the proposed drive a success. She recently convened a joint meeting of the officials concerned and members from the public on the issue.

In a related development, 99 new polling stations were recently created here taking the total number to 889.

Major political parties in the state have upped the ante in Faridabad. While the ruling Congress, through its public meetings in the Faridabad and Tigaon Assembly segments, projected good credentials of its government and highlighted the “clean” image of Chief Minister Bhupinder Singh Hooda, its rivals, the INLD and the HJC-BJP combine, denounced it on both the counts.

The Congress leaders at the meeting claimed that the number of development projects in the pipeline and those accomplished by the party government under Hooda during eight years of its rule outnumbered the projects completed in the past 40 years during successive governments.

Senior Congress leaders, including party MLA from Faridabad, Anand Kaushik, Faridabad president of the party, BR Ojha, and Congress MLA from Prithla of the district, Raghuveer Singh Tewatia, rubbished allegations against Hooda of having neglected south Haryana.

However, the INLD leaders here hit back alleging that the present government in the state stood on foundations of “falsehood” and “hollow promises.” INLD’s former MLA, Ram Kumar Saini, who is party in charge of Faridabad, stated that the government had failed to provide basic amenities like power, water and roads.

He said a number of elected functionaries of the government, including former Minister of State Gopal Kanda, were in the dock reflecting poorly on the moral character of the government.

INLD’s spokesperson Rajiv Jaitly said his party would organise “Parivartan Rally” in Prithla on September 27 which would be addressed by Om Prakash Chautala. The party through the meeting would give a befitting reply to the Congress in Faridabad, he added. Chief of the HJC Kuldip Bishnoi and the Haryana president of the BJP, Krishanpal Gurjar, presented HJC-BJP coalition as an alternative to the Congress and the INLD at public meetings organised jointly by the two parties in five villages of Prithla, yesterday.

While Bishnoi asserted that the Haryana Government had failed on all fronts especially in regard to law and order, Gurjar referred to the Congress-led UPA at the Centre as a “suspect” in the eyes of the public, particularly with a series of controversies, including allocations of coal-blocks dogging it.

While consumers’ complaints regarding power supply will be attended round the clock in the state, duties are being assigned to staff engaged in operations to address consumers’ complaints in urban as well as rural areas of the state during night as well.

This was stated by Davender Singh, chairman-cum-managing director, Haryana Power Distribution Utilities, at a meeting of public representatives and senior electricity officials here recently.

The meeting was attended by over 24 representatives of the public and senior officers of the Dakshin Haryana Bijli Vitran Nigam (DHBVN).

While stating that consumer satisfaction was their prime responsibility, Singh urged officials to redress their grievances speedily while maintaining regular power supply, according to schedule.

Referring to the increasing importance of electricity services as a basic need of the people vis-à-vis the consumers’ keenness for efficient service, Singh pin-pointed the need of envisaging the electricity sector where efficient service and disciplined consumers were co-existent.

Similarly, while stating that theft of electricity, non-payment of bills and unauthorised extension of load were the major problems which were detrimental to amelioration of services, Singh asked the public representatives to impress upon the consumers to become disciplined while eschewing such malpractices. Emphasising the urgency of reducing the aggregate technical and commercial losses, he asked the DHBVN officers to enhance efficiency and excellence in power distribution.

Sonepat MC fails to shift dairies from residential areas

Even after more than 10 years’ efforts, the Sonepat Municipal Council has not succeeded in shifting milk dairies from the residential areas of the town. The council has also spent about Rs 20 crore so far on the dairy-shifting process. But the problem continues unabated and there is no hope for an early solution.

The number of milk dairies in this town of 31 wards has crossed over 300 and these have been started not only to cater to the demand of milk of the residents of this town but also to that of Delhi. These dairies are a source of income to the families who have migrated from the villages nearby. Besides these dairies, a number of families in localities other than the HUDA sectors maintain one or two milking animals as a supplementary source of income as well as to meet the requirements of their own families which have settled in the town due to one reason or the other.

The high number of dairies is also affecting the sewerage and drainage pipes as these get choked because of dung entering the pipelines through open drains. The problem worsens during the rains.

The movement of buffaloes, their washing and tying on the streets of the localities have led to added problems for the residents.

Following complaints of this nature, the council authorities mooted plans for shifting dairies about 10 years ago and with financial assistance from the NCR planning board around five years back, the authorities acquired 15 acres of land near Harsana Kalan village on the Sonepat-Rohtak road and 10 acres of land of Debru village on the Sonepat-Murthal road.

After infrastructure development and plotting at the acquired land, the process for the allotment of plots started during 2008-09 and the authorities demanded applications from the dairy owners for allotment of the plots. Though a number of dairy owners deposited the money, despite all preparation, the allotment of the plots through a draw was postponed for an indefinite period.

When asked about the latest proceedings on the matter, Executive Officer of the council, Arvind Bishnoi said a new survey of dairy owners in the town would be started soon and only after the survey further proceeding would be started.

The main objective of the camp was to screen sub-clinical disorders like hypertension, diabetes, rheumatic heart diseases at an early stage and to benefit the lower strata of society, who needed more support and attention.

Dr Joon said the camp was a great beginning in the direction to serve people of the state. “I plan to conduct such camps once a month for the poor,” he said.

He added that since echocardiography was critical in diagnosis and treatment of many cardiovascular disorders, his plan was to do echocardiography of all the needy patients at a nominal cost.

Pensioners demand removal of anomalies

The state government should remove the anomalies of pensioners without any further delay.
A resolution to this effect was passed at a state-level meeting of the Haryana Pensioners Welfare Society (HPWS), presided over by its president Kuldeep Kumar Sharma at Krishan Dham here recently.

Stating this here, the HPWS state general secretary Jagdish Gupta said a large number of HPWS members criticised the state government over its apathy towards their demands.

Gupta alleged that 20 memoranda had been dispatched to the Chief Minister, Finance Minister and Financial Commissioner for seeking a meeting with them to resolve the demands of the pensioners but none of them responded to these memoranda.

Meanwhile, the HPWS gave an ultimatum to fulfil its demands within three months, otherwise it will be compelled to start an agitation.

Their demands included removal of pay anomalies, implementation of the Sixth Pay Commission w.e.f January 1, 2006, full pension after 28 years of service from January 1, 2006, enhancement of pension at the age of 65, 70 and 75 and medical allowance.

Students of MBA (IIIrd semester) of Maharaja Agrasen Institute of Management and Technology (MAIMT), Jagadhri, Yamunanagar, have shown excellence in MBA (May-2011) examinations in Kurukshetra University.

Apurva Jain stood 1st in the university securing 740/900(82.2%), Aditi Jain stood 2nd securing 733(81.4%) Marks, Shelly Garg stood 5th securing 720(80%), Mehak Gupta stood 6th securing 711(79%), Neema Chauhan stood 8th securing 709(78.7%) and Shilpi Rasvant stood 10th securing 704(78.2%) marks in the university.

Congratulating the students, Raj Kumar, Director MAIMT, said their success can be attributed to the hard work of the students and proper guidance and tips given by the faculty members.

Eye check-up camp

A free eye check-up and operation camp was conducted yesterday at Sri Guru Ravidas Mandir in the district yesterday. As many as 683 OPDs were conducted out of which 251 patients were selected for intraocular lens transplantation. The patients were examined by Dr Arvind Gupta, MD (Ophthalmology) and Dr Navdeep Gupta, MS. The operations will be performed at the local Arvind Eye Hospital.

The camp was inaugurated by the chief guest, Mr Jai Bir Singh, chief parliamentary secretary, Haryana Government. It was presided over by Mr Subhash Chaudhary, former minister, Haryana Government. It was the 25th such camp.

A two-day talent search competition was organised at Rajiv Gandhi Government College, Saha, Ambala, here recently. The programme began with the lighting of the ceremonial lamp by AP Singh, principal of the college. The students chanted ‘Saraswati Vandana’.

In speech contest, Anjali stood first, Neha secured the second position and Himanshu Gulati stood third. Manpreet, Neha and Sonia secured first, second and third positions, respectively, in poetic recitation contest. In singing, Manpreet, Preeti and Suman got first, second and third positions, respectively, and Abhinav stood first in mimicry.

In dance, the first position was secured by Amit Kaur, second position by Abhinav and Ritu remained on the third position.

Prof Gurvinder Singh and Prof Renuka Dhyani anchored the stage jointly.

Prof Naib Singh Jassal, Prof Rajpal, Prof Deswal, Prof Mangat Singh, Prof Anita Singh, Prof Ravinder, Prof Deepak, Prof Shagun and Prof Anju judged various activities.

Hindi Day was also celebrated along with the talent search competition.

On the occasion, principal of the school said the confidence level of the students increased by participating in cultural and competitive programmes. Prof Rajkumar, Prof Walia, Prof Neeru, Prof Usha, Prof satpal and Prof Veena were also present on the occasion.

Memorandum submitted to Education Minister

A delegation of Kalka, Pinjore area headed by VK Bansal, President, Shiwalik Vikas Manch has submitted a memorandum to Geeta Bhukal, Education Minister, Haryana, in connection with various demands including starting of IT Block in Government Post Graduate college.

Bansal said in the memorandum, it was interpreted that project of setting up IT Block in Government College was lying pending since last more than three years, despite to the fact that the college was in dire need of setting up of Information technology block. It was also demanded in the memorandum that a separate girl’s school should be started for Kalka, Pinjore area, as due to co-education in Government School, a number of girl’s students especially from the rural area deprived of getting education.

The official sources of Government College revealed that the project of setting up IT Block includes 10 computer labs with the capacity of 30 each, one seminar room with capacity of 100 persons, nine server rooms and a generator room.

The IT block would be first of its kind in Haryana. After the completion of IT Block, 600 students would be able to work on computers under one roof, added sources.

Meanwhile, the official sources of PWD dept confirmed that the department of PWD (B&R) had already sent estimate of rupees 2.15 crore for this project, the work on which was expected to be started in the first quarter of 2009, but the project has been kept in lurch by the PWD department, which has not seen the light of the day till date.

Meanwhile, a delegation of the area headed by Vijay Bansal, had also met Bhupinder Singh Hooda, Chief Minister Haryana in this connection last year and had submitted a memorandum seeking issuing of directives in connection with the starting of construction work of IT Block in Government college, Kalka.

Blood donation mela held

Mukand Lal National College organised a blood donation mela here recently in which 612 units of blood was collected by the teams of doctors from PGI, Chandigarh, and district Red Cross Society.

Ashok Kumar, chairman, Mukand Lal National College Governing Body, was the chief guest on the occasion. He honoured star donors which included Dr Ramesh Kumar, general secretary of the College Managing Committee, Arun Aggarwal, Lakshender Kumar Goyal, Parveen Moudgil Birji, Sudhir Vaid, Ajay Dutt Vashistha, Satyapal Panwar, Pritam Singh, Mohinder Pal Singh, Narender Makhija and Sanjeev Ojha.

Welcoming the chief guest and other dignitaries, Dr Shailesh Kapoor, principal of the host college, said Prof Tilak Raj Chadha, the then principal of the college, started it in 1972 when 50 units of blood were collected, adding that now, the pioneer effort had turned into a mass movement.

So far, 12,755 units of blood have been donated by the students and faculty members of the institution.

Jhajjar to get a facelift

Education Minister Geeta Bhukkal has said Jhajjar town will be given a facelift and its parks will be improved and renovated.
Bhukkal was interacting with mediapersons at her residence after listening to public grievances here recently. She directed the officials concerned to repair all roads and maintain cleanliness in the town.

While directing for regular monitoring of public amenities in areas under the municipal committee, she said streetlights fixed on internal roads in the town should be made functional. She also asked the officials to expedite the work of laying interlocking tiles on both sides of roads in the town so as to facilitate pedestrians.

Sharing experiences about her recent visit to Thailand where she represented India in the Asia Pacific Ministerial Forum on information communication technology (ICT) in education organised by the UNESCO Asia and Pacific Regional Bureau for Education and Intel Asia Pacific, Ministry of Education, Thailand.

Bhukkal stressed the need for a change in school education system through information communication technology in the present era of information technology.

The minister said significant steps had been taken by the government to implement ICT in school education in the state.

“Haryana is the first state which is offering vocational courses for students at school level through the National Vocational Education Qualification Framework (NVEQF),” she added.

This project had been launched on pilot basis in 40 schools across eight districts of the state. Proposals to start the NVEQF in schools of other districts had also been received in the department, Bhukkal said.

Faridabad residents told to be cautious

Residents of the district have been asked to observe precautions as 4,401 criminals, officially declared proclaimed offenders (POs) by courts, are on the prowl.
An investigation reveals that these POs have either not been arrested at all or evaded judicial proceedings in the court after they were arrested and released on bail.

Official figures say the number of POs who have not been arrested at all is 548. Out of these, 82 are charged with crimes of a heinous nature.

The number of POs who were arrested but have jumped bail (evading trials against them) is 3,853, including 123 charged with heinous crimes.

For the record, it must be mentioned here that the present figure of POs are carried forward from earlier years. The police arrests them, but the number keeps adding up with more criminals added to the PO list every year.

Faridabad Police Commissioner Shatrujit Kapur said the criminals did take advantage of loopholes and escape after procuring bail from courts. They furnished a small amount as surety and got bail. As a suggestion to mitigate the problem, he advocated enhancing the surety and change conditions to create a strong deterrence against jumping of bail by criminals.

Sanjeev Chaudhary, a former president of the Faridabad Bar Association, has a different take on measures to minimise cases of bail jumping. He said the accused must be asked to appear before the courts only after the charge sheet against them was filed. He said the system was prevalent in Delhi. A Supreme Court lawyer, Khazan Singh, who is also a spokesperson of the Haryana Congress, concurred with Chaudhary.

With regard to POs who have not been arrested at all, Kapur said considering the cosmopolitan character of Faridabad coupled with a large population, of which a large chunk being floating population, the present figure was not disproportionate.

He said a sizeable part of the population was migrant labourers, who did not have a steady address. However, he added that it was an alarming situation for society and the police with POs being at large.

Applications invited for energy conservation awards

The Haryana Renewable Energy Department has invited applications for the State-Level Energy Conservation Awards-2011.
While stating this here recently, Renewable Energy Minister Harmohinder Singh Chattha said these awards would be given to consumers of various categories, who had made significant contribution in energy saving by adopting various energy conservation measures in their units and buildings during 2011.

These categories are large-scale industries, small-scale industries, government or semi-government buildings, educational institutions (schools), educational institutions (vocational and colleges), commercial buildings (hotels/shopping malls/plazas etc), municipal committees and municipal corporations, hospital (private and charitable) and hospital (government).

He said there would be a prize for an individual person who had made a new innovation or technology augmentation in renewable energy or energy conservation.

“The application forms can be downloaded from the website, www.hareda.gov.in <http://www.hareda.gov.in>, and the last date for receipt of applications in the office of the Additional Deputy Commissioner of the district concerned is October 23,” he added.

Voters play ‘important role’ in nation building

Shrikant Walgarh, Chief Electoral Officer, Haryana, addressed the seminar.

Walgarh said the department had a provision through which one could make online voter ID by downloading an application form and could also get the form free of cost from the election officer’s office.

He said voters could get information regarding voter ID card through an SMS for which the department had provided a toll-free number.

Electoral voting strengthened the nation, provided an opportunity for the people to elect their representative and helped in nation building, he added.

Additional electoral officer Maheshwari Sharma said the department had started a systematic voter’s educational and electoral participation. She said female voters were not coming forward to get themselves registered in the voter list.

The Deputy Commissioner said after getting married, girls could transfer their voter ID to the new address.

Academic leadership requires ‘strategic management skills’

Academic leadership, educational governance and managerial skills were discussed between Vice-Chancellor of Bhagat Phool Singh (BPS) Women’s University, Khanpur Kalan, Dr Pankaj Mittal, and project manager Prof Barry S Morgan of the Leadership Foundation for Higher Education in India (UK), at a meeting here recently.

Dr Mittal gave a detailed presentation about the development activities of the university. She said dynamic academic leadership could pave way for social development as well as nation building.

Prof Morgan deliberated upon the strategic vision of the Leadership Foundation (UK) vis-à-vis facilitating academic cooperation at international level, especially between India and the UK.

“I am also studying about the possibilities of development of academic leadership in the field of higher education in India,” he said.

“The Leadership Foundation is an international project and has been working on exploring the possibilities of development of academic leadership world over,” he said, adding that he was gathering information about educational and academic working systems in the universities of India.

Prof Morgan also exchanged views with Pro-Vice-Chancellor Dr Balbir Kaur, registrar Dr Asha Kadyan, deans of faculties and other

university functionaries and said academic leadership required strategic management skills.

While Uttarakhand Governor Aziz Qureshi was the chief guest at the convention, AVS chief Ashok Buwaniwala presided over its proceedings.

Brahmchari Kailashanand Maharaj and Brahmchari Satpal Maharaj blessed the participants.

Mentioning about the contribution of the samaj in the freedom struggle, the Governor in his keynote address spoke about the role of the samaj in the country’s progress during the post-Independence era.

The Governor urged activists of the samaj to see to it that persons with a clean image were imperatively brought at the helm of affairs in the country.

Noted journalist Dr Ved Pratap Vedic, who was the main speaker at the convention, exhorted the members of the samaj to put in efforts for the eradication of corruption and other ills which were plaguing society.

Buwaniwala also administered a pledge to the participants for positive consolidation of the samaj and elimination of corruption.

Govt scheme to ensure personal hygiene among girls

For the first time in the state the district authorities are going to install sanitary napkins dispenser machines in all educational institutions and girls’ hostels in Sirsa district for improving health and hygiene of girls.

The scheme, a brainchild of Sirsa Deputy Commissioner Dr J Ganesan, will implement within a month in the district. The scheme is being started from the funds of the Backward Region Grant Fund (BRGF) - a Central government scheme for addressing regional imbalances in the backward districts.

Sirsa and Mahendergarh are the two districts of Haryana getting Central funds under the scheme.

“We plan to install wall mounted dispensers for providing sanitary napkins in all educational institutions, schools, colleges, ITIs and polytechnics, along with incinerators to dispose of the used napkins,” Ganesan said.
The machines as well as the incinerators will be installed free of cost in all institutions and girls hostels. Girls will be able to take napkins from these machines by dropping a coin in the machine.

“I wanted to provide sanitary napkins free of cost, but that could have led to their misuse. Now, I have decided to provide these at a nominal cost of Rs 1 or 2 per piece,” the Deputy Commissioner said. He said the idea was to encourage hygienic sanitary conditions among girls. He said the authorities had already invited tenders for installation of the dispensers and he hoped that these would be set up within one month.

According to surveys, poor menstrual hygiene is one of the major reasons for the high prevalence of reproductive tract infections among women in the country and contributes significantly to female morbidity.

Poverty-alleviation scheme yields encouraging results

The Japanese International Cooperation Agency (JICA) Scheme for poverty alleviation being implemented by the Haryana Forest Department with the help of Japanese Bank has yielded encouraging results in empowering women and making them financially strong.

The JICA is an independent institution of the Government of Japan responsible for the international cooperation and development agenda of the country.

It aims at reducing poverty and enhancing the process of socio-economic development in poor and developing countries around the world.

In its poverty alleviation agenda, it provides support towards enhancing employment opportunities and ensures provision of basic services such as healthcare and education to communities.

Sirsa MP Dr Ashok Tanwar inaugurated a workshop for the self-help groups (SHGs) of women working in this field here recently.

Speaking on the occasion, Tanwar said the scheme was being run in the state for poverty alleviation and to empower women. He said 2,200 SHGs had been formed in 800 villages under the JICA scheme.

More than 25,000 families have been earning their livelihood through this scheme and have become financially strong by starting their own employment ventures after taking financial help under the JICA.

He said committees had been constituted at village level in the state for the successful execution of various programmes for the welfare of women.

Under this scheme, 6,033 committees have so far been constituted in the state.

He urged women to come forward and avail benefits of various schemes being implemented by the state government to enhance their socio-economic status.

Speaking on the occasion, Additional Principal Chief Conservator of Forests Amarinder Kaur said financial assistance of Rs 16 crore was being given to 2,200 SHGs under the JICA in the state which had directly benefited 25,000 women in the state.

With this financial assistance, women have established their self-employment ventures and have so far generated income of more than Rs 13 crore.

She said women between 20 and 50 years of age had been included in SHGs under the JICA.

Each such SHG gets financial assistance of up to Rs 2 lakh as loan to facilitate women in setting up their own ventures.

Scholarship selection test on November 18

The selection test for National Means-cum-Merit Scholarship Scheme will be held at RK Senior Secondary School, Khairpur, and Government Girls Senior Secondary School, Mohta Market, in Sirsa on November 18.

An official spokesperson said here recently that the last date of submitting the application forms had been fixed as October 31.

He said the test would be conducted under the aegis of the National Council of Educational Research and Training (NCERT), Gurgaon. The applications had been invited from students of Classes VIII and X. He said only those students would be eligible to avail of the scholarship whose annual parental income from all sources was not more than Rs 1.5 lakh.

Further, the scholarship was meant for student studying in government and aided schools.

Students from Class VIII could get application form from RK Senior Secondary School, Khairpur, and Class X students could obtain the same from Government Girls Senior Secondary School, Mohta Market, Sirsa.

15,000 BC schoolboys haven’t got funds for uniforms

The tall claims of the state government regarding ensuring Right to Education (RTE) to the whole state have fallen flat with 15,908 Backward Caste (BC) category boys, studying in government schools, not getting funds for their uniforms.

Out of the 75,703 students studying up to Class VIII in various government schools in the district, 15,908 boys belonging to the BC category did not get the allowance to buy uniforms.

Their parents are now asking about the funds but the authorities are not aware about this negligence.

“Other children are coming in new uniforms whereas my child does not have it. For the past seven months, I am asking for my ward’s allowance but the authorities are just dilly-dallying,” said Sohan Lal, a parent.

However, there are differences between teachers and principals on the matter. A teacher Vinod Chauhan, in Government School, Kirmish, near Kurukshetra, said the uniform fund of 2011 had been given this year to all other categories except the BC category boys, whereas the principal of the School, Sunita Chauhan, said uniforms for all categories, from Classes VI to VIII had been issued.

Some parents alleged that the allowance given for uniforms was very less. “We are unable to buy uniforms with the meager funds. If we buy cheap cloth, it will not last long,” said Ramesh, a labourer. The District Project Officer, Suman Arya, said they had issued the amount for 2011 for all categories but the amount to be issued for 2012-2013 was still pending for the general and BC boys. A request had been made and the grant will be credited soon. If some students had not received funds, the matter would be looked into.

The amount was inadequate for buying uniform, but this was just supportive money and parents should add more money themselves and get their wards a proper uniform, she added.

State to have nutrition policy for women, children

Haryana will soon have its state nutrition policy for women and children and a separate nutrition cell will also be set up to improve health and nutrition status of vulnerable sections of society, including children, adolescent girls and women.

This was stated at a meeting of the Haryana State Executive Committee of the State Nutrition Council held under the chairmanship of Chief Secretary PK Chaudhery here recently. It was told that the policy’s mission statement would be “Healthy Haryana through Eradication of Malnutrition”.

The Chief Secretary directed the departments concerned to send their detailed action plan in this regard to the Women and Child Development Department within a fortnight. The action plan of each department should be target oriented. He said adequate resources, both manpower and finance, should also be incorporated in the plan for its successful implementation.

It was also discussed at the meeting that a separate nutrition cell would be set up in the Women and Child Development Department. This cell would monitor the activities being carried out by various departments to ensure nutritional status in vulnerable section of society.

Sarpanches hold conference

Sarpanches of various villages of the Jatusana block of the district recently held a conference at Baldhan Kalan village under the chairmanship of village sarpanch Nawal Singh Yadav against the alleged interference of officials of the Panchayati Raj in development works of villages.

Sarpanches of over 40 village panchayats participated in the deliberations.

They said the “undue interference” of the Panchayati Raj SDO as well as its junior engineer in the name of inspecting development works had become a scourge for them.

The conference adopted several resolutions seeking to curb the “wayward interference” of the Panchayati Raj officials.

It also sought police security during collection of old-age pensions from bank or agency concerned.

The conference also decided to constitute an association of the sarpanches and resolved to submit a memorandum to MLA Rao Yadvender Singh as well as the Deputy Commissioner.

Leadership skills training for KU professors

Dr Barrie S Morgan, International Higher Education consultant and project manager of the Leadership Foundation for Higher Education, London, met Lt-Gen Dr DDS Sandhu, Vice-Chancellor, Kurukshetra University, at his office recently.

Dr Morgan said the Leadership Foundation for Higher Education, London, had established a link with the Indian Government six years ago to explore the possibility of research programmes between India and the UK.

He said the programme had now been extended for another five years and the focus had also been expanded to train senior management of the universities in India, Vice-Chancellors, Pro-Vice-Chancellors, registrars, deans and finance officers in leadership skills.

Later, Dr Morgan had a meeting with the registrar, deans of the university and two principals of affiliated colleges of Kurukshetra University. The meeting was conducted by Dr Morgan to understand the leadership needs of senior administrators at KU so that future plan for their training could be charted out in advance.

Try to follow the list so that you feel organised. Come up with a coping plan step by step so that you have a sense of mastery over your life.

For example, are you smoking or drinking more, or sleeping less? Keep a list of the big and little hassles in your day versus the major stressful events in your life. Avoid using caffeine, alcohol, nicotine, junk food, binge eating and other drugs as your primary means to cope with stress.

They can be helpful once in a while, but using them as your only escape will result in long-term problems, such as weight problem or alcoholism.

Mushaira marks birth anniversary of Pandit Chiranji Lal

Chief Minister Bhupinder Singh Hooda said Pandit Chiranji Lal Sharma, a former MP, was a veteran of Indian politics and staunch believer in the politics of principles.
He stated this at a ‘mushaira’ programme organised by the Urdu Adbi Sangam at Kuber Vatika on the occasion of 90th birth anniversary of late Pandit Chirnji Lal recently.

Hooda said during his tenure as the Member of Parliament, Pandit Chiranji Lal played a key role in raising issues related to the welfare and development of the state in the Parliament. Presiding over the programme, former Union Minister Vinod Sharma said politics was a means to render social service for Pandit Sharma. “Pandit ji never compromised with his principles in his political and social life,” he added. Mukesh Sharma, MLA and Parliamentary Secretary in Delhi government, and Ashok Sharma, elder son of Pandit Chiranji Lal, also spoke on the occasion. The Chief Minister released three books on the occasion. The function was marked by presentation of the ‘gazals’ by renowned poets, including Vikas Sharma Raj, Dr Kamar Raeis, Desraj Kaif and Shyam Sakha Shyam. Chief Parliamentary Secretary Jaiveer Singh, Gohana MLA Jagbir Singh Malik, chairperson of the Haryana Samaj Kalyan Board Sumitra Chauhana, former MLAs Krishna Pandit, Anil Thakkar and Devraj Dewan, state general secretary Vinod Dhankhar, Shanta Jain, Anoop Malik and Devender Kadiyan were among those who were present on the occasion.

INLD starts campaigning on home turf

With the political scenario ‘unstable’ in the country after the Coalgate scandal, hike in diesel prices and introduction of the FDI in multi-brand retail by the Central government, the INLD seems to have come in the election mode.

Though the party started its ‘parivartan rallies’ throughout the state at Assembly constituency level from August 9, after the issue of allocation of coal blocks rocked the Parliament during monsoon session, the party has been laying special emphasis on Sirsa, the home district of INLD supremo Om Prakash Chautala.

“The government is set to fall anytime after the nation-wide bandh by the opposition parties over the FDI issue. Our party always remains prepared for the poll and during these rallies, we are telling people also to remain prepared for the Lok Sabha polls, which may happen anytime now,” Chautala told The Tribune at Goriwala in Sirsa.

His son Ajay Singh Chautala, who represents the Dabwali constituency in Sirsa, said the party had already completed its rallies in 66 Assembly segments. The rally organised at Goriwala village under the Dabwali Assembly segment was the 66th rally of the party.

Nachhatar Singh Malhan, office secretary of the INLD, said the party would complete its rallies in all the 90 Assembly segments of the state by the first week of October. Sirsa being the home district of Chautalas, the INLD has been laying special emphasis on the Assembly segments falling in the district.

The party held a rally for the Kalanwali Assembly segment on August 19, for Rania on September 12 and Dabwali on September 16 and will hold a rally for the Sirsa Assembly seat on September 19.

“If the people of Rohtak can rally collectively behind Chief Minister Bhupinder Singh Hooda, why can we not vote collectively for Chautala for our own future,” local-level leaders told the electorate.

While the INLD has increased its political activities in Sirsa, the same cannot be said of the other political parties, including the Congress. While the Haryana Janhit Congress-BJP has not organised any major event in the district, Sirsa MP Ashok Tanwar is the lone Congress leader carrying out some political activities for his party

Tanwar visits Sirsa on weekends and attends a couple of programmes, though a majority of the organisers are seekers of funds from his MPLAD grant. Incidentally, four out of the five Assembly seats of Sirsa are with the INLD, while independent Gopal Kanda, who won the Sirsa Assembly seat, is presently in jail in the Geetika Sharma suicide case.

Kavi sammelan at Rewari promotes literacy

Poetry lovers and poets from various parts of Haryana and Rajasthan participated in a Kavi Sammelan held to promote the current literacy campaign under the joint auspices of Master Neki Ram Sahitya Avam Natya Kala Sanrakshan Parishad and the Hindi Sewa Samiti at Bal Bhawan here recently.

While noted folk litterateur and educationist Dr Pooran Chand Sharma was the chief guest, Haryanvi litterateur Balbir Singh Punia presided over the proceedings.

Describing poetic symposia as an effectual conduit for conveying the poets’ message to the audience, Sharma, in his keynote address, emphasised on the publication of journals as well to achieve the objective.

Noted poet Halchal Haryanvi metrically narrated how educated persons were held in reverence in society in sharp contrast to the neglectful treatment often meted out to illiterate men and women, whereas versifier Ahamna Manohar related the pathetic entreaties made by a minor girl to her father not to push her into wedlock at such a tender age while allowing her to continue her studies without any hassles.

Similarly prominent rhymer Gautam Allahabadi, district chief of the Hindi Sewa Samiti, metrically exhorted all to take a pledge to make at least one person literate to ensure the emergence of total literacy in society.

Besides prominent poet Mahender Singh Bilotia, lyricist Ramesh Siddharth, satirist Sanjay Pathak from Alwar (Rajasthan), Dr Shiv Taj Singh, Rajesh Prabhakar, Raghuvinder Yadav, Alok Bhandoria, Satya Vir Nahariya, Dalbir Phool, Prempal Singh Anpadh, Usha Arya, Deshram Deshpremi and others also regaled the audience with their relevant poetic compositions.
