Born on March 6, 1956, in Alwar district of Rajasthan, Brig Harjai joined the Army Medical Corps after his postgraduation in general surgery from Jawahar Lal Nehru Medical College, Ajmer, and passed M Ch in paediatric surgery from SMS Medical College, Jaipur, in May 1997.

Sources said that accused Sham Lal suspected Pushpa Devi, the victim, of practicing witchcraft for some time. His mother died five months ago and he held the victim responsible for her death.

A three-day-old baby girl, who is struggling for life in the Sri Maharaja Gulab Singh (SMGS) Hospital, here, reflects a new disturbing trend of abandoning newly born girls in this region where male-female gender ratio, especially juvenile, has already witnessed a steep fall during the past one decade.

This baby was found near the famous Bua Datti temple located on the outskirts of Ladwal village in border tehsil of Hiranagar three days ago. Some devotees, who had gone to the temple early morning, spotted the baby and informed the police. The baby was taken to Hiranagar hospital from where she was rushed to SMGS Hospital Jammu as her condition was critical. Parents of this girl might have thrown her into the fields with an intention that she would die within no time but fortunately she was saved by the devotees.

“The condition of the unidentified baby girl, who was brought to our hospital by the police from Hiranagar three days ago, is still critical. We are providing her all possible treatment to save her life”, Dr Dara Singh, Deputy Superintendent of SMGS Hospital, told The Tribune.

Abandoning of a newly born girl child at Ladwal village is not an isolated case. Recently, such incidents took place in different parts of the Jammu region. With government tightening noose against unscrupulous ultrasound centres conducting gender determination test, this trend of abandoning newborn girls started surfacing in the Jammu region.

Recently, a newly born girl child was found in garbage in the Rajpura area but unfortunately the baby died before she was spotted. Another newly born girl was found in the Roopnagar area some time ago. She was, however, saved and a couple came forward to adopt the baby who was abandoned by her parents.

The trend of abandoning newly born girls surfaced recently, especially after the authorities have taken some effective steps to check gender determination tests. “We have been witnessing such trend. Usually, the police bring such abandoned babies to our hospital”, admitted Dr Singh but added that it was not possible for any parent to abandon baby in the hospital.

The declining gender ratio, which is the most realistic indicator of trends in female foeticide and continuing discrimination against the girl child, has given sleepless nights to the Health Department.

As reported earlier, the state has witnessed a steep fall in the male-female gender ratio during the past one decade, especially the juvenile gender ratio. In 2001, the gender ratio (0-6 years) was 941 against 1,000 males, which came down to 859 in 2011. This indicates that there is a variation of 82. The national average of juvenile sex ratio is 914.

The condition of the three-day-old baby girl, who was brought to our hospital by the police from Hiranagar three days ago, is still critical. We are providing her all possible treatment to save her life.

Board chairman obliging politicos: ETT body
Says JKBOSE opening new board sub-offices to please ministers

The management of the Elementary Teachers Training (ETT) Institutes has accused the JK Board of School Education (BOSE) chairman of unplanned utilisation of funds to oblige ministers, MLAs and MLCs.

This was disclosed during a meeting of the Jammu Private Schools and ETT Institutes Association (Progressive) held under the chairmanship of Deep Singh, president of the association.

The association had earlier criticised the JKBOSE for being unable to run the Elementary Teachers Training (ETT) courses smoothly.

Expressing concern over the ‘non-seriousness’ of the government, the association said the authorities at the helm of affairs were least bothered about the academic career of school-going children in the state.

In spite of introducing a proper system for smooth functioning of the BOSE at main offices in Sriangar and Jammu, the chairman was active in opening of new board sub-offices at different places besides appointing ad hoc employees, especially in the constituencies of various ministers, the association added.

It said one such sub-office of the board was planned by BOSE chairman at Akhnoor. A thorough probe into the financial irregularities in BOSE during the last ten years will expose more irregularities done by the BOSE authorities, it added.

The association said various disputed cases of ETT students were kept unsettled intentionally by the BOSE. The association has appealed to Chief Minister Omar Abdullah to act for the betterment of students. Pankaj Sangral, GS Charak, Gurtaj Singh, JS Chib, Kuldeep K Rao and Saraf attended the meeting.

However, the BOSE chairman was not available for his comments. A senior official said while talking to The Tribune, “There is no truth at all in all these claims by the owners of ETT institutes. In fact, they are maligning the image of the JKBOSE by misleading the students.”

Sources said the association had earlier also stressed upon the appointment of new BOSE secretary having a strong administrative image.

The process of appointment of a new BOSE Secretary has gained momentum as the four-member selection committee constituted by the state government has forwarded a panel of short-listed candidates for the post.

John Samuel, Chief Postmaster-General, J&K, called on the Vice-Chancellor, Jammu University, MPS Ishar, today and discussed ways to jointly take up several projects. It was decided that University of Jammu and the Department of Posts will work together and streamline the services offered by the department to students.

University forms for examination and admissions to various courses of Jammu University will be sold through various post offices in the state. Modalities in this regard will be finalised soon.

“The students can get the form in the post office, deposit fee and the forms will be sent through speed post to the university. The Department of Posts will support Jammu University for making arrangements in connection with booking and dispatch of examination material through various post offices,” Samuel said.

As part of the transformation of post offices, the staff of the postal department will be trained by University of Jammu in management and business development.

Samuel said the university is the best forum to train the post office staff, especially in the areas of business development and ongoing changes in the work culture, around the world. The Vice-Chancellor has extended the support to the postal department for holding philatelic exhibition on Gandhi Jayanti in collaboration with University Gandhi Study Centre. Prof Manoj Dhar, Controller of Examinations, Jaikumar Sharma, OSD to Vice-Chancellor, Jagdeep Gupta, Director, Postal Services, and Amit Sharma, Director Accounts, were among those present in the meeting.

Protesting jobless youths lathicharged

A group of youths sitting on a dharna today clashed with the police and employees of a construction firm working at the south end of the 9-km-long under construction Chanani-Nashri tunnel at Nashri. The police resorted to cane charge, injuring five youths.

Reports said over 60 youths of the Unemployed Youth Forum, Batote, led by local PDP leader Mati-ul-Rasool and NC leader and former Corporator, Batote, M Babar Malik, were sitting on a dharna in protest against the alleged failure of officers of Leighton Wellspun Construction Ltd in recruiting more unemployed local youths near Nashri bridge.

Leighton Wellspun Construction is engaged in constructing the tunnel for the National Highways Authority of India (NHAI) on contractual basis. The youths allegedly tried to stall the working at the tunnel site.

Sources said when the protesters did not budge after repeated warnings by the police and the project workers to let the construction work resume, the police resorted to cane charge. They were also assaulted by the workers, reports said.

The eyewitnesses said Tariq Lone, M Irshad Bhatti, Sarfraz Mir, Tasleem Arif and Jagmeet Singh received injuries.

Deputy Superintendent of Police (DSP) Perbeet Singh met the injured at the Batote police station and asked them to resolve the issue amicably.

‘Masked men’ continue to scare residents in Surankote area

A group of unidentified ‘masked men’ continues to frighten local residents in the Surankote area. On Thursday night, a group of four or five persons tried to break the main door of a house at Lassana village and also attacked a member of the family with a sharp-edged weapon.

However, the timely intervention of other family members made them to flee from the spot, villagers said.

“A group broke the door of Faisar Anjum of Lassana village and put a sharp-edged weapon on his neck. Some people saw two men in a khakhi uniform escaping from the site,” some villagers said.

In an another incident, Shabir Hussain of Hari Budha village said five persons knocked at his door last night but he did not open it. After some time they went back, he said.

Sources said many villagers came out of their houses and carried a hunt for the ‘masked men’ for about two hours at Lassana main road.

Surankote SHO Maroof Badana rushed to the spot and talked to the villagers.

Yougal Manhas, Additional Superintendent of Police (SP), Poonch, today held a meeting of Lassana villagers.

Shamsheer Hussain, Superintendent of Police, Poonch, said, “We have deployed more police personnel to nab the miscreants who are creating terror in the area.”

Villagers have been complaining for some time that a group of four or five persons wearing masks with weapons is often seen roaming about in the adjacent villages in the Surankote area.

Sources said these miscreants were spotted at Sanai, Fagla, Lassana, and Dhundak villages.

MIET women shuttlers clinch title

Women shuttlers of the Model Institute of Engineering and Technology (MIET) subdued formidable Government College for Women (GCW) Parade eves in the summit showdown to clinch the Inter-Collegiate Badminton Championship in women’s section at the Gymnasium Hall, University of Jammu, here today.

The title in men’s section went to Postgraduate (PG) Department, University of Jammu, which defeated Government Degree College (GDC) Kathua in a keen contest by 3-2.

Earlier, Diksha of the MIET got the better of spirited Akanksha of GCW Parade in a thrilling contest by 21-11, 15-21 and 22-20 while the duo of Diksha/Sanchi of the MIET had last laugh against Akanksha/Divya of GCW Parade 21-10, 12-21 and 21-15.

In the men’s section, PG Department notched up a 3-2 win over GDC Kathua. Amit Kumar of PG Department trounced Shubam of GDC Kathua in straight sets by 21-13, 21-15 whereas Chander Dev of PG lost to Abhishek of GDC Kathua in an exciting contest by 17-21 and 17-21.

The duo of Amit Kumar/Chander Dev spankedShubam/Abhishek by 22-20 and 21-12. Amit Jasrotia of PG Department lost to Navdeep of GDC Kathua by 16-21, 21-16 and 22-25. In the decider, the pair of Amit/Anurag overcame the challenge of Navdeep/Shuvam by 21-16, 24-22.

SI, three women hurt in clash

Rajouri, September 15
A probationary sub-Inspector (SI) of the Jammu & Kashmir police and three women were injured in a clash over a land dispute in Atti of Rajouri district last night. Sources said the families of Mohammed Bashir and Zuber Hussain got into a scuffle over a house dispute.

Mohammed Bashir, the house owner, alleged that his tenant Zuber started construction on it while the latter said he had paid Rs 8 lakh to Bashir for this.

Police rushed to the spot after getting information about the incident.

Family members of Bashir started pelting stones on the police vehicle as a result of which probationary sub-inspector Zahir Iqbal Malik got injured, sources said.

The police used minor lathi charge to disperse the stone pelters in which three women received injuries.

Two of the injured women were identified as Zuber Hussain’s wife Shenaz Akhtar and Abdul Rashid’s wife Razya.

They were admitted to the district hospital Rajouri from where Shenaz Begum was referred to the Government Medical College (GMC), Jammu, for further treatment. Shenaz while speaking to the media in Jammu said that she was severely beaten by the police.

Rajouri SHO Varinder Gupta said the police had not beaten anyone. Two FIRs against Zuber were already lodged recently, the SHO said.

Protests against diesel price hike continue

Various political parties today staged demonstrations at the Press Club here against the recent hikes in the prices of Liquified Petroleum Gas (LPG) and diesel to exhibit their resentment against the UPA government. They termed the move as a setback for the common man.

Workers of the Peoples Democratic Party (PDP), Bhartiya Chaitanya Party (BCP) and Bharat Swabiman Trust and Patanjli Yog Smithi held demonstrations separately to lodge their protest. Workers of various political parties, including women, raised slogans against the UPA government. PDP workers were led by its president, Jammu West unit, Puneet Jamwal, accompanied by various ward presidents.

Puneet Jamwal said both the Central and the state governments were responsible for the hike in prices of diesel and other commodities.

He said, “The hike in diesel price will hit middle and lower class. It has become difficult for the common man to make both ends meet.” He also expressed concern for the transporters who were affected badly with the hike in diesel prices and appealed to the Union government to rollback the move.

TBS organises business quiz

The Business School (TBS), University of Jammu, today organised a business quiz in collaboration with the Student Management Club at Executive Convention Hall.

Prof Versha Mehta, Director, The Business School, lauded the role of club in organising the event. She emphasised upon the role of such activities in the overall development of management students and enhancing the institutional ranking.

A total of six teams comprising two members each participated in the quiz, which comprised four different rounds, namely general business questions, logo identification, brand identification and personality identification.

The team of Priyanka and Gautam was declared winner while the runners-up team comprised Raghav and Tanushree. Earlier, corporate delegates and TBS alumni Nishchint Mahaldar, regional product manager, HDFC Bank, Jalandhar, and Vishabvir Singh, general manager, Toyota dealership, Jammu, interacted with the students. — TNS

J&K Bank gets HR Leadership Award

The J&K Bank has been conferred with the prestigious HR Leadership Award at IPE HRM Congress Awards organised under the aegis of APHC Asia-Pacific HRM Congress 2012.

The semifinal lineup has been drawn in the girls’ section in the Divisional-Level Inter-District U-19 Volleyball Tournament being organised by the Department of Youth Services at Youth Hostel, Nagrota, here.

Kathua, Rajouri, Samba and Udhampur have sealed berth in the last four and the matches will be played tomorrow.

In the first semifinal, Rajouri will take on Samba while Udhampur will face Kathua.

Earlier, in the preliminary rounds, Rajouri dispatched Jammu district in straight sets. Anjana Kumari and Rimpy Bala were instrumental in Rajouri win. In another first round match, Kathua drubbed Doda district by 2-1 with the outstanding performance of Priyanka and Priya.

In U-19 Throwball competition, Doda had last laugh against Jammu 2-0 while in U-17 girls, Doda beat Jammu 2-0.

Brig Harjai takes charge of military hospital

Brigadier Man Mohan Harjai, a paediatric surgeon, has taken the charge of Military Hospital Jammu. Born on March 6, 1956, in Alwar district of Rajasthan, Brig Harjai joined the Army Medical Corps after his postgraduation in general surgery from Jawahar Lal Nehru Medical College, Ajmer, and passed M Ch in paediatric surgery from SMS Medical College, Jaipur, in May 1997.

Before assuming the present appointment, he has served in various prestigious hospitals of the Indian armed forces, including Army Hospital (Research and Referral), Delhi Cantonment, and Armed Forces Medical College, Pune, as professor of surgery and paediatric surgery. He has to his credit 105 articles in various national and international medical journals. He was awarded the Chief of Army Staff Commendation Card in 1996 and 2003 for his professional competence and exemplary service in treating the battle casualties during “Operation Rakshak”. — TNS

A deputation of women workers from Sunderbani and Nowshera areas yesterday called on the Jammu Deputy Commissioner and apprised him of the problems of farmers in the border areas. It was led by Laxmi Dutta, provincial president of the J&K National Conference Women’s Wing.

The deputation highlighted how the farmers were suffering due to sporadic incidents of firing across the border. It said heavy rain had caused extensive damage to standing crops in the border belt.

The deputation members demanded assessment of loss to crops adding that a special survey should be conducted to provide adequate relief to poor farmers with a view to sustain their livelihood. The DC said that every possible would be extended to farmers after conducting a special girdawari in the areas where crops have been damaged. The DC said he would take up the issue with the Rajouri Deputy Commissioner so that timely measures were taken in this regard.

The deputation included Khursheeda Begum, Rajouri (Rural) district president and Sapna, block president Sunderbani among others.

Man kills aunt for suspected witchcraft

A man allegedly killed his 50-year-old aunt for suspected witchcraft yesterday at Bhagta village, about 10 km from here. Sources said that accused Sham Lal suspected Pushpa Devi, the victim, of practicing witchcraft for some time. His mother died five months ago and he held the victim responsible for her death.

The police said on Saturday afternoon, Sham Lal chased Pushpa with a sword and hacked her to death. The accused fled from the spot after committing the crime.

The victim was found in a pool of blood at her house. The body of the deceased was later handed over to her family members by the police. Further investigations are on in the case.
