Cong rebels’ activities helping SAD-BJP coalition: Amarinder
Patti (Tarn Taran), September 2 Amarinder said he was unaware whether rebel activities were being fuelled by the ruling alliance. “There is no need for anyone to pressure the party high command. If it tells me to quit, I will not think twice,” he said. The PCC chief said he had been serving the party for the last 14 years in different capacities, including its president, and he was ignorant why a section of leaders wanted his ouster. “They didn’t complain about my style of functioning earlier. I don’t know what has happened to them now. I feel they just want an issue,” he said. Also, he said he had no plans to punish any rebel. “I consider them my colleagues and hope they will understand Punjab comes first.” About his appeal to other opposition parties to participate in anti-government protests, he clarified it was related only to protesting against the “anti-people policies” of the government. He said political alliance, if any, would be finalised only by the high command. “As of now, we have invited the BSP to join our protest. I also had a word with CPI leader Joginder Dayal and PPP supremo Manpreet Badal. They said they will decide by September 4,” Amarinder said. Addressing a well-attended conference organised by senior Congress leader Harminder Singh Gill earlier, he alleged that the SAD-BJP government was resorting to bias in government schemes. “It is extending the benefits of various schemes only to SAD workers. Those associated with the Congress are being left out,” he charged. He said levying of fresh taxes by the state government was an “injustice” to the people. “They have ditched the people by levying taxes after the local body elections got over. There was no mention of those taxes in the Budget. Instead of widening the tax base, the government should try to bring in new industry. However, its policies are strangling the existing industry and they are mulling to flee the state,” he said. Amarinder lashed out at the state government for burdening people and not cutting its own expenses. “Where was the need to appoint so many Chief Parliamentary Secretaries? The ruling alliance leaders have also got appointed their near and dear ones in the office of advocate general. While the state coffers are empty, the father-son duo is buying a Rs 38-crore helicopter,” he said. The former CM also attacked the state government for its alleged excesses against Congress workers while stating that it will not deter the partymen. On the Congress leaders’ charge of EVM tampering in the Punjab Assembly poll, Amarinder claimed the voting machines could indeed be tampered with and they had even demonstrated it a few years ago to the then Chief Election Commissioner MS Gill. He strongly advocated the need to revert to ballot paper system while stating that countries like Japan, US and UK have already done the same. sidelights

(Sangrur), September 2 Attending a function here, Majithia said Capt Amarinder Singh's statement that they would welcome Manpreet if he joined them in their fight against the SAD-BJP government and the latter’s hint that they could form an alliance with the Congress for the next Lok Sabha elections had made it clear that both the parties could not fight the SAD-BJP alliance single-handedly. Majithia said Amarinder’s statement showed that the Congress’ condition in the state was “bad”. He said it was the same Amarinder Singh who had been boasting in the Assembly elections that the Congress was a national party and would form no alliance. “But his current statements show the Congress in Punjab cannot go to the people alone and it requires the assistance of other parties,” he said. Finance Minister Parminder Singh Dhindsa also lashed out at the Congress saying the party was now opposing the taxes levied by the state government whereas its own Union Ministers, including PC Chidambaram, had advised the state to increase taxes. In such circumstances, the state government had no option but to levy fresh taxes to improve the state’s financial health, he said. He claimed it appeared the Punjab Congress leaders were opposing the new taxes only for the sake of opposing the SAD-BJP coalition government. |
Hit by acquisition, Gujarat Sikh farmers seek Badals’ intervention
Chandigarh, September 2 The farmers claimed their property papers had already been confiscated by the Kutch district administration. Surinder Singh Bhullar, an affected farmer, said, “The Gujarat Government is in the process of evicting us from our land. We fought a case against eviction in the Gujarat High Court and won. Now, the government has appealed in the Supreme Court.” The farmers claimed Punjabis had been allotted agricultural land in border areas of Gujarat in 1965-66 by the then Prime Minister Lal Bahadur Shastri due to security reasons. “The former Prime Minister settled us there so that we act as a wall against the enemy on the border. The land was virtually barren. We worked hard to make it fertile. But the Gujarat Government has now decided to cancel the allotment of land and wants to evict the farmers under provisions of an old and abandoned law (Bombay Act, 1958),” a farmer said. The move is likely to affect over 4,000 farmers. Over the last two years, the Bhuj Collector had already evicted 1,000 Sikh families after seizing their land papers. Satpal Giri, an affected farmer with his roots in Haryana, said, “We have proof of land ownership. Still the collector’s office is holding us to ransom.” Ramoowalia said he would take up the issue with Punjab Deputy Chief Minister Sukhbir Badal and urge him to raise the matter with Gujarat Chief Minister Narendra Modi to work out a solution to the problem.

Amritsar-Toronto flight to remain grounded till Nov
Amritsar, September 2 The flight, which was temporarily suspended in May due to the Air India pilots’ strike, was expected to resume in August, but it did not. Now, official sources in the national carrier say that the flight has not been scheduled till October 31. The last Amritsar-Delhi-Toronto flight took off on May 7. Talking to The Tribune, Amritsar MP Navjot Singh Sidhu said he has moved a call attention motion in the Lok Sabha in this regard, but the proceedings of Parliament are stalled over the coal blocks allocation scam. “I have already met Union Civil Aviation Minister Ajit Singh to seek resumption of the flight. I will not allow regional airports to be eclipsed by the selfish interests of private players,” he said. Ashwani Gupta, a travel agency owner, said the delay in resumption of this direct flight was depriving Punjabis of an easy air journey straight to the holy city. He said the Amritsar-Delhi-Toronto flight used to have a passenger load of around 90 per cent and provided connectivity to Vancouver, Calgary, Montreal and Winnipeg. This is not the first time that passengers have been facing problems on this route. Air India had discontinued the Amritsar-London-Toronto flight on October 31, 2010. This had created a lot of flutter among Punjabis and NRIs as it was one of the most successful international flights of the national carrier. After its withdrawal, Air India had introduced a Hub and Spoke Scheme under which passengers were taken first to the international airport in New Delhi in a smaller 321 aircraft and from there, they were flown to London and Toronto on different flights. Four-laning of Zirakpur-Bathinda highway
Sangrur, September 2 Nearly 300 farmers whose land will be acquired have threatened self-immolation as the move would mean loss of livelihood for them. Interestingly, the government has chosen the longest route from among three routes suggested by a private company which was asked to do a survey on the highway. The company had suggested an elevated road on the existing 9 km highway which crosses through Sangrur city. This did not require acquisition of land, but city traders were opposed to it. The second route was a 10.5-km long bypass from the right side of the city. It required land acquisition. The third was a 12-km stretch, which required the maximum land acquisition. The government and the NHAI have chosen this stretch. Alleging favouritism, Jagwinder, a farmer, has sent documents and a CD of the survey to the Centre and state government, seeking a CBI inquiry. He has alleged that the proposed route favours some politicians whose land would benefit from the bypass. On the other hand, nearly 300 farmers like him would be uprooted. Farmers of Upli village in Sangrur have also objected to the move. The Sangrur administration has offered to listen to their objections. Jagwinder has termed the government exercise inviting objections to the project from the public as a mere eyewash. "It is just a formality as the authorities have already allotted the tender to a Hyderabad-based company." NP Singh, Executive Engineer (XEN), Central Works PWD, said the route was chosen on the basis of the feasibility study. "The route was approved after a thorough survey. Such projects are decided at the national level. There is no question of political or financial benefits to anyone". He said it was not advisable to demolish shops in Sangrur. "We can't give curves here and there to save a motor pump or a house. The highway is of no use if the vehicles cannot maintain a certain speed. Besides, there is a provision for adequate compensation to the affected persons".

College teachers plan state-wide protest
Ludhiana, September 2 The teachers will go on mass casual leave and hold a protest at the Rally Ground in Sector 25, Chandigarh. Vice-president of the Punjab Federation of University and College Teachers' Organisation (PFUCTO) Jaipal Singh said all government employees serving in various departments had got revised pay arrears, but the arrears for over 51 months (January 1, 2006 to March 31, 2010) of the teachers were yet to be released. "We will protest against this discrimination. Our counterparts in Panjab University and Punjab Agricultural University have also got their dues from the Centre and the ICAR, respectively," rued Prof Jaipal. Sources said the additional financial burden on account of pay revision (about 80 per cent) had to be given by the Central Government, but as per a recent notification by the Ministry of Human Resource Development, "the central assistance will be given to the states by way of reimbursement". Dr Jagwant Singh, president, PFUCTO, said the Central Government was forced to take the decision (reimbursement to states) as several states even after getting the grant had not disburse the same among the teachers. |
Policy mum on transfer of influential teachers
Ferozepur, September 2 In fact, the exercise is undertaken every year to adjust the surplus teachers in the schools where posts are vacant but it has failed to do so after so many years. This time, it has been initiated on a larger scale and will affect more than 5,000 teachers. Sources said a number of teachers had been declared surplus by factoring in the student-teacher ratio. Various departmental committees are in the process of compiling the data so that the transfer orders could be issued in the coming days. The criteria followed is the student-teacher ratio which has been fixed as 1:35 for class VI to class VIII, 1:40 for matriculation and 1:50 for plus one and plus two classes. A margin of 10 per cent or minus has been kept in the policy. Another feature of the new policy is that the periods taken by the teachers have also been considered. According to the policy, lecturers have been given 34 periods and masters/mistress and C&V cadre teachers 36 periods. This is a faulty parameter since the student-teacher ratio is more in the urban schools and is dismal in the rural ones, more so in the border belt, they pointed out. Hans Raj, a spokesperson for the Education Reforms Committee, said the policy was devoid of rationality and lacked transparency. The teachers engaged under the SSA, RSMA and other central government schemes besides those engaged on consolidated pay by the Punjab government have been totally victimised. While the policy states that the teachers working against the demand posts after September 30, 2011, are to be transferred first, the department is adamant on transferring the SSA teachers, he added. He said every year rationalisation policy was implemented but the primary schools with only 10 students are neither closed nor the schools with 20-25 students are kept in mind while upgrading primary schools to middle schools. Similar is the position of high schools upgraded under the RSMA scheme and secondary schools upgraded under the Nabard scheme. Further, the department is helpless in cracking the whip on those schools and teachers where the teacher-student ratio is tilted against the latter. These are the institutions where the kith and kin of the high and mighty work and as such reduces the whole exercise to a mockery of grass-root reforms in the education sector, he lamented.

Revenue deficit huge; fresh taxes may not help much
Chandigarh, September 2 Punjab had reported a revenue deficit of Rs 6,838 crore in 2011-12, which had shot up substantially in the last financial year as against the estimate of Rs 3,379 crore. Finance Minister Parminder Singh Dhindsa has set a target to bring down the revenue deficit to Rs 3,123 crore this year. With the imposition of property tax; increase in VAT rate by 0.5 per cent; having a single slab for motor vehicle tax; and imposition of social infrastructure cess on property registration, the government hopes to rake in an additional Rs 600 crore this year since these taxes will be imposed only for the remaining part of the year. “These measures will help the state raise Rs 900 crore in an entire financial year,” said Dhindsa. The government had increased electricity duty and collector rate earlier this year. The state is also expected to earn an additional Rs 550 crore from excise collections. In all, the state has made a provision to rake in Rs 2,400 crore this fiscal through these measures. The state had remained on track and managed to rein in its revenue deficit to less than 1.80 per cent of the Gross State Domestic Product till 2010-11. But the additional capital expenditure incurred by the SAD-BJP government at the fag-end of 2011 (just before the announcement of the assembly elections) led to the revenue deficit growing by 100 per cent over the estimates. Dhindsa claimed the imposition of the fresh taxes was necessary to get grants from the Centre. He, however, expressed his displeasure with the Centre for “not providing any support to Punjab”. “We had sought moratorium on the small savings loans (over Rs 22,000 crore) taken by the state or at least reduce the interest rate on the loans, but these issues have not been addressed,” he said.

There is no such chance and the elections will be held in 2014," he said while interacting with mediapersons here. Attacking the previous NDA government for "not adopting a transparent policy while allotting coal blocks", he said: "There is no question of cancellation of coal blocks as no wrong has been done," he said. "Prime Minister Manmohan Singh had taken an initiative to bring transparency and accountability in the allocation of coal blocks for captive purposes. In fact, the UPA government has been successful in convincing the Chief Ministers of the BJP-ruled states for competitive bidding as it would mean more income for the states," he said. Bansal said the methodology adopted by CAG "was faulty and so were the assumptions". The CAG has come out with the figure by extrapolating the cost and the selling price of coal by state-owned Coal India Ltd without going into the issue of developing the mines, he said. |
Punj: Educating people on scam
Chandigarh, September 2 Addressing a party meeting as part of a nation-wide campaign launched by the BJP to "educate the masses on ramifications of the coal scam", Punj said: "One of the roles of the Rajya Sabha and the Lok Sabha is to ensure accountability of the executive and not merely debating issues". He said Prime Minister Manmohan Singh's statement in the Rajya Sabha on August 27 was "full of half truths and a poor attempt to cover up a massive case of corruption". The ministerial group in its draft report had recommended that out of 57 allocations (for 145 coal blocks), 53 deserved to be cancelled, he said, adding CAG had estimated a loss of Rs 1.86 lakh crore to the exchequer. Punj said 17 firms had managed to get coal blocks without even appearing before the screening committee. He refuted Prime Minister's claim that Chief Ministers of the states concerned had argued against competitive bidding, saying all BJP-ruled states had agreed to competitive bidding provided they got a share in the auction revenue. |
Sealing drive: Cabinet to discuss rescue plan today
Patiala, September 2 Earlier, the Punjab and Haryana High Court had ordered the sealing of all illegal commercial establishments under the 36 Town Planning schemes. This had sparked widespread protests from shopkeepers, who demanded the government to intervene. The draft report prepared by a high-powered committee to bail out of thousands of shopkeepers would be tabled in the Punjab Cabinet meeting on Monday. Confirming the same, Minister for Rural Development and Panchayats, Surjit Singh Rakhra, who is also a member of the committee said, “The government is in the process of formulating a policy to provide relief to shopkeepers. Whatever we finalise, would be strictly under the ambit of the high court.” A member of the committee said, “Most likely, the government would recommend charging a one-time fee to regularise the non-hazardous commercial establishments.” Sources in the Department of Local Government said a total of 2837 commercial units are operational in the Town Planning Schemes, out of which 972 are located on roads that had already been notified as commercial, 829 are either closed or defunct and 300 are hazardous (building material stores, godowns, battery selling units etc). |

Govt to lease ITI land to set up Multi-Skill Development Centre
Bathinda, September 2 The government was now going to lease out 10 out of 24.74 acres of the Government ITI Polytechnic College’s land to a German company. The company would set up a Multi Skill Development Centre (MSDC) in the 10 acres of the institution’s land on Mansa Road. At the center, tailor-made courses for the region would be taught. These short-term courses would help meet the requirements of the industry in Bathinda. The government had already been receiving flak from the teaching community for its bid to sell off the government school land to construct a multi-level parking. It is learnt that the documents pertaining to the land have been forwarded to the Punjab Government to get its approval. "However, as of now, the issue has been kept pending due to orders of the High Court that disallowed the sale of government land. The matter is also going to be brought before the Punjab Urban Development Authority's Optimum Utilisation of Vacant Government Land (OUVGL) Scheme committee," said Municipal Commissioner Uma Shankar Gupta. Students of the ITI were also opposing the opening of the multi skill development centre on their college premises. Though the technical education fraternity has welcomed the setting up of the MSDC, they said the existing system too needed to be strengthened. “Multi skill development centre will equip many for the job market. But at the same time, government has forgotten its own polytechnic and ITI colleges. The existing system needs to be reviewed,” said a staff member of the ITI. |

BSF to install hi-tech digital radars
Ferozepur, September 2 BSF sleuths this year have already seized contraband worth several hundred crore as the border has witnessed a spurt in smuggling of drugs. The recent arrest of several Bangladeshi nationals close to the border had also forced the BSF to take this step. Aditya Mishra, Inspector General, BSF (Punjab Frontier), said once the effectiveness of the digital surveillance radars is ascertained during the oncoming foggy season, they will induct the radars into the force. The BSF has been already using gadgets like LORROS (Long Range Reconnaissance and Observation System) and HHTI (Hand held thermal imagers) besides Nigh Vision Devices, Monoculars and BFSR (Battle Field Surveillance Radars). These have proved to be extremely helpful in checking infiltration along the border. About the damage done to the fencing due to floods, IG said, constant repair work was going on along the border. “If the damage is less, the repair is done at the local level otherwise the CPWD department is roped in to carry out necessary maintenance,” he added. Several times in the past, the BSF had to even relocate its border outposts due to change in the course of the river. Mishra said 48 high mask lights had been installed at gaps along the border, caused by the river, to ensure better vigil at night. “However despite taking all preventive measures intruders take advantage of these gaps by crossing the river under the water,” said

Staff crunch at Sangrur rural agency
Sangrur, September 2 Sources said that due to shortage of staff, proper training could not be given to self-help groups at the village level for starting new ventures. There were over 500 self-help groups in the district. Since the implementation of the SGSY through the DRDAs from April 1, 1999, a large number of posts have been lying vacant in the Sangrur DRDA. Out of a total of 48 posts, 30 posts in different categories are lying vacant. The vacant posts include project officer (3 posts), assistant project officer (2), executive engineer (1), assistant engineer (2), senior accounts officer (1), accounts officer (2), project economist (1), technical assistant (7), statistical assistant (1), stenographer (1), assistant (1), clerk (1) and additional gram sewika (7). Sources said that there is only one assistant project officer (APO) in the DRDA to monitor hundreds of self-help groups. Under the SGSY, the DRDA works to arrange loans for the members of BPL (below poverty line) families and other individuals to start their own ventures. The DRDA staff members has asked the state government to fill the vacant posts at the earliest. |
Devgan to meet SGPC officials; movie may be screened today
Amritsar, September 2 There are reports that Devgan will be arriving in Amritsar along with his actor friend Sanjay Dutt and will also be screening the film for the five-member Shiromani Gurdwara Parbandhak Committee (SGPC) panel formed to probe into the charges. SGPC president Avtar Singh Makkar said the inquiry committee will see the film tomorrow before preparing its probe report. He said they will decide the future course of action on the basis of the panel report. |

High Court notice to Gurdaspur DC
Batala, September 2 Trikha said the administration had been told to reply by November 6. The notice pertains to the election of the Batala civic body president held on August 6. Former Qadian MLA Lakhbir Singh Lodhinangal, with the support of senior SAD leaders, drove a wedge in the BJP rank and file to install his loyalist Jatinder Kalyan, councillor of ward no. 20, as the council chief while Randhir Singh was made the vice-president. Kalyan was made the president-elect after Lodhinangal, ‘halqa’ incharge of Batala Vidhan Sabha seat, managed to secure the support of eight BJP councilors. The 33-member council has 20 BJP members, six of the SAD and seven of the Congress. Batala MLA Ashwani Sekhri, who has a vote in the House, was also present at the meeting. The SAD and the Congress supported Kalyan, who was elected as president. The meeting was declared as null and void by the Deputy Commissioner as his nominee, Additional Deputy Commissioner (general) Baljit Singh, who was to convene the meeting as the returning officer, fell ill and had to skip the proceedings. |
HC directs fruit traders to shift to new market by next year
Chandigarh, September 2 This, and much more, was brought to the notice of the Punjab and Haryana High Court’s Division Bench by a counsel during the hearing of a petition filed in public interest by Dinesh Kumar and another petitioner. In their petition against the State of Punjab through its Chief Secretary and other respondents, the petitioners had sought directions to the officials concerned “to stop trading of fruits and vegetables from the market-yard, de-notified by the State Government on January 1, 2010. The petitioners had also sought the issuance of directions to the respondents to start the trading of fruits and vegetables from the “New Market”, which was constructed way back in 2005. After the issuance of notice, advocate IS Sidhu appeared before the Bench on behalf of the respondents. On instructions from the Marketing Board Secretary, Sidhu told the bench that some of the traders and commission agents had already shifted their business to the “New Market”. He added some others were in the process of shifting. Sidhu also told the Division Bench of Acting Chief Justice Jasbir Singh and Justice Rakesh Kumar Jain that the entire process of shifting the fruit business would be completed by March 31, 2013. He claimed that after the complete commissioning of the “New Market”, the “marketing of fruits and vegetables shall not be permitted from the Old Market, which has since been de-notified by the State Government”. Taking on record Sidhu’s statement, the Bench disposed of the writ petition. But before parting with the order, the Bench made it clear that further time shall not be granted “to allow the trading of fruits and vegetables from the de-notified Old Market” after the specified date. |
Gang of vehicle thieves busted; 3 arrested
Sangrur, September 2 The trio, including Rajwinder Singh (Dhuri), Mohammad Munis and Mohammad Imran (both from Malerkotla), were arrested while they were going to Jagraon in a stolen car that did not have a number plate. The police claimed 15 cases of car thefts had been solved with their arrest. About the modus operandi of the accused, the SSP said the gang members would allegedly steal vehicles, prepare their fake registration papers and sell them in other states. They were also involved in stealing copper from transformers, he said. |
Two siblings killed in road accident
Amritsar, September 2 The truck driver, Jagtar Singh of Bhatinda, has been arrested and a case under section 304 IPC has been registered at the Chattiwind police station. The Jandiala-based family was headed towards Amritsar to pay obeisance at the Golden Temple in a tempo being driven by Narinder Singh, the father of the deceased. As they reached near Manawala, a speeding truck hit the tempo from behind. The tempo turned turtle and the children came under the rear wheels of the truck. An eyewitness said the truck driver had tried to fled the scene, but was caught by the passersby. SHO Kamaljit Singh said: "The mishap occurred at around 1 pm. Both the children died on the spot while their parents received minor injuries. As per circumstantial evidence, it appeared that the truck driver attempted to overtake the tempo from the wrong side. The accused would be produced before a local court tomorrow". |

Bathinda, September 2 The suspended XEN, who was deployed in Mansa, had already been arrested by the Punjab Vigilance Bureau in connection with the scam. The XEN is accused of using fake signatures to withdraw money from the treasury and the department's account for non-existent works. IG Nirmal Singh Dhillon along with other senior police officers reached the house to inquire into the case. The house was searched in the presence of the executive magistrate Kamaldeep Singh. Dhillon said the main accused, Gurjeet Singh Sandhu, was not present at the house and his son, 26-year-old Bhupinder Singh was arrested by the police. Gurjeet was later arrested by a team of policemen and questioned about the incriminating material kept in the house. The arrested father-son duo informed the police that the gold and cash in the house belonged to the suspended XEN. Bhupinder, whose education qualification is Plus Two, is unemployed. His father is a former liquor contractor and has been booked thrice by the police so far, the IG said. A case under sections 18, 61, 85 of the NDPS Act was registered against him at the Kotwali police station today. Dhillon said other contacts of the accused too had been searched and more arrests would be made. Special police teams had been formed and raids would be conducted at various places. Civic officer’s arrest in graft case takes political hues
Gurdaspur, September 2 A spokesman of the Shiv Sena, Surinder Minhas, claimed that Singh had been implicated in the case by some influential people. The party has also called for a bandh in Pathankot tomorrow. The Municipal Commissioner was today sent to 14-day judicial custody by the court of Judicial Magistrate Amandeep Kaur Chauhan. He was arrested while allegedly receiving Rs 2.5 lakh as bribe from a local resident on Thursday. At present, he is lodged in Gurdaspur Central Jail. Though the public prosecutor in the case pleaded to send JP Singh to a two-day police remand as "more recoveries had to be made", the Judge ruled against it and sent him to judicial custody. The Municipal Commissioner's counsels had contended that recoveries had already been made and, therefore, there was no need to extend his police remand.

Two killed in road mishap
