Ahead of Eid, CM announces sops for Muslims
Dehradun, August 18 While provisions for some of these schemes have already been made in the Budget, the Chief Minister reiterated his government’s commitment in view of the coming Eid-ul-Fitr festival. Addressing mediapersons, Bhauguna said: “Under the Sarv Shiksha Abhiyan, children studying in madrassas will be given free books, annual grant (for primary schools Rs 5,000, upper primary schools Rs 7,000) and Rs 500 as stationery stipend.” To promote education among Muslim girls, the government will provide a stipend of Rs 15,976 to students of rural and BPL families. In urban areas, girls belonging to those families whose annual income is Rs 21, 206 per annum will get a stipend of Rs 25,000 on passing class XII. For the promotion and development of Urdu in the minority districts of Udham Singh Nagar and Haridwar, one government college each will be selected for teaching the language. Similarly, it will be taught as a subject in government schools in these districts from classes VI to XII for which teachers will be recruited. The Chief Minister also announced the setting up of the minorities development fund. Under the
Chief Minister’s Self-employment Scheme, jobless members of the community would be given 25 per cent grant and offered a loan at 6 per cent interest rate. Kaliyar Sharif will also be developed on the pattern of Ajmer Sharif. “The Department of Tourism is preparing a detailed project report for the same, which will be sent to the Union Ministry of Tourism,” the Chief Minister said.

Co-founder of Patanjali Acharya Karamveer calls on Balkrishan
Haridwar, August 18 The trio had founded the Divya Yog Mandir Trust at Kankhal in 1995. However, in 2006, Acharya Karamveer separated from them and founded his own foundation --- Maharishi Patanjali Antar Rashtriya Yog Vidhya Peeth. From 2006 to 2011, Acharya Karamveer did not meet Ramdev even once.
However, he met him after a gap of six years in October last. His latest visit to Patanjali at a time when Balakrishan is in trouble is being seen as a sign of closeness among the three. According to sources, Acharya Karamveer and Balkrishan had a closed door meeting for close to one hour with the former even extending support to Ramdev's ongoing anti-blackmoney campaign. Grand welcome to Balkrishan Meanwhile, a grand welcome was given to Balkrishan on his return to Haridwar from the Dehradun prison last evening. A large number of Balkrishan's supporters burnt crackers and danced on bhangra beats on the Haridwar-Dehradun highway. |

Champawat residents leaving villages to settle by roadside
Pithoragarh, August 18 Sources in the district administration said more than 10 per cent of the total population and one third of the total number of villages in the district still lacked road connectivity. “In the absence of roads the farmers in these villages could not properly market their agriculture produce and this had rendered them poorer,” said Hema Kanwal, a leading social worker from the backward Pal Bilon area of the district “Villagers of Dada Kaknai, Budam, Katoli and Pachnai areas of Champawat and Pati subdivisions have to travel nearly 100 km to reach Champawat district headquarters. Therefore, some of them have now decided to settle permanently near roads, leaving their villages,” said Shankar Dutt Joshi, a co-coordinator of the Upaiksit Vikas Mahasangh, an organisation of these villagers. Joshi said the villagers of the Danda Kaknai area had to traverse at least 50 km carrying serious patients on their shoulders or in a palanquin to reach the nearest road linking the area to the district headquarters. “Most of the patients, especially expectant mothers, die during the journey,” said Joshi.The sources said of 651 revenue villages in the district, only 328 villages had been linked with roads till date. |

State to have save bear plan
Dehradun, August 18 Around 20 Brown Bears are found in Chamoli, Rudraprayag, Pauri and Uttarkashi districts. Similarly, around 100 Sloth Bears are found in the Terai region of the state while Black Bear have a population of 1,600. Bear faces the threat of being hunted for its bile. The bile prices are high in the international market and thus it’s trafficking is on the rise. Bear body parts also have an illegal domestic market in the country for its use in the traditional form of medicines. This has also given an incentive to poachers to go for bear poaching. Bears are not only threatened due to poaching for bear parts but also retaliatory killings to reduce conflicts and habitat loss due to degradation and fragmentation. According to Uttarakhand Chief Wildlife Warden SS Sharma, the bear action plan will involve bear population scenario in the state, their habitat and man-animal conflict linked to bears. Significantly, nearly 12 persons have lost their lives and 300 persons have been injured in the bear attack cases in the state in the past one decade. The action plan comes at a time when nation is all set to hold 21st International Conference on Bear Research and Management. To be held in November, the conference is being hosted by the Union Environment Ministry in assistance with the Wildlife Institute of India, the Wildlife Trust of India and the International Association for Bear Research and Management. Various states, including Uttarakhand, will be submitting their conservation plans at the conference which will form the basis of a national conservation plan for bear. It will also help different states get funds from the Centre for the conservation of bears.

Exhibition revives memories of pre-2000 Doon
Dehradun, August 18 More than 100 photographs were showcased in the exhibition. It managed to create a lot of interest among the old and young residents of the city who tried to connect with the city through
the magnificent sights of Dehradun. Conceptualised by ace photographer of the city Bhumesh Bharati, the pre-2000 city, when the state had not come into existence, revived memories of a sleepy but green Dehradun. "I was raised in Dehradun so I am familiar with
different moods of the city that looks breathtaking on a rainy day, cheerful on a wintry day and striking on a summer morning. But the city has
certainly changed and the member of the Coloured Leaf Photography have tried to capture all
this and much more," said Bhumesh. However, the pictures of important landmarks
of Dehradun such as Buddha Temple, St Francis Church, gurdawaras and mosques scattered in different parts were the
other attractions of the exhibition. |

Kolkata businessman defrauded of Rs 7.6 crore
Haridwar, August 18 Later, Bansi Automative also finalised a deal of overtaking the Barnava Agro Industries and it bought all shares of the company. Aggarwal made the initial payment of Rs 7 crore 63 lakh to Karanveer Singh, chairman of Barnava Agro Industry. But Karanveer played fraud as he neither transferred shares to Aggarwal’s account nor did he do joint banking transaction as was referred in the MoU. Details were then sought from the Companies Registrar of India where it was found that someone from Barnava Industries had done fake signatures of company’s Director and shareholders. A police complaint was made after Karanveer categorically made it clear that he was not interested in the deal and had not given any money. However, he along with his accomplice in the cheating case has been missing since the complaint was lodged. Circle officer, Lakshar, JB Pandey said the police team had been send to Meerut to investigate and nab the accused. |

Girl students to get bicycles
Dehradun, August 18 Making the announcement at the end of the review meeting of the school education department, Bahuguna said, “The schemes will be effective in checking girls who have dropped out of school. In case bicycles cannot be provided in the hilly areas, the amounts will be transferred to the eligible girls under the fixed deposit." The state government has also decided to construct girls’ hostel in 28 backward blocks. Beside, free uniforms would now be given to boys students of class I to VIII of the APL category. Earlier, this facility was available for all BPL students and APL girls only.

Heavy rain lashes Haridwar, several areas flooded
Haridwar, August 18 The places, where the administration had carried out an anti-encroachment drive to prevent waterlogging, were once again flooded. Chandracharya Chowk (Ranipur Mod), the city’s business hub, was also flooded, bringing the business as well as normal life to a halt. Similarly, Bhagat Singh Chowk, the gateway to the BHEL area, was submerged. Many vehicles got stuck in the water while commuters had remained stranded on both sides for hours even after the rain stopped. People had to take the longer alternative route either via Jwalapur or through the Tibdi bypass road. Similarly, in the traditional part of the city near Har-ki-Pauri, rain water flowed through Moti Bazar, Upper Bazar, Gau Ghat and Tibetan Market. These are the area where pilgrims and tourists go to buy religious items, but today it was nearly impossible to pass through it due to the choked drains and overflowing nullahs. Municipal Corporation officer Harshwardhan Mishra said with limited resources, they were trying there level best to keep the situation under control. Sanitation workers used water pumps to pump out the water. Colonies of Jwalapur, Ahbab Nagar, Kotaran, Kassaban, Maidaniyan, Shastri Nagar, Khanna Nagar, Model Colony and Gobindpuri also witnessed
waterlogging. |

Tributes paid to Sumangarh students who died in building collapse
Dehradun, August 18 The students, who were present at the Gandhi Park in big numbers, offered flowers to saplings planted at Gandhi Park last year in memory of the students. A total of 18 tree saplings were planted last year by Maiti, a non-governmental organisation known for its environmental conservation initiatives. Kalyan Singh Rawat said it was all due to rampant exploitation of nature that had resulted in Sumangarh-like incident. Kirti Nawani, Dr Arun Kuksal and Dr Sarvesh Semwal were prominent Maiti Andolan members present on the occasion. It was on this day on August 18, 2010, that 18 children died when a school building collapsed at Sumangarh due to landslide after heavy rain in Bageshwar district. |

Water regulatory authority soon, says Bahuguna
Dehradun, August 18 He said the water regulatory authority would provide suggestions for regulation of water tariff and curtailing unnecessary expenditure. “An Act to check excess and unscientific exploitation of underground water is also in the pipeline and will be brought in the Cabinet once completed,” he said. Reviewing the performance of the Water Resource Department, Chief Minister Bahuguna directed the officers to release Rs 50.9 crore from the Special Plan Assistance (SPA) for the completion of 14 drinking water projects stalled owing to the shortage of fund. He said these projects should be ready to supply water to the people by the next summer. He directed the release of Rs 35 crore from the SPA for the Kosi Barrage Drinking Water Project in Almora and Rs 22 crore for the project in Pithoragarh.

Dehradun, August 18 The Uttarakhand Police was expected to put up a decent performance at the Ambedkar Stadium today, but it failed to live up to the expectations. With this defeat the Uttarakhand Police has been knocked out of the tournament. Injury to six players and poor preparation for a big tournament like the Durand Cup resulted in a dismal performance by the Uttarakhand Police in Delhi, Uttarakhand Football Association sources said. In 2010, the Uttarakhand Police was able to put up a spirited fight against Tata Football Academy. It lost 1-2, but it impressed football lovers with its skills, as it dominated in the most part of the game. It had made serious preparations for the Durand Cup then. The players had taken the help of Mahendra United coach Amar Bahadur in preparation for the tournament. The team also played two practice matches, one against Assam Rifles and other against Indian Air Force, before playing the match against Tata Football Academy. |
