In order to improve the quality of higher education in the state, the Uttarakhand Government today gave nod to the setting up of a higher education selection commission for recruiting lecturers and professors. The recruitment is expected to begin by September next year. It also announced raising the retirement age of teachers from 60 years to 65 years.

The team, comprising sub-inspectors Suresh Kumar, Rakesh Rawat, Manoj Rawat, Shailender Singh and Vindo Tamtawas, was formed by SP, Chamoli, P. Renuka Devi in May last year.

Govt nod to higher education selection commission
Retirement age of teachers raised to 65

In order to improve the quality of higher education in the state, the Uttarakhand Government today gave nod to the setting up of a higher education selection commission for recruiting lecturers and professors. The recruitment is expected to begin by September next year. It also announced raising the retirement age of teachers from 60 years to 65 years.

"The interviews for various posts in degree colleges will be conducted through the commission. A total of 850 posts of teacher in degree colleges are lying vacant and these posts will be filled through the commission. The commission will take the burden off the public service commission. The commission will comprise a chairman and members who will have a term a three years," said Chief Minister Vijay Bahuguna, while briefing mediapersons at the end of a review meeting of the Higher Education Department and the Technical Education Department.

The government also agreed to a third party assessment to be carried from time to time to gauge the performance of the Education Department.

The Chief Minister also sanctioned Rs 40 crore for construction of buildings for various degree colleges. "We have been making announcements for degree colleges but these have been without buildings. The amount will come handy for the construction of buildings. We have also sanctioned Rs 5 crore for the construction of laboratories that have been missing in most colleges and Rs 4.50 crore for the construction of building of Higher Education Directorate," said Bahuguna.

The government also decided to raise the retirement age of teachers from 60 to 65 years, bringing it on a par with the University Grants Commission (UGC).

To facilitate the procurement of forms for students, extension counters of Kumaon University would be set up at Haldwani and Pithoragarh. Besides, the vacant posts of Registrar and Controller of Examination too would be filled.

Transfer Policy
Teachers’ views important, says Pritam Panwar

Urban Development Minister Pritam Singh Panwar today said suggestions of teachers were important for the government and any transfer policy formulated without their consent was of no use.

He was the chief guest at the biannual conference of the Uttarakhand Rajkiya Shikshak Sangh, Dehradun district unit, held at Mahadevi Kanya Patshala here. The teachers expressed apprehensions about the transfer policy of the state government at the meet.

Vice-president of the Uttarakhand Congress Suryakant Dhasmana, who presided over the coference, said the teachers must trust the state government as Chief Minister Vijay Bahuguna himself was concerned about their welfare.

He said the teachers were half of the strength of government employees in the state and play an important role in shaping the future of the state.

Earlier, Dehradun district president of the Rajkiya Shikshak Sangh Shiv Charan Lakhera also submitted a memorandum to the minister demanding that teachers be taken into confidence while framing a transfer policy.

ITIs to be set up in five blocks

Dehradun, July 31
The government today announced that it will set up five Industrial Training Institutes (ITIs) in five blocks of Kot, Tharali, Sahaspur, Beronkhal and Khatima.

"The ITIs will provide training opportunities to the rural youth of the state and help us arrest the problem of unemployment," said CM Vijay Bahuguna at the evaluation meeting of the Technical Education Department. Along with establishing ITIs, an engineering college at Gopeshwar (Pauri) and a polytechnic at Gairsain was also announced. "The government has also decided to provide 5 acre to the ONGC for setting up a polytechnic," said Bhauguna. Further a polytechnic with the Centre assistance of Rs 11 crore will be set up at Haridwar under the Multi-Sectoral Development Plan. — TNS

Sale of power can cut losses of sugar mills: Report

To revive six loss-making sugar mills, National Federation of Cooperative Sugar Factories (NFCSF) Limited has suggested that the mills should sell power to the state.

Interestingly, a sugar mill could produce 6 mega watt of electricity and during the crushing season around Rs 7 crore-Rs 8 crore revenue could be earned by adding value.

Among the various recommendations made by the NFCSF, generation of power could ease the financial losses of the sugar mills.

“As suggested in the report, through co-generation, the sugar industry could produce electricity far in excess of their own requirement and sell the surplus power to the state,” said Surinder Singh Rawat, Secretary, Sugarcane.

Power generation could become another source of income for ailing mills, apart from production of sugar, ethanol, molasses and rectified spirits.

The NFCSF study carried out on behalf of the government would be presented before a sub-committee on the revival of sugar mills constituted during the last assembly session.

The study has also recommended the use of new technology for increasing the capacity of boilers which are around 30-35 -year-old. The new technology would boost fuel efficiency and help technology upgradation leading to a saving of Rs 3 crore annually.

“The ministers' sub-committee will look into the option of overhauling the sugar mills and adding value as suggested in the study. Each of the sugar mills are registering Rs 12 crore loss annually. The sugar mills have produced 32.32 lakh quintal of sugar during the crushing season (2011-012) and earned Rs 580.40 crore of revenue,” said Uttarakhand Sugarcane Minister Surinder Singh Negi.

The use of new technology will reduce the dependency on bagasse a byproduct of the sugar industry used as fuel to generate energy. Besides, the state government is also awaiting a package Rs 230 crore from the Central Government to pay the old dues to the farmers.

Mood low key in MDDA over Bahuguna’s decision on building maps

If officials and employees at the Dehradun Municipal Corporation (DMC) celebrated the decision of Chief Minister Vijay Bahuguna to hand over the job of clearing maps of the buildings from the Mussoorie Dehradun Development Authority (MDDA) to the DMC, then the atmosphere at the MDDA remained sombre on the issue.

Senior officials, on the condition of anonymity, said the DMC or local bodies would handle only those cases of map clearance of buildings which came under their domain, whereas the area other than that would still be handled by the MDDA. Moreover now, the MDDA and other development entities such as Haridwar Development Authority and State Urban Development Agency would be clubbed together and they would now be able to focus more on housing schemes in the region. This would mean more work and more revenue, they averred. The employees who had been handling the job of map clearing were not happy about the change.

Sunil Jain, employee, said: “A lot of revenue was generated from clearing building maps. The MDDA does not have much of land; so the issue of formulating housing schemes does not seem pragmatic now. If the situation continues like this, then it would become difficult for the MDDA to provide salaries to its employees. Many of the employees are daily wagers/contractual.”

These daily wagers or contractual employees, too, have a reason to be ecstatic as the Chief Minister has also passed a direction to regularise their services.

Meanwhile, the decision of Vijay Bahuguna to hand over the task of clearing maps of the buildings from the MDDA to the DMC remained the talk of the town today.

From Councillors to officials to Mayor, everyone welcomed this decision. Mayor Vinod Chamoli said he had been discussing this issue with the Chief Minister for a long time and was happy that he finally laid ground for its execution. He said: “It may take a year’s time to finally see this decision turning into a reality, but, at least, the ball has started rolling in the right direction. Even with the task of clearing maps for the buildings, the DMC is bound to earn at least Rs 15 to Rs 20 crore per annum, which will enable the related officials to work on the development projects better.”

Councillor Deepa Shah said that the councillors would now be able to be more helpful to people of their respective wards.

CS wants action plan to rid Mall Road of traffic problem

Mussoorie, July 31
Taking cognizance of media reports, Chief Secretary of the state Alok Kumar Jain has sought ways to formulate an action plan to deal with the problem of traffic and rampant encroachments on Mall Road in Mussoorie.

The Chief Secretary through his letter addressed to the Tourism Secretary, Commissioner, Garhwal, District Magistrate and SSP, Dehradun, has directed the officials to prepare an action plan in order to find a solution to the problems of rampant encroachments and heavy traffic on Mall Road.

The officials have also been directed to ensure that all the stakeholders in this matter are consulted and their suggestions incorporated duly in the action plan. After taking suggestions from all stakeholders, these should be submitted within a period of one month.

According to sources, the Chief Secretary in his letter written to Tourism Secretary, Commissioner, Garhwal, and District Magistrate, Dehradun, dated July 2, 2012, has stated that Mall Road of Mussoorie used to be a place to roam on foot in a royal fashion. He further stated that apart from VIP vehicles and emergency services, no other vehicles were allowed on Mall Road. But the situation has deteriorated over the years. Sadly, Mall Road is on the verge of losing its pristine beauty due to neglect shown by the local administration over the years.

When contacted, the SDM, Mussoorie, Ram Saran Sharma, informed the media that acting on the directive of the Chief Secretary, he has written letters to all the concerned departments and stakeholders and sought suggestions on ways to develop the action plan until August 6.

He further said that after consulting all stakeholders, a detailed action plan on solving the problems on Mall Road would be submitted to the Chief Secretary within stipulated period of one month.

He also said that the action plan would deal with the issue of regulating traffic and keeping the town clean by controlling illegal encroachments on Mall Road.

It arrested 17 accused in 14 cases and also seized 3 kg of 'Kirajari' herb worth Rs 20 lakh, 13 kg of 'Pankhjadi' herb worth Rs 1.25 lakh, Nepali currency of Rs 7.25 lakh and Indian currency of Rs 14 lakh in separate incidents. — TNS

U’khand Police lift football title

The Uttarakhand Police team won the 3rd ONGC-BS Negi Memorial Football Tournament here today.

In the final match played at Ambedkar Stadium here, the Uttarakhand Police team won by a solitary goal against City Young. Shishir scored the goal for Uttarakhand Police during the extra time after the two teams went goalless at the end of stipulated time.

Chief Minister Vijay Bahuguna presented the trophy to the winning team. Player of CT Young Monu Goswami was declared the man of the tournament. Suraj was declared the best forward player, Himanshu the best goalkeeper and Arjun Yadav the best centre half. The CM also announced a reward of Rs 10,000 for Shishir from Uttarakhand Police. He also announced the setting up of a football academy in Dehradun.

Shuttlers Bhumika, Garima want to represent India in Olympics

Bhumika Valeja and Garima Bhama, two upcoming seeded players from Haridwar, won the District Badminton Doubles title today, a few hours after Jwala and Ashwini won their match in the Olympics in London. Bhumika, a student of Vidya Mandir Senior Secondary School, and Garmia, a student of Shiv Dale School, are pairing together for the past two years and have developed an understanding to play as a team. Bhumika and Garima spoke to The Tribune after winning the coveted title in the ongoing badminton tournament in which more than 450 players took part. They attributed their success to hard work, right coaching, inspiration from top Indian players and above all blessings of their parents and God.

This duo of Class XII students has won numerous titles and wants to make it big in professional badminton. They practise for hours together and do mental and physical exercises and yoga. They want to represent India at Commonwealth Games, Asiad, World Badminton Championship and Olympics.

Bhumika is a sports prodigy who has also participated in athletics and long jump. Garima winds off her stress by indulging in crafts making. They have also performed well in academics. Their coach Suman Sharma says they have the potential to make it to the top as they possess skill, sporting acumen, determination and are hard working. “They try to rectify their mistakes, want to develop more strokes and help each other remove their shortcomings,” said Suman while preparing a diet chart for them. Now, Bhumika and Garima are eyeing the state championship where they lost by a narrow margin in Kashipur last year.

Though Haridwar lacks sports infrastructure as is available in metropolitan cities, Bhumika and Garima say the newly built city sports complex here has proved to be a boon for players like them. They get the best of the facilities here for honing their sporting skills. — TNS

The result bore testimony to the closest final of the RIMC squash history in recent times with Shivaji and Ranjit sections leading the pack with 38 points each and a sub-clause was to be enforced which lead to the cup being awarded to the Shivaji section. Chandragupta and Pratap section followed with 28 and 04 points, respectively. The individual prizes were as follows:

Impressive performance by students of SJA junior school

The junior school of the St. Joseph's Academy (SJA) organised a cultural programme which saw the students of classes second and third displaying their skills at dancing, acting and singing with great proficiency.

The programme started with the lighting of the traditional lamp by the chief guest, Principal Rev Brother George. A graceful prayer dance by the girls of classes second and third invoked the blessings of the Almighty and also set the stage for the performances for the day. The budding actors staged a play, "Day for night for Ultapur," and a Hindi play, "Jumman Miya ka pyjama," which left the audience in awe of their acting acumen. The students mesmerised the gathering with their meticulous singing and electrifying dances.

The familiar characters of fairy tales came alive in the fancy dress show. The students of class second had every foot tapping and everyone humming the tune of peppy action song, " Listen to the music." The synchronised western dance on the jungle song and Rajasthani dance left everyone spellbound. A befitting finale was with the musical ballet," I love the rain," put together by students of class second.

Rev Brother George applauded the students for their scintillating performances and congratulated the teachers for preparing the students for such events. He also gave away the prizes to the winners of rakhi-making competition of the school.
