Traffic police lacks equipment to deal with pressure

The traffic police is ill-equipped to deal with the mounting pressure of traffic in the city. It does not have the required paraphernalia or equipment to take on it's work efficiently. Superintendent of Police, Traffic, Ajay Joshi, has sent a few proposals to the police headquarters in this connection. There is a single crane to tow four-wheelers in the city, found parked in no-parking area. Even this crane is not up to the mark.

Joshi said: “ The crane the traffic police has now is such that the cars may get damaged while lifting and towing. So we have to take extra precautions while doing so. It, indeed, would not reflect well on us if the expensive cars of owners get damaged when being towed away. I have asked for an extra crane as the single one is not sufficient to meet the demand. I am not sure whether the new crane will be better than the exiting one.” He has also asked for face masks for the traffic staff. Ironically, the masks used by the traffic police are all purchased by them and that, too, the usual ones sold in the market.

“The masks requisitioned by us will be surgical masks, which will ensure hygiene and protection from pollution,” he said.

One interceptor has also been ordered. Quite interestingly, the existing one, which costs a whooping Rs 50 lakh for being hi-tech, needs repairs that have not been undertaken due to the shortage of funds. Joshi said: “Few attachments in the interceptor such as one related to video recording or speed guns are not functioning well. The repairs could not be done as the department did not have funds to do so.” It seems the PHQ somehow manages to provide the requirements but falls short on ensuring their subsequent maintenance.

Similar is the situation of a generator lying defunct in the backyard of the SSP's office for several years as funds were not released for it's repairs. The entire staff has to bear the blazing heat during power cuts.

Twelve more alcohol meters have been proposed. Out of the existing 8, more than half have become useless. “Since all the alcohol meters are imported, the cost of their repairs is tantamount to that of the new ones. Hence, we asked for new ones.” he said. In the city, where regular campaigns are held by the traffic police as well as the city police of various police stations to nab those found guilty of drunken driving at night, it is difficult to imagine how they would be managing the task with a small number of alcohol meters.

It is yet to be seen how many of these articles will be cleared by the PHQ and when they will be available to the traffic police.

Top cops turn Kanwariyas
Offer water to Shivalingam as gratitude to God for successful yatra completion

It was a surprise for onlookers as top police officials were seen donning Kanwariya look and taking Kanwars to fetch the Ganga water to offer it to Shivalingam at Lord Shiva temples today.

Buoyed by the successful completion of the India's largest Kanwar Yatra in Haridwar, SSP Arun Mohan Joshi and mela police in charge SP Dr Kiran Lal Shah thanked Lord Shiva by offering Ganga jal.

Both visited the shrines of Daksh Prajapati temple in Kankhal and Bilkeshwar Mahadev temple where they offered Ganga jal.

Prior to this, they performed rituals at Braham Kund, Har-Ki-Pauri, thanking the Ganga in making successful completion of the Kanwar fair in the state.

SSP AM Joshi said during the Kanwar Yatra, he had thought of performing Kanwar after the peaceful completion of the fair.

As the yatra was completed today, he along with mela police chief decided to perform rites at Har-Ki-Pauri and then offer Ganga water at Shivlingam to thank Lord Shiva.

Both lauded the efforts of 4,000 mela force personnel who managed millions of Kanwariyas round the clock for 15 days as well as local people for being patient and cooperative.

Talking to TNS, SSP Joshi said the two main achievements during this fair were uninterrupted highway movement and sending off all vehicular Kanwariyas in a systematic manner way ahead of schedule.

Record 1.95 crore Kanwariyas throng Haridwar

The Kanwar yatra concluded here on Shravan Maha Shivratri today.

A record 1,95,42,180 Kanwariyas, including Dak Kanwars, came to Uttarakhand to fetch Ganga water from Gaumukh, Gangotri, Deoprayag, Braham Kund, Har-ki-Pauri and adjacent Ganga ghats.

Kanwariyas on two-wheelers were seen in the city today while Dak Kanwars on four-wheelers had left the city by the morning. They would offer Ganga water at Shivalayas at their places before 10 am tomorrow.

This year the count of Kanwariyas was more than previous year when 1.52 crore Kanwariyas visited Uttarakhand. About 40,000 Dak Kanwars on four-wheelers and nine lakh on two-wheeler undertook the pilgrimage.

About 108,230 women Kanwariyas visited the city and they were a major attraction.

Talking to The Tribune SSP Arun Mohan Joshi said the number of Kanwariyas travelling on vehicles was more than expected. However, the three-tier traffic plan helped manage the rush.

The mela administration also sought help from ISRO to provide satellite images of Haridwar on July 15 and 16 as was done during the Mahakumbh in 2010.

The Kanwar mela that commenced on July 4 saw 35 lakh kanwariyas visiting Haridwar on July 16.

Red Cross volunteers help 20,000 pilgrims

Volunteers of the Indian Red Cross Society helped more than 20,000 Kanwariyas during the Kanwar fair.

Free medical aid was provided to them at the Kanwar stretch and a special mobile health squad was also formed to provide immediate help to the pilgrims.

Talking to TNS, additional nodal officer of the fair Naresh Chaudhari said earlier also, these volunteers had extended services during the Mahakumbh fair.

He further said the medical camp was also supported by the College of Engineering, Lions Club and Sterlite Industries, which provided medicines. Dr Shazia Khatoon said all volunteers worked round the clock to provide medical services to Kanwariyas.

Devotees offered Ganga jal, milk and ‘belpatra’ on the occasion of the Shravan Maha Shivratri here today.

Temples in the district witnessed huge turnout of devotees.

Since early in the morning, the devotees made serpentine queues to offer milk and water.

At Kankhal, which is considered the home town of Goddess Parvati, devotees thronged the Daksh Maha Dev temple in large numbers.

Rolika's logo selected for child rights panel

The Uttarakhand State Commission for Protection of Child Rights has finally got its logo.

Out of a total of 39 logos in contention, the logo designed by Rolika Agarwal, a student of class IV, was selected by the seven-member screening commitee.

The committee members were of a firm opinion that its logo must be designed by a school-going child. Thus logo designs were sought from the schoolchildren up till the age of 14.

A total of 35 children dispatched 39 logo designs to the commission. The seven-member committee, led by Ajay Sethia, Chairman of the commission, went through each logo and finally selected Rolika’s design. Sethia held that Rolika would be provided rewarded with Rs 3,100. He said rest of the participants would be given participation certificates. He said the new logo of the Uttarakhand State Commission for Protection of Child Rights would be released by the Governor.

Among committee members were Manki Negi, secretary, Child Protection Commission, Suresh Balodi, Manager, Plan India, Aditi Kaur, Director, Parvatiya Bal Manch, and journalist Arvind Shekhar.

5 M'rashtra pilgrims die in Tehri mishap
12 hurt as bus falls into gorge

Five pilgrims from Maharashtra were killed and 12 others injured when a mini bus fell into a deep gorge in Tehri district today. The dead included four women and the driver of the vehicle.

According to the State Emergency Operations Centre, a temp traveller (UA 08 PA 0132), on the way to Kedarnath from Gangotri with 16 passengers, fell into a deep gorge at Chirbatiya Market, Ghansali about 12 noon. Five passengers died on the spot while 12 others were injured. The injured were rushed to Government Health Centre, Jakholi, in ambulance by the police and a Disaster Management team. The pilgrims hailed from Kohlapur in Maharashtra.

Meanwhile, Chief Minister Vijay Bahuguna has expressed grief over the death of five persons in the road accident. In his condolence message, Bahuguna prayed for the peace of the departed soul and strength for the bereaved family members. He had also wished for early recovery of the injured persons.

Ranjit Kumar Singh, District Magistrate, said an ex gratia relief of Rs 1 lakh would be paid to the next of the kin of the deceased and Rs 50,000 to the injured. The state Transport Department had also announced Rs 50,000 as relief to the next of the kin of the deceased and Rs.20,000 each to the injured.

Bahuguna has also ordered a magisterial probe into the accident.

Vehicle full of vegetables overturns in Mussoorie; four injured

Mussoorie, July 17
Four persons were injured when a vehicle carrying vegetables, tomatoes and potatoes from Naugaon village in Uttarkashi district bound for Dehradun vegetable market, overturned near Kingcraig on Mussoorie-Dehradun road today.

According to the police, the vehicle carrying vegetables was heading towards Dehradun vegetable market when the driver lost control over the vehicle while trying to avoid another speeding truck from the opposite direction.

Four persons, including two women, were injured. They have been identified as Shobha, 29, Sarita, 28, Sanjay,19, and Ranvir Singh, 22, all residents of Naugaon, Uttarkashi. They were rushed to the nearest hospital for treatment. Shobha, who was in a critical condition, has been referred to Doon Hospital.

The police is yet to ascertain the reason behind the accident, and investigations were on till the filing of the report.

City divided into four zones for house tax

The Dehradun Municipal Corporation (DMC) has divided the city into four zones, ABCD, keeping the parameters of their locations and the residential area in consideration.

The division was classified while preparing Rental Value Assessment in 2008. These parameters will now be used to consider for house tax on newly built houses or slum colonies.

The area which comes under A category are Race Course, Gobind Nagar, Haridwar Road, EC Road, Tegh Bahadur Road, Nehru Road, Subhash Road, Rabinder Nath Tagore Marg, Salawala, Kalidas Marg, Rajpur Road, Dila Ram Bazar, Kaulagarh, Ballupur, Krishan Nagar, Defence Colony, Vasant Vihar and Engineers Enclave.

Those in B Category are Nardev Shastri Marg, Faltu Line, Circular Road, Mohini Raod, Luxmi Raod, Inder Road, Balbir Road, Kasturba Road, Chander Road, MDDA Colony, Welham Lane, Dobhalwala, Narayan Muni Marg, Estley Hall, Tilak Road, Guru Road, Park Road, Neshvilla Road, Patel Nagar, Gandhi Road and Nehru Colony.

In the C category will be Patel Road, Naya Gaon, Hathibadkala, Bakrawala, DAV Road, Nalapani Road, Rispana I, Moti Bazar, Paltan Bazar, Shivaji Marg, Adat Bazar, Shiv Colony, Lukhibagh, Muslim Colony, Hanuman Chowk, Darshi Gate, Bhanadri Bagh Dhamawala.

The area in the D category will be all slum colonies which reside on the land under the domain of the Municipal Corporation, including those in Race Course, Chander Road, Negi Road, Pritam Road, Rispana, Arya Nagar and Shivaji Marg.

The rental value of the houses of these categories has been further divided as per the age of the house.

The rental value of each room under category A, B, C, D had been fixed, for the house which was built 10 years ago or between 11-25 years or more than 26 years ago.

The aggregate rental value of all room will be taken on annual basis, which will further be divided by 12 per cent.

Dehradun, July 17
Poet and writer Dr Atul Sharma’s book ‘Kaha Ho Kaka Bhai’ was released here today.

The book comprises poems based on the life of the late Uday Singh Chandel, popularly known as Kaka.

Releasing the book, state farmers’ leader Kushalpal Singh recalled the role of the late Uday Singh Chandel in the anti-land acquisition agitation. “Kaka had supported farmers when their land was being forcibly acquired by the government in Uttarakhand,” said Khushlpal Singh said.

Dr Atul Sharma said he had written the book as tribute to Uday Singh Chandel, who was his close friend.

Kaparvan is acting president of UKD

President of Uttarakhand Kranti Dal (Democratic) Luxman Singh Chufal has nominated Dr Shakti Shail Kaparvan as acting president to oversee the party affairs in his absence.

While referring to Diwakar Bhatt for talking about reuniting factions of the UKD, he said, “Neither the activists of the UKD nor public was ready to believe those who had broken the party to serve their vested interests and had remained middlemen of the national parties.” Chufal also slammed MLA, Kashipur, Harbhajan Singh Cheema for his anti-hill statement.

Commissioner reviews progress of various projects

Commissioner, Garhwal Mandal, Kunal Sharma, held a meeting with officials of the PWD, Payjal Nigam and Dehradun Municipal Corporation to discuss the progress report on the projects running in the city under Jawaharlal Nehru National Urban Renewal Mission.

Executive Engineer, PWD, CM Pandey, said 8 of total 16 roundabouts had been widened, whereas work on two roundabouts at Kargi Chowk and Kolagarh was 80 pc complete. On the three roundabouts, Ballupur Chowk, Sabji Mandi Tiraha and Global Chowk, the process of land acquisition

was going on. In the rest of the three roundabouts, Kanak Chowk, Estely Tiraha and Lensdown Chowk, the work has been stalled over a PIL petition filed in the court.

Executive Engineer of Payjal Nigam informed the Commissioner that the department had completed the work of laying 54 km sewer lines in the city while work was in progress on 35 km for phase-2. Mukhya Nagar Adhikari Ashok Kumar gave a report about the houses to be built for slum dwellers. He said 27 houses were built in Ram Mandir Kusht Ashram, 28 in Shanti Kusht, 34 in Rotary Kusht, whereas the work was in progress in Ram Nagar slum colony and Kath Banla slum colony. The work was stalled in Brahmpuri, Chakshah and Khala due to land disputes.
