State president of the Lok Janshakti Party (LJP) Kiranjit Singh Gehri today said the LJP and the Dalit Sena would jointly launch an agitation to get the 'Lal Lakir' provision in the villages scrapped. Besides, the LJP and the Dalit Sena would also launch an agitation to get the "false case" registered against Baba Lal Singh, head of the Tarna Dal (Malwa), cancelled.

Couple killed in accident
Bathinda, July 14
Police have booked a resident of Barnala for rashly driving a Bolero jeep and fatally injuring a man and his wife. A complaint has been lodged by Sikandar Singh of Matta village near Jaitu in Faridkot. Sikandar said his brother Bhupinder Singh, his wife Amandeep Kaur and son Uday Singh were on way to Lehra Mohabbat from Bathinda. He said the jeep, rashly driven by Lakhwinder Singh of Kothe Kartar Singh village, hit the bike from the opposite direction which seriously injured the couple and their son. The couple was later declared dead in a nearby hospital. The son received serious injuries and is still undergoing treatment.

Police to probe disrespect to Holy Book
Bathinda, July 14
Disrespect to the holy book of the Sikhs, Guru Granth Sahib was reported in Behman Diwana village last evening. The matter was brought to the notice of the police by the villagers. A villager who went to pay obeisance at the gurudwara came to know about the incident.

Exposing glaring loopholes in the attention paid to safety of those working in sewer laying projects once again, two labourers fell in a sewer in Lal Singh Basti this evening. Fortunately, they were rescued unhurt.

Area municipal councillor, Khem Singh Maakar, said the labourers were joining the sewer line of street number 6 with that of the main sewer when suddenly a mound of earth fell over them.

A JCB machine had been pressed into action to dig a deep pit and the labourers were working inside the pit, joining the two pipes. Loosened by the rains, piles of earth fell on them. The two labourers have been identified as Raju and Mangat, residents of the Bir Talab area.

Alert bystanders immediately pulled out the labourers, thereby saving them. Eye witnesses said the confused and visibly shaken labourers had to be re-assured. They were immediately taken to a nearby private clinic from where they were discharged after being administered first aid.

The eye witnesses called up a city-based NGO, Sahara Welfare Society, for help. NGO volunteers, traveling in a four-wheeler, however, got stuck in a traffic jam at Sirki Bazar where a religious procession was being taken out. They then took a two-wheelers and reached the spot.

The work on laying a sewer in the area has been going on since July 27 last year and is far from completion still. At the general House meeting of the corporation conducted last Monday, the area councillor Khem Singh Maakar had repeatedly demanded that the project in his area should be completed soon.

The Municipal Corporation officials neither reached the spot nor were they available for comments.

Couple booked for constructing illegal colony

A couple landed in trouble owing to their bid to construct a private colony without getting any approval from the Bathinda Development Authority (BDA).

The couple, Jagraj Singh and Jaswinder Kaur, residents of the Gill Kalan village near Rampura, have been booked by the police under section 36 (1) of the Punjab Apartment and Property Regulation Act 1995 at the Sadar Rampura police station. Fifteen buyers who had purchased plots in the colony have also been booked by the police for violating the Property Regulation Act.

Investigating officer in the case, ASI Chaman Lal, said no arrests had been made by the police in this regard so far. He said the couple was accused of first turning their piece of land into a colony by constructing streets and providing other basic facilities without any approval and then selling pieces of it as plots. He added that nearly three acres of land was sold to 15 buyers in the colony.

Chaman Lal said an enquiry was conducted in this regard by the officials of the BDA and a complaint was lodged by BDA commissioner. A case was registered on the basis of the complaint lodged by the commissioner. Further investigation is on in the case, said the police officials.

Three prime government properties of the irrigation department were sold in the last three years to raise funds for the state exchequer.

All the three pieces of land fall in the Canal Colony area of the city. The city is being run either on mortgaged property or after selling off prime properties.

Information procured under the Right To Information (RTI) Act revealed that the Punjab Infrastructure Development Board (PIDB) has so far sold off lands in pocket D, E and F of the Canal Colony area through the Punjab Urban Development and Planning Authority (PUDA).

On January 15, 2010, 19 bighas and three biswas of land in pocket F of Canal Colony were sold to BCL and Infrastructure Limited at the rate of `7,300 per square yard.

The land was sold for `14.20 crore of which the company has deposited `10.72 cr with the PIDB so far.

Similarly, 0.8 acre of land in pocket D of the area was transferred in the name of BDA on December 25, 2010 for plotted development. BDA further chalked out 15 commercial plots and three shop-cum-flats. BDA sold 90.75 yards of three plots at the rate of `30,600 per square yard, but no amount has been submitted with the PIDB so far.

On May 4, 2011, 5.58 acres of land was sold off from pocket E of the Canal Colony at the rate of `13,900 per square metre to BCL and Infrastructure Private Limited. The total land was sold at `13.38 crore, but only `8.25 cr has been deposited with the PIDB so far.

Besides this, the Municipal Corporation Bathinda (MCB) has taken a loan of `92 crore from PIDB against its Blue Fox Property near Rose Garden, which has further been transferred to the Bathinda Improvement Trust.

The monetary incentive given to women delivering at Women & Children Hospital has resumed

An increase in the number of deliveries at the local Women and Children Hospital has come to light once again, after a gap of more than six months.

Starting May 15 this year, under the Mata Kaushalaya Kalyan Scheme of the Health Department, women had started getting monetary incentive of `1,000 for delivering babies at hospitals.

Earlier, an increase in the numbers was noticed when the government had introduced the scheme in June 2011 to promote institutional deliveries (deliveries in hospitals and other health centres).

In June 2011, 214 deliveries were conducted at the local Women and Children Hospital while in July, the number of deliveries increased to 275 and in August, to 377.

However, the number of deliveries reduced to only 185 in April this year, perhaps due to the non-payment of the incentive money to the women for delivering babies at the hospital since last week of October 2011.

In June 2011, the hospital had received funds worth Rs 15.77 lakh, meant to make the payment of incentive money of Rs 1000 to each of the women delivering babies at the hospital, lasted till the third week of October.

After the local Women and Children Hospital received an amount of `9 lakh from the government in May this year for making the payment to the women starting May 15 under the Mata Kaushalaya Kalyan Scheme, the number of women coming to deliver babies at the hospital has started increasing once again.

As per the information, in the month of May this year, as many as 263 deliveries were conducted at the hospital. In June, the number of deliveries increased to 284. Till July 14, about 125 deliveries had been conducted.

Though the hospital authorities have been paying the incentive money to the women since May 15, around 1,800 beneficiaries of the scheme are still awaiting the benefit of the scheme. These beneficiaries include women who delivered their babies in the months of November and December 2011 and from January to May 15 this year.

Sources in the hospital told the Bathinda Tribune that they were receiving inquiries from the beneficiaries, who had not received the monetary incentive so far.

The sources added that they had no answer to the queries as the state government had not sent any money to the health authorities for paying the incentive money to the pending cases of the Mata Kaushalaya Kalyan Scheme.

The government had introduced the Mata Kaushalya Kalyan Scheme in June 2011 to promote institutional deliveries (deliveries in hospitals and health centres).
Under the scheme, women choosing to give birth in hospitals or health centres were to be awarded a monetary incentive of Rs 1,000.
In June 2011, 214 deliveries were conducted at the local Women and Children Hospital while in July, the number of deliveries increased to 275 and in August, to 377.
The number reduced to 185 in April 2012, perhaps due to the non-payment of the incentive money to the women.

LJP ups the ante on land ownership
Party says it wants the ‘Lal Lakir’ provision in villages scrapped, plans agitation

State president of the Lok Janshakti Party (LJP) Kiranjit Singh Gehri today said the LJP and the Dalit Sena would jointly launch an agitation to get the 'Lal Lakir' provision in the villages scrapped. Besides, the LJP and the Dalit Sena would also launch an agitation to get the "false case" registered against Baba Lal Singh, head of the Tarna Dal (Malwa), cancelled.

He said these decisions were taken unanimously at a meeting of the LJP, the Dalit Sena and the Tarna Dal, held under his presidentship at the Circuit House here today.

Gehri said the LJP also demanded that the government should give ownership rights to those who had been residing on the land of the Wakf Board in the villages and the cities. He said these people had no registries of the houses in their names now.

According to Gehri, the LJP and the Dalit Sena were running a campaign from June 2 against the "anti-Dalit" policies of the state and central governments while the people were taking part in the campaign in a big way. He said they were exposing the state and central governments in their campaigns.

Gehri also said that even after 65 years of independence, thousands of people did not have official documents (registries) of their houses.

He said his party would also launch an agitation from August 15 in favour of such people so that they could get the ownership rights.

He said the LJP would also put pressure on the government to ensure Rs 300 as daily wage for the labourers, working under the MGNREGS (Mahatama Gandhi National Rural Employment Guarantee Scheme).

He said it would also demand from the government to link the wages of the labourers with the price index so that the labourers could lead a smooth life.

Three booked for gambling

Police have booked three persons for gambling and recovered an amount of Rs 29,900 from their possession. The accused were arrested from near KC Hotel, Bathinda. They have been identified as Rohit Kumar of Parasram Nagar, Ram Partap of Namdev Nagar and Mahinder Kumar of Purana Thana road. A case under sections 13, 3, 67 of the Gambling Act has been registered in this regard against the accused at the Kotwali police station.

Tenant booked for eloping with girl

Police have booked a tenant residing at Ajit road for eloping with the daughter of his landlord. The accused has been identified as Rinku, a resident of Hargupar village in Gonda district of Uttar Pradesh. Jasvir Singh has lodged a complaint in this regard with the police. He complained that his 16-year-old daughter was enticed to flee by Rinku. Police have registered a case against Rinku under sections 363-A and 366 of the IPC.

Four booked for snatching mobile, bike

Four unidentified persons have been booked by the police for snatching a mobile phone and a motorbike from a resident of Sucha Singh Nagar. In his complaint to the police, Om Parkash said he was riding a bike when four unidentified youths blocked his path near the drug-de-addiction centre and forcefully took away his mobile phone and the motorbike. A case under sections 382 and 34 of the IPC has been registered at the Thermal police station.

Motorbike stolen

A motorbike was stolen from outside the residence of Narinder Singh of Parasram Nagar. Narinder lodged a complaint with the police wherein he stated that his bike was worth Rs 34,000 and was stolen by some unidentified person on July 6. A case under section 379 of the IPC has been registered in this connection at the Canal Colony police station.

One arrested for posing as doctor

Police have booked a resident of Partap Nagar for posing as a qualified doctor and cheating people by treating them for various diseases. The accused has been identified as Mangal Singh. He has been booked by the police under sections 420 and 15 of the Indian Medical Act 1956.

Three booked for beating

Three persons have been booked by the police for beating a resident of Chughe Khurd village. The accused have been booked on the complaint of Gurshaminder Singh. Gurshaminder was rushed to the hospital by a passerby and his friends. A case has been registered at Sadar police station.

Four booked for assault

Four residents of Goniana, including Chamkaur Singh, Santosh Kaur, Parmod Kumar and his wife Suman, have been boked by the police. In a complaint to the police, Mukhtiar Singh of Nehianwala village alleged that the accused attacked his daughter-in-law over the trivial issue of getting water for agricultural fields from a common water channel. Police have registered a case against the accused under sections 325, 323 and 34 of the IPC at Nehianwala police station.

Arms recovered from accused after probe

An accused arrested by the police under various sections of NDPS Act divulged details of arms hidden by him during police interrogation.

The accused, Bant Singh of Masiana village of Dabwali in Haryana, was in police remand at Nandgarh police station. During the interrogation, he divulged details of a .32 bore pistol and 10 cartridges. He had hidden the firearm near Lulwai village. Another case under section 25, 54 and 59 of the Arms Act has been registered at the Nandgarh police station.

Mother, son booked for manhandling govt servant

Police have booked a mother and her son for manhandling a government servant deployed at Talwandi Sabo court. The complainant, Natha Singh, said he had gone to deliver a judicial warrant and to get the accused arrested in a case. Natha said the accused was supposed to be produced in court. He said the accused and his family threatened him with dire consequences. A case has been registered against Khushwant Singh, his brother and mother.

Police to probe disrespect to Holy Book

Disrespect to the holy book of the Sikhs, Guru Granth Sahib was reported in Behman Diwana village last evening. The matter was brought to the notice of the police by the villagers. A villager who went to pay obeisance at the gurudwara came to know about the incident.

Sadar police headed by SHO Gurjeet Singh Romana reached the gurudwara to enquire into the incident.

The villagers said the langar hall of the gurudwara is under construction and nobody knows who displaced the Guru Granth Sahib. The matter was also brought to the notice of Jathedar Balwant Singh Nandgarh at Takht Sri Damdama Sahib who formed a committee to enquire into the matter. He said the guilty would be punished for disrespecting the holy book. — TNS
