Protest against water shortage turns violent
Jammu, June 19 Six persons, including SHO Billawar Ehasan Parveez, were injured in the clashes between the locals and the police. Keeping in view the brewing resentment among the residents against action of the cops, the authorities have ordered an inquiry into the incident. Billawar SDM Dr Vikash Gupta told The Tribune that officers of the Public Health Engineering (PHE) department have been directed to ensure supply of drinking water in the area. “PHE officials have been directed to engage water tankers to supply drinking water to the people,” he said. Giving details of the incident, Gupta said the situation turned violent when police tried to restore traffic on the road which was blocked by the protestors. He, however, said that senior civil and police officers rushed to the spot and pacified the agitating people and later cleared the road for the vehicular movement. According to information, the residents of village Dramni blocked Ramkot-Billawar road to lodge protest against scarcity of water in their area. The SHO, accompanied by a group of policemen, reached the spot and tried to clear the road. As people were adamant to continue their dharna, the police personnel entered into verbal dual with some of them. It was alleged that the police misbehaved with some people that ultimately led to an ugly situation. On this, the police allegedly resorted to lathicharge to which the locals also retaliated. During the clash, some people also attacked the SHO and other policemen who later fled away from the spot. The angry protestors damaged the police gypsy and chased the policemen. In the meantime, SDM Vikas Gupta and SDPO Rafiq Manhas also reached the spot and tried to pacify the agitators. It was only after assurance of action against the erring cops that the agitating people lifted the dharna. Locals also talked to Kathua Deputy Commissioner in this regard. Political parties strongly condemned the police action against those who were protesting against scarcity of drinking water. Local Congress leader Pankaj Sharma demanded action against the policemen who were responsible for using force against the peaceful protestors. He also demanded action against officers of the PHE for their failure to ensure supply
of water. National Panthers Party (NPP) chief Bhim Singh said, “We condemn the brutal police action against the peaceful protestors. Dozens of women and children were also injured during the lathicharge.” |

Pollution kills hundreds of fish in Unni nullah
Reasi, June 19 Liquid waste being released upstream from open drains and barrages has deteriorated the quality of the river water to the extent that the water is not even suitable for bathing let alone drinking purpose. The death of hundreds of fish that are now floating on the surface of the river has raised an alarm among the local residents. Even more alarming are the reports that some people are collecting these fish and selling them in the market which could lead to the spread of some disease here. “The chemicals that have been getting mixed with the nullah water caused death of the fish in the river. It is even more unfortunate that the locals living on banks of the nullah are taking the fish and selling in the market. This could lead to spread of disease," said an anxious Sham Singh, a local resident. Some of the dead fish are big in size which again is one reason that the locals were tempted to sell in the market. "We have been observing for last couple of days that fish are dying in large number,” said Vijay, another resident from the village. In a recent study, the Central Pollution Control Board had stated that around 70 per cent of pollution in the Unni nullah was directly being caused by humans. |

65 years on, Pak refugees’ struggle for their rights continues
Sonika Raina Tribune News Service
Jammu, June 19 “I remember everything very clearly. I had taken vacations and had come home to spend some time with my family. But a rumour spread that Hindu families were being killed and like thousands of other families we too left our home and migrated to India. I still regret why we came to Jammu and Kashmir. Had we gone to Punjab or some other place our condition would have been better,” said Chajju who lives in Muthi, 10 kilometers from Jammu. Three generations have passed since but the 30,000 families of the West Pakistani refugees who migrated to Jammu at the time of partition are yet to get citizenship rights as the state has its own constitution where outsiders are not considered citizens. “Our first halt was at Gajansoo Marh where we stayed for three days. Then we stayed in Muthi for 15 days. Sheikh Abdullah, the then Prime Minister of Jammu and Kashmir, promised us all the fundamental rights and stopped us from going to Punjab. But even after 65 years, we did not get citizenship rights here,” Chajju rues. This implies that these refugees from West Pakistan cannot get government jobs, purchase land or enjoy other rights other citizens do. As a result, most of them have to work as labourers. “Our only fault was that we came to J&K. For the last 65 years, our children have not gone to colleges or have not gotten government jobs. The government has denied us our right to livelihood,” said Labha Ram Gandhi, the president of West Pakistan Refugee Action Committee. “The state government is denying us our rights and nobody is talking about our human rights,” Gandhi said. The Tribune talked to many such refugees on the World Refugee Day and shared their experiences. Sujata Devi, a student of Class X of Government Higher Secondary Muthi, said, “I can’t study further as I do not have a state subject certificate. They will not allow me to take admission in higher classes.” Dhanni Devi, “I was 15 years old when we migrated to Jammu and since then our condition is getting miserable. We are not asking for some cash or other relief. We are asking for the citizenship rights for a better livelihood.” Balbir Raj, a tailor by profession, said, “We cannot vote and hence nobody cares for our needs or demands. Those who migrated to other parts of the country are enjoying their rights while we are fighting for the basic rights even after 65 years of migration.” Sunil, a student, said, “I will work as a labourer because I know that I do not have rights to go to the college so the only option with me is to leave studies and work as a labourer.”
