Chandigarh, May 31 While the general public using the Haryana Government website, particularly for knowing the postings of the senior bureaucrats, is put to a lot of inconvenience, the misleading information is becoming a source of embarrassment for the senior babus, whose offices are flooded with calls and queries concerning their previous departments. Manik B Sonawane, who has been posted as Financial Commissioner and Principal Secretary (FC&PS), Forests and Wildlife, continues to be listed as the Financial Commissioner and Principal Secretary, Social Justice and Empowerment and Welfare of Scheduled Castes and Backward Classes, though this charge has gone to RR Jowel. Jowel continues to be listed as FC&PS, Forests and Wildlife. Ramendra Jakhu, Financial Commissioner and Principal Secretary, now holding the charge of FC&PS, Transport and Civil Aviation, retains the charge of FC&PS, Excise and Taxation. The fact is the charge of Excise and Taxation Department has gone to Rajan Kumar Gupta. Similarly, Harbaksh Singh, though given the charge of Renewable Energy, is still listed as Officer on Special Duty, Manpower Planning. Vijay Vardhan, who is now the FC &PS of the important departments of Tourism, Archives, Archaeology and Museums and Cultural Affairs, is still the FC&PS of the Department of Renewable Energy on the official website. While PK Gupta, FC &PS, Public Health Engineering, and Sarban Singh, FC&PS, Labour and Employment, have swapped their posts, they officially continue to hold their earlier postings on the IAS civil list of the Haryana Government website. A senior official said the National Informatics Centre, which hosted the website, cannot make changes on the wesbite without the approval of the Chief Secretary’s office. However, sources in the Chief Secretary’s Office claimed that it took a few days to update the website and it could be done soon. Anyway, the posting and transfer orders have been posted on the website of the Chief Secretary and general public could get information about new postings from the website and reports published in the media, he asserted.

Sirsa, May 31 He said out of the total expenditure incurred on the project, 90 per cent will be borne by the state government while the remaining 10 per cent will be generated at the local level. He further said that the state government had already deposited Rs one crore for this purpose. As an earlier practice, people applying for electricity connection in “dhanis” had to bear the entire expenditure of laying electricity lines from the nearest transformer to their houses.The amount was sometime too high and even
prohibitive for poor and small farmers. While participating in a function of Shri Krishna Pranami Gaushala at Kanwarpura village in Sirsa, he also announced a Rs ten lakh grant for construction of a gaushala. He said that if the village panchayat agreed to provide land, then plan for a big gaushala would be prepared and sent to the government for approval. There would be arrangement for thousands of cattle in this gaushala, he said. New projects for preparing manure and
biogas plant would be set up there, which would provide employment to hundreds of youth. He said that out of a total of 207 gaushalas in the state, 62 were in district Sirsa alone. He also assured that every possible help would be provided for the construction and maintenance of the gaushala. Gobind Kanda, an executive member of the Haryana Pradesh Congress Committee and several senior Congress leaders were present on this
occasion.

Proposed dams on Yamuna can end water, power crises: Experts
Gurgaon, May 31 Secondly, the successive governments have failed to store the monsoon runoff of the Yamuna by building the proposed Kesao dam (across the Touns river, the main tributary of the Yamuna), Lakhwar dam (across the Yamuna) and Renuka Dam (across the Giri river, a tributary of the Yamuna). The Yamuna carries a flow of 10 MAF of water round the year, of which merely 4.5 MAF is being utilised as of now. The remaining 5.5 MAF of water remains unutilised and eventually flows into the sea, flooding several areas on the way. Had these three dams been in place, this runaway water could have been stored and used for power generation and irrigation throughout the year. Such aspects regarding the issue of water scarcity in Haryana formed a part of deliberations at a seminar organised by the Gurgaon Citizens Council (GCC) here recently. Experts participating in the seminar said though the Delhi government had reached an agreement with the Himachal Pradesh government to build Renuka Dam to develop 40 MW of power and receive 760 cusecs of water in a year, the project was yet to be cleared by the Ministry of Environment and Forests. AICC general secretary and Rajya Sabha MP Birender Singh, who was the main speaker on the occasion, affirmed that timely completion of the three projects was vital for meeting Haryana’s demands of irrigation and drinking water. He maintained that short-term measures for water conservation like rainwater harvesting and groundwater recharge should also be taken up simultaneously. GCC president RS Rathee and RN Malik asserted that the council had decided to send a memorandum bearing signatures of 1 lakh farmers to the President and the Prime Minister.

102 families get grant under Indira Awaas Yojana
Fatehabad, May 31 “An amount of Rs 25.25 lakh was distributed as first instalment of the government grant,” said Fatehabad SDM Baljit Singh. “From March 2005 to September 2011, the government has constructed 97,291 houses for the poor in Haryana. Out of these, 59,093 dwellings were for Dalits,” said the Chief Parliamentary Secretary. He said in Fatehabad Assembly segment alone, houses for poor have been constructed at a cost of Rs 6.83 crore.

27 Sirsa villages get cash awards for sanitation
Sirsa, May 31 Deputy Commissioner J Ganesan distributed the cheques to the panchayats. “The panchayats with the population of more than 4,000 people get Rs 7 lakh as incentive. Those having the population between 1,501 and 4,000 people get Rs 5 lakh, while villages with less than 1,500 people get Rs 3 lakh,” the Deputy Commissioner said about the scheme. The awards are given to villages where villagers have discarded the practice of defecating in the open. There are several other criteria too for the selection of villages for the award. The Centre for Research in Rural and Industrial Development selected the villages after evaluating their performance.

Moong cultivation a boon for state farmers
Karnal, May 31 The farmers were motivated to sow moong as inter-crop to curb the tendency to sow sathi variety of paddy, which is a high water-consuming variety. The summer moong was sown in 12,000 hectare area in Karnal district last year and the per hectare yield of wheat increased from 44.4 quintal to 56.6 quintal due to improvement in soil. Principal scientist at CSSRI Dr RK Yadav said moong requires negligible amount of water (15-16 cm - depth) as compared to paddy and improves the soil health by fixing atmospheric nitrogen to roots. The area under summer moong in the state is being increased to 1 lakh hectare while in Karnal district it would be doubled to 25,000 hectare, said Sub Divisional Agriculture Officer Wazir Singh. The Union government had declared Minimum Support Price (MSP) of Rs 3,500 per quintal for summer moong in 2011. The farmers were able to earn Rs 20,000 to Rs 30,000 per hectare to the farmers in a span of 60 days. Due to water shortage during the summers, the government had prohibited sowing of paddy before May 15. In this way, summer moong crop would be ready for harvesting by the time paddy sowing was complete and farmers would reap rich harvest. The government was giving 50 per cent subsidy on moong seeds, making it available to farmers at Rs 4,000 per quintal while additional incentive of Rs 500 per quintal was being offered on the crop, over and above the MSP. The State Agriculture Department is also providing free soil testing facility to the villagers and collecting soil from the field to guide the farmers to grow suitable crops which helped in conserving water and have high productivity.

Disaster management committee for Sirsa
Sirsa, May 31 The committee headed by Deputy Commissioner J Ganesan has officials from all the concerned departments as its members. A meeting of the committee was held here recently. “As per the directions of the state government, a district disaster management scheme is being prepared for Sirsa district and it will be completed in the next six months,” the Deputy Commissioner said. “Haryana’s state-level disaster management scheme is being prepared through the Haryana Institute of Public Administration (HIPA), Gurgaon, which is getting it done by the Tata Institute of Social Sciences,” he added. To tackle the situations of natural disasters in the district, digital maps would be prepared and made online, through which an authorised person appointed by the Deputy Commissioner wouldprovide all the necessary information to the district administration. He said in the first phase of the scheme, the data related to all the departments of Sirsa would be collected. For this, officials of all the departments had been designated as nodal officers who would collect and provide all the information of their department concerned to the district administration, he said. He said once a plan was prepared, emergency operation centres would be set up at the level of district headquarters where all the members of the committee would work andtake decisions during emergency hours. The Haryana Government has set up district disaster management authorities in all the districts of the state. Each such authority will have the Deputy Commissioner as the ex-officio chairperson and the chairman of the zila parishad as co-chairperson. The authority will meet at least once every year. It will act as the district planning coordinating and implementing body for disaster management. It will also take measures for disaster management in the district in accordance with the guidelines laid down by the National Disaster Management Authority and the Haryana State Disaster Management Authority. It will also ensure that the areas in the district vulnerable to disasters are identified and measures taken for the prevention of disasters and its mitigation.

Sirsa, May 31 There are 4,08,854 male voters and 3,56,398 female voters in the district.“Work on preparation of electoral rolls with January 2013 as qualifying date is in progress,” said the District Election Officer J Ganesan. India, NZ to collaborate in agriculture, dairy technology
Karnal, May 31 Inaugurating the two-day Indo-New Zealand workshop on food and agriculture here, Srivastav stressed upon the need to develop functional foods with specific health benefits which can meet the requirement of specific groups of people like young children, lactating mothers, diabetic
people, hypertensive people and persons with weight problems. Prof Harjinder Singh, Director, Riddet Institute, Massey University, New Zealand, emphasised that functional foods should explain clearly specific benefits to the consumers and they should be supported by credible clinical evidence. He also stressed that nano-technology and precision farming can play a big role in development of future foods which will have challenges of reducing fat, sugar and salt from the foods without compromising texture, taste and flavour. Prof Julien Heyes of Riddet Institute underlined the need for proper post-harvest management of horticulture produce and increasing the shelf-life of fruits. Heyes pointed out that 20 per cent to 30 per cent of produce was wasted due to poor post-harvest management and inadequate procession facilities. Prof Jaspreet Singh of Riddet Institute stressed upon the importance
of low-calorie starch and resistant starch in management of diabetes and obesity. Directors of ICAR Institutes in Karnal, Regional Director, CCSHAU Regional Centre, Uchani, and scientists from NDRI attended the workshop which would endeavour to identify collaborations in seed technology and plant protection. The New Zealand delegation, headed by Prue Williams, Chief Science Adviser, Ministry of Science and Innovations, included Prof Harjinder Singh; Prof Julian Heyes; Prof Travis Glare, Lincoln University; Prof John Hampton, Lincoln University; and representatives from the Ministry of
Science and Innovations, New Zealand.

Students told about careers in commerce
Kurukshetra, May 31 The seminar was organised by Kurukshetra Sahodaya (a cluster of CBSE schools), in collaboration with the Institute of Chartered Accountants of India (ICAI) and the Department of Commerce, Kurukshetra University. Garg, in his inaugural address, stressed the fact that commerce aspirants could create a niche for themselves in the business world with proper planning and management. Dr Tejinder Sharma, professor, Department of Commerce, Kurukshetra University, added to the subject with his presentation on various courses being offered by universities and institutes across the country and abroad. Tejinder Pal Singh Pasricha, chairman, ICAI, Karnal, threw light on the objectives of the programme, while CA Girish Aneja, former chairman, ICAI, Karnal, focused on various other fields of career in commerce. CA Atul Kochar, CA Rajat Mohan and Dr Ajay Suneja, assistant professor, Department of Commerce, Kurukshetra University, focused on developments in the field of taxes, finance and service sectors. Rishi Goel, Kurukshetra Sahodaya chairperson-cum-Gita Niketan Awasiya Vidyalaya principal, said the objective of the seminar was to create awareness among students about various career opportunities in the commerce stream. About 60 teachers and over 100 students drawn from different schools participated in the seminar.

Haryana scholar presents papers at UN body
Chandigarh, May 31 Ranbir Singh, who hails from Haryana, was earlier selected for this year's prestigious Prof NR Madhava Menon Best Law Teacher Award for his outstanding services to legal education by the Society of Indian Law Firms and the Menon Institute of Legal Advocacy Training. He had a long association with Kurukshetra University, Kurukshetra, first as a student, as a PhD scholar and then as a faculty member in the Department of Law. Vahanvati presented India’s National Report for the Second Universal Periodic Review (UPR) - 2012, which was followed by presentation of Prof (Dr) Ranbir Singh on overview of unique exercise of UPR undertaken by NLU, Delhi. The National Law University, Delhi, had prepared the National Report on Human Rights after an extensive and inclusive consultation process involving various Union Ministries, experts and a range of members of the civil society. Ranbir Singh is part of a high-level Indian delegation led by the Attorney- General. Ranbir Singh had also prepared India’s National Report for the First UPR in 2008, while he was the Vice-Chancellor of the NALSAR University of Law, Hyderabad.

‘Education city to be developed on DU pattern’
Sonepat, May 31 This was stated by Rohtak MP Deepender Singh Hooda while addressing a public meeting after inaugurating a coaching centre at SK Senior Secondary School, Kharkhoda. As many as 20 educational institutes of international fame have been imparting education to the students from all over the country and from other countries as well, he said. “Chief Minister Bhupinder Singh Hooda will lay the foundation stones of 11 educational institutes of national fame at the 2,000 acre education city,” he added. The state government had given priority to opening new educational institutes in all parts of the state, he said. Referring to the demands of the area, the MP said, “A mini secretariat will be constructed at the newly incepted Kharkhoda sub-division. The land for a sports stadium at Kharkhoda will also be acquired with the acquisition of the land for the mini secretariat”. Chief parliamentary Secretary and Kharkhoda MLA Jaiveer Singh Balmiki listed the development activities completed in the villages at an estimated cost of Rs 15 crore. He also announced a grant of Rs 51,000 for the school.

Police-public distrust at an all-time high
Rewari, May 31 Recently, an ASI of the Model Town police station was manhandled and his clothes were torn off allegedly by 3 persons in Sector 4. A police official said that the ASI had gone there to look into a complaint which had been filed by a neighbour against the person who manhandled the ASI. A case of assault, obstruction and criminal intimidation was registered against the trio, who were arrested and sent to jail. In another case which took place at Berli Khurd village on May 24, Head constable of the Jatusana police station was roughed up and then shut in a room of the house allegedly by one Daman Kumar and some women. After having received information in this regard, DSP Dhanpati Devi and SHO Rohtash Kumar, along with a police force, reached the place, got the Head Constable released from confinement and arrested the women, who were remanded to judicial custody by a court. A senior police official said that following an altercation between two factions of the same family, the Head Constable Amar Singh had gone to Berli Khurd village to probe the complaint. On the other hand, resentment is brewing among vehicle owners here against a woman traffic police cop whose ‘arbitrary’ ways of tormenting the vehicle operators is causing anguish among the general public. Recently, when a resident parked his motor cycle in the New Sabzi Mandi area for buying vegetables, the woman traffic cop punctured the wheel of the bike. While bringing her alleged highhandedness to the notice of the former SP, the harassed shopkeepers of the New Sabzi Mandi had demanded action against her but to no avail.

Gangrape of Student BS Malik
Sonepat, May 31 “Deferred examinations of various classes have again been commenced and students are satisfied with the necessary steps being taken by the university authorities for their safety and security,” she said. The VC was talking to mediapersons for the first time after the incident of gangrape of a student of BPS Law College. The university students had observed a three-day strike in this regard. Referring to the demands of the students, the VC said, “A mini market will be opened on the university premises where milk booths, stationary, lamination and a beauty parlour will cater to the needs of the students”. “There will be no need for the students to go out for purchasing daily use articles and this arrangement will become operational within one week. All the shops will be manned by women only,” she said. “The entire security staff at the main entrance of the university has been replaced by retired military personnel,” she said, adding that CCTV cameras were being installed at all the important places in the university. Dr Asha Kadiyan, registrar of the university, said, “Information boards carrying important telephone numbers of the district and university administration will be installed at the girls’ hostels and other places in the university to enable students to contact the persons concerned whenever required”. She said, “Police patrolling has been started inside and outside the university premises and provisions of waiting rooms for the relatives of students have also been made in the university”. |

Part of Jhajjar-Gurgaon road to be ‘controlled area’
Jhajjar, May 31 According to District Town Planner (DTP), Dilbagh Singh, areas around Dulina, Aurangpur, Shojipur and Kiloi Khas villages had been added in the proposal. A notification in this regard would soon be issued. “A proposal to include area of one kilometer on both sides of the Rohtak Road between Dujana and Dighal villages has recently been sent to the Centre government. Likewise, another proposal to incorporate area between Silani village and Kulana village has also been sent to the government,” said the DTP, adding that after notifications of the area as ‘Controlled Area’, no one would be able to carry out construction work here without permission. He cautioned that in case anybody proposes to sell land in this controlled area, one should look into all aspects before making a deal. “No agency will be allowed to provide water and sewerage facilities in this area,” said the DTP. He said that it had been noticed that land in this area was being sold to the people by claiming it as construction-free zone. For the planned development of district Jhajjar, the Government had approved a master plan for Jhajjar and Bahadurgarh, he added. Dilbagh Singh said it was in a public interest not to carry out any kind of construction in the area. Any construction work in contravention of the government guidelines would be illegal and stern action would be taken against those found guilty, he said. He informed that a master plan had been approved by the government for Jhajjar and Bahadurgarh towns for the overall development of the district.

HC order to shift liquor vends on green belts hailed
Gurgaon, May 31 Gurgaon Municipal councillor Nisha Singh, who has been fighting a legal battle for getting liquor vends removed from green belts and public land in Gurgaon, has asserted that the decision of the High Court was a concrete step in the right direction. She also congratulated the petitioners and the residents of Chandigarh and said their victory would help in her court case on the same matter. “When even the government, which is entrusted with the responsibility of framing laws for people’s welfare, turns law-breaker itself, one can only look up to the judiciary to set things right,” Nisha said here recently. A Division Bench of the High Court has ordered the shifting of all liquor vends and taverns located in Chandigarh by June 28. The court had maintained that if these were not shifted by the said date, they would have to close down. The petitioners had pointed out that such vends and taverns cause traffic jams, drunken brawls and wrong parking on roadsides. The permission to establish these vends and taverns in pre-fabricated structures were also in violation of the rules, they added.

Child protection panels to be set up
Chandigarh, May 31 The Financial Commissioner and Principal Secretary of the Women and Child Development Department will be the chairperson of the state-level committee. Other members of the committee will be Financial Commissioners and Principal Secretaries of Health, School Education, Labour, Housing, Jail and Judicial and Home Departments; divisional general manager, Railways; director, Local Bodies; secretary, Haryana State Child Welfare Council; secretary, Haryana State Red Cross Society; and a representative of Childline India Foundation. The director, Women and Child Development Department, will be the member-secretary of the committee, while the district-level committee will be headed by the chairperson of the zila parishad concerned and the Deputy Commissioner concerned will be its co-chairperson. Other members will be SP, civil surgeon, district education officer, district labour officer, district estate officer, Housing; station supervisor, Railways; chief executive officer, MC; district child protection officer, secretary, District Child Welfare Council, and secretary, District Red Cross Society. The district programme officer, ICDS, will be the member-secretary. The committee will meet once in two months. The block-level committee will be headed by the chairman of the Block Samiti and block development and panchayat officer will be its member-secretary. Other members will be block education officer, senior medical officer, programme officer institutional care or non institutional care, child development project officer, two respected members of the community to be nominated by the chairperson and two members of society to be nominated by the chairperson. The committee will meet once in a month. The village-level committee will work under the chairmanship of the village sarpanch. Other members of the committee will be chairperson of Sakshar Mahila Samooh, two adolescent girl members of Sakshar Mahila Samooh, a social worker, aganwadi worker, on rotation if the number of workers is more than one; two school teachers and auxiliary nurse midwife (ANM) or ASHA worker.

Gurgaon MP writes to Defence Minister
Rewari, May 31 Stating that the region was a nursery of soldiers and over 26,000 ex-servicemen and other defence personnel were registered customers of the military canteen, Rao pointed out that owing to deficient functioning of the canteen, it was not rendering intended service to the thousands of ex-servicemen. He further said that long queues and the staff’s disdainful conduct was deterring the ex-servicemen from availing the canteen services. Due to lack of facilities at the ECGHS Clinic, the ex-servicemen have to secure expensive treatment in private hospitals, he rued. Rao urged the Defence Minister to see to it that the clinic gets a new building and adequate medical staff is posted there. — OC
