Major power crisis hits Uttarakhand
Dehradun April 26 It was a day ago that the hub of Char Dham Yatra, Gangotri and Yamunotri temples, remained plunged in darkness because of the prolonged cut of power supply. Rural belt of Haridwar and Udham Singh Nagar and those of small towns in the state along with neighbouring towns such as Doiwala and Vikasnagar have power cuts stretching for at least 5 to 6 hours daily. Garhwal and Kumaon hills, which were hardly brought under the schedules, too, have not been spared either as the power is cut for fixed four hours, from 11.30 to 3.30 in the regions. Industries which are already shirking from the state due to shaky power situation have been ruthlessly dealt with power cuts, ranging from 5 to 6 hours in steel furnace feeders as well as in other industries. Power shortage of five hours in Kashipur, Haldwani, Rudrapur and Roorkee towns has been reported barring Mussoorie and Naintal, where power supply remained regular. The Uttarakhand Power Corporation Limited (UPCL), however, made similar claim for Dehradun as well which was not found correct as many parts of the city had been having power shutdown from time to time. The UPCL officers shift the blame to unexpected faults in the power lines or transformers or at sub-station level for the shut down but, strangely, the timing of a sudden increase in such supposed faults have begun happening all of a sudden. For long power shutdowns in Gangotri, the buck has been shifted to the Uttarakhand Jal Vidyut Nigam Limited (UJVNL). The power generators installed by UJVNL are supposed to provide electricity to the temple and the nearby commercial areas. Sources in UJVNL denied from this contention and put the onus on UREDA instead. About Yamunotri, General Manager, Distribution, SK Tamta, said the two generators which were set up by UREDA department linked with grid lines provided by UPCL had not been maintained and started in time, due to which the power supply could not be resumed when the portals of the temple opened. He said the power supply was resumed today at 4 in the afternoon. Reliable sources in UPCL affirmed that it is the shortage of at least 8 Million Units (MU) every day which has aggravated power crisis to this extent. The state has borrowed 50 MW each from GMR and Sri Cement company for April and May, but is also returning 52 MW to West Bengal in the month of April. This means in the bargain it is left with 1.2 MU every day for its own use. Besides getting 11 MU from the Central sector, 10 MU from UJVNL, 0.29 from Vishnu Prayag, it still is left with grappling for 8 MU more to meet the demand. The only option left is roasting and overdraw from the grid to the tune of 5.22 MU but the mark fluctuates with the rise and fall of power frequency. |

Dehradun, April 26 He also announced to provide additional mobile communication vehicles to the Police Department. He directed the Police Department to increase extra vigilance to check entry of criminals from other states by deputing capable and committed officers. Bahuguna asked the officers to continue reviewing their works to bring improvement in the performance of their respective departments. He advocated completing the works related to the public interest in stipulated timeframe. While directing the officers to give special attention to the flagship programmes of Central and state government, he said that the works should be seen at the ground level so that the general public felt improvement in the government and administration functioning. He asked them to give top priority to the problems pertaining to people of the Scheduled Castes, Scheduled Tribes, minorities, women and elderly persons. He said that District Magistrates should keep an eye on the development works and ensure that quality was not compromised. He also emphasised on checking leakage in all resources of revenue. For this he asked the officers to give special attention to mining, transportation, power and stamp duty. Bahuguna instructed all the District Magistrates to prepare the lists of cases pending since a long time and submit them in his office. Taking into consideration the possible drinking water problem in the summer season, he asked the concerned officers to prepare special work plan for it. He said that possibilities of support from the private medical institutions could be explored to meet the shortage of doctors in remote places. He also talked of publicising the work related to public welfare so as to ensure that every person's interests are looked after. Describing Char Dham Yatra important for economy of the state, Chief Minister Bahuguna asked the officers to ensure better facilities of water, medical and public lavatories for tourists during the yatra. He asked the District Magistrates to personally inspect the road construction works on yatra routes. He also instructed the officers to conduct alcohol test on drivers in different locations to prevent road accidents. The meeting was attended by Chief Secretary Subhash Kumar, Additional Chief Secretary Alok Kumar Jain, Principal Secretary, Culture, Vinita Kumar, Principal Secretary, Home, DK Kotia, Principal Secretary to Chief Minister Utpal Kumar Singh, Secretary to Chief Minister SS Sandhu, DGP Vijay Raghav Pant, Commissioner, Garhwal Region, Kunal Sharma, Commissioner, Kumaon Region, Hemlata Dhaundiyal, and other senior officers of the administration and the Police Department. |

Haridwar, April 26 Both Uttarakhand Kranti Dal and Congress activists in different functions mooted this idea so that the younger generation gets to know of the legendary politician's contribution to the state and the country. At party sub-office, Uday Ram Semwal, secretary of the UKD-P said Hemwati Nandan Bahuguna was a freedom fighter, master politician and development-oriented visionary, who fought for the poor, suppressed, minority and labourers. He pointed out that a statue of HN Bahuguna would be a befitting tribute to the politician, who was indeed the first to unite third front regional parties. Semwal though also expressed shock over the dilapidated condition of the ancestral house of Bahuguna at Bugaini village in Pauri Garhwal, saying that the museum status accorded to the house should be adhered to as in the erstwhile Uttar Pradesh he rose to the national political scene from a rural hilly village in Pauri. While social activist Rana Ranbeer Singh remembered the visit of Bahuguna to the region when he was Uttar Pradesh Chief Minister in 1973 and also his notable contribution as the Union Finance Minister and the Petroleum Minister. "Such was Bahuguna's stature that he was equally loved by people of Garhwal and Allahabad winning from both constituencies easily. Bahuguna also participated actively in the Non-Cooperation Movement led by Mahatma Gandhi, later serving imprisonment for three years in Naini and Sultanpur prisons. He was also actively involved in trade union matters and later, due to indifferences with Indira Gandhi, formed his own party as a result of which then Prime Minister Rajiv Gandhi had to field Amitabh Bachchan to contest from Allahabad in 1984. Though Bahuguna lost but later people realised what wrong they had done as he was the probable Prime Ministerial candidate from the third front when the Congress lost in 1989 but due to his death, the nation lost a visionary leader," said Rana one of the founder members of the Uttarakhand Kranti Dal. Congress minority leader Furkan Ahmed too has demanded a statue in the memory of Bahuguna, saying that its quite suprising that the district had a number of politicians who worked with and under Bahuguna but none made any step in this regard. Furkan added that several other institution should be named after Hemwati Nandan Bahuguna as in the name of Garhwal University in Srinagar. Former minister, Dr Sanjay Paliwal expressed hope that Uttarakhand Chief Minister Vijay Bahuguna, son of HN Bahuguna, would take forward his father's legacy and usher in development in the state. A decision has also been taken by HN Bahuguna's followers to write a letter to Vijay Bahuguna regarding the statue. |
Woman dies of burns in New Delhi
Mussoorie, April 26 According to the parents of the deceased, they received a call around 3 pm on Saturday stating that their daughter, Kiran Kanaujia (26) of MT colony in Premnagar, Dehradun, had been admitted to Indresh Hospital with more than 75 per cent burns. The injured woman was referred to Safdarjang Hospital in New Delhi for further treatment where she succumbed to her injuries this morning. According to the Dehradun police, the parents of her husband are terming the whole incident an accident. However, Kiran’s father Sunder Kanoujia has contested the claim and told the media that his daughter was being harassed for dowry and she was probably burnt by her-in-laws. Sanjay Kanoujia and Kiran were married only six months ago. He also said due to the harassment by her husband and in-laws, Kiran had returned to Mussoorie in February and while residing here she also left a note inside her diary explaining about the torture being committed by her in-laws and husband in Dehradun. However, Kiran, after the assurance of not harming her by the in-laws and husband, once again returned to Dehradun to live with her husband’s family one week ago. Meanwhile, the brother of the deceased Pradeep, who is still at Safdarjung Hospital in Delhi, in his statement to the police has stated that Kiran before her death, told him that she was burnt by her husband and in-laws. Relatives of the deceased met the SSP Dehradun Neeru Garg, who assured them of stern action against the perpetrators and has set up an inquiry into the matter. Under the law, any unnatural death of a woman within five years of her marriage becomes the subject of police investigation so as to deter dowry deaths. On the other hand, the relatives of the deceased informed The Tribune on the phone that no case had been registered till the filing of the report. |

Dehradun, April 26 The examinations are scheduled to begin from May 2, 2012, while it would end on June 27, 2012. According to Ashutosh Bahuguna, PRO, HNB Garhwal University: “The exams for BA and B.Sc would commence from May 2 while for B. Com course, the date of commencement for exam is May 22, 2012.” “For all the courses of masters level would commence from May 24 whereas the examination for the private students are scheduled to begin from May 7, 2012. The total number of appearing students is 1,85,000 while there are around 110 centres for the examination all across the state,” he added. |
'Provide employment under MGNREGA scheme'
Dehradun, April 26 Kaushal, in a letter to Chief Minister Vijay Bahuguna, said that the state government had promised to give unemployment allowance to the unemployed youth. However, the provision of giving unemployment allowance under the MGNREGA had not been implemented. Kaushal wrote, “You must be aware of the fact that in MGNREGA, there is a provision mentioned in Chapter III under Section 7 (I) Payment of unemployment allowance. It states that if an applicant for employment under the scheme is not provided such employment within 15 days of receipt of his application or from the date on which the employment has been sought in the case of an advance application, he shall be entitled to a daily unemployment allowance in accordance with this Section”. He charged that none had been given any allowance under MGNREGA in the state. He requested the Chief Minister to implement this provision and provide employment to unemployed people under this Act as per the Constitution and implement the MGNREGA in letter and spirit. Kaushal said it would stop the
migration of people from the hills who are in search of job. |
Demonstration on combat engineering tasks
Dehradun, April 26 The demonstration was conducted at different stands to include the Field Engineering School, Dry Bridging Area and at the canal where the wet-bridging capabilities were demonstrated, which was attended by 1,200 Gentlemen Cadets from the IMA and various officers from Dehradun and Roorkee. Brig Suresh Sharma, Commandant, BEG & Centre, Roorkee, welcomed the guests and gave a brief insight into the glorious history of the Sappers contribution in nation building. He also highlighted the role of the engineers and the multifarious tasks carried out by the Sappers in both war and peace. He said, “The demonstration is primarily aimed at acquainting young Gentleman Cadets with equipment and capabilities of Sappers in various war operations and tasks in peace time.” The demonstration, which lasted five hours, covered all engineer activities, including mines, mine-laying by mechanical means, NBC protection equipment, operational tracks and helipads, minefield breaching by mechanical methods, camouflage and deception, demolitions, water-supply equipment, aerial cable way, assault and line of communication bridges, display on NBC and counter IED equipment, boats, watermanship training and swimming aids, rafts, pontoon bridges and display on various water- sport equipment like canoes, kayaks and rowing boats. |

Dehradun, April 26 He was subsequently visited in Mussoorie by eminent personalities of their times like Mahatma
Gandhi, Motilal Nehru and Abdul Kalam Azad. Maharaj said Tyabji passed away in 1918
and was buried in Mussoorie. He said today his grave is in shambles and need an immediate
renovation. He made an appeal to the Centre to renovate Tyabji’s grave and declare it a national heritage. |

Dehradun, April 26 Rawat said the officials concerned must work towards addressing the problems of people. She added she would not tolerate any complacency with regard to the tourism sector and would take strict action if any delay in redress of peoples' problems. She also called for formulating a workplan for promoting tourism. Dehradun, April 26 He said four other agencies had been included in the state list of work agencies. Central Public Works Department, National Building Construction Corporation, National Projects Construction Corporation Limited, Bharat Sanchar Nigam Limited and Bridge and Roof Company India Limited are now the state government work agencies. He said further the Rural Engineering Service Department had now been authorised to undertake construction works till maximum limit of Rs 5 crore. |

"The new yardsticks by the Bahuguna government have given rise to several anomalies. The government has needlessly brought amendments in the illness criterion and disability criterion set for employees for seeking exemption from remote area transfers," he said.
