Traffic police to breathe easy as ‘darbar’ moves
Jammu, April 20 If official sources are to be believed, a single traffic policeman handles around 1,700 vehicles on the city roads, as the department battles severe staff crunch. “Ever since the shifting of the Civil Secretariat and other government offices to Jammu from Srinagar in November last year, the 283 traffic policemen have been regulating nearly 4.75 lakh vehicles in Jammu. Besides, thousands of vehicles from other states enter the city, thereby adding to the chaos,” a senior traffic police officer told The Tribune. As part of the biannual “darbar move”, the Civil Secretariat - seat of the government - and other offices are scheduled to close in Jammu on April 27 and reopen in Srinagar (summer capital) on May 7. The “darbar move” offices will reopen in Jammu in the first week of November this year. “We remain under tremendous stress during the six months when the Civil Secretariat and other offices function from here. We make an additional deployment of 40 to 50 policemen in and around the Civil Secretariat to regulate the movement of vehicles, particularly those of the VIPs. As a result, it becomes a challenge to streamline traffic in other parts of the city with limited manpower. These 50 policemen are sent back to their original place of posting once the ‘darbar’ moves,” the officer said. “The traffic police has to often ignore violations on roads due to the extra pressure of VIP movement in the city,” the traffic police officer admitted. He said the traffic policemen had to handle multiple roles of ensuring smooth flow of traffic, clearing roads for the movement of VIP cavalcades and penalising the violators. “Around 30,000 vehicles, including those of ministers, bureaucrats and other officials, will move to Srinagar for the next six months. With the VIP movement going down considerably in the city, we can look to perform our duties more effectively,” he asserted. initiate measures to increase the staff strength. In Jammu district alone, nearly 3,000 fresh vehicles hit the roads every month,” he remarked. Jammu SSP (Traffic) Manmohan Singh, however, had little to offer in terms of comfort to the traffic police. “We will have to remain on our toes in the days to come as the annual Amarnath Yatra is set to commence on June 25, besides the influx of lakhs of tourists and pilgrims to the Vaishno Devi shrine.”

JU satellite campus runs from single room
Poonch, April 20 The campus was inaugurated on February 14, 2008 by the then Chief Minister, Ghulam Nabi Azad, as part of a project approved by the University Grants Commission. The government had established six campuses of the university in various districts, including Poonch, as part of providing higher education to the youth on their doorstep. The e-learning course for rural girl students was initially started with the assurance of starting job oriented and professional courses soon and the government had released Rs 1 crore for the campus. “The government had also identified 61.6 kanals of private land for the setting up of the campus at Janyar village, 4 km from Poonch town. Subsequently, the first floor of DIET complex was selected for class work till the campus was set up. But the idea was later rejected by the university authorities on technical grounds,” said a source. “The local representatives have failed to set up a
campus, forcing the staff to run the operations from a single room in
Degree College, Poonch, with limited faculty,” said Sunil Gupta, a
social worker. Prof JS Tara, director, Poonch campus, said: “A sum of
Rs 14 crore has been sanctioned for the construction of the campus at
Janyar village. Of this, Rs 7.5 crore has been released and tenders
invited.” Tara said the university was planning to start two new PG
courses in the science stream from the forthcoming academic session on
the campus. Help of some academic institutions in North India is being
sought in this regard, he added. “The Degree College authorities have
decided to provide us with accommodation to run the new courses for one
year on the college premises.” |

Mumbai traders indicted for duping entrepreneur
Jammu, April 20 An official spokesperson said the Crime Branch had received a complaint on June 26, 2009, wherein complainant Rakesh Khullar, manager, Visen Industries Ltd, SIDCO Industrial Complex, Bari Brahmana, had alleged that their company was a public limited company manufacturing various industrial polymer emulsions and the accused persons, who were dealing in the business of distribution of metal products, signed a contract with them for the supply of 304 and 316 stainless steel pipes of specific standard and grade. The accused, instead of supplying stainless steel pipes of 316 and 304 grade, delivered pipes which were ‘totally off grade’ and not of the quality for which the orders were placed. The material was tested by the company and the complainant observed cracks in the pipes. “Had the material been used, it might have caused explosion endangering the human lives,” the complainant alleged. An FIR was lodged against the accused and investigation was started. During the course of investigation, records related to the supply and purchase of stainless steel pipes in question were obtained and seized. The samples of the substandard pipes were then sent to the NISST, Mandi Gobindgarh, Punjab, which confirmed that the samples were of poor quality. “It was found that the accused persuaded the complainant to buy poor quality pipes under the pretext of 304 and 316 grade stainless steel pipes thereby causing loss of Rs 1,00,36,940 to the complainant besides endangering lives of his factory workers,” the spokesperson claimed. The spokesperson further said the accused were found to have committed the offence and were challaned in the court of law for judicial determination. |

Protest against fruit export to PoK
Jammu, April 20 The protesters also threatened to ‘seize’ fruit-laden trucks if the administration didn’t stop the supply of fruits to Pakistan within four days. Scores of Shiv Sena activists, who were carrying fresh fruits, raised slogans against the state as well as the Central government and alleged that the price of fresh fruits, particularly bananas, had gone up drastically and were out of common man’s reach. “The people in India in general, and Jammu and Kashmir in particular, don’t have sufficient fruits to eat but the government is exporting bananas and other fruits to Pakistan via the LoC. Even the list of goods that are being traded between the two countries does not include fruits,” Shiv Sena state president Ashok Gupta alleged. He warned that the Shiv Sainiks would block the route of trucks entering Jammu from other parts of the country with fresh fruits and seize them if the government didn’t stop the movement of these vehicles within four days. The protesters after passing through various markets culminated their march at the City Chowk. |

Police to organise Jammu Marathon tomorrow
Jammu, April 20 The meeting, under the chairmanship of ADGP, was attended by senior police officers and sports personalities. Addressing the meeting, the ADGP said the event had attracted public attention and various educational institutions, sports lovers, senior citizens, bar association and traders unions had requested for their participation in the run. He said the aim to organise such events by the police under its Civic Action Programme was to bring health awareness among the masses, besides developing a team spirit. He said the event was a first of its kind in Jammu and the people from all walks of life, including children and senior citizens, would be participating in the run. The run would start from Gulshan Ground. The marathon open category would start with a flag-off ceremony at 5.30 am and return after covering a distance of 42 km up to Nagrota bridge via Sidhra. The half marathon category for men would cover a distance of 21.5 km, which would start at 6 am. Senior citizens and under 16 boys and girls would also participate in the marathon, the ADGP said. |

Jammu, April 20 Speaking at the event, Nasir Ahmed Qureshi, Master and Coordinator of enrolment drive 2012, said, “Sports is an important part of growing up and these activities inculcate discipline in the children”. He encouraged the students to come forward and learn through sports as well. He also said people should admit their wards in government schools where qualified and well-trained teachers groom the children into leaders. KAS probationers visit govt hospital
Jammu, April 20 Dr Arun Sharma, Medical Superintendent, Government Hospital, Sarwal, Jammu, gave a presentation to the team about the Health Department, particularly about the national scheme National Rural Health Mission (NRHM), its objectives, and components concerning the service available to the general public in urban hospitals under the NRHM. Through his presentation, he also showed the change that had come up in the hospital since the past few years. Dr Arun also informed them about the information available on the social networking site Facebook and said the hospital had been using the site to reach out to the masses. Later, a round of all sections of the hospital was arranged for the KAS probationers. They were informed about various health programmes, services offered in the hospital and how the innovative ideas had been implemented from time to time. |

Jammu, April 20 The rally was staged at Bahu Plaza Park. The children were carrying placards, which displayed the messages to reduce, reuse and recycle the paper, grow plants and trees and gave a call to save river
Tawi. Prominent among those present on the occasion included, Dr Chand
Trehan, child psychologist and Rajeev Khurana, director of the school. The children spread the message of environmental preservation and reminded everyone to save the planet for a better tomorrow. Khurana said the mission of the Earth Day has been to promote the importance of being environment in our lives and we all should try our level best to contribute to this mission. |

CM opens new building of Jammu Club
Jammu, April 20 Raman Samnotra, secretary of the club, said the club building was inaugurated by Sher-e-Kashmir Sheikh Mohammad Abdullah on April 13, 1978, and since then the club was progressing day by day. The total project has been completed at an approximate cost of Rs 2.10 crore against a projected and approved cost of Rs 2.07 crore in a period of
18 months. The club management also thanked the government for releasing Rs 50 lakh to the club. Also an amount of Rs 1.27 crore was collected by the members as development fund. The secretary of the club said the new facilities added to the club had given a beautiful look to it. |
