Teachers’ recruitment board to be
constituted soon: Minister

Sushil Goyal
Tribune News Service

Bathinda, April 12
The Education Minister, Punjab, Sikander Singh Maluka, today said the Punjab government would constitute a teachers’ recruitment board soon.

The vice-chancellor of any university, reputed academicians, educationists and other renowned personalities would be made members of the board. Selections for the posts of teacher on a regular basis would be made in a transparent manner, he added.

To a question, Maluka said the board might select teachers for both schools and colleges as it would help in avoiding an extra burden on the state exchequer by not constituting separate boards for school and college teachers.

Maluka said the state government would soon start the process of recruitment of teachers to fill the vacancies in schools and colleges.

The minister also announced the state government was initiating steps to improve the functioning of private schools as there were reports that unqualified ‘teachers’ (without holding requisite degrees) were imparting education to students. Besides, the managements of private schools were also providing meagre salaries to their staff, including teachers. He said it would be ensured that teachers in private schools were qualified and their staff members get proper salaries. Besides, proper infrastructure for the schools would also be determined.

Maluka reiterated that the transfers of the teachers would be made in a rational manner, adding that no corruption would be allowed in such transfers. A legal action would be taken against the person receiving graft and the one paying it for one’s transfer. Besides, a strict departmental action would also be taken against them, the minister added.

On the allegations by Capt Amarinder Singh regarding registration of cases against Congress workers, Maluka said the Badal Government did not believe in vendetta politics. He added that it would not allow any kind of “goondagardi” in the state by any person whether he is a supporter of Congress, the SAD or the BJP.

Moga, April 12
The district court was rocked by the terror of contract killers during the deposing of an evidence in a murder case at Moga on Thursday, forcing the District and Sessions judge Fatehdeep Singh to come all the way from Faridkot to hold an emergency meeting for reviewing the security arrangements here.

The SHO of police station (city-I) Mohan Dass, said a criminal case has been registered against the alleged contract killers, Mandeep Singh Dhruv, Karnail Singh and Jaswinder Singh, who are facing trial in a murder case, under sections 307, 323, 294, 506 and 34 of the IPC, on charges of attempt to murder and threatening a youth who came to record his evidence against them in the court of Harpal Singh, Additional District and Sessions judge, here.

It may be mentioned that on April 22, 2010, in a shoot-out at night in a village, sarpanch Rashpal Singh and his private gunman Jagtar Singh were killed at Dhaudhar village in Moga district by Dhruv and his associates.

They were nabbed by the Moga police from Talwandi Sabo, a few weeks after the incident.

As many as five cases of murder were registered against them in Ludhiana, Moga and Barnala districts.

These gangsters are youth in their mid-twenties who first joined hands to settle personal scores but suddenly jumped into the 'game of terror' with contract killings.

As per the details available, Gurpreet Singh, a nephew of the murdered sarpanch Rashpal Singh, came here today to record his evidence in the sessions court.

Dhruv and his associates first asked Gurpreet not to record his evidence and threatened him and later, slapped him while he was leaving the court room after recording his statement.

An attempt was made by one of the co-accused, Jaswinder Singh, to kill Gurpreet Singh by strangulating him.

The key evidence in the case, Kuldip Singh, has already been provided with police security keeping in view the threat perception to his life.

The incident created a panic in the court complex. The local police was immediately called to boost the security arrangements.

It was learnt that many supporters of the killer gang were also standing outside the court complex but fled from the scene after heavy police force was rushed to the court complex.

Earlier, on April 9, in another criminal case, Parvinder Singh and Jatinder Singh Neela, both residents of Moga town, in a written complaint filed before the CJM Rakesh Gupta, through their counsel Ramesh Grover, had alleged that some of their rivals were threatening to kill them in the court complex.

SAD rebel Kaka alleges vendetta
Kulwinder Sandhu/TNS

Moga, April 12
A rebel Akali leader and a SGPC member, Sukhjit Singh Kaka, who joined the Congress to contest assembly elections but was defeated by senior SAD leader Jathedar Tota Singh in the Dharamkot constituency, today alleged that the local police was harassing his supporters at the behest of the ruling SAD-BJP Government.

Talking to TNS, Kaka said four of his supporters, namely Balwinder Singh son of Gurjant Singh, Sarbhjit Singh son of Gursewak Singh, Jagsir Singh son of Jagir Singh and Bhupinder Singh son of Karnail Singh, all residents of Lohgarh village, had been booked by the police for allegedly removing a foundation stone from the Lohgarh-Bhinder link road in the village.

The foundation stone was said to be laid by Tota Singh in 1986-87 when he was the chairman of the Punjab State Agriculture Marketing Board during Surjit Singh Barnala’s government. But those booked by the police claimed that they had never seen the controversial foundation stone.

A local police official confirmed that a criminal case under Sections 434, 427 and 489 of the IPC had been registered against the four persons on a complaint filed by a functionary of the local market committee in the Dharamkot police station early this week.

Kaka alleged that a police team, led by ASI Lakhwinder Singh, who is a confidant of Tota Singh, had conducted the raids at the residences of his supporters at least 10 times during the past three days.

When contacted, Balwinder Singh, who has been booked by the police said he had never seen such a foundation stone on the link road during the past 25 years and as such, the question of removing it does not arise. He added that a few years ago, the village panchayat had constructed a bus stop on the controversial site.

Balwinder alleged that the registration of the case against him and three other villagers was an outcome of the political vendetta because they did not support the Akali candidate.

“We supported Kaka in the SGPC as well as the assembly elections due to which the Akali leadership has now implicated us in a case,” he added.

Meanwhile, Sukhjit Singh Kaka has demanded from the state government to withdraw the case registered against his supporters, otherwise, he would launch a protest against the local police, which was allegedly being used by the local Akali leaders to settle their personal scores.
