With the opening of a newborn care unit, Lok Nayak Jai Prakash Narayan Government Hospital here has now attained the leading position in the state. This was stated by local civil surgeon Vandana Bhatia here recently.
The state government has taken the initiative of launching home-based postnatal care in all the 21 districts of the state for establishing linkage between communities and health facilities through ASHA.

Kurukshetra will be the first in the state to be an “ open defecation-free” district by the end of this month.
Stating this to mediapersons, Additional Deputy Commissioner Sumedha Kataria said 50 sarpanches of nirmal grams were honoured by President Partibha Patil at a function held in Vigyan Bhawan, New Delhi, recently.

Pritam Singh, sarpanch, Bohali in the district, who represented 330 panchayats of Haryana which were recently declared nirmal panchayats, got the chance to deliver the social message of “open defecation-free” society.

Sumedha Kataria urged the sarpanches to work hard and maintain the decorum and protocol of the nirmal gram to be the token and symbol of social respect in society as followers like ‘Gandhiwadi’ thought (Gram Avdharna) “sauchalya nahi to dulhan nahi” the new capsule of massage for everyone.

She said the district had only 78 villages left to be converted into nirmal panchayat.

She said Kurukshetra itself was a symbol of knowledge where the Bhagavad Gita had shown the path to human society, the message to make society “open defecation-free” and to make Kurukshetra first in this regard would be the prime message to the country.

Meanwhile, Deputy Commissioner Mandip Singh Brar also appreciated the achievement and congratulated the awardee sarpanches.

As per the direction and decorum of the function, a team of nirmal gram sarpanches consisting of 12 sarpanches as well as District Rural Development Agency, Kurukshetra, Project Officer Bhushan Pal and Assistant Project Officer Neeraj Kumar as team leaders participated in the President of India Nirmal Gram Puruskar Samaroh held in Vigyan Bhawan, New Delhi.

The dignitaries who were representing Haryana in the function included Dharambir Singh, Chief Parliamentry Secretary, having independent in charge of Rural Development and Panchayat Department, P. Raghvendera Rao, Financial Commissioner and Principal Secretary, Rural Development and Panchayat Department, and Dr Puran Singh Yadav, State Project Director, Total Sanitation Campaign, Haryana, leading the Nirmal Gram Movement.

Crop insurance scheme for citrus fruit growers

Introduced from the ongoing financial year, the Weather-Based Crop Insurance Scheme (WBCIS) for citrus fruits covers risk of farmers on 150 acres in Sirsa. Over 20,000 acres is under kinnow cultivation in Sirsa district.

Out of these, crops on 150 acres were covered under the WBCIS last year, while the authorities have set a target of bringing 230 acres under the crop insurance scheme.

The targets are too little looking into the area under cultivation of the fruits.

“Our targets are set by the head office depending on the budget they receive. Even, farmers also take time to understand the benefits of the scheme,” said Atam Parkash, district horticulture officer, Sirsa.

The farmers have to pay half the amount of premium, while the balance half is paid by the Central and state governments in equal shares.

“The Horticulture Department has decided to expand the scope of the WBCIS by implementing it in all the 21 districts of the state from the coming fiscal. Presently, the scheme is being implemented in five districts of Yamunanagar, Sirsa, Sonepat, Karnal and Kurukshetra,” said Deputy Commissioner J Ganeshan.

He said the scheme not only aimed at providing insurance cover and financial support to farmers in the event of failure of crops because of unfavourable weather conditions like excess rain, high wind speed, high temperature for fruit crops, but also low temperature and excess rainfall for vegetable crops.

The scheme would encourage farmers to adopt progressive farming practices, high value inputs and higher technology in horticulture. It would also help in stabilising farm income, especially during any adversity.

He said the perils of weather that were deemed to cause adverse weather incidence leading to crop loss were covered under the scheme. These included excess or deficit rainfall, temperature and humidity.

He said all farmers, including small and marginal, women, members belonging to Scheduled Castes, sharecroppers and tenant farmers would be covered under the scheme.

Dairy farmers told to prepare curd after boiling milk

Dairy farmers from the rural areas of Shimla district of Himachal Pradesh, who are in the habit of making curd and lassi from raw milk, were advised to prepare these products only after boiling milk at a training programme organised at the National Dairy Research Institute (NDRI) here recently.

Addressing the valedictory session of a group of 34 dairy farmers, including 16 women, Dr AK Srivastava, director, National Dairy Research Institute (NDRI), called upon the farmers to adopt scientific dairy farming and asked them to regularly consume milk and its products as these were highly nutritious and contained a lot of vitamins and minerals.

He said “colostrums”, which was the first milk of cattle, be fed to calves, as it provided immunity to the young ones.

Dr Dalip K Gosain, programme coordinator of the Krishi Vigyan Kendra and Dairy Training Centre of the NDRI, said the trainees were shown the best cattle management practices.

The group was imparted training on scientific dairy farming that encompassed improved breeding, feeding, healthcare and management by the experts of the NDRI, he added.

Demonstrations on silage making and clean milk production using machine milking were organised at the cattle yard of the institute and at dairy farms in various villages.

Dr Vikas Ranta, who headed the group from Shimla, said the farmers should share technologies with other farmers in their blocks and villages to increase milk production.

More Volvo buses to join fleet soon

Haryana is all set to add 25 more super luxury multi-axle Volvo buses to the fleet of Haryana Roadways to provide efficient and convenient transportation services.

The Super-Luxury Bus Service will be launched by Haryana Chief Minister Bhupinder Singh Hooda on April 2 at Haryana Bhawan, Delhi, and the service will be available for travellers from the midnight of April 3. It will operationally launched on April 3 at 00.00 hours from the ISBT, Chandigarh.

Giving details about the new addition, Director-General, State Transport, Arun Kumar said that in the first phase, Haryana Roadways would start 16 services to Delhi and back.

Of the 16, nine trips would be up to IGI Airport and Gurgaon. Subject to demand and the traffic load, the services would be extended and made hourly. All buses to be plied were fitted with the air-conditioning and heating systems. These have full width of LED-based front destination board to assist passengers in knowing the destination, a built-in mobile and laptop charger on all seat rows, adequate luggage room with aluminum chequered sheet floor, 49 comfortable semi-sleeper, calf and leg support passenger seats, entertainment system with DVD player and foldable LCD.

He said passengers would be provided with English and Hindi newspapers, one litre mineral water bottle each, napkins, etc, free of cost. The travelling time from Delhi to Chandigarh or vice versa would be 4.30 hours to 5 hours with a stoppage of 20 minutes at Karna Lake, Karnal.

The further journey to the airport and Gurgaon would take about 1 to 1.30 hours subject to normal traffic conditions. The fare from Chandigarh to Delhi would be Rs 510 each seat. As many as 75 per cent of the seats could be booked online on www.hartrans.gov.in <http://www.hartrans.gov.in>. Online booking would be opened from March 28 and tickets could be booked 10 days in advance and four tickets at a time with seats of choice.

Prevention of HIV/AIDS

Over 7,000 youth, including representatives of social organisations, students and citizens, will assemble here to participate in the “State-Level Youth Convention” to be held in Karnal on April 2 to spread awareness of HIV/AIDS virus and drug addiction.

The convention was a part of the activities being taken in the state during 2012, which has been declared as the “Year of Youth” being organised by the National Integrated Forum of Artists and Activists (NIFAA), local MLA Sumita Singh said.

The convention would commence with participants wearing red t-shirts and red caps/turbans forming the “World’s Largest Human Awareness Red Ribbon” as a symbol of prevention of HIV/AIDS and drug addiction and Chief Minister Bhupinder Singh Hooda would address the inaugural session, she added.

Giving details about the programme, NIFAA chairman Pritpal Singh Pannu said this state-level project was flagged off on December 1 from Karnal last year and NIFAA teams travelled 17 out of 21 districts of Haryana, Chandigarh and Delhi to mobilise support for this campaign.

Pannu said the four left out districts would be covered during March and the mega campaign would culminate in Karnal on April 2 scripting a new Guinness World Record of the “Largest Human Awareness Ribbon”.

The project is supported by Haryana State AIDS Control Society, Budha Group of Institutions, Sahodaya School Complex, educational and social organisations of the area.

The campaign has been dedicated to Indo-US astronaut Dr Kalpana Chawla and prominent social organisations of Karnal would also accord a civic reception to the Chief Minister for establishing a medical college in Karnal in the name of Kalpana Chawla.

With the opening of a newborn care unit, Lok Nayak Jai Prakash Narayan Government Hospital here has now attained the leading position in the state.
This was stated by local civil surgeon Vandana Bhatia here recently. The state government has taken the initiative of launching home-based postnatal care in all the 21 districts of the state for establishing linkage between communities and health facilities through ASHA.

The Health Department has taken up the scheme on a war-footing and such special newborn care units are being set up in all the districts of the state with the provision of three doctors and eight staff nurses under the National Rural Health Mission.

At present, special newborn care units had been established in Ambala, Faridabad, Gurgaon, Mewat and Yamunanagar, while newborn care corners were under process of establishing 600 primary health centres and 14 community health centres in the state, she added.

Dr DP Lochan, director, Health Services, Haryana, who was here recently on an official tour to inspect the immunisation campaign in the district, said the World Health Organisation had appreciated the health services, especially institutional delivery services available in the state.

“In this context, Kurukshetra district is among the top 10 districts covering 86 per cent institutional delivery in 2011-12 while in the state this percentage was 76 in 2010,” Dr Lochan added.

For the first time, the Health Department has also implemented a software-based mother and child tracking system, through which all reproductive and child health services will be monitored by using computers.

As far as the referral transport is concerned, Dr Bhatia said anybody could call an ambulance, which was free for pregnant women for delivery purpose, roadside accident victims, patients of below poverty line families and slums by simply dialling toll-free number 102, while other patients had to pay at the rate of Rs 7 per km to avail the service.

To promote health activities on a large scale in the district, Deputy Commissioner Mandip Singh Brar has directed the health authorities to utilise health funds of Rs 1.47 crore for the current financial year.

Very often a child prodigy named Bhal Singh could be spotted with a transistor listening, singing and eulogising songs of Mohammad Rafi in his sleepy Kiloharad village in Haryana.

With no musical background, this son of an affluent landlord Ishwar Singh Balhara kept his passion alive practising filmy and Haryanavi songs at a high pitch in his farm fields. After his schooling from CRZ High School, Sonepat, he graduated from DAV College, Chandigarh, and did LLB from Kurukshetra University, Kurukshetra, and started practising law in Chandigarh.

Till now, his passion for music and acting had blossomed but a meeting with famed Bollywood music director JP Kaushik, a Dada Saheb Phalke awardee, won him a contract to sing for a Haryanavi feature film Bahurani in Mumbai. This assignment established him as the first and the only Haryanavi playback singer. He maintained his tradition of excellence as a singer in film “Chandrawal”, known as “The Milestone” of Haryanavi cinema even today. The movie was a chartbuster and Bhal Singh Balhara immortalised all songs like “Nain katore kaajal dore”, “Bhadurgarh ka bam”, “Main suraj tu chandrawal”.

Encouraged by his popularity, he started his own production house and produced his first film “Chhail Gailyaan Jaangi” playing the main lead in this romantic love story which was a big hit of the year.

Not restricting himself merely to Haryanavi films, Bhal Singh gave his voice to a number of Hindi films, including “Adhoora Milan”, “Laagi Chhutte Naa”. In “Adhoora Milan”, Bhal Singh got an opportunity to sing with legendary singer Mahendra Kapoor. He has also lent his voice to a song in famous Punjabi film “Putt Jattan De”. He also wrote dialogues of the scenes picturised on actor Dharmendra in the film. Till date, Bhal Singh has worked as a leading actor in many Haryanavi feature films such as “Chhail Gailyan Jangi”, “Mhari Dharti Mhari Maa”, “Bairi” etc. and a feature film “Laagi Chhutte Naa”, which has also been directed by him.

A few years ago, Bhal Singh brought out his first Haryanavi album “Jaat Beqabu Ho Gaya”, which was acclaimed by the Haryanvi music lovers all over.

At present, Bhal Singh is working as Additional Director in the Department of Information, Public Relations and Cultural Affairs, Government of Haryana. He was honoured with the lifetime achievement award by Haryana Chief Minister last week.

Shahabad-Markanda college holds convocation

Convocation and prize distribution function of Markanda National College, Shahabad-Markanda, was held at its premises, 25 km from here, yesterday.

Dr Vinay Malhotra, principal of the college, distributed degrees among 126 graduates in science, commerce and arts and 12 postgraduates in MA - English.

As many as 44 out of the total 138 degrees were distributed among girls, while 94 were given to boys. More than 70 prizes were distributed among toppers of the university annual and semester exams and students, who distinguished themselves in extra-curricular activities such as youth festival, NCC, NSS and sports by the chief guest, Anil Dhantori, MLA, Shahabad-Markanda.

In his convocation address, Anil Dhantori said students must be clear about the mission in their life.

Highlighting the achievements of the college in the fields of academics, sports and co-curricular activities, Dr Malhotra said this year, the college won the Kurukshetra University Championship in handball and its eight students played as KU team members in the All-India Inter-Varsity Tournament and won second position in the same. Two students, Bhupinder and Gourav, won gold medal in the Kurukshetra University Annual Athletics Meet in 100m and 200m race, respectively, while one-act play of the college was declared second in the University Zonal Youth Festival and Puneet was declared the best actor.

Results of several classes in the annual and semester exams were from 80 per cent to 100 per cent, he added.

AK Dhamija, senior-most faculty member, acted as the master of ceremony and Dr Shalini Sharma conducted the proceedings of the function.

‘New sports policy has put state on global map’

Incentives and measures taken by the state government under the new sports policy have generated a favourable environment and enabled the state to carve a niche for itself on the global sports map.

Haryana is also the first state in the country to implement a talent hunt programme - Sports and Physical Aptitude Test (SPAT) - to choose promising players through a scientific approach.

This was stated by the Chief Parliamentary Secretary while distributing prizes among the winners of a four-day 52nd Senior National Artistic Gymnastics Championship, which concluded at MNSS, Rai, recently.

Giving credits to Chief Minister Bhupinder Singh Hooda for promoting sports in the state, particularly among the rural youth, he said hefty cash awards and guarantee of government jobs were motivating sportspersons to opt for sports as a full-time profession.

He exhorted students to avail opportunities and facilities being provided by the state government under its new sports policy. He also announced a grant of Rs 2 lakh for the Haryana Gymnastics Association. — OC

Private cos make most of low procurement rate

It appears to be a glut in the arrival of cotton in the local mandi. Total arrival and procurement of the crop so far has reached 1,90000 quintals so far and the process was expected to go on for atleast two more weeks.

The procurement of cotton in Jind last year had been over one lakh quintal, almost half of the figure this season. The procurement of ‘sarson’ crop has also started.

However, procurement rate of cotton is at least 40 per cent less than that offered last year. The official procurement agency, Cotton Corporation Of India(CCI), has not purchased even a single bale this year.

While the MSP declared by the government has been Rs 3,000 per quintal, private companies procuring the crop from the market have been purchasing the produce at a rate hovering around Rs 4,000 per quintal.

“The last lot purchased from the mandi here on Wednesday had fetched a rate of Rs 4025 per quintal,” said Sandeep Malik, who is associated with the grain market operations here.

Admitting that the market price last season had been much better at a rate ranging between Rs 6,600 and 6,800 per quintal, he said there had been huge drop in procurement rate resulting in some kind of resentment among the farmers and growers in this regard.

According to the CCI spokesperson, the procurement could not be done despite a bumper crop due to the fact that the agency did not get any demand from private mills and factories.

“There has been an increase in both the cropping area and the per acre yield of the crop this time due to favourable weather and other factors, though the open market price has been lower,” said Ram Kumar, secretary of the local market committee. He added that the yield had improved by 160 to 200 kg per acre this season and the overall cropping area has also increased by 50 percent.

The district has four ginning mills but there is no spinning mill here.

Lack of proper infrastructure for exports was hindering handsome returns to farmers, sources claimed.

As many as 428 inmates of the local District Jail were medically examined at a mega health camp jointly organised by the Judiciary and the Rotary Club Mid Town on the jail premises recently.

The district unit of the Indian Medical Association, Drishti Seva Samiti and the Lakshya Manav Seva Samiti also contributed their resources in the camp.

Besides proving special check-up facilities like X-ray and ECG, services of the specialists of medicines, chest, ENT, skin, bones, dentists, surgery and psychology were made available in the camp. Required medicines were also distributed among the patients.

While inaugurating the camp, District and Sessions Judge Kuldeep Jain assured the inmates that the authorities would continue to provide the best possible medical facilities to the jail inmates.

Deputy Commissioner Pankaj Aggarwal said a person should be physically as well as mentally sound to remain an integral part of society.

Civil surgeon JS Punia explained about the harmful effects of smoking, complete treatment of tuberculosis and precautions against HIV infection.

While, Deputy Civil Surgeon Dr BR Jawa listed precautionary measures against water-borne diseases, district president of the IMA Dr Ramesh Narang gave necessary information to prevent eye ailments.

Annual function of Chitragupta Sabha held

Members of the Chitragupta Sabha and citizens from various walks of life participated in the 13th annual function of the sabha held at Gymkhana Club here recently.

Dr ML Ranga, vice-chancellor of Guru Jambheshwar University, Hisar, was the chief guest, whereas Sushma Kulshreshtha, a former Vice-Chancellor of Jagannathpuri University, and Abha Kulshreshtha, a lawyer of the Supreme Court, were the guests of honour.

The programme commenced with an invocation to Lord Chitragupta and a salutation to goddess Saraswati presented by noted TV artiste Dalip Mathur.

In his keynote address, Dr ML Ranga showered accolades on the spectacular growth as well as prominence in social service achieved by the sabha during the past over one decade.

Mentioning about the country’s progress in various spheres of materialistic development, he lamented the lack of moral values in younger generation, which, he said, needed to be inculcated urgently for the radical transformation of Indian society.

Similarly, while Naresh Mathur, secretary of the sabha, highlighted its achievements in his annual report, child and grown-up artistes of the Kayastha fraternity regaled the gathering with a colourful programme of dance as well as vocal and classical music.

Dalip Mathur kept the audience spellbound with his melodious lyrics and hymns for about an hour.

Dr Ranga, along with other distinguished guests, formally released the sabha’s souvenir edited by Dr Tara Saxena and others.

Septuagenarian Amba Lal Mathur was presented the Lifetime Achievement Award, whereas prominent lyricist Vipin Suneja, humorist Halchal Haryanavi, veteran journalist Nawal Kishore Rastogi, rising Haryanavi poet Satyavir Nahariya, noted bodybuilding promoter Amit Swami and social activist Mahesh Chandra were also honoured for their creditable contribution in their respective fields on the occasion.

Meritorious children were given prizes, whereas six brilliant students were awarded Ashwani Saxena Memorial Scholarships by Dr Adesh Saxena and Dr Mitra Saxena.

Dr SN Saxena, octogenarian patron of the Sabha, thanked the guests and other participants for gracing the occasion function.

Lecture on empowering differently abled

An extension lecture on inclusive education and empowering differently abled persons, especially visually impaired, was organised at the Sohan Lal DAV College of Education, Ambala City, recently.

Dr Vivek Kohli, principal of the college, welcomed the guests. He said it was noteworthy that the college kept on organising such extension lectures related to the subjects of the curriculum.

He said instructional accommodations like instructional groupings, lesson formats, teaching strategies, environmental conditions, modification of instructional materials, adaptations to the methods for responding, etc, could provide an equal access and support to the learners with disabilities. 189 cases settled at lok adalat

As many as 189 cases were settled on the spot at a lok adalat organised in the district courts recently.
Gurgaon District and Sessions Judge Dr Bharat Bhusan Parsoon said cases pertaining to the Motor Vehicles Act, cheque-bouncing and petty crimes were taken up at the lok adalat.

He said a compensation of Rs 12.75 lakh was awarded in four claim cases under the Motor Vehicles Act. Besides, 29 petty criminal cases and 160 cases of cheque bounce were decided on the spot.

Dr Parsoon said lok adalats took up cases which could be settled through mutual consent or those at pre-litigation stage and pronounce final judgements.

“The judgements of lok adalats carry equal weight as those of regular courts,” he said, adding that no appeal can be filed against the decision of a lok adalat. The judge further pointed out that regular courts were burdened with a huge number of cases and at times, parties in dispute sought settlement of their cases.

HJC-BJP to hold workers’ meet

The HJC-BJP combine in Haryana aims to broaden its support base in this industrialised district of south Haryana through a joint workers’ meeting of the two parties to be addressed by their state leaders here on April 8.

Local leaders of the two parties were seen sweating it out in their areas to mobilise support for the meeting.

BJP’s Faridabad unit president Ajay Gaur said though it would be a workers’ meeting of the alliance partners, the aim was to ensure a large public turnout to make a political statement against both the ruling Congress and the opposition INLD.

HJC supremo and MP Kuldip Bishnoi and BJP’s state president Krishanpal Gujaar will address the meeting. “The meeting will highlight the failure of the Congress government along with the misrule of the earlier INLD regime,” he added.

Leaders of the HJC-BJP claimed that the people of Faridabad were disillusioned with both the Congress and the INLD. The present Congress government has not been able to improve the infrastructure, including roads and sewerage system, in Faridabad even after more than seven years (including its preceding term) of its rule. The law and order situation in Faridabad had deteriorated.

Also, the people are irritated with the number of scams under the Congress-led UPA government. The common man was also reeling under the price rise, they added.

With regard to the INLD, they alleged that it was “anti-people”.

Recruitment drive held at KU

The Department of Home Science, Kurukshetra University, in coordination with Nutri-Health Systems Pvt Ltd, conducted a campus placement for the students of MSc (Foods and Nutrition), Kurukshetra University, recently.

Stating this to mediapersons here recently, Dr Vinti Davar, Head, Department of Home Science, Kurukshetra University, said the programme started with a presentation on the profile of the company, which was attended by over 100 students of the department.

As many as 14 students of MSc (Foods and Nutrition) appeared for the recruitment process, which consisted of written test followed by group discussion and personal interview.

Dr Davar said after the completion of two-day process, five candidates comprising Jyoti, Sulekha, Monika, Sandeep and Priya were shortlisted for the post of nutritionist at Nutri-Health Systems, New Delhi.

The selected candidates were called for the HR round. At the end, all of them were given offer letters, she added.

Besides, four candidates, namely Awantika, Nidhi, Amandeep, Neha Sharma, had been kept on hold to be appointed after personal interview in June, said Dr Davar.

Hooda takes a dig at Chautala
Says he ignored his home district during his regime

Through his “Nav Nirman Rally” at Rania in Sirsa, Chief Minister Bhupinder Singh Hooda, it appears, has tried to hit two birds with one stone.
While he used this opportunity to target his bete noire and former Chief Minister Om Prakash Chautala on his home turf, the Chief Minister has also tried to give a loud and clear message to his opponents within the party that he stood by his loyalists, whatever the circumstances were.

Hooda took a dig at Chautala when former deputy chairman of the state Planning Board, Ranjit Singh, organiser of the rally, considered to be the biggest by the Congress so far, read out demands of the area. “I am surprised to note that the INLD chief did not even care to open colleges in towns like Rania and Ellenabad in his home district during his six-year tenure as Chief Minister,” Hooda said.

The Chief Minister also tried to answer allegations of regional bias levelled against him by the INLD by giving out figures of money spent by him and Chautala in Sirsa.

“My government spent Rs 509 crore on Rania since 2005, while the Chautala government spent Rs 157.16 crore from 1999 to 2005. Similarly, in whole of Sirsa district, Chautala spent Rs 749.27 crore against Rs 2,472.95 crore spent by my government,” he said.

Congress leader Ranjit Singh is the younger brother of Chautala and he had lost 2009 assembly election to the INLD’s Krishan Kamboj by a narrow margin.

Besides Chautala, senior Congress leader Jagdish Nehra, who owes allegiance to Union Minister Selja, who has been eyeing Rania seat for the coming assembly election, had also launched a veiled attack on Hooda during his village tour recently.

“So what Ranjit Singh lost the last election for some reason, as long as I am the Chief Minister, he will be your MLA for me,” Hooda told a huge gathering that had emerged to listen to him. He also gave an indirect signal that he would field Ranjit Singh again from Rania in the coming elections.

By doing so, Hooda not only enhanced the political stature of Ranjit Singh, but also tried to snub his critics within the party by telling them that he stood firmly with his loyalists.

Hooda accepted most of the demands placed before him by Ranjit Singh and announced a development bonanza worth Rs 250 crore for Rania.

Not only Hooda, but other speakers like Sirsa MP Ashok Tanwar, former OSD to Chief Minister KV Singh, former MP Jai Parkash and former MLAs Dura Ram and Mani Ram Keharwala, who addressed the rally, lauded Ranjit Singh’s efforts for organising the rally.

Investigating officer cross-examined in Sirsa journalist murder case

The cross-examination of the police officer who initially investigated the murder case of Sirsa journalist Ram Chander Chatterpatti, in which the Dera chief is the main accused, was held at the CBI court here.

The investigating officer (IO), DSP Vijay Singh, appeared before the court for cross-examination. Chhatterpati was killed on October 23, 2002, allegedly by Nirmal Singh and Kuldeep Singh. Vijay Singh was the sub-inspector when he carried out investigation of the murder case.

CBI counsel HPS Verma said Vijay Singh, during the cross-examination, corroborated all his earlier statements that he had recorded before the CBI. Vijay was the IO of the case and had given a statement to the CBI when they took over the investigation into the case. The cross-examination of the police officer will continue on April 9.

While the three accused, Nirmal Singh, Kuldeep Singh and Krishan Lal (accused in the murder of Ranjeet Singh), were present in the court during the hearing, the Dera chief made his appearance before the court through video-conferencing.

The dera chief is the main accused in the murder case of dera member Ranjit Singh and is also charged by the CBI for the murder of Ram Chhatrapati. The dera chief is also accused of sexual harassment of a ‘sadhvi’ in 2002.

Industrial units given time till March 31

The Haryana State Pollution Control Board has directed owners of industrial units in Ballabhgarh and neighbouring Palwal district to apply for the annual consent to continue operation of their firms in the next financial year by March-end.

Ballabhgarh’s Regional Officer of Haryana State Pollution Control Board SS Rawat expressed concern over the large number of units having evaded applications for the mandatory consent even after the earlier deadline for the same was over.

As per the rules, an industrial unit in operation has to procure consent from the board every year by February to continue its production in the succeeding financial year. At the time of application, the owner of a unit has to detail the air and water pollution emitted by it, and the remedial measures taken. The Ballabhgarh regional office has jurisdiction over industrial units based in Ballabhgarh (Faridabad) and Palwal. Rawat said strict action would be initiated against the defaulting units after March 31. There are about 700 industrial units in Ballabgarh and Palwal.

Aarohi school classrooms to go smart: Bhukkal

All classrooms of Aarohi schools will be converted into “smart classrooms” from the next academic session by equipping them with computers, projectors and green boards, Education Minister Geeta Bhukkal said here.

An Aarohi school each has been opened in 36 educationally backward blocks (EBBs) since July, 2011. The process for recruiting teachers for these schools and the construction of school buildings was in progress. These schools were currently functioning from village schools.

These schools were likely to shift to their newly constructed buildings in the coming year.

She said these schools would become pacesetters in their neighbourhood, both in respect of infrastructure and quality of education. Students would be given special training in improving pronunciation capability of English language at the start of the session. They would also be imparted computer training to improve their skills as per the changing needs.

The government, she said, had decided to establish a residential school for girls under the Kasturba Gandhi Balika Vidyalaya Scheme in each educationally backward block to boost girls’ education.

Nine such schools were already functional and these would become functional in the remaining 27 blocks during the next financial year.

It was also proposed to establish a girls’ hostel near each Aarohi Model School next year.

‘Need to blend tradition with modernity’

Noted academician and a socio-cultural activist from Haryana, DR Chaudhary, emphasised the need for a re-look into the issue of reservation in jobs and admission to educational institutions in the country.

Delivering his valedictory address at a workshop on the “Use of soft skills” organised by Government College for Women, Bhodia Khera, Fatehabad, Chaudhary said, “Due to the vote bank politics by our leaders, fruits of reservations meant for the SCs, STs and OBCs were being cornered by the elite classes from these castes”.

Referring to the recent stir for reservation by Jats, he said the elites would again reap the benefits and the small and marginal farmers would be left out, even if the demand of Jats was met.

He said there was a need to blend tradition with modernity so that social issues like honour crimes, which were dragging the state backwards, could not resurface.

Chaudhary urged right-thinking people to come forward for educating the masses on these issues.

He urged teachers to inculcate faculties of reasoning and asking questions among their students rather than merely passing the information obtained from books and other sources to them.

Vidhu Mohan from Panjab University, Chandigarh, and Paramjit Tulsi from National Institute of Technical Teachers Training and Research also spoke on the occasion.

RK Sharma, principal of the college, and Naresh Sachdeva, Meet and Monica Gill from the English Department of the college, were among those present on the occasion.

Chaitra Chaudas mela concludes

About four lakh devotees took a holy dip in Sarswati Sarovar and performed puja for the peace of departed souls of their untimely demised relatives at a three-day Chaitra Chaudas mela that concluded here recently.

The devotees also paid obeisance at the temples of Prithdeshwar Mahadev, Kartikaya and Ganga-Jamuna-Sarswati. Chaitra Chaudas mela is held in March-April each year for performing rituals of 'Jal Tarpan' (offering of water) and 'Pind Dan' (offering of food) to the departed souls of ancestors of the family.

As per the legend, the Pandavas performed these rites after the battle of Mahabharata for the peace of the souls of those killed in the 18-day epic battle at this place. Elaborate arrangements were made and as many as 18 CCTV cameras were installed at the mela area. A water treatment plant costing Rs 67 lakh was set up and made operational for the purification of Sarswati Tirth water.

Appoint info panel members from media, demand experts

PP Kapoor, an RTI activist and social worker, along with Rajkumar Siwach, Chairman, Department of Public Administration at Chaudhary Devi Lal University, Sirsa, have demanded that members and chairman of the state information commission in any state and central information commission should be appointed not from the bureaucracy but from the media.

Speaking at a two-day national seminar on “Right to Information Act-2005, Issues and Challenges” sponsored by the University Grants Commission, New Delhi, and organised by the Department of Political Science, DAV College, Naneola, the speakers said mediapersons had a much better role to play in as members of info panels rather than the bureaucrats.

Principal of the college, Hem Raj Sharma, welcomed the delegates while Rajpal Bhullar, convener of the seminar, introduced the speakers.

Prof Virendra Kumar, Director (Academic) of Chandigarh Judicial Academy, while delivering the key note address said every person who was representing the government should follow the Gandhian way of truth.

He said if the government departments willingly share information with the public, then the number of RTI applications would come down.

Ram Saran, Principal Director, Haryana Institute of Public Administration, BB Lal, Deputy Secretary (retd), Government of Haryana, and Prof Jayant Barua from Assam University argued that the government functionaries as well as public should be trained about the RTI Act and motivated to use the RTI Act-2005 through proper procedure so that it could act as a tool to fight corruption and nepotism.

They also stressed that change in mindset of Indian bureaucracy could also be helpful for the proper implementation of the RTI Act.

On the second day of the seminar, Subash, president of the Haryana Soochna Adhikar Manch, discussed the importance of use of RTI for print as well as electronic media.

Prof Jagbir Jakhar, Chairman, Department of Law, Chaudhary Devi Lal University, Sirsa, delivered a lecture on the misuse of the Act. Prof Jakhar argued that the RTI Act comes with a responsibility and it should not be misused against any government employee to settle personal scores.

Prof Rajinder Kumar of Department of Human Biology of Punjabi University, Patiala, and Dr Amit Chaudhry, an RTI activist and professor of history at Government College, Bhiwani, discussed the problem faced by the RTI activists while seeking information from the government departments.

The valedictory address was delivered by Prof Tarik Islam of Department of Philosophy, Aligarh Muslim University. He said the Act was a milestone in the path of participatory democracy.

Dr Rajpal Bhullar, convener of the seminar, said as many as 150 RTI activists and experts from different fields participated.
