Monika Chouhan

Jalandhar, March 25
For Mandeep Singh, a lawyer at the district courts, the news of his selection in the Punjab Civil Services (PCS) Judicial exam was truly a reason for celebration as this brought an end to his family’s days of struggle. The PCS (Judicial) exams results were declared late last night.

The son of labourers, Mandeep bagged the ninth rank in the Scheduled Castes (SC) category and cleared the exam in the second attempt. A former student of BA LLB at Guru Nanak Dev University Regional Centre, Ladhewali, he is one among nine others from the city-based Harman Study Hub - an institute for competitive exams in the city - who cleared the PCS (Judicial) exam.

Mandeep was proud to claim that he was the lone person in his entire family and that the journey to this achievement was full of struggle. “Owing to family circumstances, even as a student I used to work part-time to help my parents, who are labourers, to make both ends meet. I am glad that I have been able to accomplish my aim and now the days of hard toil are over,” he added.

Mandeep, who was all praise for RL Chohan, a retired Chief Judicial Magistrate, who has been training the candidates at the academy, said, “I had cleared my PCS exam in 2010, too, but failed to clear the interview and this year I made it to the top.”

Another major achiever in the group was Sumukhi, who became the youngest candidate to clear the PCS (Judicial) exam at the age of 22 years. She did her BA LLB from Panjab University, Chandigarh, last year and bagged the 24th rank in the general category in her maiden attempt.

“This was my aim in life and I worked hard to achieve it. I had also appeared for the Haryana PCS exam, but my name was in the waiting list. However, this time I worked even harder and the results are for everybody to see,” she added.

Talking about law as a career, she said, “This is one of the most respectable and flourishing career provided one is dedicated to explore and rise in it. Unlike the popular belief, one should concentrate on the basic concepts of law instead of cramming the topics to clear the exam and there are ample opportunities to rise,” she maintained.

Amidst these achievers, there is one Monika Chouhan, an assistant public prosecutor in the city, who fulfilled her dream after her marriage.

“More than my own hard work, it was the constant support and motivation of my in-laws and husband, that paved the way for my success. After my achievement, I wish that every woman, irrespective of her marital status, should follow her dreams and work hard to achieve them,” she added.

Talking to Jalandhar Tribune, retired Chief Judicial Magistrate RL Chohan, who has been teaching the students, said, “Since I am a retired Judge, I have been able to provide the students the right combination of training with my experience. It is an achievement for me too as nine out of the 11 students have cleared the PCS (Judicial) exam.”

Among other candidates who have cleared the exam are Gagandeep Singh, Nimala Devi, Indu Bala, Manu Mittu, Reeta Hans and Rajinder Singh. The selected students would now undergo one-year training at the Judicial Academy in Chandigarh. Now the academy is looking forward to the results of two of its candidates, whose names are in the waiting list.

Jalandhar, March 25
Much to the relief of the residents of the cantonment and adjoining villages, the Jalandhar Cantonment Board authorities today began the paving work of the Thimmayya Park road.

Recently, the finance and general committee of the cantonment board had held its meeting during which it was decided that Rs 35 lakh would be spent on the repair of the roads in the cantonment.

The repair work of the road had been hanging fire for the past one year. The road, which has turned accident-prone, was full of huge potholes with stones protruding from it.

Initially, the road repair work could not be done due to delay in the passing of the Jalandhar Cantonment Board annual budget and later the implementation of the model code of conduct stalled the project.

In fact almost all the roads in the cantonment have been lying in a bad shape, but with the initiation of repair work today morning the residents heaved a sigh of relief. Hukam Chand, a resident of cantonment, said, “Although late but we are happy that finally the cantonment board had started paving the road. It had virtually become dangerous driving on this stretch as its condition was deteriorating every day. So much so that even the huge speed breakers on the road had almost ceased to exist with its stones protruding from everywhere.”

“Commuting on the road was nothing short of a bumpy ride and especially during night time it was all the more risky. But now that the work has begun, the residents would be able to enjoy a smooth drive,” said Harjinder Randhawa, a youngster from Sansarpur village.

Since the Thimmayya Park road is one of the busiest roads in the cantonment as it links Rama Mandi, cantonment board office, Sadar Bazaar, Military Hospital (MH), Birring village, Deep Nagar, Sansarpur, Khusropur, Dhina and Jamsher villages in the periphery.

No 'suwidha' at Improvement Trust
Residents have been waiting for suwidha centre for past one year

Tribune News Service

Jalandhar, March 25
It has been over a year since the Jalandhar Improvement Trust announced about single-window system or Suwidha Centre to facilitate the public, but nothing has come out yet.

The Trust had constructed a new hall at the hind site of the office but the work is left undone. The officials have conveniently kept the project on a backburner claiming that they are short of staff.

The applicants with their various documents are left to fend for themselves from one official to another. Various documents sought by the visitors include those for getting possession of land in any scheme areas, completion certificates after a new construction, no-objection certificates, no-dues certificates, duplicate allotment letters, re-allotment letters, and approval for mortgage, building plan approval and revised approval.

The visitors said the opening of the Suwidha Centre would help them seek documents in a time-bound and transparent manner. They have alleged that the Trust was deliberately not starting the system because the dealing hands would not be able to make an additional income.

Sanjay Sehgal, a social activist, said the Trust was duty-bound to start the Suwidha Centre when it had committed the same to the public. “In the absence of any such a system, the applicants are left groping in dark as to how and when their work would be done. For the same reason, several NRIs feel much disgruntled and do not feel like investing,” he said.

Trustee Shiv Dyal Chugh, who mooted the proposal and set the deadline on 2011 Baisakhi, said he had time and again raised the issue since then. “The work was left pending owing to elections. I will try to push it again,” he added.

Anti-establishment rhetoric rules martyrdom ceremony
Aparna Banerji
Tribune News Service

Jalandhar, March 25
Anti-establishment rhetoric, peasants’ struggles and a bid to take on anti-people’s efforts, ruled the ceremony to observe the martyrdom day of Punjab’s acclaimed freedom fighters on Friday.

Hordes of villagers from across the state gathered to pay tributes to Bhagat Singh, Rajguru, Sukhdev, revolutionary poet Avtar Singh Paash and his friend Hans Raj, on their martyrdom anniversary at Talwandi Salem village (the ancestral village of Paash). The Chhattisgarh adivasi struggle and the blatant violation of human rights across the country in a race to lay claim on the precious forests, water and natural resources, were the prime issues being discussed at the occasion - the 80th martyrdom day of Shaheed Bhagat Singh and 24th of Paash.

Renowned activist Himanshu Kumar, who is known for his struggle for the rights of the tribals in Dantewada, while speaking on the occasion, said, “In Punjab, too, the attempts to snatch away land, water, electricity, employment and education from the people will get more intense in the coming days and the only way to deal with the situation is to confront adversities head on.” General secretary of the Lok Morcha, Punjab, Amolak Singh, said to counter the new NCTC water policy and the bawdy clamour in the name of culture these days, the people’s
movement needed to be strengthened.

Writer friend of Paash Iqbal Ramoowalia also paid tributes to the martyrs and read the message of Paash’s father Major Sohan Singh Sandhu on the occasion.

The message said, “…on this sacred day I exhort everyone that remembering martyrs Shaheed Bhagat Singh and Paash, they should walk on the path laid down by them and saluting their sacrifices I appeal to all to forward their ideology.”

Himanshu Kumar on the crisis

l Himanshu Kumar, a renowned Gandhian activist whose Vanavasi Chetna Ashram at Dantewada forest was razed down by the government in May 2009, was one of the speakers here.

l As The Tribune had a chat with him, he questioned the government’s stance on everything from the Kudnakulam protests to the fiasco that saw activist Soni Sori being brutally treated in jail.

l He said, “I don’t think Gandhians like us have any place in the system any more. Either you nod your head to whatever the government says, or you become a naxal. Offering support to someone who has been wronged means being lablled a naxal.”

l Talking about the situation in Punjab, Kumar said, “It is important that the people of Punjab take lessons from elsewhere. The situation here is also getting grimmer by the day and they stand a strong chance of being left out in the open. Here, the water crisis is the deepest and it is important that people look into the situation right know.”

l Both the Lok Morcha Punjab and Kumar also shot off letters to the Supreme Court, demanding justice in the Soni Sori case.

60-yr-old chat corner has delighted everyone from common man to Sanjay Dutt
‘Kwality’ sticks to quality
Aparna Banerji
Tribune News Service

Jalandhar, March 25
A countless number of people have sat at Kwality Chat Corner, munching hot tikkis and spicy delicious ginger-topped papri chats.
The Mai Hiran gate book market is almost synonymous with the joint.

A cross between a kiosk and a modest eatery, Kwality has been loved by generations together and to date the crunch of its papris, the juiciness of its bhallas or the smokiness of its tikkis have never, for a moment, lost the edge it has always been known for.

Established about 60 years ago by Pandit Sadhu Ram Ji, the eatery - which has now got a second branch right across the road - is now being run by his two sons - Brij Kishore and Jugal Kishore.

While Brij retains the older one, Jugal sells his own ditto ‘Kwality’ fare from his pretty little establishment.

The entrance to the shop boasts of a hot smoke-emitting tawa and papri and bhalla goodies stored away in glass cases for everyone to see.

It is said the food here has the ability to make people stop in their tracks and head to the shop for a delicious munch before all else.

The eatery also has legendary stories to go with it. When Sunil Dutt and Sanjay Dutt were expected at a dignitary’s house in Jalandhar, it was the Kwality Chat Corner team which was summoned to prepare Jalandhar’s precious chaat-tikki delicacies for the popular father-son duo.

The duo was impressed and showered praises on the team.

Speaking about the success of their tongue-tingling delicacies, younger brother Jugal Kishore says, “We have always believed in keeping it fresh and clean. Since the establishment started, our father and both of us have always used fresh food items and always got ground our own spices.”

The tikkis are a mix of various ingredients like potatoes, cheese, peas and dal. The special fresh ginger topping on the chat is also especially loved.

As we sit down for a hearty chat feast, the eatery bustles with cackles and conversations as tired Jalandhar shoppers are rejuvenated by the thought of a fresh feast.
