Mayor flayed for not convening MC house meet
Bathinda, February 25 Under Section 55 of the Punjab Municipal Corporation Act, the corporation shall ordinarily hold at least one meeting every month. A sub-section states that the Mayor or in his absence the Deputy Mayor shall, upon a requisition in writing, call a special meeting of the Corporation. Following this rule, at least 43 meetings should have been convened whereas only 24 meetings of the corporation have been conducted so far since the inception of the corporation in July 2008. The last meeting was conducted on November 4 last year after a gap of four months much to the chagrin of municipal councillors from the SAD-BJP alliance as well as the Congress. The irate councillors had pointed out during the meeting that the lack of meeting leads to many developmental works not being reviewed on time or getting delayed. Now, some of the Congress MCs are trying to move a requisition demanding that the Mayor be taken to task for not convening a meeting on time and thereby, hampering the works in city. “If the Mayor does not convene meetings, one-fourth of the corporation members can give in writing to the government seeking action against the Mayor. The government can serve notice to the Mayor for this and No Confidence Motion can be moved against him,” said one of the Congress councillors. Already six councillors have joined hands together for this while efforts are being made to rope in four more. Old timers reminisced that in late 1970s, the then president of the municipal committee Sant Ram was removed through same procedure. “The then municipal councillors did not support their head Sant Ram and his functioning. Sant Ram kept on completing the important works of the city under Section 32 and 35 of the Punjab Municipal Act. However, the councillors moved to court against him and he was finally removed,” a councillor added. Congress MC Jagrup Singh Gill said such attitude of the Mayor had left the councillors unable to discharge their duties properly. “By not holding meetings regularly, the Mayor is trying to wrest control over our rights. As public representatives, we are answerable to them,” he said. Another BJP MC, who has been vocal in raising issues at the MC meetings, said since November last, no meeting has been held. “When we raised this issue with the Mayor, he simply said no meeting can be held since election code of conduct has been implemented. The code of conduct bars new works from being executed but does not bar holding discussions and meetings,” he reasoned. When contacted Mayor said meetings are convened whenever need for the same is felt. “Presently, the model code of conduct is in force and hence, we can’t do anything. We plan to convene the next meeting at the earliest after March 9,” he added. Fact file
The contract for street light maintenance in the city expired on January 15 this year and has not been revised since then. Around 40 people, working under the contractor, have not been paid their salaries. It may affect the functioning of street lights in the city anytime. “As per rules, the contract should have been revised or the tenders be floated before the expiry of the old annual contract. The Mayor also has powers to extend the contract in anticipation of approval of the house. But that was not the case here, which left 40 contract employees without salaries. These people are paid `3,000 per month, which the contractor is now unable to pay from his own pocket,” said a municipal

Bathinda, February 25 The ETO, Rishi Kumar lodged a police complaint in this connection wherein he alleged that a jeep escorting the truck loaded with consumer goods hit the officials at a naka. The naka was laid with the help of a police party near Bagha Sekhu chowk on the refinery road in Bathinda on February 22. The truck was intercepted on the road using an official vehicle. The official vehicle was, however, hit by the Bolero Jeep driven by Kulwinder Singh and Leelu Ram. The jeep also tried to hit the checking officials standing on the roadside. They allegedly drove the jeep at a breakneck speed and tried to hit the government servants. A case under Sections 353, 186, 336, 427, 120-B and 34 of the IPC has been registered in this connection. No arrests have been made in this regard so far. |

Bathinda, February 25 On the second day, an array of competitions was held, including shot-put, tug-of-war and kabaddi. Spokesperson Guravtar Gogi said in shot-put, Saurav Vij secured the first position (19.2 m) and won `50, 000 as cash prize. Tejinderpal Singh (18.70 m) and Gurpreet Singh (18.40 m) won the second and third places and were awarded `25, 000 and `10, 000, respectively. Four kabaddi matches were also held at the occasion. The Shaheed Bhagat Singh Kabaddi Academy, Barnala, played against the Shehanshah UK Academy and won the match by 36-26 points. Similarly, the SGPC Academy, Amristar, outplayed the Madhopur Academy, Fatehgarh Sahib, with the final score of 35-26. In the semi finals, the Barnala Academy defeated the Tony Club Kubbe Ludhiana by 34-30, while the SGPC Academy won against the Baba Parshu Ram Club with final score of 30-28 points. In the finals, the Barnala Academy defeated the SGPC Academy by two points and walked away with `90,000 as cash prize. In the tug of war, Burj Dunnawala Club Moga was pitted against Jeeda Club. Moga won the match. Last evening, a jago was taken out from the residence of the Deputy Commissioner KK Yadav. It went around the city to culminated at the heritage village Jaipalgarh. |
Hospital block awaits completion
Bathinda, February 25 According to information, the new block should have been complete by the end of June last year. PHSC authorities got the entire building constructed by October last year and had even planned to hand it over to the Ayurvedic Hospital authorities by the end of November after getting the remaining finishing works completed by the contractor. When contacted, the SDO of PHSC, Dinesh Kumar, attributed the delay in the completion of the new block to the contractor, saying
the contractor had not completed the finishing work. He, however, said they would do the needful to get the remaining work completed in the next two to three weeks. The SDO added that the remaining work could be completed in seven to 10 days only. He said though the entire building had already been completed and white-washed, and doors had been fixed, some electrical and other minor works were still pending. Besides, some work for
the setting up of a nursing station also awaits completion, he added. Even if the remaining work is completed in the next two-three weeks, the handing over of the new block to the authorities concerned will have been delayed by more than eight months. The finishing work needs to be completed soon to ensure the functioning of the new block at the earliest. It may be mentioned here that this is a 20-bed block which has three rooms for doctors, two wards for male and female patients, a common toilet, and a nursing station. However, after the renovation of the existing building of the Ayurvedic Hospital, it will reportedly be used for establishing a Ksharsutra Centre (Anorectal surgery). Laying the foundation stone of the new block
on December 7, 2010 here, the then Health Minister, Punjab Laxmi Kanta Chawla had announced
that the block would be completed by the end of June, 2011. At that time
it was stated that the new block would be built at a cost of Rs 37 lakh. |
Have sportsmanship, students urged
Bathinda, February 25 Principal of GRDIET, Dr HS Sandhu, addressed the students and asked them to participate in the meet with sportsmanship. The athletic meet started with the 800m race and Gurmel Singh and Manpreet Kaur clinched the first position in the boys and girls category respectively. Manpeet Singh and Manpreet Kaur were adjudged the best athletes over all in the meet. After the felicitation ceremony, GRDIET director Prof Daljit Singh congratulated the Department of Physical Education for the successfull completion of the athletic meet. |

Bathinda, February 25 Investigating officer in the case, Jaspal Singh, said the erring truck driver
had been released on bail within few hours after the accident, although a case under sections 279, 304-A and 427 of the
IPC has been registered against him at Nehian Wala police station. The truck driver has
been identified as Onkar Singh, a resident of the Pattar Kalan village in
Jalandhar. One held for stealing iron tools from bicycle shop A resident of Deon village has been arrested by
the police for stealing iron tools from a bicycle repair shop. Complainant Gurcharan Singh of Burj Mehma village said somebody broke into his shop and took away iron tools that used to fix punctured bicycle tyres. He later came to know that someone had seen Jaswant enter his shop. The accused was arrested from his house on a tip-off. Police said efforts were on to trace the iron tools that Jaswant had stolen from the shop. A case under sections

A resident of Bhucho Mandi, possessing 16 grams smack, was arrested from near Bhucho Mandi. The accused has been identified as Gurdeep Singh alias Tota. He was arrested from near Chowk Bhatta, Bhucho Khurd. The arrest was made on the complaint of ASI Ajaib Singh who is also the investigating officer in the case. A case under sections 21, 61, 85 of the Narcotics Drugs and Psychotropic Substances Act has been registered against the accused at Nathana Police Station. |
126 cases disposed of at Lok Adalat
Bathinda, February 25 District and sessions judge SK Aggarwal said the Lok Adalat was held on last Saturday on every month at Bathinda, Phool and Talwandi Sabo and Lok Adalat was also held at the Labor Court on last Friday of every month. He said the main aim of lok adalats was to reduce pendency of cases in courts and provide people with speedy justice. Apart from the criminal cases of serious nature, all other cases were dealt with at the
Lok Adalat. Those disputes that have not reached court yet can also be brought to the Lok Adalat. Decisions of Lok Adalat are considered decree of civil courts and the decision cannot be appealed against. |
ECE department comes up trumps at college sports meet
Bathinda, February 25 As many as 300 students from various engineering departments participated in the 100m, 400m, 1500m and 5000m track races, shot put, discus throw, long jump and javelin throw events. Congratulating the participants and the winners, managing director of BFGI, Gurmeet Singh Dhaliwal, said, “To achieve in sports, you first need to have a dream, and then you must act on that dream. The best athletes are those who truly enjoy what they are doing and display a tremendous amount of ethics and never lose sight of their ultimate goal.” Kamaljit Singh Sidhu, assistant director, Department of Youth Services, Bathinda, distributed the prizes. Amandeep Kaur and Amritpal Singh, both second semester ECE students, won the title of best female and male athletes respectively. ECE department won the trophy for the best march past.
