Congress general secretary Rahul Gandhi’s road show in Kanpur landed in controversy after it ignored the district administration’s revised instructions modifying the route reducing it by 15 km.

Kanpur district magistrate Hari Om said: “Permission had been given for only 20 km-road show. It was to start from the circuit house in Kanpur. However, Rahul Gandhi started his road show from the airport itself violating the Section 144 promulgated in the city.”

Describing it as a “clear violation of model code of conduct” the DM said that he would take “action according to the law”.

Earlier, a 35-km route had been approved which had to be revised and an alternative path was suggested in view of the heavy traffic on the proposed route due to the rush in the city’s temples due to Mahashivratri.

“The route was changed as Rahul Gandhi’s security is a major concern. The route, which Congress party workers had demanded, was expected to witness a heavy rush of traffic due to Mahashivratri celebration. Also, the paramilitary forces meant for the polls were also to take the same route. So keeping in view all this, the district administration had suggested the alternative route,” claimed the DM.

Decrying the change in Gandhi’s road show route in Kanpur, UPCC state president Rita Bahuguna Joshi claimed the state government was jittery over the fact that Rahul’s rallies were attracting huge crowds and has been trying to interrupt his programmes.

Ajit Singh’s son gets EC notice for accepting money

The Election Commission has sent a notice to Jayant Chaudhury, the Rashtriya Lok Dal sitting MP from Mathura and candidate from Maanth in Mathura, after he was reportedly caught on-camera accepting money during a public meeting.

The EC has sought his explanation on charges of violation of the Model Code of Conduct. Mathura ADM (City) Ram Avtar Raman said a notice had been sent to Chaudhury seeking his explanation on the basis of the camera footage.

According to the footage recorded in the Mogarra area under the Govardhan constituency, the RLD leader had accepted a bundle of currency notes during an election meeting. He then passed the cash to his party candidate, who returned it to him.

Chaudhury later passed the cash to his brother-in-law, who was accompanying him on the campaign trail.

Bollywood actor Vivek Oberoi was also on the stage. He was campaigning for the RLD candidate.

Chaudhury, the son of Union Civil Aviation Minister and RLD chief Ajit Singh, had reportedly accepted Rs 70,000 during the meeting which was caught on a camera installed to record the meeting.

The Assembly constituencies that fall under Mathura will go to the polls on February 28.

Meanwhile, Union Minister for Steel Beni Prasad Verma filed his reply to the EC notice.

Speaking to the mediapersons, he said, “I respect the Election Commission and will adhere to its instruction in this case.”

Verma had consulted senior advocate and Congress spokesperson Abhishek Manu Singhvi while preparing his reply.

The Election Commission had issued a show-cause notice to Verma seeking explanation on his statement given during an election meeting in Farukhabad where he had declared that the sub-quota for Muslims under the OBC quota would be increased and had even dared the EC to take action against him.

Verma had been asked to reply by Monday evening.

New Delhi, February 20
Concerned over the gap between the agricultural yield in the field and research laboratories, Prime Minister Manmohan Singh today said "it represents failure of the system" and asked the administrative machinery to address the problem.

While the country's farm sector has shown a "commendable achievement" growing by 3.5 per cent annually in the last five years, the Prime Minister expressed concern over inability of the administrative system to exploit potential of the scientific feats.

"There is a gap between the yield per hectare that is observed in the field and the yields that can be achieved under the ideal farm practices. That difference is quite substantial at present and it represents the failure of the system to exploit the yield potential which our scientists have given us," Singh said at the Golden Jubilee Convocation of the Indian Agricultural Research Institute here.

He said it is the job of the administration to close this gap and the country's agricultural strategy must give high priority towards this effort.

Singh said various policy initiatives to improve terms of trade in favour of the farm sector have paid off as the country's foodgrain production is set to exceed 250 million tonnes, an all-time record this year.

In the 12th Plan (2012-17), the goal must be to scale up the growth in the sector to four per cent or more, he said adding this would require a determined effort by the Centre and states.— PTI

SpiceJet starts probe into offloading of disabled woman

Low-cost carrier SpiceJet has begun an inquiry into an incident in which a differently abled woman was off-loaded from its Kolkata-Mumbai flight yesterday after the crew claimed it was not safe to have her on board.

Expressing regret at the incident, the airline said the matter was being investigated and action would be taken in the matter in which Jeeja Ghosh, a 42-year-old teacher at Kolkata's Indian Institute of Cerebral Palsy, was offloaded after she had boarded the flight. Civil Aviation Minister Ajit Singh also promised to ask “SpiceJet and see what action they take against their pilot”.

However, SpiceJet is not been the only airline with such apathetic attitude towards the differently abled. Officials claim two such incidents were also reported in 2011.

The Directorate General of Civil Aviation (DGCA), incidentally, has detailed guideline entitled “Carriage by Air of Persons with Disability and/or Persons with Reduced Mobility” on the issue.

It specifically states that "no airline shall refuse to carry persons with disability or persons with reduced mobility and their assistive aids/devices, escorts and guide dogs including their presence in the cabin, provided such persons or their representatives, at the time of booking and/or check-in for travel, inform the airlines of their requirement."

The rule also states that "no medical clearance or special forms shall be insisted from persons with disabilities or persons with reduced mobility who only require special assistance at the airport for assistance in embarking/disembarking and a reasonable accommodation in flight", barring those having diseases.

The rules make it mandatory for airlines to hold special training for their staff on handling of such passengers and also have refresher courses every three years.

Securing Arunachal a priority, says Antony

Guwahati, February 20
Defence Minister AK Antony said today that the Centre has accorded ‘topmost priority’ to make the stretch of international border in Arunachal Pradesh secure and non-porous.

Addressing the official celebrations of the 26th Statehood Day of Arunachal Pradesh in Itanagar, Antony underlined the need for speeding up various infrastructure development projects in the frontier state.

Arunachal shares over 1,680 km of international boundary with three countries, of which 1,080 km is with China.

“The importance of a secure, non-porous international border must continue to be the topmost priority. It is our collective duty to ensure that our border areas are as developed as any other part of the country. Proposals by the state government to provide connectivity and other infrastructure facilities to the border areas will be definitely given a serious consideration (by the Centre),” Antony said.

He laid stress on accelerated implementation of the on-going road construction projects in the strategically important state, including the Trans-Arunachal Highway, particularly the Tezpur (in Assam)- Tawang (close to China border) sector where the Border Roads Organisation alone had executed work worth Rs 2,900 crore.

Antony also said the eight Advanced Landing Grounds in the state should be made operational as early as possible and would be made open for use by civil aircrafts too.

Arunachal Pradesh Chief Minister Nabam Tuki, in a memorandum to the Defence Minister, today demanded clearing a slew of projects, including connectivity to 22 hitherto unconnected administrative centres, and construction of foot-suspension bridges, log bridges and porter tracks in those areas.

Cop in video footage on dancing Jarawa identified

New Delhi, February 20
The Andaman and Nicobar Island Police have identified one of its personnel who was allegedly involved in the controversial 'human safari' episode where members of Jarawa tribe were made to dance in return for food by foreign tourists.

Strict action will be taken the cop, sources said here.

The cop was recently identified after a through examination of the video footage and the sound sample as he had briefly appeared in one of the video footages, they added.

The video was shot in September 2008 and the inquiry is on to identify another man who had appeared in it in military overalls, the sources said.

Though the name of the accused has not yet been divulged by the cops, sources said the Andaman and Nicobar administration has informed the Tribal Affairs Ministry and National Commission for Scheduled Tribes (NCST) on the development.

Initially, the Andaman police had denied the involvement of its personnel in the episode. — PTI

MoD appeal against AFT contrary to Chief’s decision

The appeal filed by the Ministry of Defence in the Supreme Court against the orders of the Armed Forces Tribunal enhancing the war injury pension of former Vice Chief of Army Staff, Lt Gen Vijay Oberoi appears to be contrary to the legal advice rendered on the issue by Army Headquarters and directions thereon of the Army Chief as well as the directives issued by the Ministry of Law.

Besides Lt Gen Oberoi, the issue of pension rationalisation affects an estimated 2,000 cases that have been decided in favour of disabled soldiers by the High Courts and the Armed Forces, sources said. Information obtained under the Right to Information Act reveals that in Lt Gen Oberoi’s case the decision not to file an appeal was taken by the Army Chief on August 20, 2011. The same decision was also taken in similar cases.

The Department of Ex-Servicemen’s Welfare in the MoD fled the appeal despite the fact that the point of law in the matter has already been settled by the Apex Court in two cases in 2011, KJS Buttar Vs UOI and UOI Vs Paramjit Singh. Further, the law ministry had last year, in an effort to reduce the litigation burden, issued directives that appeals are not to be filed in cases where the legal position has been settled by earlier judgements, lawyers dealing with service matters said.

To off-set medical subjectivity, rigidity and mistakes of medical boards, the Fifth Pay Commission had introduced the concept of “broad-banding” disability percentages for calculation of disability pension wherein it was provided that disabilities up to 50 per cent would be considered as 50 per cent for purposes of computation, those between 50-75 per cent would be treated as 75 per cent and above this would be taken as 100 per cent. This was considered imperative since different medical boards were granting varied percentages for similar disabilities leading to errors.

However, while implementing, the MoD extended the policy only to those prematurely invalided from service and not to those who had been granted disability pension on completion of terms or superannuation though the latter were also affected by similar medical subjectivity.

This action of MoD was also considered against rules since defence pensionary provisions provide that all personnel released in low medical category were to be deemed as ‘invalided’ for purposes of disability pension.

The AFT’s Chandigarh Bench had ruled in August 2010 that discrimination between invalided and other low medical category personnel was not justified. This was followed by similar judgements by the Supreme Court in 2011, consequent to which Army HQs and the Chief of the Army Staff had directed that no further appeals were to be filed in the SC on similar matters.

2G probe
CVC asks status report from CBI, IT & ED

New Delhi, February 20
Chiefs of the CBI, the Income Tax Department and the Enforcement Directorate have been called by the Central Vigilance Commission to give a detailed update on their probe in the 2G case and discuss the way forward for investigations.

The CBI, which has arrested former Telecom Minister A Raja and 13 others and booked three companies, will make its presentation tomorrow, official sources said. While the ED is scheduled to make its submissions on February 22, the Income Tax Department will do so on February 24.

"The officials have been called to discuss the probe in 2G matter. They will be giving a detailed presentation before the commission," sources said. The trial in the 2G case involves 17 accused, including three companies -- Reliance Telecom Ltd, Swan Telecom and Unitech Ltd.

Besides Raja, his former private secretary RK Chandolia, former Telecom Secretary Siddharth Behura, Kanimozhi and Kalaignar TV's MD Sharad Kumar are facing trial. The special court had also framed charges against six corporate honchos - Reliance ADAG Group Managing Director Gautam Doshi, its senior Vice President Hari Nair, Group President Surendra Pipara, Shahid Usman Balwa, Vinod Goenka and Sanjay Chandra.

The others facing trial are Bollywood producer Karim Morani, directors of Kusegaon Fruits and Vegetables Ltd Asif Balwa and Rajiv Aggarwal. All 17 have been charged for criminal breach of trust, conspiracy, cheating, forgery and the Prevention of Corruption Act. Barring Raja and Behura, all are out on bail.— PTI

Eurocopter writes to Army Chief over delays in copter deal

Expressing "concern" over delays in finalising the deal for procuring 197 light helicopters for the defence forces, European defence major Eurocopter has written a letter to Army Chief Gen VK Singh in that regard.

The European Eurocopter AS 350 Fennec is competing with Russian Kamov 226 'Sergei' for supplying these choppers to the Indian Army and Air Force in a project expected to be worth over $ 1.5 billion.

The choppers will be used by the Army and the IAF to replace their aging fleet of vintage Cheetah and Chetak helicopters, which are critical for providing supplies to troops deployed in Siachen Glacier and other high-altitude areas.

"We take this opportunity to express our concern regarding the time frame for the very important programme, for which the RFP was issued in July 2008.

"The technical evaluation process has now taken over 38 months and has not yet been concluded due to reasons which are unknown to us," Eurocopter told the Army Chief in the letter, a copy of which is with PTI.

The previous attempt of the armed forces to find a replacement of these choppers could not be successful in 2007 after the Defence Ministry withdrew the tender which Eurocopter had won.

"We hope that this program after so many years will soon be successfully concluded and we would be proud to contribute to the self-reliance of Indian armed forces," it added.

The trials of two helicopters in the race were completed in December 2010 and the Army Aviation Corps (AAC) submitted the trial reports to the Defence Ministry after that.

The report was accepted by the ministry in October last year and was approved by the Technical Oversight Committee (TOC) for the project only last month.

Pointing out that it has been supporting Army's Cheetah and Chetak fleet for over 40 years, the European firm said that its helicopter "has undergone extensive trials including the high altitude evaluation at Leh, which were successfully completed in December 2010.

"You may recall that this is the second time that Fennec AS 550 C3 has successfully met all the technical parameters of the RFP having already been shortlisted in 2007," it said. In the letter, Eurocopter claimed that its Fennec chopper is "fully compliant" with requirements of the Army and the IAF.

"It is a military certified and combat proven helicopter and the most powerful version in the Fennec family holding the world record of having landed on Mount Everest in May 2005," it said.

Eurocopter said it produces one helicopter a day in its manufacturing facilities and would be able to meet Indian requirements to supply 197 helicopters in five years if it is awarded the deal.

"As an important point, we wish to highlight that the direct operating cost and direct maintenance cost of Fennec AS 550 is the lowest in its class and would offer a life cycle cost saving of at least 30 per cent over its competitor," it added. — PTI

‘Historical grudge’ holding back Barua to call truce

Even as all his comrades and founder members of the United Liberation Front of Assam (ULFA) have agreed to give up violence to find a negotiated settlement to the problem through dialogue with the Government of India, the military wing chief of the outfit Paresh Barua has chosen to remain at large inside the rugged and forested terrain of Myanmar to carry on with his ‘revolution to liberate Assam’ that too with a handful of cadres numbering only about 200.

A highly-placed security source, who has vast experience of counter-insurgency operations in Assam and Tripura, commented that it was the ‘age-old rivalry between Motok and Ahom communities in Assam, that could be one of the key reasons for Paresh Baruah not responding to the appeal of Assam Chief Minister Tarun Gogoi to call truce while all his senior colleagues in the outfit have vowed to shun violence to engage themselves in a peace process in response to the call from the government.

“Paresh Barua is from ethnic Motok community which is still nurturing a grudge against the Ahom community that ruled Assam for six centuries from 13th century. Gogoi being a member of Ahom community has probably failed for this historical reason to persuade Paresh Barua to follow the path to the negotiation table as has been done by ULFA chairman Arabinda Rajkhowa, also a member of Ahom community,” the source said.

Even the majority of 200 odd cadres of ULFA who are believed to be with Paresh Barua in the outfit’s base deep inside Myanmar jungle are from the Motok community that has sizeable population in Tinsukia and Dibrugarh districts of Assam. Most of the new recruits to the ULFA are from these two districts that have boundaries with Arunachal Pradesh bordering Myanmar.

The ULFA was floated in April 1979 by Paresh Barua and other to launch an armed revolution to free Assam from the clutches of ‘colonial India’. But the outfit’s band revolution and its ideology couldn’t cut ice with most of the communities in Assam which have obviously realized ULFA’s aspiration to liberate Assam will remain a distant dream. So, the disillusioned senior leaders who were on the run because of the sustained Army operations in Assam, have now come forward for talks after their capture in neighbouring Bangladesh. But Barua managed to flee Bangladesh and set up fresh base inside Myanmar.

Meanwhile, the anti-talks faction of the ULFA today flayed the former Union Home Secretary G K Pillai for his reported comment that the ULFA commander Paresh Baruah was left with only two options, either to come forward for talks or get eliminated.

Information Commissioners’ appointments spark row

The choice of candidates appointed as Information Commissioners, under the Right To Information (RTI) Act, has triggered a row in Andhra Pradesh with the information activists and opposition parties dubbing the exercise as political rehabilitation.

The government has appointed eight Information Commissioners at one go. However, a majority of them are either active members of the ruling Congress or have been recommended by the ruling party bigwigs.

There are allegations that political considerations alone had guided the selection process. And, intense lobbying was said to have tilted

the scales in favour of some of the aspirants.

Those selected include a serving IPS officer M Ratan, former Commissioner of Police S Prabhakar Reddy and former Principal Chief

Conservator of Forests C Madhukar Raj. Four others -- S. Imtiaz Ahmed, Lam Tantiya Kumari, M. Vijaya Nirmala and Varre Venkateswarlu - are all associated with the Congress while P Vijaya Babu is the Editor of Telugu daily “Andhra Prabha.”

The selection committee, comprising Chief Minister N Kiran Kumar Reddy, Deputy Chief Minister C Damodara Rajanarsimha and Leader of the Opposition N Chandrababu Naidu, cleared the names at a meeting held here last evening. However, the RTI activists expressed dismay over the selection and said that such an approach would undermine the spirit of the RTI Act.

“The entire institution has been converted into yet another rehabilitation centre for politicians and retired bureaucrats, some of

whom do not even know how to file RTI application,” a leading RTI activist D Rakesh Kumar said.

The RTI campaigners have been opposing appointment of retired bureaucrats on the ground that they were very much part of the system and would never fully appreciate the public right to information.

There is also a demand for barring politicians from becoming Information Commissioners as they would be more inclined to protect

the party in power.

Meanwhile, the opposition Telugu Desam Party and the BJP also raised objections over the selection process. “How can common public expect

justice from ruling party politicians who have lobbied to get into these posts?” wondered senior TDP leader and former Union Minister K

Yerran Naidu. The BJP senior leader M Venkaiah Naidu said the government owed an explanation to the people as to what criteria were adopted for selecting the new Information Commissioners.

The Lok Satta Party, headed by former civil servant Dr N Jayaprakash Narayan, alleged “collusion” between the Chief Minister and the Leader of the Opposition in packing the State Information Commission with people known for their political affiliation or family ties with leaders or former bureaucrats.

Interestingly, three of the eight new Commissioners had unsuccessfully contested the 2009 elections on behalf of the Congress, the TDP and the Praja Rajyam Party. However, all of them are now with the Congress.

Prominent among them is Imtiaz Khan who had contested against the Chief Minister in Pileru constituency in Chittoor district on TDP

ticket. After Kiran was made the Chief Minister, he joined the Congress. Thantiya Kumari is the daughter of former Deputy Chief Minister K Ranga Rao and was the Congress candidate from Thiruvuru constituency in Krishna district.

 

Lobbying alleged

l Eight Information Commissioners had been appointed. However, a majority of them are either active members of the ruling Congress or have been recommended by the ruling party bigwigs.

l Alleged intense lobbying is said to have tilted the scales in favour of some of the aspirants.

7-day RSS meet to begin in Nagpur from March 12

Soon after the elections in the five states will conclude, the RSS will hold a week-long ‘chintan baithak’ in Nagpur to deliberate on the current political situation in the country and strategise for future.

The RSS is waiting anxiously for the Assembly election results, particularly those of the BJP and in UP for, as political observers analysed, these results may indicate the future course of politics right up to the 2014 elections.

While the saffron camp does not expect much from Manipur and Punjab, it is anxiously awaiting the outcome of elections in UP, Uttarakhand and Goa. Uttarakhand has already gone to the polls and the infighting among the state leaders immediately after the polls gave a fair idea which way the results were tilted. The RSS has high hopes from Goa.

UP results are most anxiously awaited, where three rounds of polling is still left. Even after the Sangh sent its emissary Sanjay Joshi to organise the BJP state unit in UP to ensure good results, it is not convinced that the results will turn out in its favour.

The seven-day meet in Nagpur will take a call on the Assembly polls, specifically in UP. The first three-days of the deliberations from March 12 to 14 will be confined only to the office-bearers. On March 16, 17 and 18, the Pratinidhi Sabha comprising 1,000 delegates from all over the country, will hold open- house deliberations.

Big B says health improving

Actor Amitabh Bachchan, who underwent a surgery in his abdomen two weeks ago, is likely to be released from hospital in the next two days after his condition showed signs of improvement, officials at the Seven Hills Hospital in suburban Mumbai said.

In his latest post, the actor said he has begun to take solid food after a while. "Had a toast today after long. Never realised how important an element becomes after it has been taken away from you," he wrote. In his Twitter message, Bachchan thanked his fans for prayers.

Counter-terror Operations
Army developing wargame to assist commanders

With counter-terrorism and combat in built-up areas becoming an increasingly significant factor in the security environment, the Army is developing a computer-based wargame to assist commanders in operational planning and training for such operations.

The wargame is envisioned to aid commanders at battalion, company and platoon levels to carry out terrain, task and intelligence analysis, undertake situational assessment and thereafter plan and execute operations.

The project is being undertaken by the Shimla-based Army Training Command (ARTRAC), which is responsible for evolving operational doctrines, training methodologies and developing training aids, including simulators and wargames.

While the ARTRAC as well as the Defence Research and Development Organisation have, over the years, developed a series of computer wargames for convectional warfare, this is stated to be the Army’s first shot at developing a model for counter-terrorist operations. Training in counter-terrorist operations is now no longer confined only to the special forces, but forms an integral part of the curriculum for regular infantry troops.

The new wargame will be based upon maps of the actual area of operations integrated with satellite imagery, aerial photographs and terrain data. Other data to be embedded in the wargame would pertain to intelligence reports and enemy dispositions, weapons and equipment, troop strength, climate, topography and other operational parameters. Inputs from surveillance equipment like battlefield radars, radio interceptors and thermal imagers would also be factored in during analysis of a situation. It will also have the capability for dynamic simulation of friendly forces and terrorists, thereby providing a realistic training environment.

According to Army officers, computer simulation and wargaming is emerging as a powerful and effective tool for evolving plans and contingencies to deal with multi-facet situations while rationalising troop deployment, time and logistic support, and reducing the risk of casualties. Wargames also orient and prepare commanders and field leaders before hand for a host of eventualities that may crop up during combat.

All major armies now use wargames and computer simulations in a big way for operational planning and training. These range from tactical operations to simulating thermo-nuclear attacks on cities.

AI deployed bigger plane for Praful Patel’s family

National carrier Air India had deployed a larger aircraft, apparently to accommodate the family of then Civil Aviation Minister Praful Patel, on their trip from Bangalore to Maldives in April 2010, reveals file notings disclosed by AI in response to an 
RTI application.

It had earlier been claimed that since the seven business class seats were already booked on the IC-965, flying from Bangalore to Male, Air India switched to bigger aircraft A320, with 20 business class seats, to accommodate seven members of Deshpande family, in-laws of Patel’s daughter Avni.

The passenger list, now disclosed after the directives of the Central Information Commission, shows that the Deshpandes were indeed on board IC-965 on April 25, 2010, for Bangalore-Male and IC-966 from Male to Bangalore on April 28, 2010. The list shows seven family members who travelled on the flights included Congress leader RV Deshpande, Radha Deshpande, Prasad Deshpande, Meghna Deshpande and Master Dhruv, in addition to Avni and her husband Prashant Deshpande.

According to the disclosure, the notings show that instructions were issued over email from Mumbai Headquarters to change the “equipment” of the Bangalore-Male flight on April 25 and the Male-Bangalore on April 28, 2010, from a smaller Airbus A319 to larger A 320. The Air India normally plies Airbus A319 aircraft on the route which is smaller one with eight business class seats and 114 economy class seats.

The order, a copy of which was supplied with the RTI reply said: “Due to heavy demand in J Class on the Bangalore-Male flight on April 25, 2010, and the Male-Bangalore flight on April 28, 2010, the J Class capacity is increased on the above two dates by rotation change in equipment.”

Aggarwal, who says that Air India has been in big losses also because those managing it treated like their personal property, wants a probe if Patel misused his position as the Union Civil Aviation Minister for such “abnormal change” in flight-schedule for benefit of his close relatives. “Action is required against all concerned ones in Air India who danced to tune of the then Union Civil Aviation Minister bypassing norms,” he says.

This is not the first time Patel’s kin allegedly pressurised the beleaguered airline to change its schedule to fulfil their demands.

No jumbo campaigning

On the complaints of public, the Election Commission (EC) has restrained two mahouts in Shamli from wandering in the streets with an elephant. The two mahouts had been roaming in the streets for the last few days along with a chained elephant in Shamli in the newly created Prabudh Nagar district in western Uttar Pradesh. After receiving the complaint, the EC asked the police to restrain the mahouts. However, the mahouts claimed that they were working for no political party, but toiling for alms. Prabudh Nagar goes to the polls in the sixth phase on February 28. Earlier on the complaints of political parties, the EC had ordered the covering of statues of elephants built at public expenses and installed at various parks in Lucknow and Noida.

Zealous voting in rural areas

People at the Bakshi ka Talab constituency on the outskirts of Lucknow, which recorded the highest 62 per cent voting yesterday, were so enthusiastic about exercising their franchise that polling at a booth continued here till 9 pm, a good four hours after the official time. At Uttardhauna village in the Chinhaat area under the constituency polling had to continue till 9 pm till the last person in the queue had cast his vote. Some other rural segments in Lucknow also witnessed heavy polling above 60 per cent. In Sarojini Nagar, another suburban pocket, at four booths voters were there till 7.30 pm. Even Malihabad, where the scare of a tiger attack had intimidated voters, 58 per cent people came out to vote. In contrast, the urban areas of cantonment and other up- market areas like Gomti Nagar, Indira Nagar and even the old city barely touched 50 per cent despite a pleasant weather and intensive campaigning by the Election Commission and social organisations.

Queen of narrow escapes

Louise Khurshid, the Congress candidate from Farukhabad Sadar, had a narrow escape yesterday when she became the target of stone-pelting inside the polling station in Farukhabad. She had been informed by some well-wishers that booth in charges at two polling booths were not allowing people in the queue to vote claiming that the voting had ended at 5 pm. When she rushed to check things, a section of the crowd pelted stones at her. Blaming the BJP for instigating the incident, Louise has lodged an FIR. Earlier she had miraculously escaped when the make-shift stage at one of her election meetings collapsed bringing her and Congress star campaigner Mohammad Azharuddin tumbling down.

Presiding officer dies

Rajjan Lal Yadav, a presiding officer at Janata Inter College in Lucknow, collapsed after a cardiac arrest while conducting the polls yesterday. Despite this the polling continued and things continued normally. The tragedy for the family came just a day after Yadav’s eldest daughter had been married off on February 17. Yadav left the house on poll duty well before the formal bidai ceremony.
