CM’s visit brings cheer to Jhajjar residents
Jhajjar, January 16 Coming up to the expectation of the people, the Chief Minister announced a number of development projects for Jhajjar, including a nursing college, a community centre, a sports complex, a rest house and a ring road, besides giving a grant of Rs 10 crore to the local Municipal Committee for undertaking various development works. He made all these announcements at various programmes held during his two-day visit here. The Chief Minister, while addressing public meetings here, said keeping the performance of sportspersons of the district in the Commonwealth Games held last year, it had now become necessary to provide better sports facilities to the children of the district so that their sports talent could be further nurtured in a better way. Hooda announced to set up a park over an area of six acres at the Sampla road here saying that it would be named after freedom fighter Rao Mangli Ram. He also announced to construct a new rest house comprising 10 rooms at Jhajjar and a ring road to be constructed here to get the city rid of the problem of traffic jams. “Jhajjar will be developed on the pattern of Gurgaon and will also get a facelift. Big projects which are being implemented in this city have now started yielding results. The city has been linked with the railway lines for which the state government has borne 50 per cent cost of the railway line. Thermal plants set up at Jhajjar have also given recognition to this city not only in the country, but also in the world,” said the Chief Minister. Addressing the people on this occasion, MP Deepender Hooda said new directions had been given to the development in the area during the past six-and-a-half years. The four-laning work of the Rohtak-Jhajjar-Rewari road was going on on a war footing, he added. Haryana Education Minister Geeta Bhukkal said the projects which had been dedicated or whose foundation stone had been laid by the Chief Minister would certainly give impetus to the development of Jhajjar.

South Haryana leaders allege bias for political gain
Gurgaon, January 16 Till recently, the reins of the state power primarily remained with politicians (mostly the three famous Lals of Haryana) owing allegiance to the western part of Haryana, including Sirsa (Devi Lal clan), Hisar (Bhajan Lal) and Bhiwani (Bansi Lal). In 2005, the ever-elusive “chaudhar” came to Rohtak “the central district of the Jat heartland” as Bhupinder Singh Hooda-led Congress regime was saddled at the helm of state affairs. After Hooda resumed power for a consecutive second term in 2009, his detractors within the Congress as well as outside it started accusing him, among other things, of focusing on the development of his own area. By and by, the demand to bring “chaudhar” to the hitherto “discriminated” south Haryana became louder with stalwart Congress leaders like sitting MP and former Union Minister Rao Inderjit Singh and six-time MLA and senior Haryana minister Capt Ajay Singh Yadav adding fuel to the fire. The demand gathered momentum after the non-inclusion of Rao Inderjit Singh in the Union Cabinet and sidelining of Capt Yadav in the Hooda regime. At one point of time, the two stalwarts “their political differences notwithstanding” jointly addressed a rally and categorically accused the Hooda Government of subjecting the southern Haryana to step-motherly treatment. It was shortly after Rao’s men bagged the posts of Mayor and his deputies at the Municipal Corporation of Gurgaon. Significantly, All-India Congress Committee general secretary in charge of Haryana affairs BK Hariprasad and Congress MP-cum-co-in charge of Haryana affairs Tara Chand Bhagora were also present at the rally, organised in July, 2011. In instant retaliation, CM Hooda’s loyalists Haryana Health Minister Rao Narender Singh, Chief Parliamentary Secretaries Rao Dan Singh, Anita Yadav and Dharambir Singh and Congress MLAs Rao Dharampal and Aftab Ahmed issued a joint statement to launch a counter-offensive. These politicos asserted that south Haryana, especially the Ahirwal and Mewat areas, had witnessed “unprecedented development” during Hooda’s tenure. They said the leaders who were “still terming this region to be under-developed and neglected” were doing so “due to their vested interests”. As if in an action replay, Rao Inderjit Singh recently organised another show of strength, this time at Mahendergarh. Yet again, he accused his own party’s government in the state of discriminating against south Haryana and trying to make the state Congress a pocket party. This time, the aim was more specific: The post of Haryana Pradesh Congress Committee president. According to political pundits, this post can play a key role in catapulting the incumbent to the Chief Minister’s office. The same six CM-camp loyalists also played their part by refuting the allegations and singing paeans to Hooda. Riding high on the sentiment, even the Janata Dal (United), which does not have a considerable presence in the state, gave a call to bring “chaudhar” to south Haryana at a recent rally in Gurgaon. However, Capt Ajay Singh Yadav, who had even asserted that the next Chief Minister of the state should be from south Haryana in the last rally, has maintained a curious silence this time.

Cops to get training in handling cyber crime
Jhajjar, January 16 Alok Mittal, IGP of the Rohtak Range, disclosed this while talking to The Tribune here today. He said a special two-day programme on “Cyber Crime Investigation” had been started from today at his office in Rohtak. “As many as 12 inspectors and sub-inspectors each from the four districts have been taking part in the programme to get the special training in cyber devices and their utilisation, besides operation of Internet, especially to handle cyber crimes likes misuse of social networking sites like Facebook and Twitter, hacking of emails and Internet banking,” said the IGP, adding that the cops would also be trained in nabbing cyber criminals after getting their location and addresses through Internet. “Having known all the technical aspects of IT during the training programme, the police personnel posted at cyber cells will be able to embark upon novel strategies as per modus operandi of cyber criminals with the help of Internet and
ultra-modern devices of IT,” he said. “Keeping in view the significant rise in the cases of cyber crime in the Rohtak range, it has now become imperative to strengthen the cyber cells of the Haryana police to reach cyber criminals and it is possible only when the police personnel will be trained in efficient operation of Internet and IT devices,” said Mittal, adding that the training programme would also be supportive in the analysis of Call Detail Report which played a vital role in solving crimes. Besides cyber crime, in-depth knowledge of IT might also be useful in busting the blind cases of heinous crimes like murder, kidnapping, robbery, rape and attempt to murder, the IGP added. — Alok Mittal, IGP, Rohtak Range

Beware of pre-launch property offers from private colonisers
Chandigarh, January 16 “Plots/flats for residential, commercial, institutional and industrial use within the controlled areas and urbanisable limit as declared under the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Act, 1963, and the Haryana Development and Regulations of Urban Areas Rules, 1976, can be sold only after obtaining a licence from the Department of Town and Country Planning,” TC Gupta, Director-General of the department, said. “The sale/pre-launch of plots without a licence is illegal and there is no guarantee of any such project ever taking off, officials said. The Section 7 of the Haryana Development and Regulations of Urban Areas Act, 1975, prohibited the advertisement and transfer of plots without obtaining a licence and erection of any building on such plots. Certain unscrupulous persons and companies are indulging in illegal activities of pre-launch of plots without obtaining a licence for development of such colonies. In an advisory to the general public, the department had urged the public to check whether license had been granted by the Director-General, Town and Country Planning Department, Haryana, before booking of plots/dwelling units/commercial property to avoid any legal problems and financial implications. The details of the licenced colonies can be seen on department’s website
tcpharyana.gov.in. The advisory cautioned the public not to be allured by such advertisements and refrain from investing money in such projects for which licence has not been issued. Besides, it also warned the promoters of such projects to stop indulging in such malpractices saying that legal action was being contemplated against the violators. The pre-launch of the commercial, residential and industrial plots is a common practice even with big realtors, particularly in the districts falling in the National Capital Region (NCR) bordering New Delhi. While property dealers and middlemen make money through such transactions, the end-users and the investors lose their hard-earned money in case the residential or commercial project is involved in certain legal complications. With frauds concerning property on the rise, the investors should always cross-check the credentials of the promoters before investing money in property, a senior official added.

The Chief Engineer visited the construction site and had detailed discussion with the department officials, including Superintending Engineer BR Berwal and XEN KK Nain. He also invited some town residents to discuss the issue and find a solution to the problem. Satish Bansal, Chairman, RKSD College Group of Institutions, and Anand Khurana, Secretary, Kaithal District Chapter of Haryana Chamber of Commerce and Industries (HCCI), explained in detail the difficulties which may crop up after the construction of nullahs and raising of road level. They pointed out that nullahs which were being constructed to drain out rain water from roads would actually increase water accumulation and cause inconvenience to those residing in colonies situated near the road and others having their business establishments in the area. They said the controversial nullahs would not bring any relief to the people but would add to their miseries. It was also alleged that the department officials had not done their home work properly while preparing a blueprint of the project. It was also pointed that the nullahs constructed years ago at a huge cost had not become functional even for a day, while a new project was launched. Following the discussions, the Chief Engineer briefed the local officials and asked them to make some amendments in the original planning and submit a revised blueprint within two days. He also reportedly issued directions to stop construction till further instructions. It may be recalled that Rs 10 crore would be spent on the widening and strengthening of roads and construction of nullahs on this road alone. Similar construction is also likely to start soon on three other roads at an expenditure of Rs 31 crore.

Peasants to stage dharna at Jantar Mantar on March 2
Nawal Kishore Rastogi
Rewari, January 16 Thakur Attar Lal, state president of the AIRM, presided over its proceedings. The conference was prominently addressed by Thakur Attar Lal, Pooran Singh Panwar, Rana Jogender Singh, Sarjit Singh Parmar, Bhupinder Singh Rathore and several others. The convention adopted a resolution urging the Union Government to accord approval to May 10, 1951, Army Chief Gen VK Singh’s date of birth as per his matriculation certificate and thereby pave the way for the Army Chief to serve the country in his above capacity till his superannuation. It also gave an ultimatum to the government stating that if their demand was not accepted by February 29, the Rajputs, peasants and members of the depressed classes from Haryana would stage a dharna at the Jantar Mantar in Delhi on March 2. Flaying the government for its discriminatory approach in the matter, Thakur Attar Lal ruefully asked when any person’s date of birth as per his matriculation certificate comprehensively enjoyed legal sanctity in the lower as well as upper courts of the country, why such unconstitutional and unjustified treatment was being meted out to Gen VK Singh alone? By another resolution, the conference also sought reservation for Rajputs in Haryana in the OBC category for all government jobs. |

Kurukshetra University invites research papers
Hisar, January 16 But, the catch is that if you want your research paper published, you have to lose its copyright to the university and also pay a fee of Rs 1,000 for its publication. The only consolation is that the contributor is entitled to get a copy of the journal. Besides, the contributor has to submit a certificate that the paper submitted for publication has not been submitted for publication in full or part in any other research journal. The clause that the copyright of the published paper will vest with the journal will ensure that the author will have to seek permission from the editor of the journal if the former needs to use it in future. Teachers of the affiliated colleges are sore over the fee and copyright clause. Dr Som Gupta (name changed), who works in a college affiliated to Kurukshetra University, said when the letter inviting the papers was circulated, he submitted a paper to the office of his college for forwarding it to the university. It was then that the clerk produced a circular which stated that the paper must be accompanied by a demand draft of Rs 1,000. “I was appalled. Why should I pay a fee for it to be published and then also surrender my copyright to the journal? I have decided not to send my paper,” he added. Another senior teacher said most research journals were priced these days. The publishers recovered their costs by selling the journal.

Jail inmates told to eschew evil company
Rewari, January 16 Delivering his discourse, Brahmakumar Bhagwan Bhai, a noted preceptor of PBKIV, described jail as a reformatory where efforts were made to put offenders on the right track again. Presenting the precedent of the prehistoric dreaded dacoit “Valya”, who later on became Maharishi Valmiki, the legendary sage and the author of the Ramayana, he wondered why jail inmates, too, could not go in for radical transformation of their lives by taking a cue from the saint. Further impressing upon them the urgency of introspective meditation regarding vital questions like why one has come to this world and what course of action one should take to achieve his objective, he exhorted the jail inmates to eschew evil company, which often led one to addiction to anti-social habits, to ensure their subsequent return to the mainstream of society. Similarly, while appreciating PBKIV’s present campaign of moulding jail inmates into useful citizens, Ashok Sharma, deputy superintendent of the jail, also urged the inmates to follow Bhagwan Bhai’s instructions in letter and in spirit.
