Poor civic amenities bane of Kaithal residents
Kaithal, November 21 Public representatives and people at the helm of affairs have miserably failed to realise that the existence of basic civic amenities is a pre-requisite for a good and healthy living. Except few widened roads, development is not visible in the interior of the town. Pot holed roads, heaps of garbage and over-flowing garbage bins in every nook and corner of the town, stinking urinals, over flowing drains in many localities, encroachments on roads, lack of parking places, no one-way traffic and dumping of waste and construction material on roadside for months are a common site. Stray animals on roads at night which could lead to fatal accidents do not bother the administration. Despite public hue and cry there is no improvement in the situation. Due to poor amenities and other prevailing shortcomings in the day-to-day functioning of the civic body and other government departments, residents feel they live in a village and not in a town having district status. Newly appointed Deputy Commissioner A Mona Sreeniwas had been taking lot of interest in developing the town. She had pulled up the Municipal Council officials and heads of various other departments and asked them to improve the situation. Residents demand that the government should introduce and evolve an effective constant monitoring mechanism. Senior officials should make surprise visits to the slum and interior areas of the town to apprise themselves of the problems being faced by the people in routine. MC officials and employees and functionaries of other departments concerned fulfilling their duty efficiently should be rewarded and those found guilty of dereliction of duty should be given exemplary punishment to ensure good civic amenities to the residents. Public perception is that huge amount spent on development works have not helped in improving living standards of residents. Many development works worth hundreds of crores at the initiative of the local MLA and Haryana Minister Randeep Singh Surjewala and his father and a former MLA SS Surjewala saw completion in the past. Lok Sabha MP Naveen Jindal had also taken a keen interest in the development of the area. On the positive side, construction of a 100-bed hospital, BR Ambedkar Government College, railway overbridge, renovation and rehabilitation of Bidhikyar tank and its conversion into a lake, construction of Navagrah Chowk, setting up of shopping complex near Pehowa chowk, Children park adjoining Bidhikyar and many other completed and ongoing development works have certainly added to the beauty of the town. |

Sonepat, November 21 “COPD is a disease that is the fourth leading cause of the death worldwide and threatens to be among the first three diseases to claim the maximum number of lives by 2020,” Bansal said. He added that with the early diagnosis and long-term treatment, it was now possible to check the disease. Dr Bansal suggested immediate medical examination to rule out COPD. Dr Amit Rawal, a physician, said as per the WHO figure, there were 250 million smokers in the country today and every third person among them was at the risk of COPD. He emphasised the importance of tests like spirometry to diagnose the disease early. He regretted that in spite of easy availability of the necessary drugs and spirometry in the country, patients continued to suffer mainly on account of ignorance. |
Haryana to celebrate National Voters Day on January 25
Chandigarh, November 21 Stating this here recently, Sumita Misra, Chief Electoral Officer, Haryana, said the Election Commission of India (ECI) had decided to celebrate January 25, it’s Foundation Day, as “National Voters Day” every year. The day is observed with the theme of youth participation, but this year it would be celebrated with the theme “Enhancing Woman Participation in Electoral Process” to encourage women’s participation. The NVD-2012 would focus on maximising women’s registration. Various election awareness programmes would be organised throughout the state. Public functions would be held at polling stations to felicitate newly registered voters where Electoral Photo Identity Cards (EPICs) would be distributed among them. Giving details of the activities to be undertaken on National Voters Day, she said booth-level officers (BLOs) in each polling station area would felicitate newly registered voters. A badge, prescribed by the ECI with logo slogan “Proud to be a voter - Ready to vote” would also be provided by BLOs to new electors along with their EPIC. Assistant election registration officers (AEROs) and election registration officers (EROs) of the constituency would participate in the ceremony or public function in their jurisdiction where new electors would be felicitated. She said district electoral officers (DEOs) would organise appropriate events at the district headquarters, in association with panchayat organisations, academic institutions, civil society groups, organisations of youth volunteers like NSS, NCC, Scouts and Guides, NYKS, media, etc., to popularise electoral participation and advance voters' education. Besides, events would also be organised at the state headquarters with their help and association to popularise electoral participation and disseminate information about the electoral processes. In these events, EPICs would be distributed among new voters. Misra said ‘Young Voters' Festival’ through competitions in higher secondary schools and higher educational institutions would be organised by DEO or ERO to serve as a build-up to NVD-2012. Online interaction would also be made with citizens in the form of quizzes. Both district and state-level winning entries would be showcased on CEO’s website. |
Herbal parks planned at 70 Sirsa villages
Sirsa, November 21 The herbal parks, which will have all kinds of herbal and decorative plants, besides tracks for walkers, would be set up under the Mahatma Gandhi National Rural Employment Guarantee Scheme, said the Deputy Commissioner. The Forest Department as well as the Panchayat Department have been allotted 35 parks each and these would be developed in villages, where panchayat land is available. The departments were asked to identify villages where land for this purpose was available. Naresh Ranga, divisional forest officer, said a minimum of 2 acres and a maximum of 6 acres of land was needed for the development of these herbal parks. |
Convert byproducts of milk into functional foods for healthy lifestyle
Karnal, November 21 Prof Singh said India being the largest milk producing country should emphasise on converting the byproducts of milk into functional foods by adding nano capsules in fermenting and fortifying processes for better results. “The use of nanotechnology can give a new dimension to the products,” he added. “Functional foods like yakult and probiotics curd promote health beyond providing basic nutrition and are also economically beneficial as the profit margin is five times more than other food products. These products are very useful in prevention of diseases like cardiovascular and gastrointestinal diseases, reduces diabetes, increases immunity and density of bones,” AK Srivastava, Director, NDRI, said. Earlier, Dr VM Katoch, director general, ICMR, and secretary, Department of Health Research, said the instincts of human beings not to use medicines to remain healthy made a big ground for alternatives such as functional foods. But at the same time he also warned that the products should be driven by human needs and not by market forces and surveillance through a strong regulatory framework was a must as excess intake of these could cause harm. |

Kurukshetra, November 21 As many as 600 self-help groups of district rural development agencies drawn from all over India will put up their stalls where they will display their art and craft skills. Stating this at the district officers’ meeting convened for the preparations of the samaroh at the Kurukshetra Development Board (KDB) meeting hall here recently, Sumedha Kataria, Additional Deputy Commissioner, Kurukshetra, directed the officers to complete the work of their respective department on a war footing. She asked them to make proper arrangements of sanitation, regular supply of electricity and water as well as repair of roads. The provision of regular supply of electricity to streetlights on the 13-km-long stretch from Pipli to Jyotisar be ensured, she added. Kataria directed the officers to pour sufficient clean water into the Brahma Sarovar and the Sannihit Sarovar. Besides ensuring the supply of drinking water on the roads surrounding these sarovars, water leakage on these roads, if any, be checked and special steps be initiated to ensure participation of the local residents in the samaroh being an annual function. She directed the officers to check and rectify the sewerage system, supply of clean drinking water and regular supply of electricity to the dharamshalas where participating artists and officials would stay. She said the Police Department should make elaborate security arrangements during the setup of exhibition and crafts mela. Special steps be taken to control the vehicular traffic and parking of vehicles at parking places earmarked near the venues of Gita Jayanti events. Kataria also directed the Municipal Council authorities to initiate necessary steps to control the roaming of stray cattle on roads during the celebrations. She asked them to keep ready a trolly to remove garbage from ‘langar’ (free kitchen) sites during the samaroh. She further said a control room would be established by the Information and Public Relations Department near the northern banks of the Braham Sarovar on December 8, while a media centre would be set up in the KDB meeting hall. To provide emergency treatment, a temporary dispensary would be opened and an ambulance would be arranged by the Health Department. Satbir Kundu, sub-divisional magistrate, Thanesar, Vikram Singh, secretary, regional transport authority, Ashok Malik, district revenue officer, and the administrative officers of various departments were among those who were present on the occasion. |
Measures to counter increased soil, water salinity discussed
Karnal, November 21 The meeting chaired by Director, CSSRI, Dr Dinesh Kumar discussed issues like re-culturing the improved soil, culturing dry and marshy lands, increase in sodium in ground water, climate change and developing appropriate agricultural techniques and transfer of technology to farmers. About 40 scientists of Chowdhary Charan Singh Haryana Agriculture University, Punjab Agriculture University, Haryana Agriculture and Fisheries department, Krishi Vigyan Kendra(KVK) and other concerned institutions participated in the meeting. Dinesh Kumar informed participants about the harmful effects of increasing soil and water salinity and discussed measures and research areas for solving the problem through appropriate technology to increase production and productivity of crops. The recommendations of the meeting would be incorporated while finalising the research agenda for the 12th plan. The CSSRI would organise model training course on ‘Management of salt affected soils and poor quality water for sustainability and livelihood’ from January 5 -12, 2012 which would be preceded by national level training course on water and soil management for sustainable agricultural production in canal commands from December 15-20, 2011. |

Workshop held on process of accreditation
Sonepat, November 21 The workshop, the first-of-its-kind, acquainted about 450 principals and representatives of various educational institutions of Haryana about the parameters of assessment undertaken by NAAC to grade the institutions. Inaugurating the workshop, Geeta Bhukkal, Education Minister, Haryana, said educating the masses was a dream of the state government. She said the government had taken steps to develop the state into an education hub. But, at the same time, the government was committed to imparting quality education to aspiring students, she added. “The emphasis of the government is not only on expanding education by opening institutions but also on ensuring that learners are exposed to the best educational environment leading to qualitative education,” she said. In her welcome address, Dr Pankaj Mittal, Vice-Chancellor of the university, highlighted several achievements of the university. SS Prasad, Financial Commissioner of Higher Education, Haryana, said the rapidly increasing number of educational institutions had posed a serious threat to the quality of education. “It needs to be ensured that alongside the rise in the number of such institutions, the level of teaching is also sustained and improved continuously,” he added. Prof HA Ranganath, Director, NAAC, also threw light on NAAC and its functioning. The resource person for the three technical sessions, Deputy Adviser of NAAC, Dr Shayamasundar, explained to the participants about the process and methodology of accreditation and post-accreditation expectations of NAAC from the graded institutions. |
Signature drive against pension authority Bill
Faridabad, November 21 Subash Lamba, state general secretary of the sangh, said the signatures would be submitted along with those collected from across the country to Prime Minister Manmohan Singh on November 25 seeking scrapping of the Bill introduced in Parliament on March 24 this year. Two lakh signatures would be collected in the state, he added. The nationwide agitation is in response to a joint call given by various employees’ unions and associations at the Centre. Besides submitting a memorandum to the Prime Minister along with the signatures, government employees from all over the country will hold demonstrations outside Parliament on November 25. Lamba said, “The Bill, if enacted into a law, will adversely affect the employees as it seeks to inject an unstable regime of post-retirement pension system. The pool of money contributed by the employees to the provident fund will be transferred to the proposed regulatory. The government will have the power to invest the money in share market and the amount of pension money to the employees will be determined on the basis of the dividends flowing out of the investments”. “The government’s move to tamper with the pension scheme is on account of pressure from an international caucus for economic reforms to wriggle out of worldwide economic meltdown. This is not acceptable to the employees here,” he said. The sangh, which is attached to the All-India State Government Employees Federation, said a good chunk of employees from the state would participate in the demonstration before Parliament. |

Rewari, November 21 Describing it as an innovative device initiated by Justice SK Mittal of the Punjab and Haryana High Court and chairman of the State Legal Services Authority (SLSA), the District and Sessions Judge said while it would practically familiarise the rural people with the essential facets of the Legal Services, HM Act, Child Labour and Bonded Labour Act, MNREGA, Lok Adalats, Human Rights, Haryana Panchayati Raj Act and the prevention of the Dowry Act, it would usher in a new era of conversance with their legal rights as well. He said during the current fortnight, the van would visit Phideri (November 22), Lisan (November 24), Buroli (November 26), Sharanwas (November 27), Siha (November 28), Bikaner (November 29) and Tehna (November 30). Appreciating the efforts being put in by the SLSA, the judge said it was common observation that owing to the lack of pertinent awareness, the villagers were often unable to make judicious use of their legal rights which made them face considerable hardships. Simultaneously, highlighting the importance of lok adalats, the judge said rural lok adalats served as an effectual conduit for the dispensation of cheap and speedy justice. Annual Youth Festival
Sirsa, November 21 Haryana Minister of State for Home, Industries and Urban Local Bodies Gopal Kanda, who distributed prizes among the winners, said sports and cultural activities helped in all-round personality development of youths. He said students should spend their energy on creative activities rather than wasting it on unfruitful activities. He said the state government had been encouraging youths excelling in sports and other extra-curricular activities and several sportspersons had been offered posts in the police. Prof Goel was addressing the participants at an orientation course for the university/college lecturers organised by UGC Academic Staff College, Kurukshetra University, on “Excellence models for teachers in a changing economic scenario” here recently. In the light of Indo-US 21st century knowledge imitative to strengthen collaboration and build partnerships between American and Indian institutions of higher education, professor Goel argued for teaching US academics the real value of education instead of attaching economic value which had practically devalued the system in the world, including USA and India. “There is a strong case for student mobility from the US to India if they want to learn higher values of life from the science of soul (spirituality), which is certainly required by the Americans to learn to cope up with the present crisis in their economy,” said professor Goel.Negative implications of the modest investment on research and development (R&D) certainly called for the availability of funds and motivation, which lacked in the Indian academics, he said. “To get cemented in the profession of teaching, we need to understand the problems of students, which has been ignored even by parents with empathy by keeping low profile. Let us reduce the risks of uncertainties by inducing hope for absorbing anger on prevailing circumstances in the knowledge economy of our country,” he said. MNREGA budget in Jind to go up by Rs 46.7 cr
Jind, November 21 Jind had been among those districts where the scheme was launched in the first phase. According to the authorities, the hike will prove a major help in carrying out several projects aimed at improving and building-related infrastructure in the rural areas. While the authorities can carry out works worth a total budget of Rs 80 crore in this period, the official concerned have been directed to ensure the implementation of various projects to the full potential so that the proposed budget can be allocated during the period. It is claimed that the budget was provided as per the demand and requirement regarding the works to be undertaken and there was a proposal to increase the number of works so that the maximum number of schemes could be undertaken and this could help in generation of more jobs to a large number of persons. The authorities had been asked to take up the work of construction and maintenance of canals, ponds and water supply works in the rural parts on top priority as there was hardly any scarcity of funds under the scheme. The small and marginal farmers have been offered help under the MNREGA to take up the work of levelling their land and plant trees on their land. According to officials, Rs 10 crore out of the total proposed budget of 14.96 crore have been used under the head so far. It is revealed that while the nomenclature of the Swarn Jayanti Gramin Swarojgar Yojna has been changed to the Rashtriya Gramin Gujara Karyakaram, the officials have been asked to submit more proposals to the authorities in order to get funds allocated under the project. |

HARTRON starts online franchise management system
Chandigarh, November 21 Ankur Gupta, director general, Electronics and Information Technology Department, Haryana, and MD, HARTRON, inaugurated the franchise management system which is an online, centralised system with anytime, anywhere access. It captures the actual data from all the centres of HARTRON and has different modules like admission, fees, library, examination, attendance with a large number of MIS reports for the management. Gupta said the software had been implemented at 86 locations and it had become very easy to monitor the activities of different locations thereby controlling the access from the head office. The royalty due at various locations, number of students enrolled, fee collection at each location and other real time reports led to enhanced levels of transparency and also reduced the paper work, he added. A spokesperson of HARTRON said the human resource development occupied the highest priority with the state government. As such the state government had decided to lay an all-out emphasis on application of IT for better governance and take necessary steps to facilitate its growth. To make this possible, it is also imperative to instill an IT culture in the government and impart skills to government officials right from the top to bottom. With this aim, HARTRON started computer appreciation programme for Haryana Government officials and its boards and corporations at its corporate office in Chandigarh, ERDC Ambala and through its e-education centres throughout Haryana. He said, “To spread IT awareness and culture in the state and to meet industries manpower requirement in the IT field, HARTRON is providing education in the field of computer, networking and hardware to rural/weaker sections/ urban youths to make them IT savvy through our dedicated franchise centres. The corporations have created 86 franchise centres all over Haryana, Chandigarh and Punjab which are providing computer courses for a duration ranging from 1 month to 2 years as also short term courses for software, multi-lingual data entry and children”. All these franchise centres have been equipped with latest computer facilities to provide hands on training to the students. The curriculum includes basic requirements like Windows, MS Office, C/C++ and the high-end technologies like Oracle, Developer 2000, Web Page Designing, E-Commerce, .NET, Java, Database Administrator and industries-based requirements. So far more than 50,000 computer professionals have been trained at these franchise centres. The students can check various offerings of HARTRON by sitting anywhere and can get an idea of the infrastructure and the courses available at each centre with the fee structure for the same. They can register themselves online and can also view the skills and qualifications of the faculty members of each location. Yamunanagar, November 21 A team of doctors from Civil Hospital conducted the camp where 50 units of blood were donated by students. The camp was organised with the help of the Red Cross and NSS Unit of Hindu Girls College. The Deputy Commissioner said: “If the youth come forward for this noble cause, there will be no dearth of blood in hospitals or blood banks”. He said the requirement of safe blood was increasing and regular voluntary blood donations were vital for blood transfusion services. He congratulated the organisers, management, faculty members and principal of the college for encouraging students to donate blood. Speaking on the occasion, Ujjawal Sharma, principal of the college, said the camp was organised in memory of star donor late KP Shashi. “Blood donation is the best method of propagating sense of national integration, unity and communal harmony,” she added. As many as 44 physically challenged persons were given tricycles free of cost and 26 others were given wheelchairs. Besides, 112 were given hearing aids and other requisite aids. Asserting that the provision of such succour to the physically challenged and needy could bring about radical transformation in their lives, the DC appreciated the company’s contribution in this direction. Invest money in small ventures, DC advises kin of deceased
Rewari, November 21 While each one of the 62 kin of the family heads, who lost their lives in accidents, was presented with a cheque of Rs 1 lakh, a physically handicapped person who lost one of his limbs in an accident was endowed with a financial aid of Rs 25,000. Highlighting various facets of the scheme, the DC counselled beneficiaries to invest money in small ventures to ensure good upkeep of their children. At a separate function, Power, Forest and Environment Minister Capt.Ajay Singh Yadav also presented two cheques worth Rs 50,000 each out of the Chief Minister’s Relief Fund to Prem Lata of Mundia Kheda village who lost her husband in an accident and a city resident, Chetan Das, whose son died in a mishap. Stating that financial assistance could provide some relief to the affected families, the minster urged the recipients to make good use of the money to revamp

HJC MLAs’ Issue: Unnecessary delay
The recent representation given to Haryana Assembly Speaker by five MLAs of Haryana Janhit Congress (HJC) who are facing disqualification proceedings for alleged " en -bloc defection" into the Congress party under the guise of "merger" in November, 2009 is nothing but another delaying tactic employed by them so as to prolong the issue. Their assertion is that as the complainant Kuldeep Bishnoi is now no more an MLA owing to his recent election to Lok Sabha, the impending proceedings are non-maintainable because under Haryana Assembly Disqualification Rules, 1986 only a member of the House can pursue such disqualification petitions. In this regard, it would be pertinent to mention that in February, 2011 a three judge Bench of Karnataka High Court while upholding disqualification of five Independent MLAs had inter alia held that even a voter of a constituency can move such kind of petitions under anti-defection law and no rules framed by Legislative Assembly have any effect over the same. Although in May this year, the Supreme Court set aside the aforesaid disqualification of the five Independents but the Apex Court had not overruled the dictum of the High Court regarding locus standii of a voter in instituting such kind of petition against a legislator indulging in defection. The HJC MLA's issue which has already been pending for almost two years merits expeditious adjudication. A Division Bench of Punjab & Haryana High Court recently granted a final opportunity to Speaker of Haryana Vidhan Sabha to file status report over the issue. It must be recalled that the two previous Speakers of the state viz. Satbir Kadyan and Raghubir Kadyan had decided similar kind of disqualifications pleas within days in June, 2004 and March, 2008 respectively, perhaps as the decision was going to be beneficial to the then ruling dispensations to which they belonged. The ongoning delay is bound to raise serious question marks over the neutrality and wisdom of the Speaker as everyone knows that an adverse decision would seriously impact the stability of the incumbent Hooda government. The principles of natural justice demand that if an adjudicating authority sits over a matter for considerable long period, the higher courts can't remain a mute spectator over the same. One must recall that in May 1998, the SC had directed the then Speaker of Haryana to decide the disqualification case of two MLAs of Samata Party within a stipulated period. HEMANT KUMAR,
