Dengue stings again: 3 test positive, 60 suspected

Notwithstanding tall claims of the health department and the municipal corporation, dengue has resurfaced in the city with the local civil hospital witnessing a huge rush of patients.

After a brief lull, dengue is back. The hospital reported 60 suspected dengue patients today out of which three were positive. While corridors and wards were full of patients, there were only three nurses to take care of all patients both in and outside the wards.

Even as the civil hospital staff encountered a similar problem during the pre-Diwali rush of patients, authorities don’t seem to have learnt any lesson. Both the male and the female medical wards were short to staff.

Two nurses handled all patients, including 50 suspected dengue patients, five AIDS and others, in the male ward. While changing of intravenous drips of AIDS patients requires extra cautiousness, they were seen shuttling between dengue and other patients.

“We ourselves have to be careful. We can’t pay attention to minor fever or infections. Who will do the job then,” said one of the nurses at the hospital.

Nurses on duty said they have to be cautious with drips as there was just one nurse in the female medical ward and she too had no knowledge of any of the patients’ history as she joined the duty today. She didn’t even know which patient she was handling was suffering from dengue or how many were positive.

At least six suspected dengue patients were seen lying outside in a corridor. The isolation ward for dengue patients was also full as all the eight beds were occupied.

Interestingly, every year the dengue cases subside after Diwali, this year, fresh cases continue to pour in.

Though the nurses said there were 50 suspected dengue patients in male ward alone, Medical Superintendent Avtar Chand put the number at 42. He, however, said the number of positive patients, confirmed through IG Macelisa tests, was three.

Jalandhar, November 5
The political career of Gautam Kapoor, an industrialist-cum-hotelier turned politician, faced a major setback with the Directorate of Revenue Intelligence (DRI) conducting a raid at his hotel Radisson here today.

Though Kapoor termed the raid as regular checking, the presence of DRI sleuths who seized four imported luxury vehicles from the hotel premises has created ripples in the political circle.

Soon after the DRI team barged into the hotel and took over all important counters, besides the main office, the hotel management slammed the doors for media.

An official of the DRI team claimed that the raid was related to imported vehicles. “The vehicles and documents will help in establishing the wrongdoings of the hotelier,” said an official.

Sleuths of the DRI from Amritsar and Ludhiana seized four imported cars bearing registration numbers of same series (8880) besides a crate of whisky, personal computer and some other important documents.

Jagdish Raj Raja, a three-time councellor of Congress and another aspirant from the same constituency, was of the view that if found guilty, Kapoor should be punished. “He has been exposed before entering into politics,” Raja said.

Arun Walia, president of District Congress Committee, said he was not aware of incident and would be able to comment after going through the entire episode. “Was he doing something illegal?” he asked in a hush-hush tone.

Talking to the Tribune from Delhi over phone, Gautam Kapoor said the DRI team had come to the hotel for annual inspection of his imported vehicles and other imported equipment installed there. The team has retuned fully satisfied after finishing its job. He, however, said his political were terming the inspection as raid. “The political scene is gaining momentum every day in Jaldnahar and certain opponents might have hatched a conspiracy against me,” he added.

Gautam Kapoor is a ticket aspirant from the Congress from the Jalandhar (Central) Assembly constituency and a close associate of the Punjab Pradesh Congress Committee chief Capt Amarinder Singh. He also enjoys cordial relations with Shiromani Akali Dal president and Deputy Chief Minister Sukhbir Badal.

Opening of Ambedkar Bhavan delayed again

The opening of the nearly complete Bharat Ratna Dr BR Ambedkar Bhavan in the tehsil complex here has been delayed again as the Directorate of the Social Welfare Department has failed to release funds for electricity connection in the building.

The building, which has come up at a cost of Rs 1.15 crore, will house the Department of Social Welfare, which is currently situated on the third floor of the main administrative complex. The shifting of the department to the new building will help the elderly, who are beneficiaries of pension and shagun schemes, and have to frequently commute to the office for availing certificates and grants.

The bhavan that has nearly 15 rooms will also be used for dispensing benefits under various SC welfare schemes and providing free coaching to poor, bright kids for entrance examinations to professional colleges.

As per the proposal, it will also house a library. A hall in the bhavan will also be made available for the SCs for holding marriages, social functions and meetings.

The project faced glitches ever since its inception. Initially, there had been issues regarding its site. The foundation stone for the same was laid in 1999 by Chief Minister Parkash Singh Badal. In fact, the stone for the bhavan was again laid in 2006 by Member of Parliament Mahinder Singh Kaypee. The project had faced fund shortage ever since its construction began in December 2006. A grant of Rs 51.5 lakh, which was due from the Social Welfare Department, finally came around Ambedkar Jayanti in April this year.

Sukhwinder Kotli, state general secretary of the Bahujan Samaj Party, said “The government has funds to start new projects, but it delays funds for the nearly complete project,” he said.

JS Purewal, district social officer, admitted that a grant for the electricity connection was awaited. He said he was pursuing the case with the department so that the work gets completed at the earliest.

It is the one of the most reputed music festivals and one of the oldest in India. But lately, things have not been great about the way the Baba Harivallabh Sangeet Mahasabha has been functioning.

The Hemant Utsav held by the mahasabha at the local Saigal Memorial Hall today, turned out to be a failure. A national seminar as well as a concert was organised today. While the seminar was impressive, there were two things that bothered the gathering present in the hall. Half the Saigal Memorial Hall was empty during the event and the main vocalist who performed this afternoon just did not match up to the standards of other artistes called in by the committee for other utsavs held earlier.

The entire front row seated in the hall, including harivallabh samiti members, left the hall minutes before the final artiste’s performance. They, however, returned later.

While the mahasabha has already given Malhar Utsav a miss this year, it was expected that the Hemant Utsav will see some classical magic. Harivallabh occasions have seen jam-packed halls and responsive audiences, but not this time.

Speaking on the occasion, treasurer of the Sangeet Mahasabha said: “The artiste had sounded different in the studio version. The entire committee had shortlisted him on the basis of that. But the live performance did not match up to it. Also, the Jalandhar audience needs to be more involved. Many people from eminent colleges gave it a miss.”

Lone jaundice patient pays for his treatment

Even as former Local Bodies’ Minister Manoranjan Kalia and Deputy Commissioner Priyank Bharti have announced free medical treatment to jaundice patients of the Rama Mandi and neighbouring areas, the authorities at the Civil Hospital are, it seems, not keen to turn it into a reality.

The lone jaundice patient, a resident of Dakoha, is not being treated free of cost at the hospital. The hospital authorities haven’t even been issued any directions so far to treat jaundice patients for free.

Rajinder Kumar, the husband of the patient, an expectant woman, told The Tribune that so far, barring a few free medicines, his wife had not been given any free facility. He said the hospital had charged him for tests and medicines.

“We live at Mandir Vali Gali in Dakoha. A woman official who works at the government dispensary in the area had come to our house saying we will get free treatment at the Civil Hospital. That’s why we came here last night. But since we came, we have been paying for our tests and medicines.”

As Rajinder Kumar counted the money he had spent on the treatment so far, a nurse in the ward said she had no clue about any such orders and it was an issue for the hospital administration to decide.

Availing attested copies of land records of as many as 670 villages of Jalandhar has become much easier with its digitisation and availability at six fard kendras in Jalandhar.

While the record of 883 villages of a total of 1,005 in the district will be put on the web in a month’s time, it already has been made available with e-patwaris or the assistant system managers deputed at centres in Jalandhar, Nakodar, Shahkot, Adampur, Bhogpur and Kartarpur. This has helped land owners avail attested copies of jamabandi, girdwari or mutation at a click of a mouse.

While half of the record of Phillaur, Goraya and Nurmahal has also been computerised, the fard kendras have yet not been opened there with villagers still dependent on the availability of their respective patwaris.

In the fard kendra at Jalandhar in tehsil complex, the record of nearly 29 villages falling in Pholariwal division in being delivered to the applicants. “The record of nearly 40 villages falling in Patara division will also be made available in a day or two”, said Yash Pal Sharma, Tehsildar-II.

“All that the villagers need to do is to give their names or khasra number or khewat number if they know and the record is available to them for just Rs 20 a page”, he added.

SDM-II Rajiv Prashar said, “Record of nearly 122 villages which fall in semi-urban and urban areas will be computerised last of all as it involves much complexity owing to change of hands a number of times and multiple divisions of many properties.”

Sandeep, Assistant System Manager, Jalandhar, said record of 670 villages had already been computerised. “We have digitised the record of 213 more villages but this is yet to be checked by the respective patwaris for any spelling or technical errors. Each patwari visits our data entry centre two days a week to update the record and validate it,” he elaborated.

Divisional Commissioner Anurag Verma said, “Strike by the data entry operators and Punjab Land Records staff has slowed down our progress a bit.” The revenue department, however, has appointed new staff to tide over the situation and speed up the work.

Elusive DSP held after year

After eluding the police for over an year, Deputy Superintendent of Police (DSP) Manminder Singh was arrested today.

The DSP was accused of thrashing and threatening to kill his wife Harjinder Kaur.

The cop was sent to the judicial custody by a local court today.

Harjinder Kaur, an advocate by profession, had lodged a case under Sections 323, 325 and 506 of the IPC against Manminder at police station Division No 6 on October 15, 2010.

She had also demanded certain more sections of the IPC added to a FIR. The police added Section 308 of the IPC.

The police, however, did not add other Sections 307, 342, 406, 498-A and 120-B of the IPC that she wanted to be added in the FIR.

The complainant had even approached the court seeking arrest warrants against Manminder Singh.

Apeejay Pinnacle 2011 starts

A two-day annual fiesta, “Apeejay Pinnacle 2011”, commenced at the Apeejay Institute of Management, here today.

Students participated in events like solo singing, mimicry, mime, classical dance, folk song, choreography, Ad Mad show, group song and one-minute Show. Students also exhibited their knowledge and skills in events like paper presentation, typing tutor, cartooning, poster making, website designing and on-the-spot painting. In the sports events, the students participated in chess, badminton, cricket and volleyball competitions.

Medical camp

A two-day free medical check-up camp was organised at Kamla Nehru College for Women, Phagwara, under the Community Awareness Programme in collaboration with the Department of Science of the college. As many as 500 students and teachers availed themselves of the opportunity. — TNS

The Hemant Utsav started with Saraswati Vandana and Harivallabh Vandana sung by students of the Harivallabh Sangeet Academy. Solo performances (tabla and vocal) by students of the Harivallabh Academy were up next.

The topic for the seminar was Bhartiya Sangeet Aur Bhakti Ras (the importance of spirituality in Indian classical music). The first paper-reading by Prof Tejinder Singh was very impressive. Talking about spiritual music in the context of Gurmat Sangeet, he enlightened the audience, talking in detail about the various ragas and singing and taala styles used in Gurmat Sangeet and the unique contribution of various gurus in it.

Talking about various pertinent references to swar, taala, nritya and various instruments made at various places in the Adi Granth he also talked about the Partaal style which is unique to the Guru Granth Sahib. His demonstration of the partaal style in Raga Sarang - Jap Man Jagannath.
