AFSPA should not be repealed, says EA Rammohan

In an exclusive interaction with The Tribune on the sidelines of the seminar on national security held at the cantonment here yesterday, EA Rammohan, former DG, BSF, said that the Armed Forces Special Powers Act (AFSPA) should not be scrapped or repealed in Jammu and Kashmir as suggested by the state's Chief Minister Omar Abdullah.

Mining contractors cautioned

Taking cognisance of the reports regarding excess charging by the sand contractors, Deputy Commissioner S. Karuna Raju today cautioned the mining contractors against charging amount in excess of that specified by the state government.

Pharmacists to go on mass CL on Nov 8, 9

In the second phase of the state-level agitation, pharmacists have decided to go on mass casual leave on November 8 and 9 in protest against the non-acceptance of their demands.

Awareness campaign

To spread awareness about the functioning of the Lok Adalats and various free legal services being provided to the poor, the Punjab Legal Services Authority will launch a mobile awareness campaign in the border district from November 7 to 21, disclosed Karnail Singh, Civil Judge (Senior Division)-cum- Secretary, District Legal Services Authority.

Unit no. 4 of GNDTP closed

Bathinda, November 5
The unit number 4 of the Guru Nanak Dev Thermal Power Plant, which had been causing various health problems among the residents of the city residents for a long time, was finally closed today for renovation.

It would take another eight months for the renovation of the unit, after which, its capacity to produce power would increase from 110 megawatt to 120 megawatt.

The unit was closed following the wide spread anguish of the residents as well as consequent instructions by the officials of the Punjab Pollution Control Board (PPCB).

Earlier, the unit numbers 1 and 2 were renovated by the thermal plant authorities. Besides, the process of renovating the unit number 3 is also in progress.

The residents, especially those residing near the thermal power plant and daily commuters heaved a sigh of relief today while in Panchvati Nagar sweets were distributed.

Though the renovation process may reduce the power production to some extent, the local area residents expressed their satisfaction over the closure. They said, "The fly ash emitting from the chimneys had made their life miserable."

"Fly ash usually adversely affects eyes, skin and people residing near the thermal plant were the worst-affected, who failed to even stand for a moment, especially during the night hours when the sprinkling of ash increased many folds," said Sukhdeep Singh, a resident of the Green Avenue Colony.

The officials of the thermal power plant said, "The repair work of the unit number 3 is likely to complete before January 31, 2012." Chief Engineer K Lal pointed out that the life of the unit is also likely to increase from 15 to 20 years after its renovation.

Executive Engineer (XEN), PPCB, Najar Singh Manshahia visited the thermal plant today to oversee the closure of the unit number 4. He said the report of the closure has been sent to the chairman of the Pollution Control Board. 

n After showering a huge quantity of the fly ash everyday, the pollution emitting unit number 4 of the GNDTP was finally shut down at 5 pm .

n The structure of the unit was made operational in 1979 and the authorities had been delaying its repair work for a long time despite the leakage of fly ash from the weak structure.

AFSPA should not be repealed, says EA Rammohan

In an exclusive interaction with The Tribune on the sidelines of the seminar on national security held at the cantonment here yesterday, EA Rammohan, former DG, BSF, said that the Armed Forces Special Powers Act (AFSPA) should not be scrapped or repealed in Jammu and Kashmir as suggested by the state's Chief Minister Omar Abdullah.

Rammohan said that there was a need to continue the Act's provisions in the state to enable the Army and paramilitary forces to operate under a legal cover without which they will not be able to discharge their duties effectively.

Rammohan said though the situation was under control in some parts of the valley, however, any dilution or revocation of the AFSPA will not be in the interests of the state. It is pertinent to mention that Rammohan has served the militancy affected areas in Jammu and Kashmir as well as the North-East and handled the operations of the paramilitary forces there at a time when insurgency was at its peak.

He said the situation was still fragile and the gains made this summer by way of capturing and eliminating some top hardcore militants needed to be built upon. "AFSPA is not a draconian law. Lifting of the AFSPA from some selected pockets might lead to terrorists seeking shelter in such areas and rebuild their bases again," he said, adding that strategic space once conceded to the terrorists will be extremely difficult to regain.

He further said that all lines of communication pass through populated areas which have to be kept open at all costs and therefore, the Army needs to operate under the AFSPA in these areas, he said.

Rammohan said that instead of scrapping AFSPA, the authorities should ensure that they take stringent disciplinary action in case of its misuse. "The cases related to unprovoked killings, sexual humiliation and disappearances that have allegedly taken place under the cover of AFSPA in the North-East and J&K needs to be checked and death with a firm hand," he said.

About the Maoist movement, Rammohan said the government was trying to confront the movement with force which was not a lasting solution. The statutory laws which have been enshrined in the Constitution of India under Schedule V besides laws like Panchayat Extension to Scheduled Areas Act (PESA) should be implemented in letter and spirit.

"The scheduled areas should be administered by the Governors in consultations with the tribal advisory council constituted for the purpose," he said.

Mansa to hold Kabaddi matches on Nov 15

A total of four Kabaddi matches would be held in Mansa on November 15. Mansa DC Ravinder Singh and Rajya Sabha member Balwinder Singh Bhundar said today, “The matches would be held at the recently built stadium on which, an amount of nearly Rs 5 crores has been spent.”

Kabaddi matches between the US-England (Girls), Australia - England, Afghanistan-Germany and Indian - Canada would be organised during the world Kabaddi cup-II.

Punjabi singer Nachhattar Gill would perform on the occasion. The matches would start at 12 pm and continue till 5 pm.

SCDRC chief visits Fazilka

Fazilka, November 5
The chairman of the State Consumer Dispute Redressal Commission (SCDRC), Punjab, SN Aggarwal visited the district headquarters to explore the infrastructure for setting up the office of the District Consumer Redressal Forum at the newly carved out district headquarters of Fazilka.

Aggarwal conducted meetings with the DC Dr Basant Garg and members of the Bar Association.

The DC asked the SCDRC Chairman to request the government to create the post of the president of the District Consumer Forum.

Notably, the post of the Forum chairman falls under the department of District Food and Supplies. — OC

Banned for ‘doping’

Two days after a gold medal winner in the Asian Women Kabaddi Championship was banned from Punjab Kabaddi team for indulging in doping, the chemical testing of urine & blood samples of this national player by the National Anti-Doping While the NADA report detected no banned substance in the blood and urine samples of Veerpal Kaur, a national Kabaddi player, but on the basis of 'conjectures', the player was already shunted out of the Punjab Kabaddi Team, saying that she was tested positive for doping.

On October 17, The NADA had taken samples of 43 women players, including Veerpal Kaur and Punjab Kabaddi Association received the reports of 41 players on October 24. While the NADA was yet to give the reports of Veer Pal Kaur and one another player on October 29, Veer Pal, who was undergoing trials in Ludhiana for selection in the Punjab Kabaddi Team for Second World Kabaddi Cup, was asked to pack her bag and leave for her home in Faridkot as she was tested positive for dope.

The dejected and shocked Veerpal Kaur returned home but she was unable to find the reason for her testing positive for dope.

"But on October 31 when I received my dope test report from NADA, the test report mentioned there was no banned substance detected in my blood and urine", said Veer Pal.

"I don't know the reason how I was declared dope positive and banned from the sports even before receiving the report from NADA", she rued.

Pargat Singh, director Sports Punjab said he was not aware of Veerpal Kaur case but he would enquire about the matter from the Women Kabaddi team selectors. Since after Veer Pal has received the report from NADA, she is approaching the senior authorities in Punjab Sports to reconsider her case as the Kabaddi World Cup for Women will start from November 11 in Amritsar.

A national player, Veer Pal was the member of Indian Women Kabaddi Team which won Asian Women Kabaddi Championship in 2000 and SAD Games, 2010.

For her outstanding performance in the game, she was selected for Maharaja Ranjit Singh Award, 20101.

"Besides shunting me out of Punjab Kabaddi team for World Kabaddi Cup, the scar of dope positive test would have serious implications on my sports career as I am undergoing the training for selection to the National Woman Kabaddi Team," she said.

Mining contractors cautioned

Taking cognisance of the reports regarding excess charging by the sand contractors, Deputy Commissioner S. Karuna Raju today cautioned the mining contractors against charging amount in excess of that specified by the state government.

Raju said there were 59 sand pits in the district which were auctioned to various contractors through e-tendering. He added that the state government has fixed the prices of the sand used in the construction and the contractors cannot charge above that price.

The DC said that at the moment, the price of the sand had been fixed at Rs 260 per hundred cubic feet which includes Rs 80 as the government's royalty.

Besides Rs 80 goes to the owner of the land and the remaining Rs 100 were given to the labourers for filling the sand into the vehicles.

Raju said the district administration will install information boards near all sand pits besides various locations at the sub-division level wherein the rates of the sand and contact details of the district mining officer shall be given for the awareness of the consumers.

Tamkot (Mansa), November 5
The 270 police recruits, undergoing training at the police lines in Mansa, are giving sleepless nights to the farmers whose agricultural land is adjacent the police lines.

In absence of sewerage connections, the recruits are forced to attend natures call in the agricultural fields where they also take bath using the water meant to irrigate fields.

Interestingly, the recruits are learning police discipline from four drill inspectors.

“Everyday bath with the cold water in the prevailing cold weather has adversely affected the health of many recruits who are now suffering from fever and cold,” said one of the recruits, pleading anonymity.

They said that three of them left the place ten days ago due to the prevailing sorry state of affairs in the police lines. Those who left were likely to resign, said the recruits.

A visit to the police lines today revealed that the recruits are forced to stay in rooms with attached bathrooms and kitchen. While many bathrooms have been converted into garbage dumps others have broken toilet seats and wash basins without doors. The recruits were seen sleeping on the mattresses beside the waste. Recruits said that they brought the mattresses at their own.

The Chief Drill Instructor (CDI) Krishan Kumar said that it was not clear that when the training session would be completed. There are four drill inspectors apart from the CDI who are imparting training to the recruits.

The instructors said that the young boys were being taught about discipline, how to wear uniform and were also trained to tie turbans.

The officials at the police lines said that the three recruits who were absent from the training session for the last seven days had been issued letters conveying them either to join the duty or resign.

The recruits also expressed their resentment over the poor drinking water facility and lack of other basic amenities.

Mansa SSP SPS Parmar said that the senior functionaries were taking up the matter with Punjab Police Housing Corporation over the delay in sewerage connection. He said that out of the total 270, 100 would undergo training at either Phillaur or Hoshiarpur in the coming few days.

Pharmacists to go on mass CL on Nov 8, 9

In the second phase of the state-level agitation, pharmacists have decided to go on mass casual leave on November 8 and 9 in protest against the non-acceptance of their demands.

District president of the Punjab State Pharmacists Association, Shashi Kant, after a meeting here, said that despite the assurances by the Chief Minister, Health Minister, Principal Secretary and Director, Health Services, the government has backtracked from the promises made to the pharmacists.

Besides taking mass casual leave, the pharmacists would organize protest before the offices of the civil surgeons throughout the state on November 8. On November 9, pharmacists shall stage a dharna before the office of the Director, Health Services, in Chandigarh.

The main demands of the pharmacists include higher pay scales and grade pay, increase in allowances and number of posts in central jails, civil hospitals, community and primary health centres. They are also demanding registration as medical practitioners after ten years of service and change of their designation.
