Until evening while most of the medical stores in the national capital remained shut to oppose the latest amendment relating to 74 antibiotic drugs and formulations in the Drugs and Cosmetic Act, the chemists in and around the All India Institute of Medical Sciences (AIIMS) had to submit to the outrage of patients and their relatives.

However, in many parts of the city, pharma distributors and chemist owners kept their shops closed until evening in response to the call given by the All India Chemist Retailer and Distribution Association of Chemists against the government's imposition of ban on the over-the-counter sale of the drugs in the wake of the warnings related to antibiotic resistance.

Since morning patients, especially those showing at the out-patient section of various hospitals, were seen to be running around in almost all the hospitals, but the hospitals' administration maintained that the patients didn't have any trouble in getting medicines.

At AIIMS, the angry relatives of a few patients gathered and reached the hospital's police post with complaints.

Following which the cops jumped in to take charge and later chemists close to the hospital and in the vicinity of Aurobindo Marg had to give in to the police force.

The police confirmed and said that it was only after its intervention that chemists outside AIIMS started opening their shutters later during the day.

Importantly while a section of the chemists owners under the banner of Retailers and Distributors Chemist Association (RDCA) didn't support the closing of medicine stores, many doctors in the national Capital rubbished the demands of the chemists' association.

According to the in-charge of the anti-quackery cell of the Indian Medical Association Dr Anil Bansal, "The government's rule is genuine. Under the current rule, the chemists go on to fake prescriptions when a drug controller goes for checking but now the chemist has to maintain a record of original prescriptions sold out. The record should be maintained for two years."

Doctors accused the drugs dealers and chemists to be hand in gloves with multinational companies forcing the patients to buy the medicines prescribed by a particular doctor and of a particular company.

Meanwhile, silent demonstrations by chemists were also held in three other states in support of their demands.

Contamination risk high in illegal colonies: DJB

The people of unauthorized colonies are at high risk of consuming contaminated water, said the Delhi Jal Board (DJB) officials today.

In the absence of dedicated utility corridors in Delhi, such services in unplanned areas do run side by side and the risk of contamination cannot be overruled, said DJB CEO Ramesh Negi.

"Particularly in unauthorized colonies, there is a mixed system of drainage and sewerage wherein the water lines pass alongside, which may result in contamination. However, efforts are made to keep the water lines away from drains or sewer lines," said Negi.

On an average, 30 to 40 complaints relating to contamination are received every day, he said.

The DJB has also squashed the report alleging contamination of water in south Delhi. The report carried by some sections of the media said that "pipelines having micro cracks were being contaminated by sewage as the lines cross each other".

"It is clarified that no such report has been received by us from the commissioner, MCD, or the chairman, Health Committee, MCD. In fact, no joint survey of the pipelines, as stated in the news reports, was carried out," Negi said.

"We take the reports on water contamination very seriously, ensuring that they are immediately referred to the director, Treatment and Quality Control, who then gets the samples lifted from the affected areas. These samples are then examined on priority, and if found contaminated, the engineer of the affected area is informed and advised to take a remedial action," he said.

If the source of contamination is not traced, the water supply to the area is cut off and water is supplied through tankers until the source of contamination is found and remedied, he said.

Some of the primary causes of contamination are the leakages in pipelines, overflowing of sewers and nullahs, etc. Such complaints are more during the rainy season due to the overflowing of nullahs and sewers, points out Negi.

The DJB has a network of over 14,000 kms of water pipelines and 700 kms of water mains.

The chief executive officer of the Greater Noida Industrial Development Authority (GNIDA) Rama Raman today met farmers again to solve the Noida Extension tangle. The Authority has been directed by the court to reach an out-of-court settlement with the farmers by August 12.

Raman, along with DCEO Akhilesh Singh, reached Roja Yakubpur village around 12.30 pm. The CEO and farmers agreed on all issues except a hike in the land compensation. Agreements were reached on the issues of abadi land, developed plots and village development.

Some farmers told the CEO that if the Authority could not hike the land compensation, it should give them 50 per cent of the developed land.

However, at the meeting, the farmers appeared divided. Some of them were in the favour of negotiations on issues other than a hike in the compensation at this stage, while others wanted to sort out the hike issue first. The two groups even had a verbal clash. The farmers felt that the Authority was using the divide-and-rule policy.

"I have asked the farmers to form a committee that will represent all villages and negotiate on their behalf. Once we get a concrete proposal over the compensation hike and other issues, we will forward it to the state government for approval," said Raman.

However, the frustration of the farmers over the issue of land compensation was evident.

Ashwini Nagar, a teacher, asked the CEO that if he had no power to hike the compensation, why he had come there.

"This is the major issue and no compromise can be reached until it is resolved. Other issues can be decided once the major hurdle is over," Nagar said.

Shyamvir Nagar of Milk Lachhi village, who has land at Roza Yakubpur, also raised the issue of the land compensation rates. He too demanded the market rates.

Meanwhile, farmers at Kasna village today stopped the work at an under-construction sewage treatment plant. They demanded a hike in the land compensation. Their land was acquired in 1997 under the urgency clause.

On the legal front, on a petition seeking a CBI inquiry of all land allotments in Noida and Greater Noida since 2005, the Allahabad High Court has directed the UP government to file its reply by August 16. The next date of hearing is August 24.

South Australian Premier visits Dikshit

South Australian Premier Mike Rann today called on Delhi Chief Minister Sheila Dikshit at Delhi Secretariat. He came with a delegation of six officials.

He discussed a host of issues with Dikshit and offered to provide expertise on non-conventional energy.

Out of total energy supply in Australia, 20 per cent is being procured from wind energy sources.

Rann stated that his country would like to provide all information and technology in non-conventional energy, including solar and wind energy.

Responding to the offer, Dikshit stated that any expertise in the field of solar energy will be welcomed.

Further, Delhi would like to have a technology which may facilitate solar power generation in limited space as Delhi has land constraints.

Rann appreciated the efforts of the city government in extending Delhi's green area.

He also lauded the ongoing plantation drive launched by the city government.

He informed the Chief Minister that South Australia has agreed to set up an institute in Delhi to conserve water and stop its wastage.

Getting caste certificate gets simpler

The Delhi cabinet has approved a proposal to simplify the procedure for the issue of caste certificates in the Capital.

It has also given its nod to order a local inquiry in those cases where the family caste certificate is being applied for the first time.

Earlier, only gazetted officers attested the documents for SC and ST certificates. Now with the simplification of the procedure, MPs and MLAs will also be able to attest the required supporting documents.

Henceforth, local inquiry shall be made only in those cases, wherein the family caste certificate is being applied for the first time or the issuing authority has a reason to believe that an inquiry is essential.

If an applicant happens to be the son or daughter of the person who already has a certificate, such local inquiry will be dispensed with, said Chief Minister Sheila Dikshit.

While briefing the media after the cabinet meeting, Dikshit stated that the government has been receiving representations from various organizations that the common man faces difficulty in approaching the gazetted officers for getting their documents attested.

Applications for the issue of such certificates are required to be submitted along with the supporting documents.

In case of an OBC certificate, application form, including all the supporting documents can be attested by an MP, MLA, Municipal Councillor or a gazetted officer whereas in case of SC and ST certificates, application form can be attested by all above elected representatives or a gazetted officer.

The affidavit submitted with the application form must be attested by an executive magistrate or SDM only.

Kalmadi in AIIMS

Brought to the All India Institute of Medical Sciences around 10 am, the sacked Commonwealth Games chief Suresh Kalmadi was admitted to the hospital for a detailed assessment to be conducted by a medical board.

As the MP from Pune could only be admitted around late afternoon, no tests were carried out today. A series of investigations is to be taken up tomorrow starting from simple blood test, sugar level to scanning of his brain.

"It was just a preliminary check-up that was done today as he was admitted quite late in the afternoon. He is a diabetic and there is a medical board to decide how the tests are to be carried. It is premature to say anything based on his past medical records," said a doctor of the neurosciences centre.

The board comprises three senior doctors-Dr M V Padma from AIIMS neurology department, Dr Rakesh Yadav from cardiology and Dr Aarti Vij, the institute's medical director.

Amidst tight security and away from the media glare, the 67-year-old Kalmadi, facing charges of money-laundering and corruption, was taken to the private ward of the neurosciences centre on the first floor for admission on bed number 1001.

Walia pleads for women Bill

To ensure all-around development of the women and bring them into the mainstream of the nation, the Women Reservation Bill should be passed by both the Houses of Parliament, said Delhi social welfare minister Kiran Walia.

Appealing to the members of Parliament of both the Houses at the Forum of Gopal Krishan Gokhle lecture on Women Reservation Bill, organized at Constitutional Club, Walia pleaded for the immediate passing of the Bill to ensure justice to the women.

While pushing ahead her argument for passing the Bill, she said that the women should be given 33 per cent reservation from village panchayat to municipalities, zila parishads and assemblies.

Soon, marriage registration a must

The Delhi cabinet today approved the Delhi Marriage Registration Bill, which may make registration of marriage in the city compulsory.

Now, the Bill would be sent to the Union home ministry for an approval, said Chief Minister Sheila Dikshit who presided over the cabinet meeting.

"Once it is approved by the ministry, the Bill will be tabled in the Delhi Assembly," she added.

The Chief Minister said that the government had drafted the Bill in view of a Supreme Court directive.

The purpose to draft the Bill is to ensure that deserted women get their rights of financial help and custody of children from their estranged husbands, she said.

As per the provisions of the Bill, all marriages taking place in the city will have to be registered.

"We are bringing the Bill as per the direction of the Supreme Court, which a few years ago had asked the state governments and the Centre to make the registration of marriages compulsory," said health minister AK Walia.

GGSIPU freshers get the feel of ragging-free campus

Guru Gobind Singh Indraprastha University threw its gates open to freshers today. Students thronged the halls as they went about the business of attending classes. Ragging was noticeably absent. GGSIPU has a record of having a ragging-free campus.

The varsity held an orientation programme for freshers at the University Information Resource Centre (UIRC) here today. Newly admitted students of all 11 university schools and Indira Gandhi Institute of Technology (IGIT) participated in the orientation programme. The vice-chancellor of the university, Prof. D. K. Bandyopadhyay, addressed the gathering. All the deans of schools and other top officials of the university were present on the occasion.

Sheila Aggarwal, a fresher, said, "I am thrilled to be here today at university. I've joined the university school of management I've just finished attending the orientation. I am discovering my classes and meeting with the teachers. It was always my plan to study here. Even my elder sister had graduated from this varsity."

Another student Gopal Verma said, "Today's my first day at the varsity, I've enrolled for a B.Sc here at GGSIPU. There has been no ragging at the varsity and that is a relief though I came mentally prepared. I live nearby, that's why I applied here and got in at the first shot. I have been familiarizing myself with the classes and the teachers assigned to us as also introducing myself to fellow students. It is a good experience being here today."

Meanwhile, the varsity this year received a whopping 1.58 lakh applications for the various different courses on offer in its regular section. A total of 21,000 seats were on offer at different schools of the university. Some 24,000 applications were received from students via the online mode alone.

The maximum number of application forms came in for the highly popular engineering courses at GGSIPU. Some 65,000 application forms came in for the engineering courses alone. Other popular courses that have received a large number of forms at the varsity were the medical programmes besides BCA, B.Ed, BBA and MBA, etc.

The South Delhi police has arrested two members of an interstate gang engaged in the smuggling of skins and other body parts of wild animals.

The 55-year-old Abdul Sattar and 57-year-old Rahisuddin, aka Lallan, from Ghaziabad, have been arrested in the case and two skins of leopards recovered from their possession.

The police received inputs about an organized gang involved in the smuggling of skin and other parts of wild animals.

The police also found out that they used to supply the skins of leopards and Asiatic lions.

Investigations yielded results and it came to fore that a gang headed by Lallan might be involved in this crime. Finally, the police received information that on July 31, Lallan along with his associate would come at Sanik Farms to deliver the skins to one of his contacts.

When Lallan reached Sainik Farms with his associate Abdul Sattar, they were identified and apprehended after a minor chase. On search of a bag, two full skins of leopard recovered from their possession.

The skins were examined by the experts who accompanied the raiding party.

They opined that both the skins were of leopard, which is a protected animal under the Wild Life Protection Act, 1972.

On sustained interrogation, Lallan disclosed that he procured these skins and other items from one person named Plaza.

He further disclosed that 2-3 years ago, some people from a tribal community came to his village and stayed in his fields about two months.

During this period, he came into contact with Plaza who told him that he found skins and teeth of lion, elephants and tigers while roaming in the jungles.

Both Lallan and Abdul Sattar are school dropouts.

Sattar left his schooling and started working as helper in a truck.

After sometime, he learnt driving and started working as a driver on private trucks. He knew Lallan as they lived in the same locality.

In order to earn easy money, he joined Lallan in smuggling.

In desperate need of money for his 10-day-old daughter, Rahul Kumar Yadav, a driver working for a builder, had fled with his employer's Swift car and Rs 34.25 lakh belonging to a partner of the car owner yesterday.

The West District police today apprehended the accused at New Delhi Railway Station, while he was buying tickets to flee to Uttar Pradesh.

After arresting the accused, the police searched his baggage and recovered about Rs 30 lakh.

During interrogation, the accused revealed that he had fled with the cash to live a better life. "He had recently married and his wife gave birth to a baby girl 10 days ago. He needed money as he was not getting enough from his job. They were living in a jhuggi at Peeragarhi Relief Camp and he wanted to buy a house for his family.

He was aware of huge cash transactions made by his employers and when he got a chance on that day, he fled with the entire cash and the car," said V. Renganathan, Additional Commissioner of Police, West District.

The accused had abandoned the Swift car at the Mangolpuri railway station. The police later seized the vehicle.

The accused's employer, Pramod Mittal, had lodged an FIR on July 31 after the driver had fled with the car and cash.

The accused had been working as a driver for the complainant for the past two months. On July 31, Mittal's partner, Karan Pal Singhal had sent the accused with the car to collect cash from his wife. Singhal's wife gave the accused cash amounting to Rs 34.25 lakh to be delivered to her husband at his office. She had also sent her 10-year-old son, Tanish.

However, the accused after leaving Tanish at his home fled with the cash.

After raiding the possible hideouts of the accused, the police was informed that he would catch a train from Old Delhi Railway Station. On August 1, the police conducted a raid at New Delhi Railway Station and apprehended the accused while he was buying tickets to flee to UP.

Two held for booking bets worth Rs 50 lakh

By using a decoy customer, the West District police yesterday apprehended two bookies named Amarjeet Singh and Ajay Kumar. They made bets worth Rs 50 lakh on the India vs. England Cricket Test Match.

The police said that the bookies developed software for recording and calculating the bets, and for facilitating the money transactions.

The police had received information that the bookies were indulging in betting on the cricket test match, at a friend's residence in Subhash Nagar.

On July 31, the police was informed that the accused were present at the residence. A police constable posing as a customer made a bet of Rs 500 on India winning the match. After making the bet, the decoy informed the police that the bookies told him that if India win, he would be paid Rs 4,500 in lieu of Rs 500. But, if he lost the bet, the money which he staked would be forfeited.The police, thereafter, raided the residence and the accused were arrested.

"One laptop, a TV set, notebooks and eight mobile phones were recovered from them. They were using mobile phones to book the bets on the match and keeping records of it in the notebooks. Some of the phones stored the rates of the bets. The bookies were watching the match on the TV. Till the time the gang was apprehended, they had booked bets worth Rs 50 lakh, which they recorded in the laptop. The house in which the gang was apprehended belongs to one Bipin Malhotra, a close friend of Amarjeet. We are probing his role in the crime," said V. Renganathan, Additional Commissioner of Police, West District.

During interrogation, the accused revealed that they had been gambling for the past many years. The Crime Branch had earlier arrested Amarjeet for committing a similar crime. Amarjeet had been betting on cricket matches for the past 10 to 12 years. During this period, he got into huge debts. He then planned to start his own gambling racket with the help of Ajay.

Row over Rs 100 leads to murder

The North West District police today arrested a family living in Jahangirpuri, who have been accused of murdering their neighbour’s brother for about Rs 100.

During the night of July 31, the murder was committed by Suresh (45), his wife Munni (40) and sons Prashant (22), Raju (22) and a 16-year-old boy.

On July 17, one Hemant, a resident of Jahangirpuri had gone to Haridwar to collect holy water. Suresh’s sons had also gone there.

During their return journey, an altercation over Rs 100 started between Hemant and Suresh’s sons.

The issue was then resolved by the intervention of other “Kanwarias”.

On July 31, the accused attacked Hemant’s family with iron rods, knives and a bamboo stick. Hemant’s 17-year-old brother named Mohit was stabbed and later succumbed to his injuries.

Hemant’s father, Gyan Das and sister, who were also injured, have been admitted to the JPN Hospital.

“During the interrogation, the accused have confessed to their guilt. A blood-stained knife, iron rod and a bamboo stick have been recovered. We also found blood-stained clothes of the accused,” said Meenu Choudhary, Deputy Commissioner, North West District.

Woman burnt for dowry in Ghaziabad 

Ghaziabad, August 1
A 27-year-old woman was set on fire allegedly by her husband and in-laws over dowry in the Loni area of the district, the police said today.

The incident occurred yesterday in Narendra Vihar.

Sheetal was alleegdly burnt alive by her husband Mukesh and in-laws, it said.

The victim was rushed to a nearby hospital where she died during treatment.

An first information report (FIR) has been registered in this regard.

5 held with fake notes

Five persons were arrested today for allegedly running a fake currency racket here. They were held with counterfeit notes with a face value of Rs 27,000, the police said.

Acting on a tip-off, the police arrested Vinay Kumar, Naresh Sahani, Harendra Roy, Rajkumar and Naval Kishore Pashwan, SP (city) JK Shahi said.

The accused revealed that the racket was active in the district and its surrounding areas, the SP said. -- PTI

Imposter cop held for cheating

With the arrest of a person named Ashwani Kumar, the central district police has claimed to have solved a case of cheating committed by the accused disguised as a policeman.

Kumar was arrested yesterday from the Mahavir Vatika area on the complaint of a fruit seller of Azadpur.

According to the complainant, Kumar, dressed as a Delhi police sub-inspector with a nameplate reading 'Neeraj Mishra', came to his shop. He told him that he was posted with the Paharganj police station and could provide him an auctioned car for Rs 1,11,000, said a senior police officer.

"On July 10, Kumar took Rs 3,000 from the fruit seller as advance and told him that he would hand over the car to him the next date after he paid the balance amount. Next day, Kumar fled after taking the balance amount from the complainant," said the officer.

The fruit seller then approched the police ans a case of cheating was registered at Daryaganj police station. The police has seized Rs 6,000 in cash, a bank passbook, police uniform and two-wheeler from Kumar.
