Chandigarh, May 6
Transcripts produced by the CBI in Court concerning the arrest of Rajpura MLA and Punjab’s Chief Parliamentary Secretary (Finance) Raj Khurana reveal that Khurana’s voice appears twice. Khurana’s voice is in the same segment in which co-accused Devinder asks for Rs 1.5 crore bribe and is also part of the conversation between the complainant and the co-accused.

This May 4 call record was the basis of Khurana’s arrest. The voice and the video clips, the CBI believes, are enough to nail Khurana in the court.

The recording suggests that he was fully aware of the bargaining and mode of payment of the bribe amount between co-accused Devinder Singh, an employee of Registrar Firms and Societies, Punjab and the CBI complainant Manpreet Singh, General Secretary of Punjab Automobile Mechanics Association. At one point in the recording, Devinder’s mobile phone was handed over to Khurana and he asked the complainant to “reach his residence by 6 pm”.

When the complainant Manpreet reached Khurana’s Sector 39 residence, he had a hidden camera fixed to his shirt. In the camera footage Khurana is heard saying, that he had spoken to Kalia referring to Punjab Industries Minister Manoranjan Kalia.

The agency is expected to move an application in Court for matching the voice samples in numerous voice recordings.
