Aids Integrated Counselling and Testing Centre manager Dr Renu Dhuria highlighted the techniques as to how the HIV patients can be examined and treated properly.

Two swine flu cases reported

Two cases of H1N1 (swine flu) from Bathinda district were reported this evening. Talking to TNS over the phone tonight, DHO Dr RS Randhawa said that two suspected patients of H1N1, Mandip Singh (25) from Shekhu village in Sangat block and Urmila Devi (55) from Chak Ruldu Singh Wala village, also in Sangat block, had been admitted to the DMC Hospital, Ludhiana the previous day.

Cop booked for fraudulently selling someone else’s land

Ferozepur, March 17
A deliberate attempt made by Tehal Singh, a Punjab police functionary and his brother Mehal Singh, both residents of this district, to become rich overnight by cheating on innocent people, have landed them into trouble.

Both Tehal Singh and Mehal Singh have been found guilty of committing a fraud with Harbhajan Singh, a resident of village Changali Kadim of the district in the inquiries conducted by the senior police official. A case under sections 420, 406 and 34 of the IPC has been registered against them at Ghal Khurd police station, late last night

Tehal Singh and Mehal Singh had allegedly taken Rs 25 lakh from Harbhajan Singh, another resident of the district as advance money in lieu of selling them a piece of land measuring over 16 acres even when they were not its legal owners.

Police sources said the land, located at village Haraj, actually belonged to Amrit Lal and Hardial Sharma, both brothers, and residents of this district. The title of ownership of the land was granted to Amrit Lal and Hardial Sharma through a decree given by a court of the additional district judge, Ferozepur, a few months ago.

Police sources said both Tehal Singh and Mehal Singh entered into an agreement to sell Harbhajan Singh that piece of land for Rs 17.10 lakh per acre on October 8, last year. The accused took Rs 25 lakh as advance money from Harbhajan Singh. The land was to be transferred in the name of Harbhajan Singh on November 23, last year, as per the terms of the agreement.

When Harbhajan Singh went to the tehsil office concerned to get the land transferred in his name, he came to know that both Tehal Singh and Mehal Singh were not the owners of that land, which the accused were supposed to transfer him. Harbhajan Singh then demanded the advance back from the accused, which was refused.

Harbhajan Singh approached the police and a case was registered against both the accused, who were yet to be arrested.

In another instance, a case under sections 420, 467, 468, 471 and 474 of the IPC was registered against Bikkar Singh, Jaswant Singh, Municipal Commissioner, Talwandi Bhai and Baldev Singh of village Lalle village at Ghal Khurd police station today for committing a fraud with Sukhminder Singh, a resident of Talwandi Sabo.

As per the details of the case, Bhagwan Kaur, mother of Bikkar Singh, had created a will in favour of his grandson Sukhminder Singh on July 17, 1997, in which, she declared that Sukhminder would be the owner of the property, which was owned by her.

On May 11, 2006, Bikkar Singh with the help of Jaswant Singh and Baldev Singh prepared a fake will of his mother Bhagwan Kaur. After a few years, he managed to get the land, belonging to Bhagwan Kaur, in his name on the basis of that fake will.

When Sukhminder came to know about this development, he lodged a complaint with the police authorities concerned. A case in this connection was registered against Bikkar, Jaswant and Baldev after they were found guilty in the inquiry conducted by the police No arrest had been made in this connection so far, police sources added.

Justice in Godhra case is still not complete, says Togadia

The international general secretary of the Vishwa Hindu Parishad (VHP), Dr Pravin Togadia, without naming anyone, said politicians who invite their friends from Pakistan and entertain them here for weeks and months are directly responsible for being an accomplice in leaking the confidential security matters of India.

"The foreign spies are so smart that they have manipulated their positions to control our political as well as bureaucratic system. The investigating agency of the country has now become an Islamic agency. If the 'Islamic Jehadi Atankwad' that is flourishing is not checked at the earliest, it will surely destabilize the whole system," alleged Togadia.

Citing a number of cases, including the Samjhauta Express incident, Togadia said, "Even after being charge-sheeted, a number of accused who enjoy the patronage of the foreign powers, managed to skip the sentences."

Speaking in detail about the verdict in the Godhra incident, the VHP leader said, "It was the rarest of the rare case. As many as 94 people were charge-sheeted for the crime but the judgment was not up to the expectations. Till the time all the culprits get the due punishment, justice is incomplete."

About the status of the Ram Mandir at Ayodhya, Togadia said, "We are waiting for the possession of the land. We have already readied stones for the construction of one of the double storeyed temples. Once the land comes in our possession, we will ensure that within a year, worship starts taking place there."

He disclosed that the VHP is going to observe the Ram Mahotsav from April 4 during which soil from the Ram Janmabhumi would be sent to each and every village of the country.

About the reports related to the differences between the VHP and the Gujarat CM Narendra Modi, the VHP leader said, "We are neither in love nor are prejudiced. Whatever regard we get, we return the same."

Meanwhile, he clarified that the VHP respects only the desi breed of cows and termed the cows of imported breed as belonging to unknown category. Among others, Sukhpal Saran and Harpreet Singh, state leaders of the VHP, were also present.

Sweepers backtrack, say strike will continue

It was a hectic day for the Bathinda Municipal Corporation (BMC) officials today, as the activists of the Safai Karamchari Union, having agreed to resume their work, backtracked from their stand and maintained that the strike would continue.

To convince the protesters, the BMC officials kept persuading them throughout the day but failed to get a positive assurance.

The day was tiresome not only for the BMC officials but for the president of the Bathinda chapter of the union, Veer Bhan, as well. After listening to the proposal of the state government to accept many of the demands they were agitating for, he announced to call off the strike in the morning.

Hailing the local leaders of the SAD for fixing his meeting with the Deputy CM Sukhbir Singh Badal, Veer Bhan, in the presence of Bathinda in-charge of the SAD Sarup Chand Singla and BMC Commissioner Uma Shankar, raised victory slogans and assured the officials of joining the duty within hours.

However, before the meeting could conclude, state leaders of the Safai Karamchari Union arrived and spoiled the show. They appealed to the workers not to go by the statement of Veer Bhan, terming him a traitor.

"It is matter concerning the whole state. How can the Bathinda unit of the union take a decision on its own?" they questioned the protesters.

The difference of opinion created a mess. Finding the situation taking an unsavoury turn, Sarup Chand Singla, Uma Shankar and Veer Bhan opted to leave the spot.

Speaking to the media in the morning, Veer Bhan maintained that all sweepers attached to him would resume work on Friday. But after a couple of hours, he took a U-turn stating that he was forced to join the agitation.

BMC Commissioner Uma Shankar said, "As the state government has accepted their demands, we are hopeful that they would join their duty on Friday morning. If they do not go by the promise made to us, we will be forced to find some alternative as it is related to essential services."

He maintained that the BMC had also sought police protection to check any pressure being built upon the sweepers who are willing to join the duty.

More than a dozen activists, including girls, of the unemployed PTI teachers' union were roughed up here today by SAD activists when they tried to disrupt a foundation stone laying ceremony that was presided over by the Bathinda MP Harsimrat Kaur Badal at Gurudwara Haji Rattan.

Besides the policemen, a number of senior leaders of the Shiromani Akali Dal (SAD), including a member of the political affairs committee, thrashed them in the presence of Harsimrat Kaur Badal and the SGPC chief Avtar Singh Makkar.

The situation turned explosive as a result of which the security staff advised Harsimrat to leave the spot immediately.

Harsimrat Kaur Badal was here to lay the foundation stone of two schools run by the SGPC, namely Dashmesh Khalsa School and Dashmesh School for differently-abled children, in the Gurdwara complex.

As soon as she laid the first stone, a number of activists of the unemployed PTI union emerged there and started raising slogans accusing the state government of not paying attention to their long-pending demand of recruitment as sports teachers for which they were struggling for a long time. Harsimrat advised them to take up the issue with the state government. Irked over her reply, the agitators became more aggressive in their protest.

Finding the Bathinda MP surrounded by the protesters, a number of SAD leaders, including the district president of the party Sikander Singh Maluka, who is also the PAC member of the party, two municipal councilors, namely, Rajinder Singh Sidhu and Rajinder Kaur Brar entered into a scuffle with the protestors.

The SAD leaders did not even spare the agitating girls and dragged them away by their dupattas (head covers) in the presence of Harsimrat, the patron of Nanhi Chhaan campaign. Showing their injuries, the girl protesters namely, Sarabjeet Kaur of Moga and Veena Rani of Ferozepur, accused the Akali workers of inflicting bruises on them and kicking them. They even accused the male Akali Dal members, specifically Sikander Singh Maluka of manhandling and snatching their dupattas.

"We have been demanding the appointment of all 4,500 activists of the union, who are well qualified but waiting for the recruitment since 2003. To seek our right, we have been sitting on dharna at Lambi village in the CM's home constituency since February 27 but nobody came to redress our grievances," they alleged.

When asked, Sikander Singh Maluka said, "We had persuaded the agitators to opt for a meeting with the MP in a peaceful manner but when they turned aggressive, we had to come forward for the safety of our MP Harsimrat Kaur Badal."

Refuting the allegations of thrashing the girls, Maluka said he had just pushed the protesters away from the MP and had done nothing beyond that.

BSF jawan from Abohar cremated with honours

BSF jawan Vijay Kumar Mahar (24), who was among the eight personnel of the Border Security Force (BSF) killed in an ambush by a faction of the National Democratic Front of Bodoland in the Assam's Kokrajhar district, was cremated at his native village Dharampura near here today.

No senior civil or police official was present at the cremation ground. Former minister Sajjan Kumar Jakhar, vice-president, Punjab Pradesh Congress Committee (PPCC) and Dr Ram Kumar Goyal, former MLA (BJP) and district BJP president Arun Narang were among the dignitaries who placed wreaths and offered flower petals after saluting the martyr. BSF contingent from the Abohar sector headquarters led by Deputy Commandant Manoj Kumar Barala led the funeral procession to the cremation ground.

The contingent sounded bugle, reversed arms, fired two rounds in air to pay ceremonial tribute. The flower bedecked body was brought from Assam to New Delhi and a contingent of the BSF escorted it by road to village Dharampura today in the morning. Hundreds of people including women and children waving tricolor flags made a beeline to bid adieu and paid tributes as it was laid in the Government Senior Secondary School complex where Vijay had completed his education. Among those who offered flower petals were village sarpanch Inderaj, former sarpanch Rameshwar and Panchayat Samiti member Promila Devi. Wahabwala SHO Ranjeet Singh monitored security arrangements.

Martyr's younger brother Surinder Mahar said Vijay was very keen to join the security force to serve the nation. None of his brothers or sister had got married so far. His father is a daily wage earner. Praveen Goyal, state president, Prajapati Sena, said Vijay had emerged as pride of the sleepy village dominated by Kumhar community. A befitting memorial will be developed at the cremation ground to inspire youth, he said.

The residents held a protest in the MC Colony opposite the Sacred Heart Convent School as the civil administration and Municipal Council authorities removed the encroachment from three plots owned by the council there.

A team led by Tehsildar Ravinder Walia, executive officer Sukhdev Singh, land inspector Rajesh Kumar along with JCB machines and tractor-trailers removed the temporary structures, which were raised by the residents there.

The residents concerned who gathered there said earlier they were residing on the Abohar road but the MC authorities had dislodged them from there and had verbally 'allowed' them to raise structure in the plots. A colony resident Sant Ram said they are being displaced from the present site also and the authorities were doing injustice to them.

Dozens of residents raised slogan against the authorities and staged a protest there. On the other hand, Tehsildar Ravinder Walia maintained that the land is being vacated on the directions of the High Court.

Land inspector Rajesh Kumar said the council had auctioned these plots in 2006 but subsequently some persons encroached upon the land, as a result of which, the MC authorities could not hand over the possession of the sold plots even when the purchasers had deposited the requite amount with the council.

Rana Gurmit Singh Sodhi, chief whip of the Congress legislative party in the Punjab Vidhan Sabha, today urged the SAD-BJP combine government of Punjab to issue a white paper on its achievements and development projects initiated by it in its four years of rule.

“The white paper on these issues has become necessary as the ruling politicians have been befooling the people on various accounts by projecting wrong picture on its achievements, development projects and financial health of the state,” claimed Sodhi.

Talking to TNS over the phone, Sodhi, Congress MLA from Guru Harsahai, said what had been projected in the budget in connection with the financial health of Punjab was a poll gimmick of the ruling alliance to befool the electorate of Punjab as the next assembly elections were approaching near.

“When the claims of finance minister Upinderjit Kaur are true, what is the problem with the ruling SAD-BJP alliance leadership in issuing a white paper on all their claims,” asked Sodhi. The directionless and hollow budget presented in the recent past in Punjab Vidhan Sabha by Upinderjit Kaur had disappointed all sections of society as they had been feeling cheated by their elected representatives, he added.

On the one hand, the state government had claimed that the economy was growing; on the other hand, it had been failing to make payments under the Shagun scheme, old-age pension scheme and widow pension scheme for months to the beneficiaries, he alleged.

“Upinderjit Kaur has failed to disclose as to how much amount has been kept in reserve for making payments of the arrears of salaries of employees of the Punjab government as per the recommendations of the VIth Pay Commission,” he said.

“What was more disappointing about the budget was that the annual outlay plan of small state like Haryana for the next financial year had been kept at Rs 21000 crores but for Punjab, the annual outlay plan was around Rs 11500 crores only,” Sodhi pointed out.

Parents still clueless about abducted girl

Zora Singh along with his wife has been running from pillar to post to trace his minor daughter, 13-year-old Sukhpreet Kaur, who has allegedly been kidnapped by five persons including a couple and their son on February 7 from village Shakur of this district.

Zora Singh and his kin have been trying to trace her for over a month. Police sources said Sukhpreet Kaur, a student of class VI in a government school of village Shakur, did not return to her house from school on February 7. Her parents reported the matter to the Ghal Khurd police station on March 15.

Zora Singh said he could not inform the police immediately as he along with other kin made efforts to trace her.

According to Zora Singh, those involved in the kidnapping of Sukhpreet Kaur include Chinda Singh, his father Darshan Singh, his mother Manjeet Kaur, Raju Singh and Bhinder Singh. All the accused belonged to village Shekha Kalan of Moga district.

Information gathered by TNS revealed that Chinda Singh and other accused had kidnapped Sukhpreet as fthe ormer wanted to marry the latter. All the accused had succeeded in escaping the police net ever since the case was registered against them under sections 363 and 366-A of the IPC at Ghal Khurd police station. No senior functionary of the police could be contacted for his comments on the issue.

Powercom Sewak Centre at sub-divisional complex

Offering a major relief to thousands of consumers, the Powercom has provided Sewak Centre at the sub-divisional complex, located opposite abandoned Bhawani Cotton Mills near the Sriganganagar level crossing.

Executive engineer Makiat Singh Sidhu yesterday inaugurated the centre in presence of the SDOs, Shankar Lal, Surinder Singh Behal, Sudeep Sokhal and Jai Chander Maheshwari, president, JE Council among others.

The XEN informed that electricity bills can now be paid on all days at the centre as per the norms laid down for payments. There will be no holiday.

Notably, shifting of sub-division number 1 to the Abohar-Malout road complex of the Powercom, had caused much inconvenience to the consumers in paying the bills. The NGOs had sent scores of memorandums demanding opening of bills payment centre in the town area. — OC

Aids Integrated Counselling and Testing Centre manager Dr Renu Dhuria highlighted the techniques as to how the HIV patients can be examined and treated properly. Besides, she disclosed measurers in the event of exposure of medical and para medical staff, while treating the patients.

She further disclosed that in the event of any accidental exposure to HIV positive patients, the staff should immediately start prophylactic treatment within two hours and get consultation of a specialist.

The victims should also be examined periodically later to rule out the existence of disease.

Dr SP Garg, Senior Medical Officer, Civil Hospital, Fazilka, and AIDS counsellor Usha advised the employees to take preventive measurers but they should not be scared while treating HIV positive patients. He said the risk of exposure is more prevalent in labour room, blood bank, laboratory, operation theatre and while performing postmortem.

Two swine flu cases reported

Two cases of H1N1 (swine flu) from Bathinda district were reported this evening. Talking to TNS over the phone tonight, DHO Dr RS Randhawa said that two suspected patients of H1N1, Mandip Singh (25) from Shekhu village in Sangat block and Urmila Devi (55) from Chak Ruldu Singh Wala village, also in Sangat block, had been admitted to the DMC Hospital, Ludhiana the previous day.

Dr Randhawa said the throat swab samples of both patients had been tested and found to be positive for H1N1. The Civil Surgeon Office, Ludhiana at about 7.30 pm today informed him about it, after which a rapid response team was sent to the Chak Ruldu Singh Wala village. The team would visit Shekhu village tomorrow. Dr Randhawa said the rapid response team after visiting the Chak Ruldu Singh Wala village distributed medicine among those who had come into her contact. He said earlier in January this year, an H1N1 case had been reported from the Bathinda city but the patient was now in good health.
