The sudden focus on the Chhillar massacre of 1984 in Rewari district has revived bitter memories of many residents of the district headquarters, who had been carrying on with their lives for the past 26 years. Dalip Singh Malhotra, a utensil dealer of Rewari, distinctly remembers November 2, 1984.

Around noon that day, the administration imposed a curfew in the town. He and his family members closed their shop and returned home.

After about an hour, a 500-strong mob broke open his shop and looted the goods lying inside, despite the presence of policemen nearby. He says the then SHO, Rewari, came to his house and told them to shift to a safer place, but they refused.

Meanwhile, his father told the family members to fill glass bottles with sulphuric acid.

He told them to throw the acid-filled bottles on the unruly mob if it targeted them. His father’s advice helped them when the mob tried to attack their home. An acid-filled bottle was thrown from the terrace, which burst with a loud noise, scaring away the hooligans.

He says no local person was seen in the mob. After the riots, Malhotra’s troubles continued. This time with his bank and insurance company, which did not pay him compensation. He remained tied up in a legal tangle for a long time. At that time he received a compensation of Rs 10,000 and another Rs 90,000 in 2006.

Malhotra says an entire family travelling by a train was wiped out at the Bijvasan railway station near Rewari.

Amarjit Sachdeva lost her father when he succumbed to his injuries sustained during the riots. Sachdeva, who was born and brought up in Rewari where her family had settled after being uprooted from Pakistan in 1947, is now a member of the Haryana Tax Tribunal.

In 1984, she was posted as Deputy Excise and Taxation Commissioner in Rohtak when she received the news about an attack on her house in Rewari.

The then DC, Rohtak, PK Choudhary, and the then SP, RK Sharma, sent her to Rewari with a police posse. She brought her father, Sher Singh, to Rohtak for treatment. Sachdeva says the mob had come from outside Rewari. But for the support of her neighbours, the mob would have succeeded in its nefarious designs.

She says her family received support from members of all communities. If a Gujjar hurriedly pasted cow dung on the nameplate outside her house, a Brahmin took out a pistol to scare the mob away. She says it would be wrong to term the 1984 riots as communal.

The ill-deeds were committed by such persons as no sane man would like to see in a civilised society. She also frowns on attempts by some persons to cash in on the unfortunate incident. She says the roots of many Sikhs like her are in Haryana. Being eldest in the family, she took good care of her younger sister, who is now a doctor in Rewari along with her husband.

Sachdeva says it would be better for everyone if the old wounds are not scratched.

24,344 power thefts detected this fiscal year

The Uttar Haryana Bijli Vitran Nigam (UHBVN) has made the highest ever achievement in four areas -- detection of power theft cases, increase in revenue collection, reduction in aggregate technical and commercial losses and increase in power supply to urban and industrial consumers, since the formation of the nigam.

A UHBVN spokesman said the nigam detected 24,344 cases of pilferage of power till January during the current fiscal year. Earlier, 20,993 cases of theft were detected during 2006-07. Thus, the nigam had already detected 3,341 more cases in 10 months as compared to the 12 months of 2006-07.

As far as levy of penalty was concerned, it was over Rs 41.77 crore this year whereas the maximum amount of penalty was Rs 34.69 crore in the year 2009-10. The realisation of amount of penalty till January was also maximum this year. The nigam had targeted to detect 30,000 cases of theft of power during the current fiscal year.

The nigam had realised over Rs 2,658 crore with an average of Rs. 265.82 crore from April to January. The overall percentage of increase in revenue collection for the UHBVN in 2010-11 was expected to increase to 25 per cent from 21.27 per cent by the end of March. As the tariff increase was only effective from October 2010, the increase in revenue collection due to tariff increase would be around five per cent whereas around 20 per cent increase in revenue collection in 2010-11 was due to increase in efficiency.

Over 20 per cent increase in revenue collection had been achieved for the first time since the formation of UHBVN.

The spokesman stated that the nigam had witnessed a reduction in aggregate technical and commercial losses from 32.16 per cent in 2009-10 to 30.44 per cent till December in 2010-11 due to detection of theft cases and increase in collection efficiency. It was expected that these losses would further go down to 28 per cent by the end of March this year, for which special theft detection and revenue collection campaigns were in progress.

Referring to the highest ever power supply in the history of the nigam, the spokesman said on an average, power to urban consumers was supplied for 22 hours till January this year whereas the supply was 21 hours in 2009-10.

Similarly, the nigam supplied power for 21 hours to the industrial sector.

Adequate power supply to rural consumers was ensured to achieve the goal of consumer satisfaction.

Hooda: Gurgaon to get commerce college

Badshahpur/Gurgaon, February 27
Chief Minister Bhupinder Singh Hooda announced here today that Rs 347 crore would be spent on the development of those 30 villages in the Badshahpur Assembly constituency, which had been brought under the ambit of the local Municipal Corporation.

At a rally organised by Badshahpur MLA Rao Dharampal, Hooda also announced to open a commerce college in Sector 51 of Gurgaon, adding that the college would be named after martyr Rao Tula Ram.

Referring to the construction of a flyover at Hero Honda Chowk, Hooda said though it was under the jurisdiction of the NHAI, the state government was ready to bear 25 per cent of the project cost. Hooda launched a counter-offensive against his arch rival, former Chief Minister and INLD chief Om Prakash Chautala.

“Chautala is the most dishonest and corrupt person…he is the biggest property dealer and his family owns property in practically every country of the world,” Hooda claimed while addressing a “vikas” rally here today.

The Chief Minister maintained that the CBI probe report against the Chautalas would expose their wrongdoings. Hooda ridiculed HJC chief Kuldeep Bishnoi’s allegations. Defending his government’s land acquisition policy, the Chief Minister pointed out that farmers’ land had been acquired at the rate of Rs 2.50 lakh per acre during the regime of Chautala, who was criticising the present government, which gave the farmers much more.

“The land owners are being given reasonable compensation, besides residential plots and royalty for 33 years,” he said. Haryana Pradesh Congress Committee president Phool Chand Mullana, working president Kuldeep Sharma, Haryana Health Minister Rao Narender Singh, Agriculture and Sports Minister Sukhbir Kataria, Gurgaon MP Rao Inderjeet Singh, Chief Parliamentary Secretaries Dharambir Singh and Rao Dan Singh and former MLAs Dharambir Gauba and Bhupinder Choudhary also addressed the gathering.

Earlier, Hooda inaugurated economically weaker section (EWS) Housing Society Complex constructed at a cost of Rs 21 crore under the Ashiana scheme and a community centre constructed in Sector 47. He also laid the foundation stone of a community centre in Badshahpur village.

Hundreds of INLD activists led by its secretary-general and legislator Ajay Singh Chautala on Friday staged a n impressive protest at the mini-secretariat here against the working of the state government and handed over a memorandum, addressed to the Governor, to SDM Jag Niwas, demanding a probe into various “land scams” by the government.

The INLD alleged that the land acquisition rules had been changed time and again to benefit the land mafia and prime land valued at Rs 1 lakh crore was transferred to the Reliance industries for just Rs 400 crore for setting up a special economic zone (SEZ) .

Addressing protesters, Chautala alleged that the state government had been pursuing an “anti-farmer” policy to serve the interests of the capitalists.

“Land acquisition has been turned into a source of income by the people in power and the ultimate losers are the farmers,” Ajay Singh said.

Before reaching the mini-secretariat, activists and local leaders, including district president Padam Singh Dahiya, Brig OP Chaudhary, Surender Singh Dahiya, Dr KC Bangar, and Pawan Taneja, assembled in the municipal park and marched through the market road, raising slogans against the government.

Bhuna residents for status quo

Sarpanch Suresh Kamboj and all the 20 members of the Bhuna village panchayat, in a representation to the Deputy Commissioner, have expressed opposition to the move to elevate the status of Bhuna village to that of a town.

Chief Minister Bhupinder Singh Hooda had announced making Bhuna a municipal town at the “Nav Vikas Rally” here on December 5 last year on the request of local MLA PS Gillankhera.

Bhuna, with a population of about 40,000, has amenities like a community health centre, a sub-tehsil office, a block development office and branches of six banks.

The village is situated on the Fatehabad-Chandigarh road. Opposition to the move began after the Urban Local Bodies Department issued a notification for granting the status of a municipal town to Bhuna on January 13 and invited objections. While the sarpanch and all the members of the panchayat have objected to the termination of offices held by them, many others fear losing benefits under government schemes for the rural poor. “We were elected on June 12, 2010, through elections and any move to dissolve the panchayat will be agmainst the will of the voters,” they argued in themir representation to DC Vijay Singh Dahiya. The panchayat had passed a resolution on January 27 rejecting the government decision. A separate representation bearing the signatures and thumb impressions of hundreds of villagers was also submitted to the DC.

The representation said if Bhuna was given the status of a town, they would lose their “bread and butter”. The villagers said benefits given to them under various schemes would be stopped.

Also, they would have to pay several new taxes. Gillankhera said the sarpanch belonged to the INLD and, hence, the opposition.

More time given to register as voter

The State Election Commission has revised the notification issued for the preparation of electoral rolls for area under the Municipal Corporation of Gurgaon. It has extended the last date for receiving claims and objections on the draft voters’ list published on February 2.

Deputy Commissioner PC Meena said here that the claims and objections could now be filed by March 7. Those eligible for being registered as voters had now got more time for submitting forms. However, the date of final publication of the electoral rolls remained unchanged and these would be published on March 30. Appeals against the orders of the revising authority could be filed with the DC by March 18 and these would be disposed of by March 25.

A copy of the electoral rolls was available free of cost at public places like the offices of the DC, MCG and the SDM.

The ward-wise draft electoral rolls had been uploaded on www.mcg.gov.in (the website of Municipal Corporation, Gurgaon) and on secharyana.gov.in (the website of the State Election Commission). Any eligible voter could visit any of these websites and check whether his or her name was on the voters’ list. If not, he could download Form- A from the website and submit it with the Voter Information and Collection Centres (VICCs) set up in all wards. A compact disc of the draft rolls had been furnished to representatives of all parties.

Family dispute turns violent, 10 injured

A domestic dispute between husband and wife turned violent here yesterday. Ten persons from both the families were injured in the clash following a spat. Suman, a resident of Lalwas village here, had been married to Sunder, a resident of Dhangar near here, for three years.

However, the marriage did not work smoothly and Suman had lodged a complaint against her husband under the Domestic Violence Act last year.

Since then, she had been living in a separate room in her husband’s house and was also getting maintenance of Rs 2,500 per month from him under the orders of a court.

She had gone to her parents some days back and today her parents and brothers had come to Dhangar with her.

However, the two sides quarrelled over some issue and fought with sharp-edged weapons and lathis. As many as 10 persons sustained injuries and were shifted to a local hospital.

The police said investigations in the case were in progress.

Minister’s nephew booked for attacking lawyer

The police has registered a case against Dani, alias Dines, nephew of Haryana minister Mahender Pratap, for allegedly beating up lawyer RMS Kundu in the local Sainik Colony. He also threatened the lawyer and his family members of dire consequences if he did not quit Faridabad city forthwith.

The incident took place on Friday. However, the police registered the case yesterday after conducting an inquiry into the allegation.

Kundu met CM Bhupinder Singh Hooda in Delhi and submitted a memorandum seeking security for him and his family. He also demanded that the case should be handed over to the CBI.

As per the complaint, Kundu was earlier attacked by the minister’s relative and his goons on January 1. The police, in spite of his taking up the matter with Police Commissioner PK Aggarwal, dilly-dallied in registering the case against the accused. The case was registered on January 3 when he took up the matter with a senior police officer of the state posted in Chandigarh. The accused were still not arrested, even as his bail was rejected by the court. Kundu said the police officer in charge rather tried to discourage him with threats of lodging a counter FIR against him if he persisted with his move to get a case registered against the minister’s relative. — TNS

Conductors’ Test
75 arrested for impersonation

The police has nabbed more than 75 persons on a charge of impersonation. They reportedly appeared in place of candidates in the examination held for bus conductors today.

The arrests were made following raids at Kurukshetra, Karnal, Rewari, Yamunanagar and Kaithal. At least eight persons have been arrested from Panchkula.

The fraud came to light after Urmila, Principal of Sanskrit Model School, Sector 20, complained to the police that Ashutosh, a BTech (final year) student of UIET, Kurukshetra, had appeared for the test in place of Pardeep Kumar of Sonepat. The police arrested five other students - Kapinder Kumar, Anand, Vikram, Bhupender and Satish Kumar.

During interrogation, Ashutosh confessed that several students of UIET, Kurukshetra University, had impersonated for the test. He said the kingpin of the racket were Sandeep Kumar and Rinku, residents of Gannaur and Badouli in Sonepat district, respectively, who charged Rs 20,000 to Rs 30,000 from each candidate.

Sandeep and Rinku had also committed the fraud for the written test conducted by Kendriya Vidyalayas for the posts of teacher.

A case has been registered under Sections 420, 419, 120-B, 467, 468 and 471 of the IPC. More than 80 roll number slips, a seal and stamp of the Gannaur SDM were recovered from the duo. The accused will be produced in the district courts here tomorrow.

Man held for cheating

It took the police more than four years to arrest a man who not only cheated eight traders of the city but also issued them threats when they tried to get their money back.

A case was registered in 2006 under Sections 420, 406 and 506 of the IPC against Anil Junejha, who ran a firm in Phase VI of Gurgaon on a complaint by Gulshan velvets private Ltd, Pooja velvet furnishing, SA textiles, NK Fabrics, SG International, Om Textile, KL Gaba and Roop textiles.

The accused hads bought furnished products from them worth over Rs 1 crore and issued cheques which bounced when deposited with the bank. As the industrialists got in touch with Anil to get their money back, he reportedly issued threats to them. — TNS

Woman, paramour get life term

Additional District and Sessions Judge Sanjiv Kumar sentenced Savita and Vikas of Chauhan Joshi village to life imprisonment after convicting them in the murder case of Savita’s husband Praveen Saini of Kabirpur village on June 14, 2007.

The police had found Praveen’s body from a car that had fallen into a drain passing near Kabirpur village. The police also recovered a “dupatta” from the car and found injury signs on Praveen’s neck. Suspecting foul play, Savita was taken into police custody and during interrogation she confessed to have strangled Praveen to death with the help of her paramour Vikas. — OC

7 booked for land fraud

A widow, Promila, presently a resident of Nazafgarh in Delhi, has been fraudulently deprived of her 14 kanals and 19 marlas by registering her land in the name of other woman - Shushma of Sonepat.

A case has been registered against seven persons - Shushil, Ishwar, Dharambir and Baru Numbardar of Kurar village, Shishpal of Samalkha, Rakesh of Sonepat and his wife Shushma. According to SHO Rajesh, on the directions of the IGP, Rohtak range, a case has been registered and it is being investigated.

Promila lodged a complaint to IGP V Kamraj alleging that on the basis of fake power of attorney, the alleged accused sold her land for Rs 65.14 lakh and got it registered in the name of Shushila. She claimed that she had never given power of attorney to anyone.
