Vaghela also stated, “The networking system followed during transactions by banks are fully safe and secure as these are thoroughly scanned by the dynamic portal engine CARDI”.

He also said the awareness of clients or the Internet user could certainly lessen the amount of cyber crime. Director and CTO, Tech Defence Private Limited, he had worked with various government agencies on critical cyber security issues and had also been involved in training various state police on cyber crime.

He had worked with the Gujarat police in tracing the origin of the terror e-mails sent before the Ahmedabad serial bomb blasts and was later roped in by the Mumbai Anti-Terrorist Squad. He had also exposed loopholes like SMSes and call forging in mobile networks, session in-hijacking and cross-site scripting.

Throwing light on one of the aspects of 3G systems, which would soon give access over Voice Over Internet Protocol (VOIP), Vaghela said, “This particular system enables the user to make calls to someone from somebody else’s phone number without leaving a clue. The technology is made to provide subscribers with advance applications of diversify networking, but its misuse can lead to any crime as it is difficult to trace the calls and its gateways”.

According to experts, India was developing websites which attracted numerous online shopaholics and led to conversion ratio of identity theft. However, the ensuing technology of various systems and software would provide reasonable value to subscribers.

“A Net user should be aware of the virus floating into his system through the downloading of data, facts and songs from untrusted websites as these can easily seek access into the details of the user. Hoax and junk e-mails should not be entertained by the user as these can lead to the hacking of a user account or the entire website.”

“If and when the subscriber is receiving unwanted messages on his mobile phone or e-mails, he should complain to the police as well as to the service provider,” said Vaghela.

Market associations threaten stir

Annoyed with officials of the Mussoorie Dehradun Development Authority (MDDA), members of local bus stand market, Indira Market Association, New Market Association and Patel Market Association held a protest at the Gandhi Park here today.

A team of the MDDA yesterday had dismantled the construction done by shopkeepers at the old bus stand, stating that the land belonged to the authority and an underground parking was to be constructed there. The MDDA officials had had an altercation with the shopkeepers who said they had been asked by the Dehradun District Magistrate to construct the shops at the old bus stand land after their shops were demolished to widen a road.

The association demanded the registration of a case against the Vice-Chairman and the Secretary of the MDDA on whose instructions the structures were demolished.

Sanjay Sharma, patron of the Sanyukt Sangarsh Samiti, told The Tribune that if the administration failed to accept their demand, they would continue with the protest and might block roads in the future.

Gurbhej Singh, president of one of the associations, said they all were ready to fight for their rights and give a strong reply to the administration.

Baljeet Singh from Tehsil Chowk stated that the administration should immediately provide shops to all the shopkeepers whose shops had been demolished.

Ashok Verma, Leader of the Opposition in the Dehradun Municipal Corporation, said they were with the shopkeepers and would help them in all the aspects.

Another police recruitment drive under cloud

While the rankers’ recruitment of the Police Department is already facing a CBCID probe, doubts are being raised on the ongoing Uttarakhand police constable recruitment that is underway in all the districts of the state.

Ten questions in the written examination of the Uttarakhand police constable recruitment reportedly got leaked. However, the police said they found nothing of the sort and this was a rumour.

MLA Kedar Singh Rawat reportedly received a call from an unknown person that 10 questions of the written examination of the constable recruitment had been leaked. This was telecast on a TV news channel and tension gripped the Police Department.

The police officers said it made inquiries and checked all the papers, but found nothing amiss. ADG MA Ganapathy told The Tribune that this seemed to be a mischievous act of somebody and there was no truth in it.

He said he got to know that MLA Kedar Singh Rawat received a call from somebody, who said 10 questions of the paper had been leaked. “I had asked the Dehradun SSP to find out what was the matter, but it came to light that it was only a rumour”.

In the rankers’ recruitment for the post of SI, two circle officers of Tehri have been transferred and it was likely that the Tehri SP might also face action. Earlier, seven cops who were allegedly involved in the scam were transferred.

Poverty drives youth to suicide

A 21-year-old youth reportedly committed suicide by hanging himself from a ceiling fan with a rope at his residence at Adhoiwala here today. The police said the reason for the suicide could not be ascertained. However, people of the locality said the youth was depressed due to poverty.

According to the Raipur Police Station, the matter came to the knowledge of the police at about 2 pm. The victim Rahul took the extreme step when nobody was at his home. Some of the members of his family reached home in the afternoon and found him hanging from the ceiling.

They called up the police control room that further informed the matter to the Raipur Police Station. The Station House Officer of the police station said a definite reason for the suicide could not be found.

He said people of the area told him that Rahul had been tense for quite some time due to poverty. He was working as a helper in a private company. His father works in the Home Guards Department and mother is a home maker.

Deepak, a resident of Mussoorie, who happened to be there, was watching the whole episode. He came forward and picking up the puppy took it home for keeps. “It was sad to see that people were discarding the poor puppy just because of its gender,” said Deepak. He took the puppy to a veterinary doctor for necessary vaccine immediately.

Speaking to The Tribune, Deepak said he had heard of gender discrimination among humans, but was shocked to see that it was also prevalent while selecting a pet dog.

When contacted, People for Animals (PFA), Uttarakhand, member secretary Gauri Maulekhi admitted that gender discrimination was prevalent among animal lovers due to unfounded reasons.

Gauri further said the main fear while selecting a female dog (bitch) was that while in heat she would be hounded by dogs around the house, thus creating a nuisance in the locality. Another reason was the fear of an additional litter in the house. This was seen by many as cumbersome and a tedious job.

She said some pet lovers felt that dogs made better watch dogs. On the contrary, female dogs were much more affectionate and incurred less damage than the male in the house. She said the only caution that was to be taken when the female of the species was in heat was that it did not mate with too many dogs as that could lead to sexually transmitted diseases (STD) and prove fatal.

Gauri said the PFA advocated sterlisation as a solution to such fears among pet lovers. She asserted that the PFA supported animal lovers who were keen to keep the female of the species as pets and assisted them in sterlisation etc free of cost at Dehradun.

The People for Animals Uttarakhand Board of Directors includes Ruskin Bond (Chairperson), Victor Bannerji, Dr Peter McLaughlin, Dev Lahiri, Vineeta Kumar, Dr Rakish Kumar, Jai Raj and Rakesh Oberoi (treasurer).

Animal welfare bodies express outrage over shooting of pups in Lucknow

As part of a nationwide protest against increasing incidents of animal abuse and cruelty, animal welfare organisations staged a protest meeting at the Gandhi Park here yesterday.

Members of the People for Animals, Uttarakhand, the SPCA, Dehradun, Global Organisation for Animal Lovers, the Arya Samaj and hundreds of compassionate citizens held the protest meeting to defend the cause of speechless animals. This event was initiated as a reactionary outrage triggered by the shooting down of innocent pups by a man followed by his crushing a pregnant bitch under his car deliberately in Lucknow. Protests are taking place all over the country.

The speakers at the protest rally said even in Uttarakhand, thousands of cows and bulls were smuggled out to Uttar Pradesh for illegal slaughter every month. Animals were slaughtered in unlicensed slaughter houses, temples and roadsides.

Espousing the cause of animals across the country, the protesters said people were ill informed about the rights of animals. They said atrocities against animals had increased manifold and the administration stood as mute spectator to these incidents.

Chief Minister Nishank silences his detractors

Uttarakhand Chief Minister Ramesh Pokhriyal Nishank, after getting over internal dissensions within his own ruling Bharatiya Janata Party (BJP), has now started preparing for one of the most crucial political battles of his career — to fight the forthcoming Assembly elections.

Facing an onslaught from two former Chief Ministers, namely Major-Gen BC Khanduri (retd) and Bhagat Singh Koshiyari, against him within the party, Dr Nishank was able to convince senior leaders of the party that he was the best choice to lead the party in the coming elections. On two of the important issues of allocation of hydro-electric projects and change of land use in the famous Sturdia case, which are pending in the High Court, where he could have been in trouble, he manoeuvered well to take back both the decisions.

With an eye on the Assembly polls, he has again shown agility to launch the ambitious Atal Khadyann Yojana to provide cheap rations to below poverty line (BPL) and above poverty line (APL) families, taking his political opponents, particularly the main Opposition party Congress by surprise. By inviting national BJP president Nitin Gadkari to the launch of the Atal Khadyann Yojana, Nishank was able to silence his detractors within the Uttarakhand BJP and also able to win over the party president who praised him publicly.

Nishank is sure that the Atal Khadyann Yojana, if implemented properly, will benefit the ruling BJP at the hustings. However, his opponents, particularly the Congress leaders, are of the view that the scheme was nothing but the Antodaya scheme already being run for the BPL families for which the foodgrains are provided by the Central Government. They also doubt the government plans for a proper implementation of the scheme at the grass-roots level. The ration depot holders are already up in arms over their demand for more incentives. But, on the other hand, the Chief Minister has chosen his handpicked officials to properly implement the scheme.

He has also embarked upon a Vikas Yatra to reach out to the common people in remote areas of each district from February 20. By touring and meeting grass-roots party workers, he will like to rejuvenate the party cadres and also establish himself as a leader of the entire state. Prior to his becoming Chief Minister, he was considered as a leader of the Garhwal region only.

Tiwari creates stir in state politics

Former Uttarakhand Chief Minister and veteran Congress leader ND Tiwari, who has been in the news following his unceremonious exist from the Andhra Pradesh Raj Bhawan for being allegedly involved in a sex scandal and later being dragged in a paternity suit by a youth, has created another stir in the Uttarakhand politics by his actions in the past fortnight. Tiwari, who has been completely sidelined by the Congress, went at the launch function of Atal Khadyann Yojana of the state BJP Government in the presence of national BJP president Nitin Gadkari and on February 19 went to the office of the Nationalist Congress Party (NCP). Although he denied that there was any politics involved in his actions, as he has risen above politics but political observers believe that Tiwari has been trying to not only hog the limelight but also trouble his own party, the Congress. He has been successful to some extent as there was a controversy within the Uttarakhand Congress over the demand of action against him for his presence at a BJP function. But, the grand old man of Indian politics is unfazed and is enjoying every bit of attention.

Small parties mull a third front

With the Assembly elections approaching near, there has also been frantic activity within small political parties and fringe groups to form a third front against the ruling BJP and the main Opposition Congress in the state. There are efforts to form a front of like-minded political forces that could give a third alternative to the people of the state. They believe that Uttarakhand would be going the neighbouring Himachal Pradesh way where two main political parties, the Congress and the BJP, enjoy power alternately. However, Uttarakhand is a different case since the Bahujan Samaj Party (BSP) has emerged as the third major political force in the state in the first two Assembly elections held in 2002 and 2007. It was unlikely that the BSP would like to be part of any such dispensation and would like to go it alone. In the past, such attempts to form political fronts in the elections were unsuccessful in the state.

One-upmanship in BJP takes toll

The game of one-upmanship between Chief Minister Ramesh Pokhriyal Nishank and Leader of the Opposition Harak Singh Rawat, both friends-turned-political foes, has led to the unceremoniously removal of the secretary of the State Minority Commission RS Yadav. He was removed from his position on the express orders of the office of the Chief Minister. Yadav has been caught in the crossfire between the two senior rival political leaders hailing from the Pauri Garhwal region. Rawat has launched a tirade against Nishank within the Assembly and outside.

The Chief Minister also hit back when a complaint was made by a Muslim farmer against Rawat of allegedly usurping his 80 bighas during his tenure as the Revenue Minister of the state in the previous Congress regime. An inquiry was ordered by the district administration in the allegations with Rawat claiming that there was no hanky panky in the land deal. He claimed to have bought the land from its owners.

The administration wanted a case to be registered by the State Minority Commission against Rawat but Yadav refused to do so on the grounds that the commission has no such statutory mandate. It can only recommend action to the state government. He was removed and sent back to his parent Social Welfare Department. Yadav went to the town against the order. But, even a recommendation of Cabinet Minister Matbar Singh Kandari in his favour could not give him back his position.

Cricket World Cup 2011: Sale of TV sets, merchandise picks up

The obsession of the Cricket World Cup 2011 is on a high in India as well as in Doon, and the excitement is set to increase as the Indian squad reaches the crescendo of the mega competition.

While the sale of TV, LCD and dish TVs have increased drastically in view of the World Cup, the sale of official jerseys of the national team has also picked up. Besides this, people will enjoy matches at hotels and restaurants in the city.

Some TV showrooms will show live cricket matches on LCDs displaying them at the front of their shops for cricket aficionados. The most gripped with the cricket fever are some

youngsters, who have got the tickets of the matches booked where the Indian team is scheduled to play.

Ruby, owner of Samsung showroom at Paltan Bazar, said, “Due to the World Cup, our sales has increased by 200 per cent and is likely to increase ahead. People want to see the Indian team winning and if the side reaches quarterfinal/semifinal or final of the World Cup, we might get 500 per cent increase in our business”.

The showroom has made a beautiful dummy pitch with bats and ball kept there inside the shop. “Everybody is appreciating it and as the cricket fever has gripped people, we also want to add to it,” the owner adds.

Rajender, owner of Unique Electronics at Clock Tower, said, “There is a change in the sale because of the World Cup. We have almost registered 30 per cent sale in the business of TV and LCD and it will go up in future”.

The markets have also thrown in special deals. With LCDs, almost all companies are offering free Dish TVs. “We are giving free dish with an LCD and most of the buyers are going in for this deal,” added the owner.

Another good news for cricket fans is that some TV showrooms will put up LCDs in front of their shops for the live World Cup matches. “We will show all World Cup matches on LCDs and also place one facing towards the main road,” said a shop owner of a TV showroom on the Rajpur Road.

Cricket freaks are also going for official jerseys of the national cricket team. The official jerseys which Indian players are donning are available at Rs 2,495 each. While training jerseys of the players will cost Rs 1,595 and the round jersey Rs 895.

Executives at the Nike showroom on the Chakrota Road said 10 jerseys had been sold out and the sale would pick up further.

Foreigners and NRIs are mostly buying these to gift to their relatives in India and for themselves.

Besides, for those who cannot afford the branded jerseys, can also go for the non-branded ones, which are available at the Indira Market and the Paltan Bazar at nominal rates.

Our youngistan has gone gaga over the World Cup fever and they have bought tickets for different cities where the matches of the men in blue will be played. “I have two tickets for the Mohali cricket stadium, and my friend and I will go to see the Dhoni XI playing live,” says Akash Negi, a student of DAV.

BEd Counselling
Varsity blames state govt for delay

Kumaon University has put the ball in the court of the state government on the issue of delay in the counselling of students who are to be enrolled in various colleges offering BEd course.

According to Vice-Chancellor of the university Dr VPS Arora, “The facts must be put before people. The government is supposed to give recognition to the colleges before students enrol for the course. Only two colleges have been given the said recognition till now”.

He further stated that the same recognition was to be given even to government colleges, which offered the said course. It is learnt that there were more than 32,000 seats in the offing and despite having cleared the entrance examination, the fate of students hangs in a limbo following delay in the counselling.

“Delay in counselling will lead to delay in beginning of the session. This has become an annual affair,” he said.

The VC further pointed out that the matter was pending in the High Court. He related that there were instructions from the court that the counselling for all the colleges was to be held simultaneously.

“If we hold the counselling for the two colleges cleared by the government, it will amount to the contempt of the court and the university is likely to be hauled up,” he said.

Replying to a query pertaining to the persistent demand for opening a university counter in Haldwani, Dr Arora said a proposal regarding this had already been sent to the state government.

Kumaon University okays recruitments for academic posts

Kumaon University has started making recruitments against vacancies in various departments. The executive committee of the university that met yesterday gave a green signal to the recruitments and ratified the appointments of 15 persons against various academic posts.

Vice-Chancellor of the university VPS Arora said, “It has been decided to recruit retired and experienced people for a period of one-and-a-half years against the vacancies till they are filled by regular appointees. These appointments will be on the principle of last pay minus pension”.

On the controversy stirred by the resignation of senior academician NS Bisht, the committee had also decided to convene a special meeting in the first half of next month, during which all the facts related to the issue would be taken up. “As of now his resignation has neither been accepted nor rejected,” said Dr Arora.

Honouring eminent neurosurgeon Dr Raj Kumar of the Sanjay Gandhi Post Graduate Institute of Medical Sciences and eminent geologist Prof KS Valdia was also decided in the meeting. The university has decided to confer honorary status of Professor Emeritus upon them.

The committee also passed a resolution for appointing the faculty for mathematical sciences and the proposal has been sent to the Chancellor. The statutes would be amended to facilitate the appointments after the approval of the latter. A university song was also approved at the meet.

Arora disclosed that all the PG courses would run on the semester pattern from the next session and all the graduate courses would run on the similar pattern from the session 2012-13.

The committee also decided to award 20 doctorate degrees to the students, who have submitted their dissertations on various subjects.

Dr Arora said the committee had also approved the installation of an anti-piracy software in the library and henceforth, thesis submitted by students would be scanned through this software to ensure that the research matter had not been lifted on the cut and paste pattern.

The committee has also given its approval for awarding the Vice- Chancellor’s gold, silver and bronze medals to meritorious students from every department at the PG level. A roll of honour will also be given to the best department in the university and the colleges affiliated to the university.

Easy win for Secretariat against BSNL

BSNL was beaten by Secretariat by five wickets in the 60th District Cricket League Tournament that held at the Survey of India stadium, Hathibarkala, here today.

Batting first, BSNL scored 160 runs in 30 overs for eight wickets. The innings of the team revolved around Sanjay Joshi (78) who scored a quick half century. The rest of the batsmen failed to impress.

Rajeev Negi of Secretariat took three wickets. Vikash, TH Khan and Rakesh Joshi got one wicket each.

Playing second, Secretariat achieved the target in 21.5 overs losing five wickets.

Bhupender (60) and TH Khan (57) led their team to victory. AS Bhandari of the rival team got four wickets but no other bowler could strike.

Tomorrow, Cricket Association of Uttarakhand will take on Khadim Cricket Academy, Doiwala.

ITCC pip Doon Colour

ITCC defeated Doon Colour by 42 runs in the ongoing Uttarakhand Cup Beehive Challenger League Tournament held at Matawala Bagh here today.

In the stipulated 20 overs, ITCC set a mammoth target of 166 runs losing five wickets. Guarav (80), Sushnat (27) and Gulzar (26) were the principal scorers for the batting side. For Doon Colour, Tanzim got maximum three wickets while Faizal and Vishal got one wicket each.

In reply, Doon Colour could score only 123 runs in 20 overs. Tanzim (23), Munna (13) and Sonu (11) were the main scorers for the team. Mohit and Sushant of ITCC took three and two wickets respectively. Arun pocketed one wicket.

Meanwhile, AL Fateh was given a walkover against the Doiwala team, as the latter didn’t reach the venue. Mussoorie XI will play against Best Club in tomorrow.

Scholars Home celebrates founder’s day

Students of Scholars Home celebrated the founder’s day of the school here today. The programme began with the chanting of shlokas, while Chhaya Khanna, Principal of the school, and Col Pankaj K Kumaria, chief guest, paid homage to Sushila Khanna, founder of the school.

The students participated in various activities like flower arrangements, clay modelling, doll and mask making, tray garden, balloon craft, rock painting and carton craft, exhibiting their creative and innovative skills.

Through the science exhibition based on the theme “From Evolution to Revolution”, the students tried to spread awareness about the conservation of soil and other natural resources.

The highlight of the event was kite flying, while the most awaited was the dance fiesta, which started with Ganesh Stuti.

Students from classes LKG to XII participated in a variety of dances and won accolades from the audience.

The chief guest distributed prizes among the winners. He congratulated the winners and encouraged others with his motivating speech. The programme culminated with a vote of thanks delivered by the principal.

Need to identify talent in every child: Minister

State Education Minister Gobind Singh Bisht has called upon public representatives to propagate the schemes launched by the government in the education sector so that the deprived sections of society can get the benefits of these schemes.

Speaking at the inaugural function of a two-day education fair held under the Sarv Shiksha Abhiyan at Mehragaon in Bhimtal, the minister elaborated on the Sapnon ki Udan, an initiative of the state government. He said the talent in every child needed to be identified and children must be encouraged to pursue their dreams. This way they would turn out to be more beneficial for the society besides having absolute contentment.

He called for a close coordination between the teachers, students and the parents to make education more meaningful. Talking about the fresh initiatives of the government, the minister claimed that the government was carrying out a drive to issue a health card to every student across the state and a medical checkup of every child would be done every month.

The government will be providing dress to the girl students free of cost and also to the boy students from the below poverty line (BPL) families twice a year. Besides, the girl students till class VIII would also be given fare for travelling to the school and back.

Students proved their mettle on the field on the third day of the 12th Annual Sports Competition at the Sardar Bhagwan Singh PG Institute of Biomedical Sciences and Research here today.

Individual titles were also given to the winners. In triple jump (men) Rahul Singh of Fateh House stood first. In javelin throw (women), Priyanka of Fateh House bagged the first position and (men) Rajesh Negi of Jujhar House stood first.

In 200 m race (men), Rahul of Fateh House stood first, in 100 m race (women), Priyanka of Fateh House bagged the first position and in 100 m race (men), Rahul of Fateh House stood first.

In 4X400 m relay race (men), Rahul Singh of Fateh House was declared first and in 4X100 m relay race Jyoti Farswan of Ajeet House was declared first.

Fancy dress, skit marks annual day celebrations

Doon Kids School celebrated its annual day with a fancy dress competition today. A large number of students participated in the event. The chief guest of the occasion was Vinod Chamoli, Mayor, Dehradun, accompanied by Shadhna Sharma, president, Uttarakhand Mahilla Association, and Anuradha Baba, teacher, Welham Girls School, as special guests.

Chamoli inaugurated the event. The students put up a wonderful presentation of songs, dances, music and skit. The highlight of the show was “Save Animals”, a skit based on dance-drama style, received appreciation and applause from the audience.

In the fancy dress competition Sara Kukreti , Prabhakar Barthwal and Swati Mehta stood first, second and third, respectively.

Principal Ritu Mehta gave away the prizes and congratulated the winners. The programme culminated with the singing of the National Anthem.

ABVP for probing cases of corruption

To protest against the rising corruption in the country, members of the Akhil Bhartiya Vidhyarthi Parishad (ABVP) held a 24-hour hunger strike on Thursday. The protestors staged a dharna on the DAV PG College campus where a large number of students had gathered to raise voice against corruption.

Addressing the gathering, Jitender Rawat, former president of the party, expressed his concern over the social evil and its consequences.

Anshul Chawla, president of the DAV PG College Student Council, said, “Corruption has already crept into government departments and will fracture the backbone of country’s economy”.

Chawla said, “The recent scandals and scams of Commonwealth Games, 2G spectrum and Adarsh Housing Society have created a bad image for the country”.

The association has requested a probe into the matter.

90 docs take part in CME

The Uttarakhand State AIDS Control Society organised a CME for doctors of the state to discuss the proper use of blood components here today. As many as 90 doctors from all over the state participated in the programme. Additional Secretary to the Chief Minister Dr Ajay Pradyot was the chief guest.

Explaining benefits of using blood components, HOD, Indraprashtha Apollo Hospital, New Delhi, Dr RN Makroo said, “It should be understood that blood has a lot of components that need to be used separately. All the components should be used accordingly after testing the disease and not as a whole blood”.

HOD of the HIHT, Dehradun, Dr D Gaur talked about the rational use of platelets while Assistant Director (Technical) of the IMA Blood Bank, Dehradun, Dr Iva Chandola talked about the clinical transfusion procedure. — TNS

Students put up science exhibition

It was fun-filled day for students of Shalini School who observed K Srivastava Memorial Day in the school campus here yesterday. The students put up an annual science exhibition on display.

The programme commenced with a floral tribute to the founder principal’s statue followed by the art exhibition. A large number of parents and guests visited the exhibition.

Students from nursery to class X put up their innovative hand work in paper, cloth, jute, glass and various other materials. The primary section had the theme “Tour of Nature” where they displayed their talent with screen-printing on fabric.

Tehri leopard may be declared man-eater

Uttarakhand’s Tehri forest authorities have recommended to the office of the Chief Wildlife Warden to declare the Bhilangana leopard a man-eater after a girl was mauled by the same leopard the previous evening.

A 13-year-old girl was mauled by a leopard at Chamiyala Patharpatti in the Bhilangana block of Tehri district around 8 pm yesterday. The girl was playing in the courtyard of her house when the leopard took her away.

The girl’s body was recovered today by the Tehri forest authorities in the nearby forest.

According to Mukul Joshi, DFO, New Tehri, a recommendation for declaring the leopard a man-eater had been sent to the office of the Chief Wildlife Warden.
