Armed with CPCB and HSPCB data, Haryana today approached the Centre to direct its immediate neighbours Delhi, Himachal Pradesh, Uttar Pradesh and Punjab to stop polluting the Yamuna and the Ghaggar.

Haryana Environment Minister Ajay Singh Yadav, who took up this inter-state matter with Union Environment Minister Jairam Ramesh, claimed while his state was taking adequate pollution control measures, the rivers continued to be polluted by indiscriminate discharge of untreated effluents by its neighbours.

The polluted Yamuna in turn was polluting the waters of the Agra and Gurgaon canals.

Yamuna in particular continued to receive untreated or partially treated effluents from Delhi at the Badarpur border from 22 drains of Delhi and one of UP. Yadav said the BOD level in the river at the Badarpur border was in the range of 12 and 30 mg per litre against the permissible limit of 3.0 mg per litre.

To prove his point that there was no direct discharge of effluents into the Yamuna from any Haryana town upstream of Wazirabad waterworks, Yadav said the CPCB and HSPCB data showed the BOD of the river water before entering Delhi ranged from 1.10 to 2.70 mg per litre while the ammonical nitrogen content was practically nil.

“This shows that all parameters are within the permissible limits at village Palla in Sonepat.” Yadav said the matter regarding the Yamuna had been repeatedly taken up by Haryana at various levels, but without much success.

Not having received any response from Delhi, in January 2009 the then Haryana Environment Minister had written to the Prime Minister and in February 2010, he had written to Ramesh too. “Haryana has not yet received any response to these communications,” he said. Referring to the Ghaggar, Yadav said its water was being polluted due to the discharge of toxic industrial and domestic effluents by towns and industries located in Parwanoo, Brotiwala and Kala Amb in Himachal Pradesh. Untreated industrial effluent and sewage effluent of Parwanoo was being discharged into the Sukhna Nallah which joined the Ghaggar.

The BOD value of the Sukhna Nallah ranged between 16 and 121.8 mg per litre. The Ghaggar was also being grossly polluted at Tiwana Sarata, Rat Tanheri, Khanauri, Manak by industries located at Dera Bassi, Banur, Patiala and Rajpura in Punjab, he added.

Mirchpur Dalits won’t go back

The 135 Dalit families of Mirchpur village camping at the farm- house of Ved Pal Tanwar here today refused to go back, saying they must be resettled outside the village. A group of Dalits led by advocate Manphul Singh had gone to the farmhouse ostensibly “to free the detained Dalits.”

However, the Dalits camping there told them that they were staying there willingly as there was no possibility of their returning to Mirchpur. They told the delegation that they would accept nothing short of rehabilitation in Hisar. They reiterated their demand for allotment of built-up houses on plots measuring 200 square yards.They handed over the delegation a copy of the memorandum they had submitted to the administration last week in which they had sought Maharshi Balmiki Colony for the Dalits of Mirchpur.

Talking to mediapersons, Tanwar said the Dalits were insecure and must be resettled at Hisar. If the government refused to accept their demand, he would give a 100 square yard plot to each Dalit family.

Most Dalit families squatting at the mini secretariat here have already returned to Mirchpur.

Jind, February 7
It is more than 11 days since the Sarvajatiya Sarvakhap Mahapanchayat withdrew its stir on the Mirchpur issue following talks with Chief Minister BS Hooda at Kaithal on January 26, but the police is yet to identify and arresting those booked for blocking road and rail traffic in the district.

The GRP had booked four types of cases against unidentified and unnumbered persons for disrupting traffic on the Jind-Ferozepur. The authorities had claimed that the agitation had resulted in a loss of over Rs 200 crore to the railways.

More than a dozen trains besides a large number of goods trains were diverted during the agitation, said a railway official.

The local police had registered cases for felling of trees, blocking highways and torching a bus of the Haryana Roadways.

“We are in the process of identifying the accused named in the FIRs and the arrests will be made thereafter,” said the SP, Ram Singh Bishnoi.

He said “the police has been trying to get the help of locals so that no innocent person is harassed.” Most locals are reluctant to cooperate with the police.

1,689 BEd seats to remain vacant

Nothing less than 1,689 BEd seats will remain vacant in Haryana colleges, as an educational society’s attempts for another counselling session has failed to find favour with the Punjab and Haryana High Court.

The development is significant not only because the High Court has held that the process of filling the seats cannot go on till eternity, but also as it is now apparent that Haryana has more seats than students for the BEd course.

Taking up an appeal by the Haryana Education Society, Acting Chief Justice Ranjan Gogoi and Justice Augustine George Masih have ruled: “There can be no doubt that if vacant seats are available and the courses have not progressed too far, an attempt was to be made to fill the vacant seats.

“In the present case, such attempts have repeatedly been made, yet 1,689 seats could not be filled. It is the admitted case of the appellant-writ petitioner that the session has already commenced and the course is presently going on after reopening of the colleges on January 17.”

Going into the background, the Bench asserted that: “The appellant-writ petitioner is a registered society running and managing many educational institutions in the state, which are engaged in conducting the BEd course.

“The essence of the relief prayed for in the writ petition, which has been declined by the Single Judge, is for a fresh process of counselling to admit students against the vacant available seats….

“The Single Judge recorded the conclusion that of the candidates admitted i.e. 61,055, almost 52 per cent were from the state of Haryana, whereas remaining 48 per cent were from other states. The Single Judge took the view that notwithstanding the somewhat liberal approach that should be adopted in such matters, in the interest of the college having the vacant seats, finality must also be given to the admission process….

“Eight counselling sessions, preceded by advertisements, were held between September and December, 2010. In spite of it, 1,689 seats are lying vacant in all colleges of the state offering the BEd course….

“In the totality of the facts of the case, the view taken by the Single Judge that the admission process should reach a finality and should not be allowed to drag on, which itself may be detrimental to the interest of the course, cannot be faulted by us while exercising jurisdiction in a intra-court appeal.

“We are, therefore, of the view that in the facts and circumstances of the case, interference with the order of the Single Judge will not be justified.”

If allegations in a petition filed before the Punjab and Haryana High Court by a Jaipur-based gang-rape victim are to be believed, the police is going slow against some of the accused as they belong to the community that supported Haryana Cabinet Minister Rao Narender Singh in the elections.

In her petition, the victim, a resident of Sodala in Jaipur, has alleged that the Superintendent of Police, the Additional Superintendent of Police and another police official of Mahendragarh district are “under local political and caste pressure”. The petitioner too is being pressurised to make a compromise.

Taking up the petition, Justice Nirmaljit Kaur has issued notice of motion to the state of Haryana, the Home Secretary and police officials. Justice Nirmaljit Kaur has also called for the status of the FIR registered on the victim’s complaint.

Claiming to be working as an assistant sales manager with an insurance company, the petitioner alleged that on December 30 last, the accused gang-raped her in a shop by intoxicating her after calling her on some “wrong pretext”.

Seeking directions to the respondents for “conducting a fair and impartial investigation”, she has also asked for handing over the probe of the FIR under Sections 328, 342, 376 (2) and 120-B of the IPC to the crime branch or any other independent agency.

Directions have also been sought to the Home Secretary “to take appropriate legal action against the guilty police officials of Mahendragarh district in delaying and hobnobbing the matter under the local caste and political pressure”.

She added that the police arrested two accused Jatinder and Maru Ram in the FIR. However, the “police is not arresting the remaining accused, despite the fact that every evidence is available with the police”.

The petitioner added that the accused belonged to a dominating caste and has around 25,000 votes in the Narnaul constituency and they supported the present local MLA.

She further added that the “act and conduct of the Haryana police has earlier also come under the scanner of the Supreme Court and the High Court, as a number of rape victims have committed suicide in front of the office of the Home Secretary, as the Haryana police did not take any action in serious matter of rape.”

Power cuts back in state

The summer is yet to set in… but the power cuts in Haryana are back. Rural, domestic, industrial and urban consumers, in most parts of the state, are reeling under power cuts ranging from three to five hours a day.

With the state government being unable to ensure that the new power generating units in Hisar and Jhajjar get commissioned on time, power situation in the state is unlikely to improve in the coming months, even as the demand is expected to go up drastically.

In Jind, residents complain that they are facing five to six hours of power cuts a day. Gyan Devi, a housewife in Jind, said for the past few days, they were facing an hour long power cut after every two hours (when power was available). “It is not even summer yet. What will happen when summer sets in and the demand in agriculture sector and for domestic consumers goes up?” she rues.

Though unlike in Punjab, there are no weekly offs on industry in Haryana, industrialists allege that they are facing four to five hours of power cut daily. CB Goel, former president of Haryana Chamber of Commerce and Industry, said more than the scheduled power cuts, it was the frequent trippings in the grid that was affecting industrial production. “Every time there is a tripping, it takes half an hour for the authorities to restore supply. Because of these disturbances, we cannot even run the industry on generators, and our production suffers,” he says.

It is learnt that against a demand of 3,700 MW, the average availability of power from different sources is around 3,500 MW. Officials in the state power utilities informed TNS that yesterday, as against a demand of 3,700 MW, they were able to supply 3,650 MW of power.

“There has been some gap in demand and supply, forcing us to impose power cuts ranging from 2-4 hours on different categories of consumers,” admitted a senior official of the Uttar Haryana Bijli Vitran Nigam (UHBVN).

He said for the past few days, the power supply was affected because of some transmission problems, which were sorted out.

He, however, added that the demand for power had gone up by 20 per cent over last year. “Though we have made arrangements for supplying additional power, the situation will improve only after the new power plants get commissioned,” he said.

Newly-wed commits suicide in Karnal

A newly wed, Lahkvinder Kaur, allegedly committed suicide by shooting herself at Bansa village here last night. The parents of the deceased alleged that their daughter was shot dead. The police has registered a case against the in-laws of the victim for abetment to suicide and torturing her for dowry.

Lakhvinder’s brother said he was informed that his sister died after she fell from the roof, whereas the fact was that she had been shot. Suspecting foul play, he said his sister used to complain that her in-laws tortured her for dowry.

Assandh DSP Madan Lal and Nissing SHO Varinder Rana reached the spot and sent the body for a postmortem. The DSP said he suspected that it was a case of suicide, but nothing could be said till the postmortem report came.

The police said Lakhvinder got married to Gurvinder of Bansa village four months ago. Gurvinder was already married and had a daughter, but the craze for a son drove him to tie the knot with Lakvinder. His two wives could not live in harmony and quarrelled frequently.

Lakhvinder’s parents have demanded an action against the first wife of Gurvinder and the in-laws.

Truck operators up in arms

Truck operators in this district are up in arms against the alleged step- motherly treatment meted out to them by the state government. Under the banner of Bhaichara Transport, they handed over a charter of demands to the DC, Amneet P Kumar, at the mini secretariat here today.

They alleged that those plying tractor-trailers were doing so illegally without paying charges to the government.

These overloaded vehicles plying illegally on roads not only caused a huge loss to the exchequer, but also harmed the business interests of the truck operators. The truckers, led by their president Surjit Singh, pointed out that though they paid all the taxes levied by the government, their vehicles were challaned on account of overloading.

However, those plying trailers were not challaned for the same offence.

The also said that tractor-trailers were allowed to be used for agricultural purposes, but these vehicles were being used for carrying sand and bajri from mines. Not only this, the government agencies also hired such vehicles for loading foodgrain, rice and fertilisers.

The truckers said that most of them were solely dependent on their transport business for a livelihood and were facing financial losses because of the tractor-trailers.

The protesters threatened to launch an agitation if the plying of these tractor-trailers was not checked.

Lawyers’ strike on Feb 10

Expressing solidarity with the agitating members of the Rewari District Bar Association, advocates in various districts of Haryana will keep their court work suspended on February 10, by way of statewide protest.

A decision to this effect was taken at a meeting of the functionaries of various District Bar Associations under the chairmanship of vice-president of the Rewari Bar Association Chandan Singh Yadav here today. Simultaneously, it was also announced that in response to a call given by the Bar Council of the Punjab and Haryana High Court, functionaries of the District Bar Associations would reach Chandigarh on February 11 where CM Bhupinder Singh Hooda would address them.

They plan to present a memorandum to the CM seeking the arrest of the killers of the son of the Rewari District Bar Association chief.

The bridegroom had come from Dhansu village in Hisar . “The family members failed to produce proof of Sapna’s age, claiming that she was born in 1992.

“When quizzed, Sapna maintained that she was born in 1994,” said Mittal. The family members had promised her they would send the girl to her in-laws’ place after she attained adulthood , she added. — TNS
