Mutilated body of woman found
Mussoorie, January 4
The Mussoorie police found a severely mutilated body of an unidentified woman, presumably in her 30s, lying among rocks on the Mussoorie Kempty road today. An anonymous caller informed the police around noon that the body of a young woman in a severed condition was lying in the bushes just below the main gate of Mussoorie International School.

Chufal irked at move to oust Zila Panchayat Chairperson

Cabinet nod to New Mandi Act

The Uttarakhand Cabinet today gave its approval for the proposed New Mandi Act that would lead to the beginning of contract farming in Uttarakhand.

While briefing mediapersons today, Chief Secretary Subash Kumar said to become an Act, it would now be put on the table in the next session of the Vidhan Sabha.

“The draft of the Act has adopted some of the provisions present in the Central Government Act, taken some provisions from the Uttar Pradesh Act and introduced some variations according to the requirements of the state,” said the Chief Secretary.

The Act, once implemented, would encourage private participation and also help the state government to utilise Rs 250-crore Central subsidy for building cold storages at the places where they are required urgently.

In another decision taken by the Cabinet to tide over the shortage of teaching staff at Haldwani and Srinagar medical colleges, approval was given for the constitution of committees for overseeing the selections to the posts of Associate Professor, Assistant Professor, Junior Resident Doctor Professor, Head of Department, etc.

“Depending upon the seniority of the post, the selection committees will be headed by senior bureaucrats and the Director-General of Health,” said Subhash Kumar.

In Haldwani Medical College, 136 posts are vacant while in Srinagar Medical College 42 vacant posts are yet to be filled.

In another important decision aimed at generating more revenue, the Cabinet approved the proposed amendment to the Indian Stamp Act (1899) and that to the Indian Registration 1908 Act (Uttarakhand Amendment).

“The instrument of registration and rules pertaining to it like the related papers, etc, will now be electronically enabled. We will be introducing an enabling provision by which lost instruments could be recreated,” said Alok Jain, Principal Secretary, Finance.

Besides, the Cabinet also approved the decision to reduce the stamp duty in release deed, partition deed and settlement deed pertaining to gift of family property within the family.

UKD expels Bhatt, 2 others for lifetime

President of the Uttarakhand Kranti Dal (UKD) Trivender Singh Panwar has expelled founder leader and Uttarakhand Food and Civil Supplies and Revenue Minister Diwakar Bhatt from the party for life for going against the party’s diktat of resigning from the BJP-led state government in the wake of the UKD’s step to withdraw support from the BJP Government.

The other leaders who also got the axe were Chairman of the Disciplinary Committee Krishan Bhatt and chief spokesperson Satish Semwal. They have been expelled for speaking against the party president. Two MLAs Pushpesh Tripathi and Omgopal Rawat have been made leader and deputy leader of the legislature party, respectively.

Panwar said today that Bhatt had been asked to resign from the Cabinet on December 27 after the UKD had withdrawn support from the state government. He had been suspended from the primary membership and served a notice on December 31 to reply within three days about his refusal to resign from his ministerial position. Since neither had he resigned, nor answered to the notice, he had been removed from the party for lifetime, Panwar said, adding that the party took a strong notice of his anti-party statement in the press. Panwar also made it clear that it was wrong to say that he took the decision pertaining to the withdrawal of support from the state government without informing the Working Committee about it. He mentioned the dates when this issue was discussed at various meetings of the committee held at different places. He also cautioned other members of the party against hobnobbing with the expelled leaders. Meanwhile, BD Raturi, senior leader of the party, has denounced the action taken by the party president against Diwakar Bhatt, Krishan Bhatt and Satish Semwal.

He said: “We strongly condemn the action taken by the president against senior leaders of the party. Therefore, I, along with Diwakar Bhatt, Krishan Bhatt, Satish Semwal, Pushpesh Tripathi, Omgopal Rawat, Ved Uniyal and Kashi Singh Aeri, would meet Governor Margaret Alva tomorrow and apprise her about the unconstitutional way of withdrawal of support from the state government adopted by the autocratic president of the UKD. We will also affirm our support to the state government,” said Raturi. He alleged that the UKD President could not select the leader and deputy leader of the legislature of the party as those selections were done by the party legislators from among themselves. In this case only one was in favour and two legislatures were against the President’s decision, he alleged.

The expelled Uttarakhand Kranti Dal (UKD) leader and minister in the Nishank Government Diwakar Bhatt seems to be inching closer to the ruling Bharatiya Janata Party (BJP) with each passing day.

After previous day’s meeting of Bhatt with Chief Minister Ramesh Pokhriyal Nishank, today, state BJP President Bishan Singh Chufal hinted at the growing closeness between Bhatt and the BJP. He did not rule out his induction into the party.

Avoiding a direct comment on the UKD, Nishank did not shy away from revealing BJP’s sudden proximity with Bhatt in the wake of the latter’s resistance to any UKD move to withdraw support from the ruling BJP.

Nishank described Bhatt as a honourable member of his Cabinet and rejected any possibility for his exit from his Cabinet in the near future. “Bhatt will remain with us and we are also hopeful that the UKD too will remain with us,” Nishank said. He, however, was also quick to remind that the BJP Government had a comfortable majority in the Uttarakhand Assembly and was functioning smoothly.

“If Bhatt is expelled, then we have no objection to him joining the BJP,” Chufal told The Tribune.

Yesterday, Bhatt had a closed-door meeting with the Chief Minister. Bhatt made a surprise entry at a Dalit convention of the BJP in Haridwar to meet the Chief Minister there. The two shortly left for an unknown destination to hold a meeting. Sources said they looked into the possibility of Bhatt joining the BJP.

Interestingly, UKD President Trivendra Singh Panwar today tried to corner Bhatt by appointing Dwarahat UKD MLA Pushpesh Tripathy as UKD legislature party leader and Narendra Nagar MLA Om Gopal as deputy leader in the House. Earlier, Bhatt held the post of UKD legislature party leader.

Mayor to reconsider issue of renaming Chanderbani area

Dehradun Mayor Vinod Chamoli has said he will soon sort out the matter of renaming of the Chanderbani area as Chaudhary Charan Singh by the Municipal Corporation. A large number of residents of the area had objected to the change of name.

Members of the Shree Ganga Uddar Sena Samiti, Gautam Kund, Chandrabani, Arkediya and Mohebewala had met the Dehradun District Magistrate (DM) yesterday and asked him to ensure that the name of the Chanderbani Chowk remained the same. The matter was further referred to City Magistrate MS Bisht, who asked the Mayor to reply within a week’s time.

The Mayor today constituted a committee comprising five peorsons, Dr Vijender Pal, councillor Ashok Verma, Sushil Gupta, Amita Singh and area councillor Sanjay Gupta, who will be investigating the matter and submit a report to him as soon as possible.

The Mayor had recently during a board meeting said they would be changing the name of Chanderbani Chowk to Chaudhary Charan Singh Chowk, but it seems that residents of Mohabewala have not accepted it. They told the DM that as the area did not fall under the nagar nigam, who was the Mayor to change its name. The residents also met the Mayor at his office here today.

Talking to The Tribune, the Mayor said, “It is a matter of faith as the Chanderbani area has a great historical background. It is the place where Ahiliya was cursed and Hanuman was born. Also Guru Dronacharya’s wife belonged to this place. I am myself attached with this place for the past 15 years and I can never think ill for it. But on the other hand, former Prime Minister Chaudhary Charan Singh also played an important role in our lives. We need to sort out the matter so that it does not hurt the sentiments of the locals”.

“How does a change in a name matter?” he further asked and said, “Not many know that the ISBT Chowk is known as Balmiki Chowk, or that the Reetha Mandi Chowk is named after former President Abdul Kalam or that the Prince Chowk is named as Agrasen Chowk even as his statue is displayed there. Thus, a change of name should not matter”.

On being asked that the villagers had stated that the area did not come under the nagar nigam, he said, “The area of the state capital has widened now. Like Delhi is spread up to Noida, Gaziabad etc, similarly Dehradun has extended itself to far-away places”.

The team will be visiting the village on Wednesday. The Mayor further said to avoid controversy in future, they would publish the details in newspapers and people could approach the MC in the stipulated time if they disagreed with the same. If they didn’t receive any objection, then only would they present the topic in the board meeting for its nod.

Smriti sees better role for women in Indian politics

Soap star-turned-politician Smriti, who was in Dehradun to attend a two-day convention of the women’s wing of the state BJP, said the electoral success in as many as 10 seats out of 13 seats ticket which were given to women workers by the BJP indicated a new trend in the Indian politics and was a precursor to better days ahead for women in the country’s politics.

“Women are soon turning into loyal voters and the Bihar Assembly elections have certainly set a new trend. The BJP in all 55 Assembly seats contested by it in Bihar, gave party ticket to as many as 13 women workers. Out of these 13 seats, women workers of the party emerged victorious in 10,” she said, adding that she hoped for a better representation for women even in Uttarakhand politics.

Referring to the Arushi murder case, Smriti said the CBI had failed in its task and had more or less turned into an organisation with a mandate to give a clean chit to the Congress Government. She said the recent revelations by the Income Tax Tribunal in the Bofors kickbacks case had exposed ill working of the CBI.

The BJP leader disclosed that the party had set up a Nari Shakti Kendra in every district for providing assistance to women in legal, health and other matters.

Smriti of “Saas Bhi Kabhi Bahu Thi” fame said she strongly favoured a check on reality shows. “We have given several representations to Union Information and Broadcasting Minister Ambika Soni seeking a check on these reality shows, but the minister has so far failed to take notice of the matter,” she observed.

Mutilated body of woman found

Mussoorie, January 4
The Mussoorie police found a severely mutilated body of an unidentified woman, presumably in her 30s, lying among rocks on the Mussoorie Kempty road today. An anonymous caller informed the police around noon that the body of a young woman in a severed condition was lying in the bushes just below the main gate of Mussoorie International School.

Police personnel immediately reached the spot, along with the media.

The body was badly mauled, presumably by wild animals, and reduced to bare bones with some portions of a hand and a foot intact. The woman was draped in a blue sari and a pink blouse. Her slippers were lying a few yards away from where her body was recovered and her green-coloured bangles were strewn all over the place. The mentionable point was that her silver ornaments were intact on her left foot. The police also found more silverware and a light brown-coloured shawl near her body. Besides, the name Preeti was found tattooed on the body of the deceased.

The police said the body looked several days old and the reasons of the death would only be ascertained after the post-mortem report. The police has sealed the body and sent it for further investigation. The way the body has been recovered in these parts, it looks like it was brought from outside the town as no missing report of any person has been filed in either Mussoorie or Kempty police station.

Society of Jaunsar people renamed

The hues of the Jaunsar Bawar culture were visible in the pilgrim city yesterday with people from that area dressed in their regional attire presenting a variety of cultural programmes to mark the formation of the Jaunsar Bawar Scheduled Tribe Welfare Society at Sector-1, BHEL.

Gopal Singh Panwar, secretary of the society, said in view of the presence of a large number of people from the Jaunsar region in Haridwar, a society had been formed a few years ago. The society was then named the Karamchari Mandal, but now the executive had passed a resolution to rename the society as the Jaunsar Bawar Scheduled Tribe Welfare Society.

The society will be taking up the issues related to the members of the society seriously apart from spreading the Jaunsar culture in the district, he added.

Talking about the steps to be taken to uplift people from the Jaunsar-Bawar region, newly elected chief of the society Amar Singh Rawat said people of their region had been performing well in the various fields.

The newly elected executive comprises vice-chief Prem Singh Chauhan, general secretary Gopal Singh Pawar, secretary Sikandar Singh Tomar, treasurer Khazan Singh Chauhan and accounts in charge Surendra Joshi.

Chufal irked at move to oust Zila Panchayat Chairperson

Angry over the move of fellow party men to oust their own party chairperson of Zila Panchayat, Pithoragarh, state BJP chief Bishan Singh Chufal has summoned district BJP chief Kishan Bhandari to Dehradun to discuss the matter. “It is a wrong move in view of the coming Assembly elections in 2012 when the party is trying to regain the confidence of the weaker sections of society,” Chufal told this correspondent over the phone from Dehradun.

The move to oust the Zila Panchayat, Pithoragarh, Chairperson Ranjna Devi has not only annoyed the party chief of the BJP, but also other political parties, including the Congress and the BSP.

Pithoragarh Congress chief Mahendra Singh Lunthi said: “Since a Dalit woman for the first time became the first citizen of the district, certain RSS followers active within the BJP had started a movement to oust her”.

Jagjivan Singh Kanyal of the BSP has termed the move as a torture to her for being a Dalit and demanded an inquiry into the matter. Ranjna took over as Zila Panchayat Chairperson some two years ago.

According to sources, out of 35 members of Pithoragarh Zila Panchayat, 16 members support the BJP while 13 support the Congress. Six members are independents.

Kashipur landless people step up stir after death of agitator

Haldwani, January 4
The agitation being carried out by landless people in Kashipur has intensified following the death of an agitator reportedly due to the prevailing cold wave conditions. The landless people of Kashipur have been seeking allotment of surplus land after the ceiling of lands in the Escorts Farm area.

The agitation has been on for almost two months now. According to information, the condition of 55-year-old victim Shivcharan had deteriorated on Saturday following which he had been taken to the Government Hospital. However, he was later taken home. It is learnt that the doctors at the hospital had referred him to a bigger medical facility. It was at his home that he breathed his last on Monday.

The dharna being staged by the agitators continued outside the office of the Sub-Divisional Magistrate (SDM).

A large number of landless people under the banner of the Uttarakhand Bhumiheen Sangharsh Samiti have been alleging that despite the High Court allocating 1,193 acres for distribution among the landless after the ceilings, the government has done nothing in this regard.

They have threatened to intensify the agitation in the days to come. They are peeved over the fact that despite the protest going on for almost two months, no representative of the government has bothered to listen to their grievance.

Govt committed to women’s empowerment, says CM

Uttarakhand Chief Minister Ramesh Pokhriyal Nishank has reaffirmed the state government’s commitment to work for the betterment of women in the state.

Addressing the inaugural session of two-day women’s convention in Dehradun, Dr Nishank said his government had provided for 50 per cent reservation to women in panchayats, thus paving the way for their electoral empowerment. He said a special provision for ensuring gender budgeting was also being implemented by the state government.

The state government has decided to provide Rs 10,000 for the marriages of girls from poor families. Efforts have also been made to check crime against women.

President of the National Women’s Wing of the BJP Smriti Irani called upon the Uttarakhand BJP women leaders to prepare themselves for the forthcoming Assembly elections in Uttarakhand. Uttarakhand BJP President Bisan Singh Chufal was also present.

The agitated employees boycotted work from 11 am to 1 pm. The employees said despite their repeated pleas, the government was still to come up with separate service rules for the them.

The employees threatened to further intensify their agitation if the government did not promptly respond to their demand.
