Gairsain issue: UKD takes out rally

The Uttarakhand Kranti Dal (UKD) held a rally that began from its headquarters and culminated at the District Magistrate’s office, while halting at the Gandhi Park, where party president Trivender Singh Panwar submitted a memorandum to the District Magistrate.

In the memorandum, the UKD has reiterated its stand on issues of selection of Gairsain as the capital of the state, revoking ban on hydropower projects, expediting disaster related work and declaration of Baba Ram Dev’s properties.

Trivender Singh Panwar said the state government did not take any step despite their regular protest against closure of hydropower projects in the state from August 26 to October 15 this year.

HC order against stay on Wakf Board hailed

Uttarakhand Kranti Dal (UKD) leader Latafat Hussain has welcomed decision of the Nainital High Court to revoke the stay on the constitution of the Wakf Board.

He said the properties of the Wakf Board were incurring losses due to ban on its activities. But he also insisted that the public would accept this decision only when the present Wakf Board would ensure the safety of Wakf properties from encroachments. He deplored the fact that despite significant escalation in the Muslim population in the city, there was no other burial ground other than one at Chander Nagar in the city.

“There is no education institution. The office of the Wakf Board, too, is running at rent. In past, Social Welfare Minister himself had been advocating release of the Wakf properties from encroachment, but did not do anything sincerely. On this issue, District Magistrates should be asked to work at it under a campaign, only then the public would be able to benefit from the court’s decision.”

Shardul Panwar joins CPM

Former Central General Secretary of the Uttarakhand Kranti Dal (UKD) Shardul Panwar has left the party and joined the CPI (Marxist). CPM District Secretary Surender Singh Sajwan said Panwar would get benefit of his 25-year-old active political life.

IMA cadets hold anti-terror exercise

Contributions of the Army in civil affairs during crisis situations, natural or manmade, are well known in Indian context. Army personnel have always been there, be it rescue operations during floods, earthquakes, retrieving small children from bore wells, construction of schools in the remote areas or constructing the now famous foot over-bridge during the recently concluded Commanwealth Games (CWG). Young Gentlemen Cadets (GCs) of the Indian Military Academy (IMA) also put in their bit time and again when they are out on training exercises.

The GCs of the final term, while out on exercise “chindits” on October 20, got into the act, when during training they had cordoned off Ramgarh village at 3.30 am on October 20 and finally neutralised all “terrorists” at 8 am. During the break time, they decided to interact with the local schoolchildren and introduce them to the world of info tech and latest navigation aids by showing them satellite photographs and Google images of the entire training area.

All students who interacted with the GCs were from Colonel’s Academy, a local school headed by a retired army officer. Col Vikas Vohra, VRC, led the GCs. The GCs also interacted with the teachers of the school and finally before departing they distributed sweets to all students, who were very impressed with the conduct of the young officers to be.

The principal being a retired Army officer had already briefed the students about the Army and various operations, including Kargil conflict, where he had served. The students were indeed very motivated and most of them showed enthusiasm for joining the Army. The interaction was culminated with a group photographs with the schoolchildren and their teachers.

Defence staff meeting begins

A ploy to privatise all defence institutions is on and the situation is such worse that the government can close defence undertakings and institutions any time to open doors to private firms.

Thus the survival of these institutions will be a big challenge for the defence employees, said SN Pathak, president of the All-India Defence Employees Federation, at the 8th Annual Federal Council Meeting.

The three-day meeting started today and will be on till November 27. The meeting was inaugurated by senior leaders of the federation together by lighting lamps.

The president added the policies of the government are against the employees and the latter are forced to do struggle. He said it was the cause of concern that today the government was outsourcing in defence institutions and getting the works done by contractors.

General secretary of the federation C Srikumar mainly spoke against privatisation of the defence sector. Their federation is the pioneer of the trade unions of four lakh defence civilian employees working in 41 ordnance factories, 50 DRDO labs, MES, DGQA and other defence establishments under the Army, Navy and Air Force.

Court decision to hold Haridwar panchayat polls in 3 months hailed

With the Nainital High Court directing the Bharatiya Janata Party(BJP)-led Uttarakhand government to organise the Haridwar panchayat elections within the stipulated time of three months with the election notification in 10 days, the village pradhan organisation has termed the decision as landmark.

Chief in charge of the Pradhan Sangthan Rao Affaq Ali speaking to The Tribune said the decision had come on the writ petition of three of its members, namely Shamshad Pradhan, Narendra Pradhan, Abid and Nandram Pradhan, filed in the Nainital High Court on the unconstitutional cancellation by Chief Minister Ramesh Pokhriyal Nishank of scheduled panchayat elections in Haidwar district.

Ali said the organisation had pressed at the village, block, district and capital levels and this had borne fruits with finally judge VK Bisht stating that by the appointment of the District Magistrates as administrators of the 302 village panchayats, the government had violated constitutional norms.

Meanwhile, Union Minister of State for Employment in the Central government Harish Rawat, who is also Haridwar parliamentarian, where the panchayat elections are pending, has welcomed the court decision and didn’t let go the opportunity to take a dig at the Chief Minister.

Saying that Nishank, instead of opting for appealing against the decision in the apex court, should have respected the feelings of people of Haridwar as well as honour the Nainital High Court decision. Harish Rawat said he had earlier written a letter to the Chief Minister in context of the panchayat elections, but due to fear of failure on the panchayat elections Chief Minister had succumbed to political pressure.

He said misuse of the Maha Kumbh budget as well as the flood relief aid fund in Haridwar district was the prime factor which had made BJP leaders, including local legislator Madan Kaushik, who was made in charge of the Maha Kumbh 2010, fearsome of the panchayat electoral results.

Harish Rawat, one of the front runners for the CM post from the Congress side in the next Assembly elections, said on moral grounds the Chief Minister should resign as mass corruption scams and non-developmental working of the present state government had put the state people in distress.

3-day information drive launched

Dehradun, November 25
A three-day Bharat Nirman public information campaign launched by the Press Information Bureau (PIB), Government of India, Dehradun, commenced at Ratura in Rudraprayag district today.

Inaugurating the campaign, Uttarakhand Minister for Irrigation, Khadi Gramudhyog and Social Welfare, Matbar Singh Kandari said development of the villages under the Bharat Nirman campaign was essential and for this the Centre should relax the provisions of the Forest Act. He said many eligible people had been left out of the issuance of BPL cards in the state, therefore there was need of a fresh survey to bring them under BPL coverage.

PIB Deputy Director Prakash Thapliyal said more than 350 campaigns had been launched across the country so far and the drive launched today at Ratura was the 10th in the state.

Chief Development Officer NS Rawat informed about MNREGP and sanitation programme and stressed the importance of public awareness about water conservation and environment. Environment specialist from Swajal scheme PS Matuda informed the people about the schemes launched by Swajal Project, Rudraprayag, including National Rural Drinking Water Supply Scheme, Total Sanitation Campaign, National Rural Drinking Water Quality Monitoring Programme, Watershed Area Management and Conservation Programme.

During the campaign in Ratura, while information about welfare programmes started by the Centre were being given through cultural presentations, exhibitions depicting developmental activities being carried out in the district were also put up. Various cultural troupes depicted the culture of the state. A magic show conveyed the ill effects of smoking and liquor. The students of Government Inter College, Ratura, also presented a cultural show.

Employees of the Municipal Corporation (MC) seem to be bewildered over the viability of the solid waste management project, following a Delhi-based company that won the bid quoting a very low tipping fee rate. The bid was opened on Monday and won by Delhi-based company SPML that quoted the lowest rate of Rs 350 as tipping fee.

Though none of the officials is ready to speak on the topic openly, sources claimed that all employees in the corporation, including the Mayor, MNA, AMNA and the Executive Engineer, are confused that they had received the lowest bid for the project, but would it be able to continue for the next 15 years.

The Rs 24.60-crore project (for 15 years) has been approved under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) and sanctioned by the Urban Development Department. A committee was then formed by the state government and directions were given that the project would be carried out in an integrated manner (not to be done by different parties). It was only then the entire process was tendered by the MC in two phases inviting technical as well as financial bids. The technical bid was opened two months back while the financial bid was opened on Monday. Eight parties participated in the same out of which two were rejected for being ineligible for the tender. All companies were evaluated technically and six were selected to participate in the financial bid.

Now, when the bid has been opened, the MC will be evaluating the company financially, the report of which will be sent to the administration, which will estimate the company and then only it will get the contract.

Sources maintained that the company would be given Rs 350 for picking up one tonne of garbage. During the tenure they need to carry out do-door-to-door collection, transportation and processing. The corporation has also asked the company to provide the rates for the next 15 years.

An official on the condition of anonymity said the MC had selected the company with the lowest bid but all were in doubt whether it would be able to take the project for next 15 years or would surrender after working for a few years as the amount they have quoted is very less. He also stated that the Mayor would be conducting a meeting regarding the topic soon.

Govt mulls DNA profiling bank at IIT-R

The Uttarakhand government may establish a Human DNA profiling Bank at IIT, Roorkee, through the Biotechnology Department. In order to strengthen forensic investigation, names of Pant Nagar Agriculture University and IIT, Roorkee, came up for discussion at the meeting of the Health Department with health officials, who were overwhelmingly favouring IIT, Roorkee.

The meeting was chaired by Director-General, Health, HC Bhatt at the Health and Family Directorate recently and attended by the health officials. A call was also made for the constitution of a committee that would suggest requirement and also oversee setting up of the department and the bank. A need was also felt for establishing the state forensic laboratory for the purpose of viscera investigation, as of now the state is dependent on the neighbouring state laboratories.

The Director, Planning, said a governing body on the lines of the government of India would also have to be created. The meeting comes in the wake of the Human DNA Profiling Bill for Parliament that has to be passed by the Centre. A draft bill having provision for establishment of DNA data banks, both at the national and state levels, has already been circulated for seeking suggestions. The Draft Bill was sent to all states for their comments and the state government would also be passing on the suggestions to the Centre, though the Bill is yet to be introduced in Parliament.

IIT-R non-teaching staff to hold stir from Dec 1

The non-teaching employees of IIT-R have decided to go on two-day agitation from December 1. The executive committee of the IIT-R Employees Union has taken this decision, as their long-pending demand of implementation of Modified Recruitment and Career Progress Scheme (MRCPS) is yet to be fulfilled.

Agitated over the non-responsive behaviour of the institute authorities, this decision has been taken, said Mahavir Singh.

“It was on October 21 that the union had submitted a one-month notice-cum-demand mentioning their 21 issues, but no action has been taken so far,” said president, Union Employees, IITR, Vinod Gaur. The non-teaching employees have been demanding implementation of MRCPS from January 2006 for IIT Group B/ C and D.

According to the government decision, it has been decided to put in place an MACP scheme for group B/C employees of IITs according to which the financial upgradation already availed under the RCPS would be taken into account while allowing any upgradation under the MACP, financial upgradation as per MACP scheme will be followed and no upgradation to a grade pay higher than what is provided for under the MACP scheme will be allowed.

Man killed in road mishap

Anirudh Kumar Gaud, a technician at IIT-Roorkee, was killed today when a speeding bus of Muzaffarnagar depot hit his bike. The accident took place on the Roorkee-Haridwar highway near Century Gate, IIT-R.

Soon after the accident, the bus driver fled from the scene, leaving the passengers on board stranded. Anirudh was shifted to a hospital, where he was declared brought dead.

Students allege fleecing by college

Some students of Doon Marine Engineering College today alleged that the institute had taken money from them in the name of providing them jobs on the ship. They submitted a memorandum to the District Magistrate, who immediately referred the case to the City Magistrate.

Bharat Singh, Anil Tadyial, Vikas Singh Rawat and Ajay Singh Rawat told the magistrate that, being lured by the advertisement by the said college, they got the admission on July 5, 2009, after paying a fee of Rs 75,000 each. Stating their plea, the four of them said the institute told them that after a training of six months they would get placement on the ship.

They further mentioned that they were taken to Kolkota for training of two months and made to sit at home for the remaining four months. “We were told that once we complete the training, we will be able to serve with the companies like ONGC, Reliance and Tata etc, but they failed to do so. Instead they made us work at Barge in Karnataka, where we came to know that the said work requires no degree, diploma or training and even an uneducated person can do that work,” they claimed.

“The institute further took Rs 1 lakh in two instalments stating that we had to pay it if we wanted to get a good job. We somehow paid them the amount by taking loans. But the institute refused to give us the receipt for the same,” they added. “My grandfather took the loan for my training against his pension,” said Ajay Singh Rawat from Paudi Garhwal.

All of them stated that the institute also forced them to sign on a blank paper and when they refused they were told that it was required for making an agreement.

Vikas said they needed to have a Pre-Sea Training Certificate and Indian CDC for working on the ship, but the institute failed to provide that too. After hearing the plea of the students, City Magistrate MS Bisht called up the owner of the institute and asked him to provide all details regarding the institute to him by tomorrow.

Schoolchildren donate books, toys for anganwadi centres

Putting into practice Governor Margaret Alva’s suggestion, schoolchildren belonging to private schools today handed over 1,000 cartons containing books, toys, stationary and clothes to be distributed among poor children at Anganwadi Shishu Centres located in the remote areas of Uttarakhand.

During the Children’s Day programme organised at Raj Bhawan on November 14, the Governor had urged the schoolchildren to donate whatever they had for poor children of the state and today the schoolchildren from Welham Boys, Welham Girls, DPS, Doon School, St Joseph Academy, Jaswant Modern School put into practice the suggestion and handed over the collection to the Governor.

Besides Governor Alva’s dream project, a toy bank set up for the orphan children has been a successful venture, “More than 3,500 toys have been collected for the bank by Meenakashi Joshi alone, together with books and stationary etc,” said General Secretary, Uttarakhand State Child Welfare Board, Dr Pushpa Manas.

She said these items would be distributed at the district-level commitees. “We have also started shifting children who are more than three years old to Anganwadi centres and a sub-committee is also keeping a watch on adoption practices so that there is no exploitation,” said Manas.

District status for Jaunsar, Bawar sought

Activists of the Jaunsar-Bawar Association staged a dharna near the Gandhi Park to press the state government to carve out a district in the region for full development of the area.

President of the association Munna Rana said there were 450 primary and middle schools in the region, but 80 per cent of them did not have any teaching faculty. Similarly, the development officers, too, were negligible because of which the region got overlooked and remained underdeveloped. He demanded creation of a district in the area so that separate administrative machinery could be set up to spearhead the development plans.

President of the Samajwadi Party Vinod Badhthwal said, “The way state government is considering the creation of the districts in Kotdwar, Purola and Roorkee, it must also include the Jaunsar-Bawar region in that plan”.

HIV workshop for police held

More than 75 policepersons from the Dehradun region participated in an HIV sensitisation workshop organised by the Uttaranchal State Aids Control Society at the Directorate, Health and Family Welfare.

During the workshop, the stress was laid on mainstreaming of patients so that they were not stigmatised. “As the police is constantly in touch with a large section of society, it becomes imperative that they have information on AIDS and also are supportive towards AIDS/HIV patients,” said Joint Director, Blood Safety, Meenakshi Uniyal. She said the spread of AIDS could be controlled through awareness that in turn could lead to a well-informed society.

Train driver gets 3-yr jail for killing jumbos

Dehradun, November 25
The Dehradun District Court today gave three-year imprisonment to a train driver accused of killing three elephants in the Rajaji National Park 12 years ago. The accused has also been fined Rs 10,000.

Train driver Vijayapal had allegedly killed a female elephant and her two young ones, as the pachyderms were crushed under the moving train being driven by him.

According to the judgment, the train was moving faster than the stipulated speed inside the national park. The accident took place on September 28, 1998, when the pachyderms were crossing the railway track at the Kansro range of the Rajaji National Park along with their group. The culprit was booked under the Wildlife Protection Act.

Man held for making obscene clipping of PG girls

Dehradun, November 25
A resident of the Race Course area was arrested for allegedly making 6-minute obscene clipping of the two paying guest (PG) girls, who were putting up at his house.

The accused, identified as Sarbjit, had fixed a web camera in the bathroom of the girls several days back and had been making clippings, said the district police.

The girls today got to know about the mischievous act after they saw the camera and informed the police. The cops have booked him under the IT Act for the crime. As per information, the accused said he had placed the camera for his own entertainment. The two girls are studying in a local institute here. — TNS
